Indices for Working Land Conservation: Form Affects Function   总被引:2,自引:0,他引:2  
Using environmental indices (EIs) to rank applications for enrollment in conservation programs is becoming common practice. However, there is little guidance on how it should be done. The indices adopted by existing programs have often been linear, using weighted averages of environmental parameters without explicit consideration of whether they represent a reliable preference ordering on environmental states. Our article investigates society's weights for addressing multiple resource concerns and how functional forms of EIs can influence program outcomes. We propose a means by which preference weights are observed from policymaker actions. Weights for multiple resource concerns are determined and combined with biophysical crop simulation data to create an environmental index (EI) for crop rotations. This index is developed using alternative function forms to score conservation efforts on working cropland and to measure their effect on program outcomes.  相似文献

Contrary to conventional stated preference valuation techniques that employ a direct questioning approach, the inferred valuation method utilises indirect questioning where respondents are asked for their belief regarding others’ values for a good or service. In this study, using choice experiments, we compare the results obtained through the two valuation techniques for environmental features of the Burren landscape in western Ireland. Consistent with previous studies, stated values using the conventional approach are found to be significantly higher than those obtained through the inferred valuation approach. In particular, this study highlights the dissimilarities in relative preferences observed between the two landscape attributes (rocky limestone pavements and orchid‐rich grasslands) from the two questioning formats. While respondents were indifferent between the two habitats, they believed the ‘average other’ to be significantly more concerned about the conservation of the rocky limestone pavements. We attribute this divergence in preferences to be a consequence of additional normative motives perceived by respondents with regard to the conservation of orchid‐rich grasslands.  相似文献

Multifunctional agriculture is increasingly discussed as an alternative to conventional, mono-functional farming and its negative environmental impacts. This study aims at determining Thai society’s demand for agri-environmental services offered by a multifunctional agricultural system using two models, i.e. a Choice Experiment Model and a Latent Class Choice Model. The Choice Experiment Model (CEM) is employed to assess citizens’ willingness to pay for various attributes of multifunctional outputs. Extending from the CEM, the heterogeneity of citizens’ preferences across environmental attitudes and knowledge is captured through the Latent Class Choice Model (LCCM). Survey data was obtained from structured interviews with 373 respondents in the country’s two largest cities, namely Bangkok and Chiang Mai. The results of the CEM suggest that urban Thai citizens are willing to pay for changes toward multifunctional agriculture, as expressed in an increase of their monthly food expenses. Among the attributes of agri-environmental practices, “organic agriculture in combination with agro-biodiversity conservation” garnered the highest preference, followed by “organic farming as single practice” and “Good Agricultural Practice combined with agro-biodiversity conservation”. Income, gender, agri-environmental knowledge and environment-conscious attitude are important factors determining urban citizens’ support of multifunctionality. Findings of the LCCM revealed a strong heterogeneity in attribute valuation across three different classes of respondents, suggesting that policy-makers need to be aware of diverse preference patterns among Thai citizens with regard to specific attributes of multifunctional agriculture. We further conclude that enhancing environmental literacy and consciousness is a key determinant in gaining citizens’ support for multifunctional agriculture.  相似文献

The study provides a useful tool to enable local decision makers to define territorial sustainable policies. For this purpose, using selected indicators, we analyse, at the municipal level, the behaviour of and interactions among the socio-demographic, environmental, economic, and accessibility dimensions in two northern Italian provinces in the Alpine Chain (NUTS3), which are identified by the EU as predominantly rural areas. We adopt the dominance-based rough set approach, which allows for the discovery of hidden patterns among the data by means of the generation of decision rules. The population variation over time and number of foreign citizens are the decision attributes considered together with condition attributes belonging to the socio-demographic, environmental, economic, and accessibility dimensions. Our selected areas (rural, mountainous, and peripheral) present various facets at the sustainability level, largely due to their complexity, which was confirmed by the rules we found. Moreover, the socio-demographic and accessibility attributes are more commonly present in the rules and a low interaction characterizes the four dimensions. Finally, economic growth is often at odds with environmental sustainability.  相似文献

