High-speed rail has developed both nationally and internationally in Europe as a successful alternative to both air and road over distances of 400–600 km. Inter-city traffic, especially between the major metropolitan areas in North-west Europe has benefitted greatly from the investment in this network. This paper explores two issues: the impact on the intermediate areas between these major metropolitan areas and the creation of potential cross-border inter-regional services. The evidence shows how both levels of service and potential economic impacts have been much less pronounced in these intermediate areas. Such areas have been affected both by a failure to see greatly improved direct access to major cities other than within their own countries and a lack of new cross-border inter-regional services. The paper argues that the creation of the high-speed rail TEN-T has not met the primary objectives of reducing regional disparities in accessibility or reducing the effect of national borders on regional integration. To achieve this requires not just infrastructure provision but an appropriate regulatory framework for service provision and accompanying measures at the local level.  相似文献

Attitudes towards road user charges have in the last decade become a focus of interest for researchers and planners in a number of disciplines including economics, transport planning and environmental sciences. Most of the literature has been based on single and/or hypothetical schemes and has a number of limitations, such as the potential differences in attitudes that might depend on whether users have actually experienced the gains of tolling are not considered. This paper gives further insight into user attitudes towards road user charges and overcomes some of the limitations observed in the literature. In particular, we examine attitudes towards six different Norwegian toll schemes with different characteristics and at different stages of implementation. The results show the following: (i) road users think negatively of tolls irrespective of the type of scheme or stage of charging; (ii) negative attitudes are highly correlated with the level of information given to users on the intentions of the tolling prior to implementation and (iii) toll levels significantly impact attitudes. Further, it is shown that attitudes vary significantly with socioeconomic characteristics. These findings demonstrate that governments need marketing strategies that clearly explain the benefits to users beforehand. Some of these strategies are proposed.  相似文献

This paper explores the conception, development, design and operation of the Melbourne City Link Project—one of the world's first and largest fully electronic road tolling systems. The geographic, political and transport contexts of the project are described, including the transport need for the project and the reason why it was developed as a toll system relying totally on electronic toll collection. The operation of the project is then described with respect to the design assumptions and expectations. The methods of project funding and subsequent toll collection are described in some detail. This paper investigates the effects of alternative or joint schemes of road pricing and parking pricing to verify if private behaviour in operating parking facilities, road tolling and transit systems can lead to profitable results in the private sector and for public welfare. The evaluation is carried out using an idealised urban multimodal traffic corridor with some numerical examples that show the effects of different pricing policies. A Deterministic User Equilibrium assignment procedure is used to calculate certain performance indicators such as user travel costs, social costs and private profit. The results show that the system is highly sensitive to pricing policy and that a proper joint pricing of park-and-ride facilities, city centre parking and road tolls can be developed to simultaneously attain good private and social benefits.  相似文献

This paper investigates joint road charging schemes in a public-private partnership (PPP) network by simultaneously taking into account Cournot-Nash (CN) players and user equilibrium (UE) players. Each joint scheme comprises a tradable credit plan for public roads and a regular tolling plan for private roads. We show that, under UE-CN mixed equilibrium, there exist anonymous nonnegative joint schemes that can support a system optimum link flow pattern. By using preemptive approach, we further design three bi-objective optimization models with hybrid implementation of tradable credit and road pricing. Numerical examples demonstrate that the proposed methods are effective in managing PPP networks.  相似文献

To mitigate traffic externalities, we propose an origin–destination (OD) based road pricing model for traffic assignment problems. For elastic demand, we derive explicit optimal tolls for the OD-based pricing scheme. We also extend the model to a multi-period static traffic assignment (MSTA) where we derive analytically the route and OD-dependent tolls based on equilibrium conditions. We present some examples to show that the OD-based tolling scheme could improve the system welfare significantly, compared to the no-toll scenario (user equilibrium – UE).  相似文献

