This paper analyses sustainability transitions in the electricity system, using recent theories on socio-technical pathways. The paper describes three possible transition pathways and indicates the implications for (grid) infrastructures. The ‘transformation pathway’ is characterised by a further hybridization of the infrastructure; in the ‘reconfiguration pathway’, internationalisation and scale increase in renewable generation lead to the emergence of a ‘Supergrid’. The ‘de-alignment and re-alignment pathway’ is dominated by distributed generation and a focus on more local infrastructures. We suggest that this pathway, which involves a major restructuring of the electricity system, is less likely than the other two. The de-alignment and re-alignment pathway is therefore more dependent on external developments and/or strong policy interventions. All pathways, however, require major investments in infrastructure and innovative technologies.  相似文献

The differing paradigms of ecological and neoclassical environmental economics have been described in various articles and books and are also embedded in different professional associations. However, we cannot take for granted that the paradigm debates described in the literature are actually mirrored in exactly the same way in the perceptions and opinions of researchers looking at sustainability from an economic perspective. This paper presents empirical results from a German case study on how economists and others involved in sustainability research from different schools of thought think about the issues of sustainability and economics, how they group around these issues, how they feel about the current scientific divide, and what they expect to be future topics of sustainability research.We analyze the data using cluster analysis. Based on a literature survey, we generated forty sustainability economics-related statements and asked 196 sustainability researchers about their degree of agreement or disagreement with these statements. In evaluating our survey results, we discuss to what extent the clusters that we identified do—or do not—represent the two schools of thought of ecological and neoclassical environmental economics. We also propose some fields of research that can help to bridge the gaps amongst sustainability economics researchers while clearly marking others that are more suitable for a scientific ‘competition of ideas’. Key results of the study are: We identify two primary scientific clusters, one clearly confirming the existence of the ecological-economics school of thought, and the other largely capturing the neoclassical environmental view. Yet, there are some surprising exceptions: Both schools of thought share a conceptual definition of sustainability that is integrative in considering ecological, societal and economic dimensions (‘three pillar concept’) and is geared at preserving the development potentials of society. We also find a shared critique of ‘pure economic growth’ strategies in our sample. These shared opinions may provide bridging concepts between the schools of thought. Also both clusters agree with respect to a wide range of future fields of sustainability economics research. Yet, the research agenda of the ecological-economics cluster contains a large number of additional topics, primarily related to social, distributional and evolutionary aspects of sustainable development. Strong divides between the clusters that seem to be more suitable for a scientific competition of ideas are primarily related to the question of how to achieve sustainability, including appropriate environmental policies.  相似文献

Backcasting has been widely used for developing energy futures. This paper explores the potential for using industrial ecology to guide the development of energy futures within a backcasting framework. Building on the backcasting work of Robinson [1], a seven step method is presented to embed industrial ecology principles within the development and assessment of future scenarios and transition paths toward them. The approach is applied to the case of backcasting regional energy futures in the Latrobe Valley, near Melbourne, Australia. This region has substantial brown coal deposits which are currently mined and used in coal-fired power stations to generate electricity. Bounded by a sustainability vision for the region in a carbon-constrained world, regional industrial ecologies in 2050 were backcast around three themes: bio-industries and renewables (no coal usage); electricity from coal with carbon capture and storage (low to high coal usage); and coal to products such as hydrogen, ammonia, diesel, methanol, plastics and char (demonstrating medium to high overall coal use relative to current levels). Potential environmental, technological, socio-political and economic impacts of each scenario across various life cycle stages were characterised. Results offer a platform for regional policy development to underpin deliberation on a preferred future by the community, industry and other stakeholders. Industrial ecology principles were found to be useful in backcasting for creatively articulating alternative futures featuring industrial symbiosis. However, enabling the approach to guide implementation of sustainable transition pathways requires further development and would benefit from integration within the Strategic Sustainable Development framework of Robèrt et al. This paper describes recent progress in the utilization of participatory scenario-based backcasting approaches to sustainability research that blend quantitative and qualitative analyses in order to explore alternative climate change futures, as undertaken in a range of academic, government, and private sector projects in the Lower Mainland of British Columbia, Canada. These projects reveal that buy-in to policy proposals may be enhanced by participation, but there is a risk of participants being overwhelmed by the complexity of the choices they are being asked to make. Furthermore, tools are grounded in a process, which must itself be the explicit focus of attention in designing successful backcasting projects and combining participatory backcasting techniques with more interactive processes that can enhance our ability to explore highly complex and uncertain, value-laden issues. These approaches can be used to drive action and support decision-making, but for a truly consultative and consensus-oriented process to occur, it is important that a broad sample of the community be engaged in the discussion that are equipped with technical knowledge or understanding of the goals of the process in order to participate in an equitable and effective fashion.  相似文献

