This paper develops an integrated economic, hydrologic and GIS modeling framework to examine the cost-effective targeting of land retirement for establishing riparian buffers in agricultural watersheds. Previous studies have examined the efficiency of targeting large land parcels for retirement or targeting management practices such as conservation tillage but have not considered narrow variable buffer strips. An empirical application of the framework in the Canagagigue Creek watershed in Ontario shows that average and marginal costs of sediment abatement increase at an increasing rate as the environmental goal becomes more stringent. The locations of the buffer strips vary across the watershed and are not necessarily located on those sites with greatest slope or those adjacent to visible streams. Cost effectiveness is further increased if the targeting is extended to allow for the width of the buffer strip to vary by location rather than assume a uniform width. The modeling results have important policy implications for the design of conservation stewardship programs such as setting appropriate environmental health goals based on marginal abatement costs relative to marginal benefits, and setting physical characteristics of the riparian buffers for selection along the drainage network in targeted sub-catchments.  相似文献

An integrated framework that combines spatial and biophysical attributes of land with a hydrological model and an economic model is developed to identify cropland for enrollment in the Conservation Reserve Enhancement Program. Sediment deposition coefficients are determined endogenously depending on the land-use decisions on other land parcels. Application of this framework to a watershed in Illinois demonstrates that highly sloping land adjacent to water bodies should be selected for retirement. A marginal value rental payment scheme can achieve program goals of 20% sediment abatement at 39% lower cost than a productivity-based rental scheme.  相似文献

This paper uses economic, hydrologic, and GIS modeling to assess the effectiveness of the Illinois Conservation Reserve Enhancement Program in the Lower Sangamon watershed. Our results show that for a representative five-year storm event, the acres currently enrolled in the program result in a 12% reduction in sediment loading, which is below the program goal of 20% and four times the least-cost solution. We also analyze the design of alternative rental payment instruments for improving the cost-effectiveness of geographical targeting for land retirement. Policy implications for the characteristics of the land parcels that should be targeted for enrollment in the program are discussed.  相似文献

This article examines the allocative efficiency of water quality management activities to protect endangered salmonid species in a heterogeneous watershed in the Pacific Northwest. Using an integrated hydrological, biological, and economic modeling framework, the relative efficiency of alternative policy targets such as temperature reductions and enhanced fish populations is investigated. Results indicate that the heterogeneous nature of riparian conditions and stream morphology influence the choice of management activities. Localized effects of management efforts on temperature are important to achieve small temperature reductions. However, as the desired magnitude of temperature reductions increases, the cumulative (longitudinal) effects become more important, and management efforts in more distant reaches are more efficient than efforts nearer the point of monitoring. Finally, if the underlying objective is to increase fish populations, targeting conservation efforts based on physical criteria such as water temperatures or other total maximum daily load regulations may lead to substantial inefficiencies.  相似文献

Land use change at the local stage affects the flow of ecosystem services at all levels. Analyzing the causes of land use change such as anthropogenic activities in the case of the Ourika watershed will facilitate sustainable policies. A decision-making tool, InVEST (Integrated Valuation of Ecosystem Services and Trade Offs) was used to quantify three ecosystem services and to generate three spatially explicit land use scenarios (trend, development and conservation) with expert stakeholders and the local population. The results indicate that forest expansion under the conservation scenario increased carbon sequestration and sediment retention by 34.29 % and 7.17 % but decreased water yield by 0.75 %. Comparably, a combination of forest and cropland expansion under the trend scenario generated a moderate increase by 8.4 % and 0.98 % but a negligible decrease of 0.09 %. A decline in the forests under the development scenario caused an improvement in the water yield by 0.12 % but a decrease in carbon sequestration and sediment retention by 6.06 % and 0.88 % respectively. A combination of forests and croplands through agroforestry systems enhances the provision of all the three ecosystem services. Community-based ecosystem and land management is the best way to improve ecosystem services at the local level.  相似文献

