江西省科技创新平台创新能力评价指标体系及发展策略

摘    要:合理构建科技创新平台创新能力评价指标体系已成为新形势下各省科技创新政策制定与实施中广泛关注的焦点。针对江西省科技创新平台发展现状,分析探讨科技创新平台创新能力评价中存在的主要问题,并对科技创新平台创新能力评价指标体系构建进行定性分析,给出创新能力评价指标的选择依据;然后,针对创新能力评估过程中存在的复杂性和专家因素的不确定性,进一步提出一种融合区间层次分析的模拟退火算法用于定量计算评价指标最优权重分配值。仿真结果表明,所提出的算法能有效解决不确定环境下科技创新平台创新能力评价指标权重决策问题。最后,提出可有效引导江西科技创新发展方向聚焦的科技创新平台发展建议。

Evaluation Index System and Development Strategy of Innovation Ability of Scientific and Technological Innovation Platform in Jiangxi Province
Abstract:The rational construction of the evaluation index system of innovation ability of scientific and technological innovation platform has become the focus of the formulation and implementation of scientific and technological innovation policies in all provinces under the new situation. Aiming at the development status of scientific and technological innovation platform in Jiangxi Province, the main problems existing in the evaluation of innovation ability of scientific and technological innovation platform are analyzed and discussed , a qualitative analysis on the construction of evaluation index system of innovation ability of scientific and technological innovation platform is made, and the selection basis of evaluation index of innovation ability is given . Then, aiming at the complexity and uncertainty of expert factors in the process of innovation capability evaluation, a simulated annealing algorithm integrating interval analytic hierarchy process is further proposed to quantitatively calculate the optimal weight distribution value of evaluation indicators. The simulation results show that the proposed algorithm can effectively solve the weight decision-making problem of innovation capability evaluation indicators of scientific and technological innovation platform under uncertain environment. Finally, some suggestions on the development of scientific and technological innovation platform that can effectively guide the development direction of scientific and technological innovation in Jiangxi are put forward .