The phrase “sustainable development” appears increasingly in national policies in Asian countries and there are many successful ‘sustainability experiments’ documented at local level throughout the region. We explore why, despite the efforts made at the national level and the good practices at local level, underlying trends are away from sustainability. Drawing on the multi-level perspective on system innovation, we argue that linkages between different levels in socio-technical systems are critical to explaining the emergence of sustainable development pathways. The absence of these linkages in many Asian contexts is an important factor obstructing sustainability transitions in Asia. We argue that while the importance of vertical linkages is recognized and theorized in the multi-level perspective, the horizontal and the temporal dimensions are under-explored. We develop a set of propositions for exploring linkages in socio-technical systems, supporting these with empirical examples from the region.  相似文献

The establishment of new interdisciplinary fields such as ecological economics, human ecology or technology assessment can be interpreted as a logical consequence of striving for new sustainability sciences that address current global, multi-dimensional and multi-scale challenges. These set out to bridge the gap between the natural and the social sphere, between scientific analysis and societal action. This paper aims at re-assessing the contribution of established inter-disciplines to sustainable development. Journal articles of ecological economics, technology assessment and science and technology studies are evaluated and compared along several proposed features of sustainability science. The results converge in two crucial aspects. (1) Concise societal or political recommendations are not part of present day ‘normal science’, be it a disciplinary or an explicitly interdisciplinary research context. (2) Participatory exercises are rarely applied as a socio-politically embedded practice, despite a high interest in such exercises as an object of study and discussion.  相似文献

This paper presents a piece of research aimed at evaluating the relative sustainability of the Italian Regions. After selecting a core set of indicators, for which we referred to the EU Sustainable Development Strategy, we built a composite index and checked for its robustness. The existing state of sanitation in developing Asian countries fails to deliver a level of service that is adequate for meeting the human right to a standard of living consistent with dignity and health, or for sustaining the capacity for future generations to have access to clean water resources and healthy ecosystems. We argue that translating the current neo-centralised technologies and institutional arrangements mainstreamed by industrialised countries would not resolve the problem in the context of developing countries. Instead it is necessary to ‘leap frog’ to the emerging technological and institutional arrangements that are responsive to current needs and contexts and to potential risks. The sustainability focus and often decentralised technologies of this emergent stage in sanitation present many opportunities for new actors to enter the urban sanitation industry. At the same time, there are many barriers to entry, particularly from the perspective of conventional business management focused on increasing shareholder value.We propose that perspectives from the corporate social responsibility discourse have the potential to provide both the ‘pull’ for seizing the business opportunity for profit while serving social needs, and the ‘push’ to overcome the barriers in order to serve a wider social purpose for corporations. The wealth of nations, at least as reported in ubiquitous GDP terms, has greatly increased through the activities of corporations driven by a profit motive; but the increased poverty, injustice and ecosystem degradation that have resulted from economic activity suggest that corporations perhaps ought to have regard for broader concerns beyond shareholder value. We explore how the alternative relational view of a corporation, as a metaphorical person within society who adopts a moral code consistent with both Buddhist economics and Adam Smith's philosophy, may facilitate profitable corporations that provide better economic, ecological and social outcomes in serving the need for sustainable sanitation services in developing Asian countries.  相似文献

In ecological economics the debate on formalism and formalization has been addressed in the context of a lively discussion on ecological economics as a ‘post-normal’ (versus ‘normal’) science. Using ecological economics (EE) as a ‘seed’ journal and applying bibliometric techniques to all (2533) the articles published in EE from January 1989 to December 2009, we analyze the evolution of the field of ecological economics aiming to shed light on this debate. We observe the predominance (and increased relevance) of certain research topics: ‘Methodological issues’, ‘Policies, governance and institutions’ and ‘Valuation’. Moreover, ‘Collective action’, ‘Technical change and the environment’ and ‘Values’ stand as emergent themes of research. Finally, we note that ecological economics experienced an ‘empirical turn’ reflected in a shift away from exclusively formalized papers towards exclusively empirical and, to a larger extent, ‘formal and empirical’ ones. The combination of the prominent and emergent topics and the ‘empirical turn’ mirrors the increasing awareness among researchers in the field of the need to address a key specificity of ecological economics — the interdependence of the economic, biophysical and social spheres. On this basis, we argue that at least through the lens of EE, ecological economics has evolved towards a post-normal science.  相似文献

