User voice and complaints as drivers of innovation in public services

User voice and complaints can serve as important inputs to innovation in public services. User knowledge can be harnessed to provide insights and ideas that prompt more effective service responses and add value to service delivery. However, the mechanisms for harnessing user voice and complaints are often not fully understood, and their potential is often underdeveloped. This paper elaborates a conceptual framework which maps the processes by which user voice and complaints might prompt effective public service innovation. Six practical real-world examples are then presented and analysed to illuminate discussion of some critical success factors for consumer-knowledge-enabled innovation.

Planning and implementation of a computerized inventory system in central service

The computerization of any manual system must be carefully planned before a computer system is selected. An adequate record-keeping system must exist before conversion to a computerized system takes place. Once selected, the computer vendor must be able to provide what the customer requires. More importantly, the computer vendor must be able to provide support services after the system is implemented. User capabilities and acceptance must be considered, and each step of the implementation phase must be thoroughly communicated to all who will be affected. Finally, to provide the most accurate real-time information, files must be maintained and updated as changes occur.     

构建用户参与型数字参考咨询服务系统的探索

An unobserved component model for multi-rate forecasting of telephone call demand: the design of a forecasting support system

An Unobserved Components (UC) Model based on an enhanced version of the Dynamic Harmonic Regression model, including new multi-rate and modulated cycle procedures, is used to develop a customised package for forecasting and signal extraction applied to hourly telephone call numbers made to Barclaycard plc. service centres, with a forecasting horizon of up to several weeks in advance. The paper outlines both the methodological and algorithmic aspects of the modelling, forecasting and signal extraction procedures, including the design and implementation of forecasting support software with a specially designed Graphical User Interface within the ^® computing environment. The forecasting performance is evaluated comprehensively in comparison with the well-known seasonal ARIMA approach.

Exploring holistic intuitive idea screening in the light of formal criteria

The aim of the article is to achieve a better understanding of idea screening selection based on intuition in relation to formal specific criteria.Four experienced experts used two approaches to independently evaluate a set of 83 ideas. The first approach was “gut feeling”, whereby the experts rated each idea on the basis of their intuition. In the second approach the same ideas were rated instead using three established specific criteria (Originality, User Value, and Producibility). Regression analysis showed that the three criteria explained about 50 percent of the intuitive assessments. Furthermore, one of the experts thought out loud during his intuitive assessment, thus revealing further influencing.This article contributes by establishing a statistical relationship between assessment based on intuition and assessment based on formal specific criteria. The article also offers two additional candidate criteria, and five tentative affectors, that could provide a further explanation of intuitive assessment.. The conclusion reached in the study is that intuition can be used because it is less resource-dependent than criteria-based assessment; however, there must also be some emphasis on validating the assessor’s domain of expertise, and designing the instructions, if the assessment is to have an incremental or radical twist.
