This article draws on the agricultural household literature to understand the dynamics of wage labour on farms in a context of family farming. The recent evolution towards an increased use of seasonal wage labour motivates the original distinction of three types of labour: family labour, permanent‐wage labour and seasonal‐wage labour. Considering the two wage labour types and hiring cost for seasonal workers, our empirical results based on 2000 French data on fruit and vegetable farms suggest that the choice between hiring permanent or seasonal wage labour is not only determined by the seasonality of the activity. Indeed, the characteristics of the local labour market also affect the trade‐off between permanent and seasonal wage labour. This result provides insights on the substitutability of the two labour types, especially when the local labour market is tight. Moreover, the substitution of seasonal‐wage labour for permanent‐wage labour can occur in the agricultural sector as a mean of increasing flexibility as well as reducing costs and commitments. Finally, family labour is found to substitute for wage labour and more specifically for seasonal‐wage labour.  相似文献

ABSTRACT

Over a third of workers employed in the Indian formal manufacturing sector are ‘contract’ workers – hired through the services of labour contractors, facing lower wages and no job security in relation to regular workers. We investigate the role of a variety of factors that influence the decision of employers to hire in contract workers, using information from a specially commissioned survey of manufacturing firms. While there are immediate cost advantages that tilt firms towards hiring in contract labour, a counterforce has employers favouring regular workers in firms that have a large proportion of their workforce concentrating on production activity – probably instances where long-term human capital investment by regular workers is important for the firm.

This paper surveys the Kimberley pastoral (or livestock) industry – historically the economic mainstay and largest employer in this remote region of Western Australia – and its relationship with Aboriginal labour, utilizing empirical material, much of which is presented for the first time. Part of the analysis reviews the labour market and employment conditions that existed during the period 1960–1968, when a significant labour shortage occurred. However, in the Kimberley (as elsewhere), beginning in the late 1960s and early 1970s, unemployment grew rapidly. Reasons for the rapid growth in unemployment, of which Aboriginals constituted the greatest proportion, included, among other things, a global downturn in commodity prices for livestock products and especially beef in this case, concentration of ownership and increased capitalization in the livestock industry, and the decision to pay Aboriginal pastoral workers award rates. The period 1960–1975 graphically illustrates the changing nature of the Kimberley pastoral industry, as well as the repercussions of global dynamics for regional economies.  相似文献

In Madhya Pradesh, India, rural migrant workers hired in flyover's construction yards experiment a space of work where the social practices relating to caste separation and hierarchy are temporally softened. This paper shows that these processes of conviviality, through mixing between castes and trans-communitarian work identities based on the hierarchies of labour, are taking part in the lower classes' long quest for less oppressive labour relations. Starting from the construction yard, and then going to the village, this paper shows that the labour relations involved in the circulation of rural migrants to the flyover construction yards are contributing to shaping their complex and flexible social consciousness in a context of slow reconfiguration of oppressive rural labour relations.  相似文献

Abstract

This paper studies the demand for hired casual labour under production risk for a sample of Indian cultivators. A simple static household model under production risk is constructed to yield the demand for hired labour function. A detailed discussion of the various technological and non‐technological regressors is then presented. Empirical results reveal that the risk variables do not have a significant influence on hiring‐in behaviour. This result is important since the theoretical literature shows that a marginal increase in risk would lead to a decline in the demand for labour. Further, caste factors do not appear to influence hiring‐in, contrary to evidence for eastern India. Land‐augmenting technological factors appear to be the most important in explaining rightward shifts in the demand curve over time.  相似文献

Drawing on long-term ethnographic fieldwork with Seasonal Worker Programme (SWP) workers in south-east Australia, I reflect in this paper on the experience of interminable temporariness and on its implications for the structural conditions underpinning contemporary horticultural labour in Australia. Although in many ways reflective of the specificities of a unique historical moment, the interminable temporariness experienced through the COVID-19 pandemic also speaks to broader, enduring conditions produced within contemporary Australian agriculture. Here, the restructuring of the agri-industry produces for many what Lauren Berlant describes as the “impasse” or “crisis ordinariness” of life under neoliberalism. At the same time, logics of development—including racialized imaginaries and border regimes—articulate with agricultural guest worker schemes in ways that seek to fix whole populations and regions in relations of suspended hope. In this context, I argue, the pandemic exposed and intensified structural vulnerabilities and unequal distributions of risk, which are encoded in the political economy of farm work in Australia, while also cleaving open new, if tentative, possibilities for agency and solidarity.  相似文献