The paper analyses six international-scale responses to the financial and climate change ‘double crisis’ in order to: review how they define problems and solutions, analyse what underpins the policy choices revealed in these responses (the ‘green turn’), reflect on the implications of the proposed solutions in terms of sustainability and global environmental justice, and to suggest three elements for a paradigm shift towards an ‘alternative’ turn embedded in ecological economics theory. The analysis reveals that responses by leading international organisations continue to appeal to the precepts of neoclassical economy. We argue that from an ecological economics perspective, policy responses under the various labels of green economy, green growth, sustainable growth, green new deal, fall well short of what is needed to fight the environmental crisis and rising inequality across and within countries. The idea of justice and equity that underpins the mainstream approach seems inadequate in terms of sustaining our environmental base and global environmental justice. Based on this critical review, we propose an ‘alternative turn’, centred on three elements of a paradigm shift leading to a new economy where the environmental base and global environmental justice are at the centre of the discourse.  相似文献

This article explores how the term ‘foresight’ originally came to be used in connection with science and technology by the author and SPRU colleagues in 1983. It analyses how the rationale for its use evolved over time, first providing a ‘catchy’ title for a study (‘Project Foresight’), and then a convenient shorthand for the focus of that study, before eventually coming to formally signify a new approach to looking systematically into the future of science and technology, an inclusive and wide-ranging process that differed appreciably from that of traditional ‘technology forecasting’. The paper reflects on the importance of concepts and terminology in the field of science policy research, providing examples of how an inappropriate term or phrase can damn the prospects of the research having an impact on policy, while a more politically astute use of terminology can greatly enhance the probability of making a significant impact. The paper also examines other early uses of the concept of ‘foresight’ in the United States and Canada at about the same time. In addition, it highlights the conceptual similarities between foresight and la prospective, a novel approach developed in France not just for looking into the future but also for shaping or even ‘constructing’ the future of our choice, an ambitious aspiration that it shares with foresight. This case-study on the origins and early evolution of ‘technology foresight’ illustrates the essential importance of terminology in differentiating key concepts in social sciences (where it sometimes gives rise to unfortunate priority disputes), and particularly in the case of policy research.  相似文献

This paper presents and discusses a backcasting study for Stockholm 2050. The focus is on developing images of a future where Stockholm citizens have sustainable energy use—here defined as a 60% reduction per capita over a 50-year period. The perspective is that of households, so all energy is allocated to individuals’ activities rather than being discussed from a sector perspective. Six images of the future are developed by combining a space dimension (three versions of changes in urban structure) and a time dimension (two versions of people's life tempo). Added to this is technological development, so that the images of the future illustrate how combinations of planning, behavioural change and technological development could lead to sustainable energy use.  相似文献

The contribution of agriculture to the welfare of society is determined by its economic, social and environmental performance. Although theoretical discussions can be found in the literature, few reports exist that integrate the social demand for multifunctional agriculture in the evaluation of the sustainability and the global welfare of society. This paper presents a methodology that combines economic valuation, integrated modelling, stakeholder analysis, and multi-criteria evaluation. It consists of three steps to determine: (1) social demands for multifunctional agriculture; (2) feasible technical alternatives available from the supply part of the market; (3) the net utility of alternatives for society measured as the change in social net benefit, i.e. the sum of changes compared to the current situation expressed in utility of market and non-market net benefits. Market net benefits are represented by their monetary value. Quality Function Deployment combined with Analytic Network Process (QFD/ANP) were used to estimate the non-market net benefits. The methodology is applied to the case study of a dairy-farming based agricultural landscape in the Northern Friesian Woodlands, The Netherlands. Social net benefit depended on land use, i.e. pasture management regimes on each of the agricultural fields and on presence or absence of hedgerows around the fields. Changes in market net utility were expressed in terms of changes for farmers, consumers and government. Changes in non-market net utility were expressed in terms of changes in landscape quality, nature value and environmental health for Dutch society as a whole, as estimated from European public surveys (Eurobarometer). The complete solution space defined by the market and non-market net benefits of landscapes with alternative patterns of land use was estimated to offer insight in the trade-off between market and non-market performance and enable selection of ‘icon’ landscapes to target or avoid. Improvement of the current landscape towards the social optimum would involve changes in pasture management resulting in higher gross margin for farmers, slightly relaxing current environmental restrictions, which could be reached at lower levels of subsidies in agri-environmental programs. In addition to such overall optimum the results demonstrate the trade-off between market and non-market benefits and the characteristics of current, utopian and dystopian landscapes. The approach provides an alternative to current economic valuation methods which focus on assessment of economic value as an input to analysis. Here, economic value emerges as the trade-off between market and non-market functions which is an output of the analysis.  相似文献