Public acceptability is crucial to achieve the successful implementation of certain policy initiatives. In the transport sector, this is especially relevant for toll roads since they entail a burden to the users. Previous literature in this field has mainly focused on analyzing the influence of different individual characteristics on attitudes towards road charges, without clear results. However, other context-specific drivers such as regional parameters may also play an important role to explain users' attitudes, especially when the implementation of tolls within the same nation varies throughout regions. The goal of this paper is to analyze regional differences in users' perceptions with regard to tolls as an appropriate way to finance the provision of road infrastructure. Based on a nationwide survey conducted to road users in interurban toll roads in Spain, we develop a multilevel logit model to explore regional differences in drivers' perceptions. The research concludes that differences identified seem to be more influenced by context-specific variables, related to either the characteristics of the toll road or the region, than by the characteristics of the individuals. The paper also underlines the negative effects of an asymmetrical distribution of toll roads across regions on users' perceptions, since those territories especially suffering the burden of tolls show a more negative attitude towards road charging.  相似文献

This paper analyses two challenges in the reform of urban transport pricing. First the construction of an optimal package of urban transport pricing instruments assuming one benevolent welfare maximizer. It is found that parking and tolling are the most important elements of the optimal package and that these policy instruments are sub-additive in their benefits. The second problem is the use of pricing instruments by different government levels: the urban government controls parking fees and the regional government controls a cordon toll. It is found that the overall efficiency losses in the Nash and Stackelberg equilibria are limited.  相似文献

In the last few decades, rapid growth in mobility has facilitated the inclusion of distant places in metropolitan processes and the modification of traditional metropolitan areas into Polycentric Urban Regions. This paper aims to understand the articulation of metropolitan urban regions through a diachronic road network accessibility analysis with a focus on the Madrid Metropolitan Region (Spain) over a period of general increase in accessibility. The findings reveal that the metropolitan core has been reinforced and that its influence area has expanded. However, the main contribution of this work is the proposal of a methodological approach to identify city-profiles among the sub-centres organising the emerging polycentric urban structures.  相似文献

Traffic crashes are geographical events, and their spatial patterns are strongly linked to the regional characteristics of road network, sociodemography, and human activities. Different human activities may have different impacts on traffic exposures, traffic conflicts and speeds in different transportation geographic areas, and accordingly generate different traffic safety outcomes. Most previous researches have concentrated on exploring the impacts of various road network attributes and sociodemographic characteristics on crash occurrence. However, the spatial impacts of human activities on traffic crashes are unclear. To fill this gap, this study attempts to investigate how human activities contribute to the spatial pattern of the traffic crashes in urban areas by leveraging multi-source big data. Three kinds of big data sources are used to collect human activities from the New York City. Then, all the collected data are aggregated into regional level (ZIP Code Tabulation Areas). Geographically Weighted Poisson Regression (GWPR) method is applied to identify the relationship between various influencing factors and regional crash frequency. The results reveal that human activity variables from multi-source big data significantly affect the spatial pattern of traffic crashes, which may bring new insights for roadway safety analyses. Comparative analyses are further performed for comparing the GWPR models which consider human activity variables from different big data sources. The results of comparative analyses suggest that multiple big data sources could complement with each other in the coverage of spatial areas and user groups, thereby improving the performance of zone-level crash models and fully unveiling the spatial impacts of human activities on traffic crashes in urban areas. The results of this study could help transportation authorities better identify high-risky regions and develop proactive countermeasures to effectively reduce crashes in these regions.  相似文献

In recent years many European countries have seen a decoupling of the growth in road freight traffic (vehicle kilometres) from economic growth. A similar decoupling has not been observed in road freight transport (tonne kilometres). In this paper the historical growth in national Danish road freight traffic and transport is attributed to causes using a Divisia index decomposition method. It is demonstrated that overall road freight traffic growth is a consequence of often opposite pointing growth effects in the underlying factors. The observed decoupling of road freight traffic growth from economic growth is mainly the result of use of larger vehicles, increasing average loads, and less empty running. Growth in road freight transport is primarily caused by growth in production. A decrease in the number of tons lifted per tonne produced (the handling factor) is offset by an increase in the tonne kilometres per tonne lifted.  相似文献