This paper quantitatively analyses the cost‐effectiveness of alternative green payment policies designed to achieve a targeted level of pollution control by heterogeneous microunits. These green payment policies include cost‐share subsidies that share the fixed costs of adoption of a conservation technology and/or input reduction subsidies to reduce the use of a polluting input. The paper shows that unlike a pollution tax that achieves abatement through three mechanisms, a negative extensive margin effect, a negative intensive margin effect and a technology switching effect, a cost‐share subsidy and an input reduction subsidy are much more restricted in the types of incentives they provide for conservation of polluting inputs and adoption of a conservation technology to control pollution. Moreover, they may lead to varying levels of expansion of land under production. Costs of abatement with alternative policies and implications for production and government payments are compared using a simulation model for controlling drainage from irrigated cotton production in California, with drip irrigation as a conservation technology.  相似文献

The aim of this study was to evaluate the relative economic profitability and net greenhouse gas (GHG) abatement potential of alternative tillage and cropping systems. A simulation model was parameterized using biophysical and economic data representing different crop rotations under conventional, minimum, and zero tillage cropping systems, in the Black soil zone of Saskatchewan. This model was used to estimate the relative potential of each of the management practices to sequester carbon and to emit GHG including, nitrous oxide and carbon dioxide. The model also provided estimates of the relative profitability of each of the management practices over time horizons of 30 years. These simulation results were used to develop trade-off functions reflecting net income and net GHG abatement for each cropping system. An income risk measure was incorporated to facilitate an analysis of the relative economic attractiveness of the simulated cropping systems. Furthermore, sensitivity analysis was performed on nitrous oxide emission coefficients (an area of significant uncertainty in the literature) and on weather patterns to reflect uncertain future climate change impacts. Results indicated that net GHG emissions were relatively lower for reduced tillage management, while conventional tillage may be relatively more attractive from an economic perspective. However, results also indicated that such economic factors as risk and economies of size may have a significant influence on this latter result.  相似文献

目的 探究黑土区农户保护性耕作技术采用行为,对推动黑土区农业可持续发展具有重要意义。方法 文章从感知价值视角出发,利用东北黑土区的733份农户调研数据,采用结构方程模型,探讨了政府规制在农户感知价值与保护性耕作技术采用行为过程中的调节作用。结果 (1)农户的感知利益和感知风险对农户采用保护性耕作技术的意愿和行为都具有直接和间接的显著影响,其中感知利益对农户采用保护性耕作技术意愿的正向影响程度最大,感知风险对农户采用保护性耕作技术行为的负向影响程度最大;(2)政府规制在农户感知价值与保护性耕作技术采用行为发生过程中具有调节作用,激励型政策的实施促进了农户技术采用意愿向采用行为的转化,约束型政策的实施扩大了农户感知风险对技术采用意愿的负向影响。结论 地方政府应通过提升农户保护性耕作技术感知利益、降低感知风险、优化激励型和约束型政策等方面,引导黑土区农户采用保护性耕作技术。  相似文献

This article evaluates the cost‐effectiveness of the Catchment Care Australian conservation auction. It provides evidence of auction cost effectiveness, and estimates cost savings from two discrete components: (i) the opportunity cost revelation incentive provided by the auction mechanism, and (ii) the improved environmental targeting capacity that results from development of a scientifically based environmental benefits assessment capacity. Results show that there are potentially very large returns associated with the latter component that have been overlooked in the literature. Additionally, transaction costs involved with administering the case study conservation auction and the prior non‐auction payment policy are compared. We find that the administration costs for the auction were greater than or equal to those associated with the prior policy. Estimates of relative cost effectiveness across policies are shown to be sensitive to the methods of comparison. In this case study, there is inelastic supply of the last units of environmental benefit. This inelasticity results in large estimated auction comparative cost advantage when the benefit metric is the estimated cost required to achieve auction aggregate environmental benefit. Estimated benefit of the auction is much less when measured as environmental benefits attainable with alternative payment policies subject to the auction budget constraint.  相似文献