Livestock grazing, along with agriculture, are key drivers of deforestation and land degradation that subsequently affect ecosystem service provision in the tropics. Although environmental and agricultural policies may curtail these negative effects, information is needed on how specific programs and instruments could be used to incentivize ranchers into adopting rangeland practices to achieve land conservation. We examine what encourages livestock ranchers to adopt more sustainable rangeland practices with various technical and conservation attributes in Colombia’s Orinoco region. First, we analyze a management alternative based on an improved pasture (IP) approach traditionally used in tropical South America, and another practice that promotes silvopastoral systems (SP) that better sustain the long term provision of ecosystem services. Second, we assess the influence that technical assistance and conservation payment instruments can have on the adoption of the IP or SP programs. Using expert-based elicitation, questionnaires, choice experiments, and econometrics, we found that when either SP or IP management alternatives include a complete technical assistance program (CTAP), emphasizing forage or cattle production, the propensity to adopt the conservation focused SP alternative significantly increases. The SP alternative with CTAP for cattle production was valued by ranchers at $290 ha/year and the CTAP prioritizing forage production was valued at $233 per ha/year. Nonetheless, a basic technical assistance program for cattle production using the IP alternative was valued at $128, but when including the CTAP, the value increased to $262. Adopting conservation practices in the form of compensation payments for not grazing portions of their land in the SP was valued by ranchers at an average of $8 and $10 in the IP. Our findings show that decisions to adopt conservation oriented rangeland practices and policies are not strictly based on monetary payments for ecosystem services alone, but also on technical support.  相似文献

In this paper, we study the social efficiency of private carbon markets that include trading in agricultural soil carbon sequestration when there are significant cobenefits (positive environmental externalities) associated with the practices that sequester carbon. Likewise, we investigate the efficiency of government run conservation programs that are designed to promote a broad array of environmental attributes (both carbon sequestration and its cobenefits) for the supply of carbon. Finally, policy design and efficiency issues associated with the potential interplay between a private carbon market and a government conservation program are studied. Empirical analyses for an area that represents a significant potential source of carbon sequestration and its associated cobenefits illustrate the magnitude and complexity of these issues in real world policy design.  相似文献

Credence attributes such as environmental impact, origin, fairness/unfairness, and food safety/health are not available with certainty prior to or at the time of the consumer purchase decision. This creates a problem of imperfect or asymmetric information, leading to suboptimal supply and demand for products with these desirable attributes. Using a representative sample of 2001 Canadian consumers, we adopt, within an attribute-based decision-making framework, the asymptotically efficient double-bounded stated preference approach, to estimate Canadian consumers' willingness to pay for origin, fairness, environmental impact, and food safety attributes associated with pork chops and fresh apples. We find that, on average, consumers are willing to pay significantly more for pork chops and fresh apples that are farmers-advantaged, sourced from their own province, grown or raised under a production system designed to be environmentally sustainable, and chemical-free. However, these findings differ significantly by the province of origin, gender, age, and income of the respondents, as well as by product type and attributes being valued.  相似文献

We survey landowners to investigate the costs associated with the presence of permanent or seasonal wetland areas in cropland. We find, as predicted by our conceptual model, that dispersion of wetland areas imposes substantial inconvenience costs for producers but that costs respond nonlinearly and irregularly to changes in the frequency of hydration. Producer attitudes toward conservation and environmental regulation have a significant impact on perceived costs, as do some demographic attributes. The analysis suggests that incentives to aggregate dispersed wetlands into larger contiguous areas could benefit landowners and at the same time provide a net increase in wetland area.  相似文献

A modelling framework is developed to determine the joint economic and environmental net benefits of alternative land allocation strategies. Estimates of community preferences for preservation of natural land, derived from a choice modelling study, are used as input to a model of agricultural production in an optimisation framework. The trade-offs between agricultural production and environmental protection are analysed using the sugar industry of the Herbert River district of north Queensland as an example. Spatially-differentiated resource attributes and the opportunity costs of natural land determine the optimal trade-offs between production and conservation for a range of sugar prices.  相似文献

Natural Areas are biogeographical zones which reflect the geological foundation, the natural systems and processes, and the wildlife in different parts of England, and provide a framework for setting objectives for nature conservation. This paper argues, with particular reference to agro-ecosystems, that there is a need for an integrated, whole countryside approach to Natural Areas based on the principles of ‘strong’ sustainable development. In practice, this means the delineation of conservation objectives for the whole of each Natural Area and the application of policy instruments designed to address the causes of environmental loss and deterioration. The latter requires, it is argued, a structural analysis of generic environmental issues. A generic issues approach is required in order to avoid the pitfalls of environmental ‘symptom management’ (environmental managerialism), an approach which dominates current environmental and agri-environmental policy. Necessary as such discrete action programmes and measures may be as short-term ‘fire-fighting’ responses to immediate threats, environmental managerialism as a policy framework epitomises a non-holistic and ‘disintegrated’ approach to nature conservation. The paper goes on to discuss the configuration of agri-environmental policy that will be required to address generic agricultural impacts on biodiversity and the constraints and opportunities for its implementation that are likely to arise within the context of further CAP reform and the forthcoming round of WTO negotiations.  相似文献