This paper investigates the everyday lived realities of Southeast Asian migrant workers who left the formal sector of the labour market and entered the informal agricultural sector before and during the COVID-19 pandemic in Taiwan. Drawing on observations of migrants' daily lives and farm work and 19 in-depth interviews, it delves into migrants' subjective experiences of vulnerability, paternalism, exploitation, and control at work due to a lack of legal protection and the illegality of their employment. Although the literature has identified a link between ‘running away’ from formal employment and seeking freedom, this research suggests a continuum between experiences of work in the formal and informal economic sectors. The paper sheds new light on mobility, work, illegality, and informality and how these have constantly shaped ‘runaway’ workers' subjective experiences of freedom and unfreedom during the pandemic.  相似文献

Abstract

In 1991 the Indian government began to tread seriously the path of liberalization. It started to open up the economy, discuss the privatization of the public sector, invite foreign investment and reform the labour market. Liberalization has proved to be highly controversial. While there has been considerable debate about the consequences for labour, there have been few empirical studies of the effects so far. This paper intends to address this lacuna by focusing on the case of retrenched workers in the cotton textile industry. Our argument is fourfold. First, it cannot be assumed that the informal sector can readily absorb a sudden localized surge in unemployment. Second, even where retrenched workers have found employment in the informal sector, their conditions of employment in terms of wages, working hours, health and safety and representation are likely to be worse. Third, the National Renewal Fund has not been effective as a social safety‐net for retrenched workers nor as a mechanism for regenerating industry. Finally, it cannot be assumed that the trade unions will be able to negotiate a satisfactory deal for redundant workers. These points are explored through an investigation into retrenched workers in the cotton textile mills of Ahmedabad, Gujarat state.  相似文献

The article examines an extraordinary wildcat strike led by women tea workers against a giant tea plantation company and dominant trade unions in the south Indian tea belt of Munnar. It employs situational analysis to examine the larger processes that led to the strike, implications for the workers, and to the wider socio‐economic relations in the tea belt. It is argued here that in addition to the exploitative plantation production and the poor implementation of welfare measures, the strike was largely fuelled by and directed against union corruption and the breach by union leaders of egalitarian relations in the workers' society. At the end, the article calls for an understanding of local conceptions of inequality, injustice, and humiliation as forces that have the potency to initiate and intensify labour resistance under exploitative production relations.  相似文献

This paper is an attempt to catalogue and analyse the changes over two decades in the world of agricultural labourers in a backward region in India. It is primarily based on a series of field visits to two villages in Purnia district, located in the north-eastern part of Bihar. Changes in the living conditions of labourers are obviously connected to developments in the rural economy of the region and there are important linkages with developments elsewhere, including changes in the overall macro-economic policy regime. An attempt is made to trace these. Agricultural wage workers in the surveyed region are extremely poor by any reckoning, although a few of them have made some progress through state-sponsored programmes and migration. These developments have also contributed significantly to altering the relations of dominance and subordination, thus creating greater elbow-room for labourers. However, it is important not to overstate these small gains and there are serious doubts as to whether they can be sustained. It appears that some of the material correlates of labourers' well-being in the surveyed region are being affected adversely by the currently ascendant neoliberal policy regime. There are no signs of the emergence of mechanisms that might imply sustained significant improvements in the very fragile life and work conditions of these labourers.  相似文献

Simple macro-models are used in a two good output spaces to show that, under certain conditions that occur in very poor countries, fisheries policies aimed at concentrating rent and rationalizing excess capacity may result in declines in economic growth. In cases where displaced labour has nowhere else to go, such policies may be welfare decreasing for the country as a whole. The second best policy in these cases would be to encourage open access fishing with controls on overall output. An example based upon information gathered on the shrimp fishery in Madagascar describes the relations between the relative price between artisanal and industrial fishing sectors, and differential effects of the leakage of rents through the net exports equation due to policies favouring capacity rationalization.  相似文献