The implementation of the National Biodiversity Strategies and Actions Plans (NBSAP), as required by Article 6 of the UN Convention on Biological Diversity (CBD), would improve the base for political decisions by quantifying the costs and benefits of biodiversity conservation in monetary terms and by illustrating the benefits of related ecosystem services (ESS). However, so far the costs and benefits of the NBSAP have not been routinely estimated. This paper presents results from research quantifying the financial costs and benefits of implementing a set of measures based on the National Strategy on Biological Diversity in Germany (NBS). Based on the NBS and the Quality Status Reports of the EU Habitat Directive, a conservation program was developed consisting of land use changes for six ecosystems/land use types: forests, arable land, grassland, peatlands, wetlands and dry habitats. In addition to the benefits of maintaining biodiversity, two potential ESS benefits of the NBS, water purification and climate mitigation, are estimated as well as the financial costs of implementation. A nationwide contingent valuation study was undertaken to determine the benefits of maintaining biodiversity as a result of the conservation program. The benefits of the conservation program with regard to the ESS water purification are calculated for N-reduction in the leachate and based on abatement costs. The contribution of nature conservation to climate mitigation is calculated for the avoidance of greenhouse gas (GHG) emissions and based on damage costs. The results of the study indicate that the implementation of the NBS would lead to significant financial costs, but the benefits would exceed the financial costs of measures.  相似文献

Non-point pollutants such as nitrates are difficult to monitor and hence control. This paper considers nitrate abatement policies for the Tyne catchment in northern England. The analysis is based on an aggregate-level LP model which predicts producers' production decisions and estimates the resulting spatial distribution of nitrogen applications and nitrate emissions. The policy evaluation compares a catchment-level nitrate emission quota, a catchment-level nitrogen input quota and nitrogen input quotas targeted at individual land classes as alternative measures to achieve nitrate concentration standards. The results indicate that targeted nitrogen input quotas provide a feasible and relatively efficient abatement policy when a lack of information on individual farms prevents the use of the least cost emission tax.  相似文献

研究目的:基于分布式认知理论,揭示影响农户保护性耕作技术采纳行为的因素及其规律,为制定促进和推广保护性耕作技术的政策提供参考依据。研究方法:从“个人力、地域力、文化力”三个层次构建影响农户保护性耕作技术采纳决策行为理论分析框架,利用辽宁省典型地区农户调查数据构建Heckman两阶段选择模型,定量分析各因素在农户是否采纳保护性耕作技术和采纳程度两个阶段中的影响机制。研究结果:(1)较多农户已采纳保护性耕作技术,但在采纳程度上差异明显;(2)农户的家庭资源禀赋条件即务农人数、耕地资源、收入来源在一定程度上制约了保护性耕作技术采纳行为,而农户的从众心理、信息获取渠道、政策满意度能够在物质与精神“双重”补偿,使其获得“安全感”,克服风险规避心理,从而促使技术采纳行为;(3)与第一阶段不同,农户保护性耕作技术采纳程度受“个人力”影响效应减弱,而受到“地域力”和“文化力”影响更加显著。研究结论:政府应从制定最优技术组合、加快推进农村教育、加强配套设施建设和完善政策扶持机制等方面采取措施,促进和推广农户采纳保护性耕作技术。  相似文献