In Washington State, small forest landowners (SFLO) play an important role in maintaining forest cover on the landscape as well as associated ecosystem services. This paper examines landowner preferences for the attributes of working forest conservation contracts (WFCC) using a choice experiment. The attributes examined are contract duration (from 10 years to perpetuity), forest management requirements, and the extent of forestland covered under the contract. We find that contract attributes are valued very differently depending on landowner objectives and harvesting behavior. Landowner characteristics and forestland spatial characteristics including distances to development and large public forestlands were found to significantly influence the likelihood of contract acceptance. While a significant portion of preference heterogeneity remains unobserved, we identify several key sources of landowner preference heterogeneity which allows for a better understanding of which landowners are likely to enroll in voluntary forest conservation contracts and may have implications for improved targeting of contracts.  相似文献

One of the main issues with the concept of ecosystem services is its absence on the ground in concrete operational decision-making contexts; that is, an implementation gap. In this study, we investigated if this gap could be overcome through the use of open-source data and free tools, and the adoption of a short-term participatory process. We tested these methods in the context of a project in the urban metropolitan area of Bordeaux (Communauté urbaine de Bordeaux: CUB) in France. The ecosystem services were defined using a participatory approach involving local stakeholders, and then selected scenarios were simulated to test the impact of various development or conservation plans. The study addressed three main questions: (1) Is it possible to adopt a simple methodological approach that overcomes the implementation gap through the development of a user-friendly and inclusive method? (2) What is the added value of a participatory approach? (3) With regards to four scenarios in this territory, what are the ES trends in the selected biophysical and monetary indicators, and will knowledge of these trends help planners to shape a sustainable trajectory for the territory?  相似文献

One of the main problems that public institutions face in the management of protected areas, such as the European Natura 2000 network, is determining how to design and implement sustainable management plans that account for the wide range of marketed and non-marketed benefits they provide to society. This paper presents an application of a stated preference valuation approach aimed at evaluating the social preferences of the population of the Basque Country, Spain, for the key attributes of a regional Natura 2000 network site. According to our results, individuals’ willingness-to-pay (WTP) is higher for attributes associated with non-use values (native tree species and biodiversity conservation) than for attributes associated with use values (agricultural development and commercial forestry). The paper concludes that management policies related to Natura 2000 network sites should account for both for the importance of non-use values and the heterogeneity of the population's preferences in order to minimize potential land use conflicts.  相似文献

Economic activities in coastal wetlands are often perceived as incompatible with nature conservation. This negative perception stems from the visible impacts resulting from a continuous process of coastal wetland reclamation, as human pressure increases significantly in global coastal areas. The largest coastal wetland area in southern Portugal, the Ria Formosa, shares a similar perception, where current nature protection status often conflicts with the needed economic development. Here we explore how the economic activities influenced the wetland reclamation process in Ria Formosa, addressing namely aquaculture identified as an activity with a significant compatibilization potential. Different datasets were merged in a Geographical Information System, tracking land use change in Ria Formosa wetlands over the last 130 years at decadal intervals. Our results show that since the end of the 19th century nearly 2000 ha of wetlands were converted to anthropic environments, resulting in a 20 % natural area reduction. From 1885 until the mid-20th century, land use policy was influenced by the significant regional seafood preservation industry, with large swaths of wetlands diked, drained and excavated to give place to traditional salt farms. The following economic downturn gave place for the late industrialization of salt farms, further increasing the reclaimed wetland areas, later stalling with the recognition of the environmental importance of Ria Formosa in 1978. Aquaculture only gained momentum in 1980’s with the support of European funding, resulting in the conversion of many unproductive diked areas. However, late 20th century and current land use policy shifted to a nature conservation focus, therefore limiting the use of previously reclaimed areas, a challenge that influenced the abandonment of the modified areas. By studying the long-term change of land use in Ria Formosa, we argue that in high conservation value areas new policies should be considered that stimulate the development of an ecosystem approach to economic activities, namely aquaculture, improving simultaneously the regional environmental status and socioeconomic sustainable development.  相似文献

