As a multi-objective policy, the EU Common Agricultural Policy continues to secure significant income support for farmers as one of the nine specific objectives. We estimate the income transfer efficiency of a broad set of pivotal policy measures, focusing on the effects of farm structure on income transfer efficiency. We use dynamic modelling, based on a micro-data panel of Italian farms for the period 2008–2014, allowing for endogeneity, simultaneity bias, and omitted variables. In line with previous studies and economic expectations, we find that decoupled direct payments provide the highest contribution to agricultural incomes, followed by agri-environmental payments and on-farm investment subsidies. Coupled payments have no significant impacts on farmers’ income. Generally, for all analysed Common Agricultural Policy measures, large farms benefit from greater transfer efficiency levels compared with medium and small farms. These differences among instruments and across farms suggest that policy-participation costs may play a pivotal role, together with the economic structure of farms, in determining the income transfer efficiency of CAP policies.  相似文献

The objective of this study is to explore the possibilities of improving production and income on small farms through better allocation of resources. It pertains to the area that represents the low potential cereal crops zone (LPCZ) of Ethiopian highlands in the Shoa region. The basic primary data were drawn from 50 randomly selected farms in the area, and secondary data were obtained from ILCA. LP and MOTAD are used as analytical tools. The results of the study indicates a substantial potential for increasing net farm cash incomes by efficient allocation of available resources under current level of technology. The study further revealed that small-scale farmers in the study area operate at a relatively higher risk under the existing situation than would be the case under an-optimal situation. Thus, small-scale farmers should allocate resources optimally not only to increase cash income but also to reduce risk.  相似文献

A Bayesian method of classifying observations that are assumed to come from a number of distinct subpopulations is outlined. The method is illustrated with simulated data and applied to the classification of farms according to their level and variability of income. The resultant classification shows a greater diversity of technical charactersitics within farm types than is conventionally the case. The range of mean farm income between groups in the new classification is wider than that of the conventional method and the variability of income within groups is narrower. Results show that the highest income group in 2000 included large specialist dairy farmers and pig and poultry producers, whilst in 2001 it included large and small specialist dairy farms and large mixed dairy and arable farms. In both years the lowest income group is dominated by non‐milk producing livestock farms.  相似文献

This article documents a relationship between nonfarm income (primarily earnings and pensions) and agricultural investment in Bulgaria, specifically, expenditures on working capital (variable inputs such as feed, seed, and herbicides) and investment in livestock. Among those with positive spending on farm inputs, the estimated elasticity of these expenditures with respect to nonfarm income is 0.14. Nonfarm income also has an effect on the number of households that purchase farm animals, with an estimated elasticity of 0.35. The use of nonfarm income for farm investment is consistent with the presence of credit constraints, as is the fact that less than one percent of farmers report outstanding debts for agricultural purposes. Yet many farm households take out large unsecured loans for other purposes, primarily to cover consumption expenditures, implying that credit is available, but that farmers prefer not to use borrowed funds to finance agricultural investment. This would suggest that increases in the availability of agricultural credit may have little effect on farm outcomes, whereas increases in nondebt-financed sources of liquidity, such as subsidies or transfers, may better stimulate investment.  相似文献

Improving the production and marketing of livestock kept by smallholder farmers in Africa has the potential to be a route out of poverty for millions of families. However, farmers' ability to improve livestock production is constrained by access to key services such as veterinary and breeding services. FARM-Africa has pioneered an approach to establishing dairy goat enterprises on small farms that places all key services in the hands of farmers and the private sector. An example of this approach implemented in a project in Kenya is described. The approach has been extremely successful and is already spreading across East Africa. Total milk production and incomes increased 10-fold within five years. Farmers are starting to sell fresh milk to supermarkets in Nairobi. With greater investment, the model could reach many more families. FARM-Africa is planning to expand the breeding and animal healthcare model through a franchising business model.  相似文献