This paper analyses the advantages and disadvantages of targeting soil conservation measures on the basis of off-site water quality goals. The Stratford Avon watershed in Perth County and the Big Creek watershed in Middlesex County, both located in southwestern Ontario, are used as case studies. Targeting criteria, used as proxies for measuring the contribution to off-farm damage from particular parcels of crop land, are based on the physical characteristics of the parcels. Alternative conservation tillage practices include fall chisel ploughing, ridge planting, no tillage and buffer strips. At each level of the targeting criteria, the reduction in off-farm damage is estimated using the Guelph Model for Evaluating the Effects of Agricultural Management Systems on Erosion and Sedimentation (GAMES). Economic targeting criteria are based on the value of improved water quality under a conservation practice minus the on-farm costs of adoption of that practice. Targeting conservation policies on the basis of reduction of off-farm damages can result in greater efficiency in public policy. The authors conclude that further efforts in targeting conservation policies have the potential to improve the cost effectiveness of soil conservation programs if technical and administrative problems can be overcome. L'article analyse le pour et le contre du ciblage des mesures de conservation des sols sous l'angle de la qualité de l'eau à l'aval. Le bassin versant Stratford Avon dans le comité de Perth et celui de Big Creek dans le comté de Middlesex, tous deux situés dans le sud-ouest de l'Ontario, sont utilisés comme études de cas. Les critères de ciblage utilisés comme valeurs d'approximation dans la détermination de la part des dégâts causés à l'aval qui est attribuable à des parcelles agricoles données, sont basés sur les caractères physiques des parcelles. Les diverses pratiques de travail de conservation comparées sont la labour au chisel, la culture sur billons, la culture sans labour et l'établissement de bandes riveraines. A chaque niveau des critères de ciblage, la réduction des dégâts infligés à l'aval des exploitations est estimée selon le Modèle d'évaluation des effets des systèmes d'exploitation agricole sur l'érosion et la sédimentation de l'Université de Guelph (GAMES). Les critères de ciblage économiques reposent sur la valeur attribuée à l'amélioration de la qualité de l'eau par une pratique de conservation donnée, moins les coûts réels d'adoption de l'exploitant à cette pratique. Le ciblage des politiques de conservation en fonction de la réduction des dégâts causés à l'aval de l'exploitation peut rendre plus efficientes les politiques du secteur public. Il ressort de ces études que les politiques de ciblage des mesures de conservation offrent la possibilité d'améliorer la rentabilité des programmes de conservation du sol, pour autant parvienne à surmonter les problèmes techniques et administratifs.  相似文献

Conservation programs are a significant part of farm legislation. The recent farm bill increases funding of conservation programs. One result will likely be the increased adoption of basic environmentally benign farming practices, such as conservation tillage. This would lead to improvements in surface water quality. In this paper, we examine the magnitude of the nonmarket use value benefits of these improvements. The findings indicate that moderate to widespread adoption of practices such as conservation tillage would result in significant nonmarket benefits.  相似文献

To avoid the current paradoxes of the global agro-food system it is necessary to define and implement a viable agricultural sustainable model, combining satisfaction of food needs and land preservation. A possible solution can be found in a holistic production system consistent with a sustainable development model, designed to satisfy diverse “local” economies. The conservation agriculture (CA) could be a part of this model, as it includes a set of best practices available to preserve agrarian soil and its biodiversity. Briefly, we cover the CA background in Europe followed by the evaluation of its impact in terms of private/public interest, using the sustainability’s metric.To test the viability of a model based on CA in “local conditions”, we compare economic performance of different conservation practices (i.e. minimum and no tillage) to that of conventional agriculture in a typical Mediterranean environment – Collina Materana – in Southern Italy (Basilicata region). Our findings suggest that: i) CA can actually be a viable alternative to conventional systems; ii) in Mediterranean agricultural areas CA has yield advantages especially during dry years, when conservation techniques increase water supply to crops; iii) public support is needed to direct farming choices in fact without financial incentives these practices would be not widely accepted and diffused; iv) European policy makers have to recognized the positive benefits of CA and pay them as ecosystem services in the framework of Good Agricultural Environmental Conditions and the present CAP subsidies.  相似文献

