The scientific components of land grant fee were proposed and its scientific measuring models were also made based on land econom ics theory and land price model, which make land grant fee be the economic level of constructing the harmony between urban and rural, also hu man and nature. Thus manifests the maximization principle of fair and efficiency to control the increasing land and to excavate the storage land.