In 1978 Gunn published a seminal paper which explained why implementation of policy is so difficult. The paper set out 10 conditions, which should be satisfied if perfect implementation is to be achieved. Whilst it is clear that perfect implementation is not possible in the real world, and Gunn has subsequently been criticised for his ‘top-down’ approach to decision-making, these conditions do, nonetheless act as an effective framework through which to evaluate good practice in the implementation of urban transport policy instruments. Two urban transport policy instruments, which form an increasingly important element of the Government's strategy in the UK for reducing the demand for private transport as set out in a New Deal for Transport (DETR, 1998), are travel plans and road user charging. Travel plans are a relatively recent policy instrument in the UK and seek to reduce trips to work by car by providing, through individual employers, a targeted, integrated package of incentives and disincentives to influence commuters' choice of mode of travel to and from the workplace. Road user charging, whereby motorists are charged for the road space they use in urban areas, seeks to reduce the congestion problem via the price mechanism, and has a longer history in the UK. To date the implementation of travel plans in the UK has been more widespread than that of road user charging. It is fair to say, however, that the widespread implementation of both urban transport policy instruments is a complex and sensitive area for decision-makers.The aim of this paper is firstly, to analyse travel plans and road user charging in the UK with respect to the conditions for perfect implementation put forward by Gunn and secondly, to highlight the elements of good practice, pertinent to the implementation of road user charging, in the process of the implementation of travel plans. Overall, the paper uses Gunn's theoretical framework as a basis for recommendations for better decision-making that will aid the wider implementation of both travel plans and road user charging internationally.  相似文献

The focus of this research is to model the influence of road, socioeconomic, and land-use characteristics on local road annual average daily traffic (AADT) and assess the model's predictability in non-covered location AADT estimation. Traditional ordinary least square (OLS) regression and geographically weighted regression (GWR) methods were explored to estimate AADT on local roads. Ten spatially distributed counties were considered for county-level analysis and modeling. The results indicate that road density, AADT at the nearest nonlocal road, and land use variables have a significant influence on local road AADT. The GWR model is found to be better at estimating the AADT than the OLS regression model. The developed county-level models were used for estimating AADT at non-covered locations in each county. The methodology, findings, and the AADT estimates at non-covered locations can be used to plan, design, build, and maintain the local roads in addition to meeting reporting requirements. The prediction error is found to be higher at urban areas and in counties with a smaller number of local road traffic count stations. Recommendations are made to account for influencing factors and enhance the local road count-based AADT sampling methodology.  相似文献

Automobiles and roads are as much of a way of experiencing national parks as they are a means of conveyance. This study examines experiential aspects of transportation on Acadia National Park’s primary scenic road – Ocean Drive. Interviews with vehicle-based road users were conducted to identify indicators to measure and manage experiential quality on Ocean Drive. Also, a survey was conducted to make comparisons with important variables identified on “transportation-only” urban roads. Results suggest that (1) Ocean Drive is important to park visitors’ experience; (2) experiential indicators for Ocean Drive include vehicle crowding, scenery, and travel freedom/convenience; and (3) experiential aspects of transportation on scenic roads in parks may differ substantially from urban roads. Study findings suggest a need to deliberately and thoughtfully plan and manage for quality recreational experiences on roads in national parks and related areas.  相似文献

This paper investigates a fundamental question related to the massive railway infrastructure development in China. What is the impact of high-speed rail (HSR) on regional economic disparity? The question is investigated from three perspectives. First, the influence of HSR on regional economic disparity is discussed theoretically from the perspective of New Economic Geography. Second, the variation in economic disparity at both the national and regional levels is investigated using three indexes: the weighted coefficient of variation, the Theil index and the Gini index. Third, the linkages between regional economic growth and HSR is measured empirically from a quantitative and qualitative perspective using an endogenous growth modelling framework with a panel data covering the period 2000–2014. The rail network density is adopted as a proxy to reflect the quantity change in rail investment. Three accessibility indicators (weighted average travel time, potential accessibility and daily accessibility) are introduced to capture the improvement of HSR transport quality. Our findings confirm that regional economic disparity has been decreased since the development of HSR. HSR has promoted regional economic convergence in China. Specifically, the positive effect of rail network density on regional economic growth is found to be significant in the East and North, whereas the positive effect of accessibility change is found to be more significant in the Middle Reaches of Yangtze River, the Southwest and the South China.  相似文献