[目的]为清晰识别农业资金投入对新疆农民收入的影响程度,并给予地方政府进一步优化调整农业资金使用效能提供参考依据。[方法]文章选取1978~2013年新疆统计数据,采用协整分析、误差修正模型等方法对财政支农、农业贷款、农民自主投资与新疆农民人均纯收入进行了实证探究。[结果]新疆地区财政支农、农业信贷、农民自主投资与农民人均纯收入之间存在长期均衡关系;而短期内财政支农、农业信贷以及农户自主投资的促进效应不如长期明显,其中农业贷款的收入效应远低于财政支农和农民自主投资;财政支农、农民自主投资与农民人均纯收入在短期内具有格兰杰因果关系,长期则格兰杰因果关系解释力逐渐减弱,而农业贷款在短期内不是新疆农民人均纯收入增长的格兰杰原因,长期则互为格兰杰因果关系。[结论]该文提出加大财政支农投入力度,提高财政资金配置效率;推动农村金融改革,提高农村金融效率;提振农民自主积累资金投资的积极性等政策含义,以期为新疆"三农问题"有效解决提供坚实可靠的资本基础。  相似文献

ABSTRACT

The projected global expansion in consumption of meat and other livestock products potentially offers sub-Saharan African small-holder farmers opportunities to escape from the poverty trap. A necessary condition for exploiting this potential is the establishment of marketing systems that provide farmers with reasonable incentives to participate in the market. In this study, the functioning of livestock markets in rural Uganda is analyzed based on a survey of 401 livestock keepers, complimented with focus group discussions with livestock traders and policy planners. The first part is dedicated to the empirical analysis of key organizational and institutional arrangements. Constraints along the marketing chain as well as potential institutional solutions are illuminated. The second part is dedicated to propositions of new areas where more work and new results are needed to improve the functioning of the livestock marketing chain. Empirical findings indicated the following institutional constraints: a poor market information system, lack of grades and standards, lack of trade finance, poor contract enforcement and dispute settlement, disorganized actors, high transaction risks, and poorly developed marketing infrastructure. The study recommends a structured approach to livestock marketing, market infrastructure development, and emphasis on arbitration systems as specific ways of improving the efficiency of livestock marketing in Uganda and other developing countries.  相似文献

Recent changes in the Common Agricultural Policy (CAP) introduced different definitions regarding the eligibility of various types of land used by grazing animals. In particular, shrublands and other low-quality areas which have traditionally been used as grazinglands are now not eligible for European Union income support payments. Subject to these changes, a large part of livestock farms will be affected, being partially or fully deprived of EU income support. In addition to these policy-driven changes, pasture-fed livestock farms in Greece are faced with a unique system of grazingland allocation, as all grazing areas in the country are state-owned. These areas are allocated for a short period either directly to farmers who are permanent residents of the Municipalities or to other livestock farmers through an auction system, which does not take into account the grazing capacity thus bringing about environmental degradation. This paper investigates the effects of CAP changes and of this communal land allocation system based on the findings of a typological analysis. The study focuses on a typical Greek territory in terms of land uses, economic activities and sociodemographic developments. Data from a questionnaire survey are used to build a typology of local livestock farms in terms of their nutritional management and land use characteristics and then the profile of each type is investigated through the estimation of a Multinomial Logit Model where the dependent variable is the cluster participation. Three distinct types of farms (clusters) are determined. Cluster 1 includes traditional farms which rear sheep and goats and bovine for meat, which are highly dependent on grazingland uses and EU income support. Cluster 2 farms – mainly sheep and goat – have evolved a ‘double’ dependency on land in the form of grazingland but also of cropland for feedstuff production, which renders them more resilient to policy changes. Finally, Cluster 3 farms are intensive dairy cattle farms and use artificial (cultivated) privately-owned grazinglands and cropland for feedstuff production. Market-oriented measures are proposed for each type and suggestions for an integrated land use plan are made, including long-term leasing of land and the consideration of environmental criteria for land allocation, thus rendering farmers responsible for keeping their land in a good production state.  相似文献