In this article, we use data for 376 households, 1,066 parcels, and 2,143 plots located in 95 villages in the hillside areas in Honduras to generate information needed by decision makers to assess the needs and opportunities for public investments, and design policies that stimulate natural resource conservation. We develop a quantitative livelihood approach, using factor and cluster analysis to group households based on the use of their main assets. This resulted in seven household categories that pursue similar livelihood strategies. We use a multinomial logit model to show that livelihood strategies are determined by comparative advantages as reflected by a combination of biophysical and socioeconomic variables. While 92% of the rural hillsides population in Honduras lives on US$1.00/capita/day or less, households that follow a livelihood strategy based on basic grain farming are the poorest because they often live in isolated areas with relatively poor agro‐ecological and socioeconomic conditions. Opportunities for off‐farm work tend to be limited in these areas and household strategies that combine on‐farm work with off‐farm work earn higher incomes. Per capita incomes can be increased by improving road infrastructure, widening access to land, policies that reduce household size and dependency ratios, and adoption of sustainable land management technologies that restore soil fertility. We used probit models to show that the latter can be promoted by agricultural extension programs and land redistribution. Investments in physical assets should be directed toward households that pursue livelihood strategies based on off‐farm employment or coffee production, while agricultural training programs are best focused on livestock producers.  相似文献

In Canada, the Alternative Land Use Services (ALUS) program aims to support conservation projects by financially compensating farmers for ecosystem services. The program advocates a bottom-up approach that allows farmers to decide which projects to implement. In this respect, ALUS distinguishes itself from more traditional agri-environment schemes, which are often managed in a top-down fashion. Other unique features of the program include a governance structure based on stakeholder confidence; the provision of annual compensation to members for supplying ecosystem services; and a private, community-based approach to conservation. Using the proximity analysis framework, our research explores whether this model can reshape the values of farmers and encourage them to adopt and maintain environmentally friendly practices. Our results reveal a close proximity among ALUS members in terms of their values, both environmental and economic. However, the ALUS program fails to take full advantage of the geographic and organized proximity of its participants. Specifically, individual projects are not integrated into a spatially coordinated, collective strategy that could have a greater environmental impact. While ALUS has been successful in encouraging farmers to adopt new practices, it mostly attracts participants who already agree with the values it promotes. In this regard, the program is not very different from standard agri-environment schemes.  相似文献

We contribute to the literature on new product valuation by presenting a model of new product introduction based on the distance metric (DM) approach of Pinkse, Slade, and Brett (2002) . Models based on the DM approach are capable of dealing with highly differentiated food categories that are often responsible for the lion's share of new product activity. Furthermore, since new products are typically characterized by differences in observable attributes, the DM approach is appropriate in that it directly accounts for such differences. Our findings reveal that consumers benefit from new products even when the number of alternatives is already high.  相似文献

This article examines relationships between willingness to pay for land preservation and policy process attributes. The approach departs from traditional welfare assessments in that it does not constrain attributes of the policy process to be utility-neutral. Results indicate policy process attributes may influence utility in some circumstances, even after controlling for the influence of land use outcomes often correlated with specific policy techniques. Results further imply that in some cases, even comprehensive specification of land use outcomes by stated preference instruments may be insufficient to prevent systematic shifts in willingness to pay related to unspecified, yet assumed, policy process attributes.  相似文献

This paper examines the political construction of a policy instrument for matching particular institutional, biophysical and cultural context conditions in a social–ecological system, using the case of conservation banking in California as an example. The guiding research question is: How is policy design negotiated between various actors on its way from early formulation of ideas and principles to an accepted policy solution on a state or national level? The underlying assumption is that in order for a policy instrument to be implemented, it has to be adjusted to various context conditions. That is, it has to become accepted by affected actors associated with the institutional framework, and it has to gain local validity for implementation by actors related to a particular ecological and cultural context. We assume that ideas about policy adjustments are not only functionalistic questions determined for example by the materiality of the resource it governs, but are constructed and politically negotiated because these ideas may differ among the mental models of the associated actors. These actors are stakeholders affiliated with the policy process, i.e. authorities, public and private organizations, interest groups, firms or think tanks dealing with, or being shaped by, the policy at different stages of its development.As a result certain context conditions and related concerns such as institutional interplay or match to ecological particularities become inscribed in policy design as an outcome of power struggles, values, and interests. These in turn may vary at different stages of policy development and implementation. Each time the instrument is transferred in a new setting it is likely that the incipient policy design may be opened-up and begin a mutual adjustment process among the newly concerned actors. Thus, such policy developments are not immutable but are dynamic. In this paper, the creation of fit for policies on conservation banking to the issue of species protection in the State of California and later to the U.S. environmental governance domain, are analyzed to understand the instrument's emergence and development toward an established policy solution. The focus is on the negotiation processes among the enrolled actors and their strategies for matching the instrument to certain institutional, cultural and ecological context conditions on different scales. Changes in policy design, its underlying influences, actors’ interests, conflicts and perceived effects are identified, respectively.  相似文献