Work travel is an important alternative to out-migration in rural areas characterized by a limited range of jobs. The size of local labour markets is determined in part by geography and tradition, but advances in transportation have the potential to move people and communities closer together and transform established mindscapes. In Iceland, the dispersion of the rural population, a challenging terrain, and unpredictable weather has made road infrastructure improvements a key component in regional development strategies. A large-scale tunnel project completed in 2010 was intended to strengthen a vulnerable rural area on the northern coast and expand the urban labour market of the regional centre of Akureyri. Traffic surveys and resident surveys conducted before and after the tunnels show a substantial increase in 17–34 km work travel between rural communities. Work travel 61–77 km to and from the regional centre did however not increase. The average length of work travel has shortened but the increase in commuting yielded a net increase in total km commuted. The tunnels increased work travel irrespective of age and education, but increased work travel by women with children in the household in particular. The results suggest that large-scale road infrastructure improvements may substantially strengthen rural labour markets within a driving distance of 15–30 min, but may not extend the edge of micropolitan labour markets 45–60 min from an urban centre of less than 20 thousand inhabitants.  相似文献

Creating and maintaining a safe and sustainable transport system is a common challenge for road authorities around the world. The New Zealand government has taken this challenge one step further by incorporating it into country’s legislation. As a consequence all road land transport authorities are committed to implementing initiatives to respond to both the challenge and the legislation. A benchmarking process for the transport sector is one of these initiatives on a national level. Benchmarking is a well known and utilised technology for the measuring of performance for infrastructure, for example within the water provision sector in England. This paper presents the development of a national benchmarking process for the transport sector of New Zealand. This development is part of a strategy to encourage road land transport authorities to improve the performance of transport in achieving sustainability and environmental targets. The development involved a literature review, proof of concept and the full implementation stage. A total of nine key performance indicators were developed to indicate the status of transport sector performance. The project and its outcomes are considered to be of benefit to road land transport authorities across the world who wish to develop a benchmark process of their own.  相似文献

Caravanning has been a popular leisure activity in Australia for many decades. In recent years the profile of the industry has changed with a shift from family caravanning to retirees. This change has significant implications for the industry overall as well as the regional areas visited by caravanners. This paper reports on research designed to develop a profile of contemporary caravanning in Australia. One of the most significant findings was the homogeneity of the respondents. The largest groups of respondents were ‘empty nesters’, people who were retired or near retirement and who were attracted to three clusters of activities: nature; shopping and eating; and visiting heritage attractions. Another major finding of interest for regional areas was the relatively low daily expenditure on food and accommodation. Lack of cross-border transport supply has repeatedly been blamed for the fact that national borders limit spatial interaction and, consequently, the growth of border regions. This study applies an accessibility approach to investigate for most municipalities in ten countries in mainland West Europe if foreign transport supply is lagging behind, and if population growth in these municipalities has been affected by the limits that national borders have imposed on market access. To do so, data describing historical population changes and road networks between 1961 and 2011 have been used. The results show that in the study area, cross-border transport accessibility was not at a disadvantage in 1961 and has since then grown even more than domestic accessibility. However, municipal population growth has depended almost exclusively on domestic market access. Processes of economic international integration in the study area are found to coincide with the growth of cross-border accessibility, but do not have a clear coincidence with the effects of cross-border accessibility on population growth.  相似文献

This paper reviews the literature on road traffic accidents and their role in the mobility of tourists within discernible regions of activity. The paper builds upon knowledge developed in the tourism, transportation and safety science areas of research to illustrate the significance of these issues in relation to tourist well-being, and argues that multidisciplinary perspectives informed by different cognate areas of research combined with interactive research with public sector agencies such as the police, can make major contributions to the formulation of policy and actions to improve tourist and visitor safety. Using a police derived data source permits analysis and discussion of the key issues facing leisure-related (in which tourism is subsumed) and non-leisure-related traffic in one region of Scotland. Through a regional analysis of the available data sources it is possible to identify areas of action for agencies.  相似文献
