The undeveloped areas should not be satisfied with the existing state of affairs ,they must make good use of the successful experience in developed areas and constantly bring forth new ideas and new reforms to stimulate the internal motivation for regional development by choosing and cultivating the growth points of accelerating regional development and using new systems and new ideas. During the transformation from spontaneousness to consciousness ,the government should play an effective part in controlling principal part of the market to promote the economic development of undeveloped regions.