This article determines the relative technical efficiency of rural- and urban-influenced crop/livestock enterprises in the Corn Belt. Farmers in urban-influenced locations are less technically efficient than farmers in rural locations. During 1998–2000, stochastic production frontier procedures indicate that a 10% increase in urban influence leads to a close to 4% decrease in technical efficiency. The most successful urban-influenced farms have controlled costs as effectively as rural farms. They have tended to de-emphasize that nondairy livestock activities—particularly beef and hogs—do not rely extensively on off-farm income, and have relatively large, less residential/lifestyle operations compared to less successful urban-influenced farmers. However, our statistical analysis clearly bears out the refrain in popular literature that urban proximity raises the cost for, and decreases the viability of, traditional farms.  相似文献

This paper presents an analysis of endogenous institutional innovations that have recently emerged in the agroindustrial zone of Chincha, on the coast of Peru. These innovations include: (1) contracts between agroindustrial firms and large farmers, introduced by the firms themselves to assure timely delivery and compliance with strict requirements implied by the emerging demanding quality and safety standards for agro‐export of processed asparagus; (2) management services exchanged for labor supervision and land collateral in share tenancy contracts between a management company and “farmer companies” of small cotton farmers. These contracts introduced by the management company illustrate those described theoretically by Eswaran and Kotwal [Am. Econ. Rev. 75 (3), 352–367]. The nature and importance of these institutional changes are twofold: (1) They were induced institutional innovations driven by the requirements of agroindustrialization itself. (2) Together they had ambiguous employment and income impacts (tending to the negative). On the one hand, the emergence of asparagus and firm‐farm contracts reduced employment through exclusion of small farms and shifts to capital‐intensive crops. On the other hand, the reinforcement of smallholder cotton and the emergence of farmer companies increased employment and income of smallholders. The institutional innovation allowed them to reduce risk and increase profits and thus access some of the benefits of agroindustrialization and globalization. While processing firm‐farm contracts are common in Peru, as is the presence of NGOs bringing subsidized credit, the private management firm innovation is rare and new in Peru and apparently also in the region, and of great interest. In fact, policymakers and NGOs have recently discovered that this innovation is taking place and are asking hard questions about whether this innovation can and will be diffused. The interest in the private for‐profit institutional change is sharpened by growing doubts about how economically sustainable and widespread a response NGO help can be to small farmers in maintaining their participation in income‐enhancing agroindustrialization. Moreover, with changes in land laws and markets the fluidity of the situation is apparent, with agroindustrial firms even starting to ask themselves whether contracts with large farms are necessary and best.  相似文献

Concern over the incomes of farmers has been a fundamental but ill-defined component in the agricultural policies of the UK and many other industrialised countries. Attention is drawn to the inability of the UK's annual White Paper aggregate income figure to reveal much of the income position of farm families. Current income from farming is only a partial measure of the potential spending power of farmers: many have off-farm sources of income which must be taken into account when, for example, assessing poverty and these sources appear to be growing in relative importance. In the longer term, capital gains form part of the returns to landowning farmers but are usually ignored. The frequently-found combination of low current incomes and great wealth has prompted the use of a measure of economic status which combines the two. A prime requirement appears to be a more precise statement of the aims of income policy and the use of income measures most appropriate to the circumstances.  相似文献

