Forty years ago, the questions most discussed among those who cared about leadership were “is leadership possible among those who don't have titles and positions?”; “what are the characteristics possessed by effective leaders?”; and “how do we find the people who are the best leaders and help them prepare for positions that will allow them to have an impact?” After many conversations, conferences, research studies, and books, the terrain has shifted among scholars. Now the conversations focus on questions such as “If leadership is a shared responsibility among members of groups, how can the full leadership potential of all be cultivated?”; “What role do collaborators play in empowering positive leadership and defending against those who misuse it?”; and “How can organizations cultivate cultures that support and encourage visionary leadership dedicated to benefitting all?” The shift in the questions that leadership educators now explore, coupled with the breadth and variety of the initiatives dedicated to nurturing it, demonstrate that leadership can be taught. More importantly, the practice of leadership demonstrates that many can pursue leadership and that they must if the opportunities of the 21st century are to be fulfilled. The conversations and the needs for leadership have both shifted and it is now incumbent on those who value leadership most to agree to unifying perspectives that can draw us together in common purpose. In the present investigation, a new forced quantitative randomized response (FQRR) model has been proposed. Both situations when the values of the forced quantitative response are known and unknown are studied. The forced qualitative randomized response models due to Liu and Chow (J Am Stat Assoc 71:72–73, 1976a, Biometrics 32:607–618, 1976b) and Stem and Steinhorst (J Am Stat Assoc 79:555–564, 1984) are shown as a special case of the situation when the value of the forced quantitative randomized response is simply replaced by a forced “yes” response. The proposed FQRR model remains more efficient than the recent Bar-Lev et al. (Metrika, 60:255–260, 2004), say BBB model. The relative efficiency of the proposed FQRR model with respect to the existing competitors, like the BBB model, has been investigated under different situations. No doubt the present model will lead to several new developments in the field of randomized response sampling. The proposed FQRR model will encourage researchers/scientists to think more on these lines.  相似文献

A careful modeling of the spending behavior of local school districts in New Jersey is presented. The theoretical model relies on the common hypothesis of political competition leading to a median outcome as well as the assumption that school superintendents act as budget maximizers. The model is estimated for a sample of 177 school districts under three different aid formulas. Pooling of the cross sections suggests that the response of school expenditures to changes in variables other than those associated with school aid parameters has remained constant over time. The results are discussed in the context of recent theories regarding the effect of intergovernmental aid on the level of public expenditure.  相似文献

Total quality management (TQM) is widely recognised as a management philosophy for improving customer satisfaction and organisational performance. However, there is no consensus over the critical success factors of TQM, in particular, in higher education (HE) and developing countries. Literature shows mixed results on the success and applicability of TQM principles in education, thus, underlining the need to revisit the application of TQM principles in HE. This paper identifies the critical success factors of TQM in Pakistani universities. Data was collected from faculty members of universities through questionnaires. The findings reveal that ‘leadership’, ‘vision’, ‘measurement and analysis’, ‘process control and evaluation’, ‘programs design and resources allocation’ and ‘stakeholder focus’ emerge as the critical success factors of TQM in HE. The findings have implications at macro, meso, and micro levels of HE.  相似文献

The increasing refinement and variety of economic projections can give the educational planner an extremely useful tool, providing he can find a way to convert sectoral projections of employment into educational requirements. In this study occupational data from the Census of 1960 were converted directly into their vocational educational equivalents so that cross-classifications by (SIC) sector permitted the derivation of sectoral employment/education coefficients. These coefficients, multiplied by projected employment in each sector, give projected employment in terms of the vocational preparation which is implied.

Using this approach, vocational preparation requirements were projected to 1975 for the fifty states and 224 metropolitan areas. The results thus generated show the variety which can be anticipated among the various regions in the United States, and can provide guidance to local and state educational groups in setting up programs at state and local levels.

A similar approach which used various national projections led to two conclusions. The level of sectoral detail can have quite important impacts on the “mix” of training requirements which results, suggesting that projections of this type must be based on quite detailed sectoral employment breakdowns. Second, shifts in patterns of growth can have marked impacts on some types of vocational training requirements while needs for other types remain relatively unaffected.  相似文献

By building a bridge between the conceptual discussion of education science and entrepreneurship, this article demarcates the role of entrepreneurship education as a form of pedagogy and its connection to a progressive movement. As a form of pedagogy, entrepreneurship education changes the idea of the human being, brings action-orientation, autonomy and interplay between risk and responsibility to the centre of the learning process and challenges the previous ontological, epistemological and to some respect axiological bases of earlier learning paradigms and also presents new ideas for pedagogy and didactics. Thus, seen from an educational perspective, entrepreneurship can now be perceived as a form of pedagogy that renews the previous learning paradigms and furthers educational institutional practices.  相似文献

Over the past century, management education has expanded considerably, and it is important that management and organization scholars and practitioners should understand the implications of this development. With this in mind the present paper looks at management education from several perspectives. First, it discusses the characteristics of education in general and of management education in particular. Second, it provides a brief summary of the institutional development of management education, particularly in the United States and Europe. Third, the paper indicates professional exchanges and quality assessments as forces for convergence, and provides evidence of such convergence. Finally, some conclusions are offered and some possibilities are discussed regarding the future development of management education.  相似文献

The purpose of this paper is to present the results of research efforts in developing an enrollment forecasting system for the State of Ohio's higher education system. The model constructed employs the concept of spatial interaction in attempting to determine the “market share” which each of the 60 competing public colleges would be able to attract each year. An analogy is drawn between the educational process of college selection and the attraction to shopping centers of residents in surrounding communities. The article also addresses itself to the subjects of data bases, cost function development and the forecasting of actual enrollments at each rank for each institution.  相似文献

We quantify the religious factor in private education in the United States by calibrating a political economy model of school choice—among public, private-nonsectarian and subsidized religious schools—in which parents differ in their incomes and in their preferences for religious education. This shows strong latent demand for religious schooling, conditioned on current subsidized tuition levels in parochial schools, which is suppressed by the need to “pay twice” for private education. Applying the results of the calibration to gauge the effect of means-tested school voucher programs on religious and nonsectarian private enrollment, we find that when the amount of the voucher is relatively small, including subsidized religious schools in such programs is necessary for providing low-income families effective access to private education.  相似文献
