| 摘 要： | 目的/意义加强自然灾害风险监测预警机制建设是有效预防自然灾害、减少灾害损失的重要途径。方法/过程对四川省灾害风险监测预警建设现状进行调研，并对四川省灾害风险监测预警工作存在的问题进行分析。结果/结论虽然四川省各类自然灾害监测预警能力不断提升，管理协调机制不断完善，但依旧存在预警信息系统覆盖不全面、信息共享程度低、信息化建设滞后、信息发布机制不完善、群众防范意识低等诸多问题。基于此，四川省需要不断加强健全灾害综合监测预警机制建设，统筹协调、整合各类信息资源，探索突破“最后一公里”预警信息发布技术，不断加强对群众的宣传教育。

| Abstract: | Purpose/significanceOptimizing and innovating the ecological environment is the cornerstone of enhancing the vitality of various innovators. Strengthening the construction of the innovative ecological environment can not only cultivate the deepest soil for innovation and entrepreneurship practices, but also enhance regional competitiveness, create a western innovation center, and promote high-quality development in Sichuan.Method/processThis paper discusses the composition of the factors that affect the innovative ecological environment in theory, analyzes the effects and problems of Sichuan's innovative ecological environment construction from practice, and considers the countermeasures and ways to optimize Sichuan's innovation ecological environment from solution.Result/conclusionSichuan has already the perfectfoundation of innovative ecosystem, and the government leads and strengthens the construction of regional innovative ecological environment. In accordance with the principle of "overall planning, demand orientation, entity focusing, law following, and comprehensive reform", Sichuanhas to speed up the construction of regional innovative ecosystems by further optimizing the environments of institution, market, scientific research, human resource, finance, industry, service, foundation, culture and opening to the outside that are conducive to innovation. |