Contract farming has gained in importance in many developing countries. Previous studies analysed effects of contracts on smallholder farmers’ welfare, yet mostly without considering that different types of contractual relationships exist. Here, we examine associations between contract farming and farm household income in the oil palm sector of Ghana, explicitly differentiating between two types of contracts, namely simple marketing contracts and more comprehensive resource-providing contracts. Moreover, we look at different income sources to better understand how both contracts are linked to farmers’ livelihood strategies. We use cross-sectional survey data and regression models. Issues of endogeneity are addressed through measuring farmers' willingness-to-participate in contracts and using this indicator as an additional covariate. Farmers with both types of contracts have significantly higher household incomes than farmers without a contract, yet with notable differences in terms of the income sources. Farmers with a marketing contract allocate more household labour to off-farm activities and thus have higher off-farm income. In contrast, farmers with a resource-providing contract have larger oil palm plantations and thus higher farm incomes. The findings suggest that the two contract types are associated with different livelihood strategies and that disaggregated analysis of different income sources is important to better understand possible underlying mechanisms.  相似文献

Narrowing the gender technology gap in agricultural production has become a critical policy issue in sub‐Saharan Africa. A better understanding of the gender technology gap is essential for policy formulation and programme planning to ensure equity in resource allocation, and household‐level food security in low and middle income countries, such as Ghana. We employ a metafrontier approach to analyse the differences in the efficiency of male and female farmers, recognising the endogeneity of some of the variables in the inefficiency effects model, in particular the credit constraints of the rice farmers under study. Our findings show that while the rice farms themselves are very similar, average yields for male managed farms tend to be significantly higher than female managed farms reflecting higher seeding and fertiliser application rates on male managed farms. However, there is no significant difference between the genders in either land used for rice or total output per farm household. We find some evidence that relative to the metafrontier, male managed farms are less efficient than female managed farms. The results further show gender technology gap amongst the smallholder rice farmers with females’ technology gap ratio being significantly greater than that of males, with females operating on a production frontier closer to the metafrontier. Policies that provide females more access to productive resources and other agricultural services could assist in the generation of relatively higher output.  相似文献

With the decline of cotton especially in the marginal cotton areas, farmers have been using more of the cotton‐financed inputs on the cereals. The cotton para‐statal company (CMDT) has made a virtue out of this recommending diversification for these regions. Following the world price spike in 2010, the Malian government responded with a substantial price increase for cotton in 2011 of 38% to rejuvenate the Malian sector. This article looks at the impact of this price policy in the cotton economy and the potential of new cereal technology and marketing strategy to raise incomes and facilitate the diversification. Given the importance of the marketing decision of selling later after the recovery of cereal prices from the harvest collapse, a discrete stochastic programming model was developed for three‐stage decision making. Then, the recent changes in the cotton economy and government fertilizer subsidies were analyzed along with the introduction of the new technology marketing of sorghum. Cotton and maize continue to dominate the economy but the combined sorghum technology marketing increases farmers’ incomes by 16% to 21% and eases the return to normal cotton prices, after the 2011 price spike, as well as the removal of the fertilizer subsidies.  相似文献

Property rights reform is typically hypothesized to boost investment through investment demand and credit supply effects. Yet when the credit supply effect is muted, property rights reform would be expected to induce liquidity-constrained farms to reduce investment in movable capital even as they increase investment in attached capital. This expectation is corroborated by econometric analysis of panel data from Paraguay. While all farmers experience a positive investment demand effect, liquidity-constrained producers correspondingly reduce their demand for movable capital. Given an estimated pattern of wealth-biased liquidity constraints, property rights reform will get institutions "right" for only wealthier producers.  相似文献

Livestock play a key role in the lives of poor, rural people in developing countries, providing a major proportion of their cash income, capital assets, draught power, fuel and fertilizer. Rapid growth in demand for meat and dairy products in Asia presents both opportunities and challenges for livestock development and poverty alleviation. This paper explores the potential of livestock intensification to benefit the livelihoods of upland households and meet market demand in the Lao Peoples' Democratic Republic (Lao PDR), a South East Asian country undergoing significant economic change.

