Soaring air traffic, increasing urban expansion and airports operating at full capacity are reasons that have caused a discussion about improvements in airport landside access systems. One approach to better match customer demands and address airport congestion is to facilitate the intermodal integration of airports. Building on a survey on intermodal passenger air transportation, we elaborate on the current and future situation at major airports. Our findings indicate a high modal concentration and dependence on individual access modes. However, while airport managers intend to reduce the share of these modes, they plan to increase that of high-occupancy airport access modes. We analyze the underlying motives that cause airports to extend their connections to surface infrastructure. In a case study, we assess an intermodal best practice solution for the integration of air and rail.  相似文献

This study evaluates airport performance from 2014 to 2021 with actual and forecasted data to help plan airport sustainability and establish sustainable airport development strategies. Eight Chinese airports (PEK, PVG, CAN, SZX, SHA, XMN, HAK, and HKG) and four representative Asian airports (HND, ICN, SIN, and DEL) are studied. Airport performance is evaluated from the process level (i.e. operational processes providing aeronautical service and financial processes providing commercial service) to the airport level using the Network DEA with actual and forecasted data from the grey model. Results indicate that HKG has been and will be efficient for the entire study period. There is an observed trend of an overall efficiency decrease during the forecast period of 2018–2021. This study classifies operationally efficient airports (PEK, HND, and XMN) and financially efficient airports (HAK, ICN, and DEL). Mainland Chinese airports show significantly higher operational efficiency than financial efficiency, and lower rankings in overall efficiency. It is expected that mainland Chinese airports will soon develop beyond the transportation center, possibly towards the aerotropolis, balancing economic, social, and environmental aspects for sustainable development. This study helps airport management to evaluate sustainable development strategies by assessing current and near future conditions affecting sustainability.  相似文献

AENA in Spain and DHMI in Turkey operate a large majority of the airports in their respective countries. These two airport operators share some similar characteristics, but also present many differences with respect to their management strategies. For instance, the Turkish DHMI introduced a Build-Operate-Transfer (BOT) model and concession agreements, which enables active private participation in airport management. In contrast, management and operation responsibilities at all airports in Spain –with a few exceptions-have remained with AENA. This paper utilizes a data envelopment analysis (DEA) to compare the relative efficiency of airports within AENA and DHMI for the years between 2009 and 2011. Based on the efficiency scores, it further identifies the sources of inefficiencies resulting from various management strategies and other external factors. The results indicate higher average efficiency levels at Spanish airports, but private involvement enhances efficiency at Turkish airports. The majority of the airports in Spain and Turkey operate under increasing returns to scale. Certain policy options, including a higher private involvement and improvement of the airport network by closing some inefficient airports, should be considered in order to increase the airport efficiency in both countries.  相似文献

As aviation demand increased constantly along with the rapid economic growth in Japan and surrounding East Asian countries over the last several decades, Japanese government promoted airport construction since 1950s. However, the recent change in the economic background has made rise to a criticism toward the inefficient public investment, especially the transportation infrastructure. In this criticism, it has been argued that some of the small regional airports are indeed suffering the issue of overinvestment. Thus this paper attempts to verify the validity of such criticism by statistically measuring the efficiency of Japanese airports and conducting comparative analysis. For this objective, the paper employs two distinct methods namely data-envelopment analysis and endogenous-weight TFP methods. The results from these methods consistently indicates that the efficiency of regional airports in mainland Japan are lower than others, and that those airports constructed in the 1990s are relatively inefficient.  相似文献

Many planning authorities and airports study measures to increase public transport use for airport ground access and egress. At the same time, an increase in real estate development at and around airports is occurring, both due to airports seeking new revenue possibilities and other developers attempting to profit from high value locations. This paper considers non-aeronautical activities at large airports, largely commercial centres and transit hubs, as land uses that have the potential to improve the situation for operating public transport services. In order to assess potential benefits and disadvantages, four research questions are considered: (1) Can the additional travel volume reach levels at which it has a significant impact? (2) To what extent do non-aeronautical activities influence the public transport access system? (3) Is the resulting demand distribution better or worse regarding peaking behaviour? (4) Is there a potential for the resulting overall demand to bring about capacity shortages?A case study is conducted at the airport of Zurich, Switzerland, which finds that non-aeronautical activities in the direct airport vicinity have led to a situation where the operation of public transport services is much more viable due to overall higher passenger numbers and a more even distribution throughout the day. It is concluded that locating non-aeronautical activities at airports can, in addition to providing commercial benefits to developers, lead to a situation where improved public transport services become feasible.  相似文献