Sustainability assessments have become important tools for decision makers. This research assesses the sustainability of different types of tourists in New Zealand by using the concept of yield and by developing yield indicators in the areas of financial, public sector and sustainable yield. The concept and indicators have been developed in cooperation with the New Zealand tourism sector and therefore provide a sector-driven approach to implement a sustainability assessment. The analysis shows that there are numerous ‘trade-offs’ between indicators when attempting to define the ‘ideal visitor type’. Coach tourists, for example, are the largest spenders and generate the greatest Value Added in tourism on a per-day basis, but they contribute less to the financial sustainability of tourism when the costs of capital are accounted for. Coach tourists are highly concentrated in a few key destinations and at the same time produce substantial amounts of CO2 emissions due to their air travel component. In contrast, backpacker and camping tourists provide greater financial yield and are more dispersed, but they are also the greatest user of publicly provided tourist attractions and therefore come at a higher cost to government than other tourist types. Camping tourists are also contributing considerably to CO2 emissions. The yield analysis proposed in this paper could be a valuable tool for complex policy decision making and identifying strategies that lead to high-yield tourism.  相似文献

We conduct a field experiment with low-income subjects in Dallas, Texas. We examine voluntary, informal risk sharing using a visual representation of the solidarity game developed for low-literacy populations. We find substantially more ‘fixed gift to loser’ behavior and less ‘egotistical’ behavior than in previous studies. Individuals who display ‘egotistical’ behavior are more risk tolerant. The amount of the conditional gifts is positively related to age, income, and connection to the community. However, trust and empathy, which are commonly discussed as drivers for solidarity, are not significantly related to the amount given.  相似文献

This paper presents the results of a Belgian case study on the Index of Sustainable Economic Welfare (ISEW). The index is first compiled using the standard methodology applied in other international studies. Owing to the short period in which Belgium's ‘traditional’ ISEW has recently declined, it is not possible to draw any solid conclusion regarding Max-Neef's ‘threshold hypothesis’. After a brief review of the criticism that the ISEW has attracted over the years, the paper then explains and discusses the rationale for omitting the ‘net capital growth’ and ‘change in net international investment position’ items. It is argued that these items do not comply with the theoretical foundation underpinning the ISEW. The paper also puts forward new valuation methods for several items within the index: the escalation factor in the valuation of natural capital depletion is dropped, long-term environmental damage is valued using a stock-based approach and considerably more government expenditures are considered to be non-defensive. The results of the ‘revised’ ISEW show significant improvements in sustainable economic welfare over the entire study period. These findings are not in line with the ‘threshold hypothesis’. Finally, the paper offers some guidelines for communicating about the ISEW — namely that (a) all methodological assumptions should be made explicit and (b) all raw (unadjusted) data used should be included in any final ISEW report so as to enable the reader to make his or her own assessment about the assumptions the researcher has employed.  相似文献

Climate change may pose considerable challenges to coastal cities, particularly in low-lying urban deltas. Impacts are, however, associated with substantial uncertainties. This paper studies an uncertainty-robust adaptation strategy: strengthening the resilience of the impacted system. This approach is operationalised for the city of Rotterdam, using literature study, interviews, and a workshop. Potential impacts have been explored using national climate statistics and scenarios and a set of ‘wildcards’ (imaginable surprises). Sea level rise, particularly in combination with storm surge, and enduring heat and drought are the most relevant potential stresses in the area. These can lead to damage, loss of image, and societal disruption. Unclear responsibilities enhance disruption. ‘Resilience principles’ made the concept of resilience sufficiently operational for local actors to explore policy options. Useful principles for urban resilience include: homeostasis, omnivory, high flux, flatness, buffering, redundancy, foresight and preparedness/planning, compartmentalisation, and flexible planning/design. A resilience approach makes the system less prone to disturbances, enables quick and flexible responses, and is better capable of dealing with surprises than traditional predictive approaches. Local actors frame resilience as a flexible approach to adaptation that would be more suitable and tailored to local situations than rigid top-down regulations. In addition to a change in policy, it would require a more pro-active mentality among the population.  相似文献

In this introductory paper we introduce the special issue on “Backcasting for Sustainability”. We present briefly a historical background, and position backcasting in the wider context of future studies, in which it can be related to “normative forecasting” and normative scenarios. We reflect on the diversity and variety of backcasting studies and experiments, as presented in the ten papers for this special issue. After summarizing the papers we formulate a future research agenda.  相似文献