Labour-saving technologies are relevant for agricultural development. Yet, as this study shows, they are poorly integrated into agricultural production functions of economy-wide models. We report a computable general equilibrium (CGE) model, which explicitly incorporating field operations (e.g. land preparation, weeding or harvesting) in the context of smallholder agriculture. The field operations approach allows to model technological trade-offs in organic and conventional production systems at various stages of the agricultural production process. Simulating a structural change scenario, we compare the performance of the field operations approach with published benchmark production structures by assessing how they replicate empirically observed changes in land and agrochemical use. This benchmark analysis shows that incorporating field operations replicates the observed empirical changes most accurately and allows for more realistic modelling of labour-saving technologies. We use the field operations model to investigate three policy options to mitigate labour shortages in the agricultural sector of Bhutan. Permitting the employment of Indian workers in agriculture has the highest short-term potential in this respect. We find that subsidising agricultural machinery hiring services and removing import tariffs on agrochemical inputs are found to be less effective. Further options for model developments, such as combining field operations and labour market seasonality, are highlighted.  相似文献

This paper examines primitive accumulation by studying changes in fishermen and mollusc collectors' labour before and after the privatization of 1,800 hectares of mangrove forest in rural Senegal through the creation of a tourism‐oriented protected area. Locating this privatization within a broader context of capital's enclosures, the paper shows a process of depeasantization, labour intensification (via the multiplication of petty commodity production activities and proletarianization) and changing socioecological relations. This is a process where enclosures continuously alienate workers by separating them not necessarily from the land, but, more generally, from the conditions of their labour even when these are already commodified. As workers cope with alienation, they encounter it anew, contributing to capital's survival through their search for money and other commodities (i.e., means of production and subsistence). Workers' everyday adaptations to capital, and hence alienation, need to become central in future research on primitive accumulation and agrarian change.  相似文献

This paper applies an option‐pricing model to analyze the impact of uncertainty about output prices and expectations of declining fixed costs on the optimal timing of investment in site‐specific crop management (SSCM). It also analyzes the extent to which the level of spatial variability in soil conditions can mitigate the value of waiting to invest in SSCM and influence the optimal timing of adoption and create a preference for custom hiring rather than owner purchase of equipment. Numerical simulations show that while the net present value (NPV) rule predicts that immediate adoption is profitable under most of the soil conditions considered here, recognition of the option value of investment indicates that it is preferable to delay investment in SSCM for at least 3 years unless average soil quality is high and the variability in soil quality and fertility is high. The use of the option value approach reveals that the value of waiting to invest in SSCM raises the cost‐share subsidy rates required to induce immediate adoption above the levels indicated by the NPV rule.  相似文献

Abstract

This paper examines the structural adjustment process using evidence from the Thai clothing industry, with a view to informing the policy debate about international migration. The analysis is based on in-depth interviews with 50 clothing firms in Thailand during November 2009–February 2010. The key finding is that not all firms opt to hire unskilled foreign workers. The differences in company characteristics between firms that hire foreign workers and those that do not are clear. The latter are likely to be relatively large in size (in terms of both employees and sales), perform better and actively undertake upgrading activities. The former are typically struggling to maintain their profit margins, are relatively small and do not adequately invest in upgrading activities. Interestingly, hiring foreign workers is not the first response of firms, but reflects a tightening in the labour market and the fact that these companies have not yet successfully undertaken process upgrading. Allowing unskilled foreign workers in on a temporary basis with appropriately designed measures would be a win–win solution for labour-importing and exporting countries, as well as for the migrants themselves. The paper raises concerns about imposing one-size-fits-all policy measures in managing the flows of unskilled foreign workers.  相似文献

This article examines contractual labor arrangements in agrarian economies that persist as a consequence of market power on the part of landlords faced with output uncertainty. We show that a segmented labor market characterized by tied-labor contracts and involuntary unemployment in the lean season are optimal as compared to a labor hiring arrangement that guarantees full employment of labor in both seasons. Government intervention in the form of a specific subsidy targeted toward the hiring of permanent laborers may raise the welfare of all laborers while a specific subsidy directed toward the hiring of casual laborers or the institution of relief programs that absorb the rural unemployed in the lean season leads to the casual laborers in the economy being worse off.  相似文献