Airport passenger leakage is the phenomenon of air passengers choosing to travel longer distances to access more extensive air services offered by airlines at an out-of-region hub (or, substitute) airport, instead of using their local airports. Airport leakage can cause further reduction in services offered by airlines at a local airport, thereby causing even further leakage, and so on, which can significantly impact an airport's role in the growth of the local economy. This paper explores the geographic and operational attributes of local-and-substitute airport pairs in the United States, explicitly accounting for the interactive feedback relationship between passenger volumes and air service characteristics that contribute to the onset, persistence, and exacerbation of airport passenger leakage. A two-stage least squares regression model of air passenger demand at small- and medium-sized airports is first presented, where local passengers may travel by vehicle to larger, out-of-region hub airports. The results confirm that airfare and passenger volume relationships exist between the local and substitute airport pairs included in the dataset, and that lower airfares at the substitute airport have a greater impact on airport choices made by larger travel groups. They also suggest the existence of positive feedback in that if an airport attracts increasingly smaller passenger numbers with fewer air services and fewer air services with fewer passengers, without external intervention airport leakage impacts may be irreversible and exacerbate over time. A conceptual market share equilibrium analysis is used to illustrate the mechanisms of a direct two-way feedback relationship between passenger volumes at a local airport and air service characteristics at both the local and substitute airports. With data, this quantitative framework can help guide airport planners in further assessing and verifying suspected passenger leakage issues at their airport. The results suggest that without intervention, airport leakage impacts may be difficult to reverse; further exacerbating the trend are technological advancements that make driving cheaper and easier (connected and autonomous vehicles). However, the results can also guide planners in choosing the types and degrees of infrastructure investments and airline incentives that may be used to expand or retain air services to attract passengers.  相似文献

This paper presents an analysis of the competitive status of major airports in the East Asia region. The analysis assesses these airports based on five factors: service, demand, managerial, facility, and spatial qualities. In order to analyze the competitive status of the selected airports, this study has applied a multi-decision criteria approach and is based on a comparison of qualitative data. This paper analyses the productivity of 20 Italian airports management companies during the period 2006–2008 using a DEA Malmquist index that includes a quality component. The proposed methodology is applied for the first time to the airport industry. In doing so, we directly assess the impact of the quality of services delivered by an airport on its productive performance. The study shows that, while Italian airports possess an acceptable level of quality in terms of their infrastructure, their managerial/administrative procedures must be strengthened in order to better deal with both technological modernization and passenger waiting time at the airports.  相似文献

Rapidly growing air traffic and increasingly unstable climatic conditions have brought great pressure to bear on airport and airline Safety Management Systems (SMSs). Each item of airport infrastructure is designed to certain environmental specifications, which defines the pilot's perception of the risk of air accidents or incidents. This paper presents a fuzzy-logic methodology for measuring aviation accident risks at airports, based on the perceptions of a sample of pilots operating at the airport in question. The methodology is applied to two airports in the city of Rio de Janeiro. The results show the pilots' perceptions related to the most likely types of accident and the risks that should be prioritised in airport and airline SMSs.  相似文献

If the overall demand for air transport grows, but additional airport capacity is not available at congested airports, we could assume that airlines will offer flights with more seats in order to cope with the demand. An analysis of frequency and average seat capacity developments at congested, and not yet congested airports, has shown that the hypothesis of bigger aircraft being used in congested situations is valid in most instances, although not at all airports. The objective of this paper is to report on an analysis of the development of average seat capacity at congested airports, in contrast to the situation at not yet congested airports, and to find out the reasons for airlines increasing the number of seats at congested airports, by means of a statistical model using variables including the degree of airport congestion and average flight distance.  相似文献

