The evaluation system consisting of 10 factor indexes and several explanatory indexes is constructed. Using fuzzy analytic hierarchy process, this paper takes hundreds of small and micro culture enterprises in Shanghai as the research object, and examines the evaluation of the enterprises' incubating environment. It is found that from the macro perspective Shanghai has the advantage of standardized and efficient government management, favorable policies with national strategic support. Market, talent, financial environment and other original urban advantages, may be squeezed by state-owned and foreign-funded enterprises, which has been magnified as a small and micro enterprises weakness.Microscopically, the incubation ecology of small and micro culture enterprises has not yet been established.