This is an analysis of farm labour income at an aggregate level for the period 1941 to 1961. The income of farm labour was estimated for paid workers, operators or self-employed workers, and total paid and unpaid workers, These incomes were compared with five sub-sectors of the nonfarm economy and for five geographical regions. In estimating income, adjustments were made for the age and sex composition of labour force, bours of work in various industries, movement of prices of inputs and output, and period of employment of farm workers. The results show significant differences in incomes of various categories of workers, and incomes of farm workers compared to various sub-sectors of the nonfarm economy. Similarly, various regions were found to. be highly heterogeneous with respect to relative labour income levels. When the farm and nonfarm sectors were adjusted for differences in characteristics, the labour income ratio of Canadian agriculture on a normalized man equivalent basis ranged between 41 and 63 percent.  相似文献

In this paper we use the lens of political ecology to shed light on the causes and effects of pro-poor REDD+ induced land use conflicts. We build our study on recent theoretical work on territorialisation in nature conservation to analyse the conflicts and outcomes of the TFCG/Mjumita REDD+ project in Lindi, Tanzania. Drawing on qualitative fieldwork in two case study villages we argue that conservation organisations increasingly make use of participatory tools, FPIC procedures and good governance principles to include local populations in the creation of what we call market-based conservation territories (MBCT). In contrast to project developer’s claims of win–win benefits, we highlight the mixed outcomes of MBCTs and argue that their performance-driven nature and reliance on formal governance arrangements lead to the enclosure of common forests. This inevitably causes conflicts between and within villages over the meaning, ownership and access to forest resources, especially given the importance of customary relations in tropical rural contexts. We argue that despite the extensive community engagement strategy and genuine pro-poor approach of the REDD+ project, project proponents were unable to prevent land use conflicts and risks of economic and physical displacement. The specific social, economic and political conditions shaped the implementation of the project which led to negative consequences to some stakeholders despite genuinely noble intentions. Therefore, we argue that in order to achieve more positive results when creating MBCT, project developers must better acknowledge the inherent trade-offs of markets in conservation and take the limitations and realities of local governance context better into account. We suggest a more explicit assessment of social and environmental justice in the project and more context-specific efforts to prevent social harm from conservation. Theoretically, our study contributes to a better understanding of territorialisation processes under the current trend of market-based conservation.  相似文献

In this article, I study small‐scale growers of blonde tobacco varieties from the state of Nayarit in Mexico who had contract farming arrangements with the state‐owned company Tabamex (1972–1990). I refer to them as “well‐off small‐scale tobacco growers” given that in the 1960s, 1970s, and the 1980s, they became one of the subaltern social groups that benefited the most from the Mexican Agrarian Reform. I want to set this research apart from the ones carried out on tobacco growers in Nayarit, which have almost exclusively understood this group as agricultural producers and have perceived as secondary, and even as anecdotal, the impact of the high levels of wage labour hired in the region. I argue that in order to have a better understanding of the social relations at play, it is important to take into account that Nayarit tobacco growers have also been employers of farm workers. Hence in my analysis, I have also included the seasonal farm workers hired by these small‐scale tobacco growers because of their importance in the labour force. More specifically, I have looked into the vulnerability and invisibility of these workers both within this branch of agricultural activity and state institutions.  相似文献

Whether producer cooperatives could serve as a stepping stone leading to socialism is a much debated issue in Marxian scholarship. It has now been recognized that producer cooperatives might possess paradoxical potentials of promoting egalitarian economy and democratic management whilst at the same time constructing class hierarchies. So far, agrarian scholars have already identified how pre-existing social differentiation facilitated privileged members to exploit the marginal non-members. However, they have not explored how members exercise their agency in challenging the class division. In summer 2013, at the height of China's cooperatization movement, I embarked on a project of “engaged anthropology” to mobilize shrimp farmers in South China to establish a cooperative so as to challenge agribusinesses that squeeze farmers' returns, but members ended up hiring outside labour. However, members tried hard to bridge the hierarchy between investors and workers as well as between managers and labourers in order to expand its membership and build the village's reputation. This paper traces how cooperative members deal with the dilemmas between profit maximization and egalitarian distribution, highlighting the importance of class analysis for a pro-poor cooperative movement.  相似文献