The sustainability of air travel relies on proper and timely aircraft ground handling at airports. This research proposes a ground handling management structure which allows the automation of operations to face the growing demand for this service. It is shown how at operations level, information exchange with the airport collaborative decision-making system turns possible on-line fleet assignment to ground handling tasks. This is done by designing different heuristics for assignment of fully automated or semi-automated vehicles to ground handling tasks. Numerical results for an actual airport are presented to illustrate the potential performance of automated ground handling operations.  相似文献

Within the past few years, the economy of Southeast Asia has been expanding rapidly with the rise in demand for air transport services. International airports are important driving forces for Southeast Asia countries' economies. Therefore, the competitive ability of these airports is very essential in terms of development and competitiveness within the region. This paper investigates the capabilities of these airports by a two-stage approach. The strengths and weaknesses of each Southeast Asia airport are evaluated by Data Envelopment Analysis – Slack-Based Measurement (DEA-SBM) in the first stage. This is a non-parametric approach to measure the efficiency of 9 major airports in the area including Changi Airport (Singapore), Suvarnabhumi Airport (Thailand), Kuala Lumpur Airport (Malaysia), Soekarno Hatta Airport (Indonesia), Ninoy Aquino Airport (the Philippines), Noi Bai Airport, Tan Son Nhat Airport (Vietnam) and Guangzhou Baiyun Airport (China), Hong Kong Airport (Hong Kong). In the second stage, Tobit regression is used to estimate the influence of multiple factors toward the efficiency of each airport. By generalizing and comparing two stages, the analysis allows us to evaluate each airport's efficiency in seven years, as well as the impact of multiple factors in one airport's performance. Most airports internationally have implemented customer satisfaction programs into their operations to increase non-aeronautical revenues. In the US, taxicabs are an essential airport transport mode given the limited public transport options available. Effective airport taxicab planning efforts can increase airport customer satisfaction levels, as well as facilitate handling increased airport passenger volumes. However, little is known on how US airports have adapted their governance practices from a traditional hierarchical to a network approach in their efforts to undertake airport taxicab planning initiatives since the deregulation of the transportation industry. Data acquired from 51 US hub airports is used to examine their existing taxicab planning practices. The findings offer how US airports can modify governance processes in their airport taxicab planning processes to better support increases in the customer satisfaction levels of airport taxicab patrons.  相似文献

For the most part, airports are publicly or semi-publicly owned and operated with fixed assets. As such, airports have been often considered little more than infrastructure providers for airlines. However, as airports have begun to offer a variety of ancillary services including passenger transfers, re-fueling, parking, and shopping, they no longer play second fiddle to airlines. To come into their own, a growing number of airports realized their need to develop competitive strategies that can attract more air traffic and generate greater revenue. Such strategies start with the assessment of their competitiveness in terms of operating efficiencies relative to others. To help airport authorities identify major drivers for enhancing the airport operational efficiency and the subsequent competitiveness, this paper evaluates the comparative efficiencies of international airports for a multi-year period (2006–2011) using data envelopment analysis intended for dynamic benchmarking and Malmquist productivity index built on time-series analysis. Our study indicates that the productivity of an airport was influenced by exogenous factors such as shifts in government policies and technological advances rather than endogenous factors driven by improvements in managerial practices.  相似文献

In this paper, we present an air transport connectivity model for air freight. For the purposes of this paper, connectivity is defined as all possible direct and indirect connections to or from an airport operated by wide-body aircraft, weighted for the quality of the connection in terms of transhipment and in-flight times. Using this model, we analyse the networks of seven European airports. Europe’s largest hub airports carry most air freight thanks to their extensive intercontinental passenger networks, while smaller airports with a strong focus on air freight carry large amounts of cargo on dedicated freighter aircraft. For air freight operations, the catchment area of an airport is much larger than it is for passenger services, as shipments are being trucked to their departure airport throughout all of mainland Europe. Since there are many airports sharing the same catchment area, potential competition for air freight is fierce. We found that well located regions between the four large European airports have access to large air freight networks, whilst regional air freight connectivity in northern and southern parts of Europe is substantially lower.  相似文献