A review of the livestock sector in Asia shows increasing demand for live animals and meat in neighbouring Vietnam, Thailand and China. Lao PDR is well positioned to capitalize on the growing Asian livestock sector, however the extent livestock production in Lao PDR can reduce poverty, meet growing domestic meat demand and lift livestock exports is problematic. Findings from research in two upland northern provinces demonstrate how the introduction of forages for livestock has revolutionized the lives of some farmers and villages, but concludes that strategies are still needed to engage poorer households. The impacts of changing domestic and export markets are less certain, and are discussed within the context of environmental and public health, cultural traditions, economic development and sustainable livelihoods.  相似文献

The Common Agricultural Policy has been more successful at securing food supplies than at providing adequate incomes for small farmers. Among proposals for resolving the problem, part time farming is a promising option. To date, agricultural policy has at best ignored farms below the ‘full time’ threshold, at worst discriminated against them. The new Agricultural Structures policy embodies a more positive approach, however. Robson's paper calls for better information on farm households with other gainful activities. Statistics from the 1983 Farm Structure Survey provide insight into the nature and extent of part time farming in the European Community. Neglect of part time farming in the UK up to now may have stemmed from its perceived irrelevance for agricultural policy. Now that it is being viewed in a more favourable light, policy makers need to be appraised of the facts. Currently about one third of main agricultural holdings in England and Wales are part time farms in the sense that farmer or spouse combines another paid job with farming. Gasson's paper explores the nature of these other jobs and features of their distribution. Following trends in other developed countries, non-farm activities are becoming increasingly important for UK farming families. Growth in part time farming has obvious implications for income support, widely agreed to be the fundamental objective of agricultural policy in western Europe. Existing farm income measures are not adequate for assessing the extent of the income problem in agriculture. Data from the Inland Revenue's Survey of Personal Incomes and the Wye College part time farming survey fill some of the gaps left in official measurements. Non-farming earnings, pensions and investment income contribute significantly to farm household incomes. A majority of part time farming families in England and Wales make more from other sources than from farming. Although average incomes of part time farmers may exceed those of full timers, Hill's paper identifies a section of part time farming families with inadequate incomes from all sources.  相似文献

The most commonly quoted information on UK farm incomes comes from the Farm Management Survey. However, this Survey does not embrace the income farmers receive from non-farm sources, and its coverage of very small farms is not good. For many income studies, an attractive alternative source of information, newly available, is the agricultural and horticultural subsets of the Survey of Personal Incomes, conducted annually by the Inland Revenue. This paper comments on the SPI results for 1978/79. While there are reservations about the classification employed and the income concept adopted, the SPI is nevertheless an important new source of data, covering income received by farming couples and individuals from self-employment, from employment and from investment. Overall, earned income constituted 83 per cent of the Total Income of farmers in 1978/79; business profits (including those of wives) formed less than two-thirds of the total, illustrating the importance of including non-farm sources in any assessment of farmers' income position. When classified by income size, agricultural incomes are seen to figure disproportionately high among the upper income groups of the community. The earnings of farmers' wives are discussed and the SPI income-distribution compared with that from the FMS. Ways of exploiting this newly-available data source are explored.  相似文献

Human capital is an important resource in primary production impacting on farmers’ decisions and actions. Given their current and expected economic environment, farmers must use their human capital in mapping out a trajectory for their farm. This study considers particular aspects of farmers’ human capital and its influence on farm growth, or lack of it. Farmers’ characteristics as expressed through their personality, intelligence and objectives are the main human capital aspects considered in a sample of smaller NZ dairy farms. They are somewhat typical of western farmers working on smaller farms. They can be broadly classed into Expanders, Maintainers and Retractors. It is hypothesised each group will have distinct and different personal characteristics and these influence the farmers’ choice of trajectory. This is in addition to purely economic factors. It is also hypothesised the characteristics influence the farmers’ choice of development strategy and how challenges to the strategy are viewed. The data collected from the small dairy farms support the hypotheses suggesting the design of policy and extension programs must allow for these human capital drivers. Using past data, it is also shown aspects of human capital are different in large farms emphasising the same conclusion.  相似文献
