| 摘 要： | 在国际国内产业转移背景下，重庆必须有效承接国际和东部地区产业转移，以产业转移促进城乡产业统筹发展。要引导各地区承接不同梯度和类型的产业转移，形成城乡统筹的产业体系；要加快产业发展和升级，增强大城市带大农村和统筹城乡发展的能力，并推动大量的传统工业逐步向主城以外的区域转移。承接模式主要有要素注入式的直接投资模式、企业内部一体化模式、企业虚拟一体化模式以及“产业转移园区”模式。