Our paper tests the extent to which airport efficiency is affected by national macro-environmental factors. The literature on airport performance measurement is extensive but has tended to focus mainly on estimating the effects on efficiency from what are mostly endogenous variables. We undertake a two-stage analysis of 59 international airports observations in the Europe and Asia-Pacific regions. The first stage involves the use of Data Envelopment Analysis (DEA) to measure the efficiency of these airports. This is followed by a second stage, where we use a Truncated Regression model that incorporates the Simar and Wilson bootstrapping technique to test the extent to which a set of macro-environmental factors affect airport efficiency. Results reveal that a state's air transport sector output, institutional quality and robustness, the macro-economic environment, safety and security, and human development, all have a significant influence on the performance of airports. The result of this study fills the gap in the literature related to the non-discretionary variables affecting the performance of airports. It also suggests that policymakers and airport managers consider the identified factors when benchmarking airports.  相似文献

For a given (current or planned) traffic demand, different air traffic management measures could result in different airport traffic complexity and efficiency. This paper presents the research on the relationship between airport traffic complexity and time and environmental efficiency for different air traffic control (ATC) tactics applied to the given or planned airport layout. Emphasis is placed on the evaluation of airport traffic complexity, aircraft fuel consumption, gas emissions and time efficiency for different ATC tactics and/or airport airfield layouts. For busy airports during peak hours, arrival queuing delays, taxi-in, taxi-out times and departure queuing delays increase, which induces additional unnecessary fuel consumption, gas emission and time inefficiency. In order to find a tool which could indicate potential delay generators, a measure of airport traffic complexity – called Dynamic Complexity is proposed. Experiments were performed for airports with different airfield layouts, for different traffic demands and ATC applied tactics using SIMMOD simulation model. Traffic situations were analyzed and delays were measured. The values of airport traffic complexity, fuel consumption and gas emissions were also determined. A comparative analysis of the results show: first, the proposed airport traffic complexity metric quite satisfactorily reflects the influence of traffic characteristics upon the environmental state of the system, and second, different ATM strategic and tactical measures (airport airfield infrastructure development and applied ATC tactics) could significantly reduce traffic complexity and increase time and environmental efficiency at the airport.  相似文献

The paper deals with analysing and modelling some effects of three solutions for matching the airport runway system (landing) capacity to corresponding demand. These are: i) charging congestion applied to the NY LaGuardia airport (New York, USA); ii) deployment of the innovative operational procedures supported by the new technologies developing in the scope of European SESAR (Single European Sky ATM Research) and U.S. NextGen (Next Generation) program applied to the system of two closely-spaced parallel runways at Dubai International airport (Dubai, UAE (United Arab Emirates)); and iii) building the new additional runway(s) applied to the runway system of three London airports - Heathrow, Gatwick, and Stansted (London, UK).The results have shown that each of the considered solutions can contribute to more efficient and effective matching of the airport runway (landing) capacity to the current and expected (prospectively growing) airside demand under given (specified) conditions.  相似文献

To avoid both over-design and under-sizing of airport passenger terminal facilities such as security checkpoints, the infrastructure is designed for a specifically determined design load. As such, the design load is considered for a short period of time, usually an hour of operation, during which peak, though not necessarily maximum, demand occurs. For strategic planning applications, future design loads can be determined by either fictitious flight schedules or ratio-based models which forecast the relationship between design load and annual demand. This study presents two ratio-based methods which allow the direct determination of design hour loads (DHL) for passenger terminal facilities. The unsaturated DHL model considers the relationship between observed passenger flows in the terminal and aggregated annual demand data. The saturated DHL model includes several operational constraints which limit the actual DHL, such as limitations in the runway system or the fleet mix operating at an airport. Both models are applied to two real-world airports, for which the DHL of the security checkpoint facilities is estimated from large datasets covering multiple years. Results are significant at the 5 % level and suggest that the proposed ratio-based methods are appropriate for airport strategic planning applications.  相似文献

This paper examines the connectivity of the Spanish airport system between 2001 and 2007. Over the period, network carriers considerably strengthened the connectivity between Spanish airports and major European hubs. Although OneWorld is still the dominant alliance in Spain, SkyTeam and Star achieved a larger connectivity share through the growth of indirect services provided through their northern European hubs. In addition, the network rationalization strategy of Iberia and its decision to concentrate operations at Madrid-Barajas had important implications for the connectivity of other Spanish airports. Low-cost carriers have boosted direct connectivity from secondary Spanish airports.  相似文献