Canada's multilayered wetland policies promote the preservation of “significant” wetlands, but the criteria for identifying these wetlands are not clearly defined partially because wetlands are a source of multiple ecological outputs, such as abating sediment and providing wildlife habitat. This study adapts a GIS-based, hydrologic, and economic model to examine the trade-offs between agricultural interests and ecological benefits in the Eramosa Watershed, located in southwestern Ontario, Canada. While preserving a wetland enhances both water quality and wildlife habitat goals, and the costs of preservation increase at an increasing rate as expected, the ranking of wetlands, and so the choice of “significant” wetlands, varies considerably depending upon the wetland benefit chosen as the policy goal. The trade-off between wetland benefits and drainage is diminished if there is an alternative means to abate sediment. Since conservation tillage is a lower cost means of improving water quality than wetland preservation, its inclusion can achieve comparable environmental benefits at decreased agricultural cost. La politique canadienne multicouche sur les zones humides préconise la préservation des zones humides «d'importance», mais les critères d'identification de ces zones ne sont pas clairement définis, en partie parce que les zones humides offrent une foule d'avantages écologiques tels que la réduction des sédiments et la constitution d'habitats fauniques. Dans la présente étude, nous avons adapté un modèle économique et hydrologique fondé sur un système d'information géographique (SIG) pour analyser les compromis entre les intérêts agricoles et les avantages écologiques dans le bassin hydrographique de la rivière Eramosa, situé dans le sud-ouest de la province d'Ontario, au Canada. Bien que la préservation des zones humides améliore la qualité de l'eau et les habitats fauniques, et que les coûts liés à la préservation ne cessent d'augmenter, le classement des zones humides et, par conséquent, le choix des zones humides «d'importance» varient considérablement en fonction de l'avantage retenu comme objectif politique. Le compromis entre les avantages des zones humides et le drainage est diminué s'il existe une solution de rechange pour réduire les sédiments. Producers' and consumers' risk perceptions and preferences can affect perceived costs and benefits of agricultural water quality protection. Many studies find that integrated pest management actually reduces economic risks to farmers. Results from crop rotation and conservation tillage studies are mixed, while nutrient management studies indicate a potential for higher risk compared with conventional practices. Uncertainty about pollution damages to water resources is likely also to increase the perceived benefits of a given quantity of water quality protection practices. Public policies to reduce uncertainty about the costs and benefits of water quality protection practices may produce net social benefits.  相似文献

The mechanisms used to deliver agricultural beneficial management practices (BMPs) can influence the performance of these policies. Research has suggested that agri‐environmental instruments targeted based on specific economic or environmental characteristics can improve policy performance. Using a case study approach, we evaluate the relative performance of different mechanisms to target subsidized water retention pond BMPs to reduce phosphorus (P) runoff in an agriculture dominated subwatershed within the Lake Winnipeg watershed in southern Manitoba. The water retention pond BMPs were targeted based on estimated establishment costs (cost targeting), total phosphorus removal from surface water (benefit targeting), and pond‐specific benefit–cost ratios. The targeting was simulated using predictions of retention pond‐specific P removal from an adapted hydrology model and site‐specific pond construction and land opportunity costs assembled in a geographic information system database. Targeting of water retention pond BMPs has an impact on the cost effectiveness of the policy delivery with benefit–cost targeting being the most cost‐effective approach. Water retention ponds providing higher P removal at lower cost were smaller in size and on land previously used for the production of lower value crops. Des études suggèrent que le ciblage d'instruments agroenvironnementaux basé sur des caractéristiques économiques ou environnementales précises peut améliorer la performance des politiques. Au moyen d'études de cas, nous évaluons la performance relative de divers mécanismes pour cibler les PGB des bassins de rétention d'eau subventionnés pour réduire le ruissellement de phosphore (P) dans un sous‐bassin du bassin du Lac Winnipeg au sud du Manitoba. Les PGB du bassin de rétention des eaux ont été ciblées en fonction des coûts estimés d'établissement (ciblage des coûts), de l′élimination totale du phosphore de la surface de l'eau (ciblage des bénéfices), et des ratios avantages‐coûts liés au bassin. Le ciblage fut simulé au moyen de prédictions du taux de suppression de P spécifique à chaque bassin de rétention obtenues à partir d'une adaptation d'un modèle hydrologique et d'une base de données d'un système d'information géographique (SIG) contenant les sites de chaque bassin de rétention et le coût d'opportunité du terrain. Le ciblage des PGB des bassins de rétention d'eau a un impact sur la rentabilité de la mise en ?uvre de politiques, le ciblage coût‐avantages étant l'approche la plus rentable. Les bassins de rétention d'eau ayant le plus haut taux d'élimination de P à moindre coût s'avéraient plus petits et sur des terrains ayant servi, auparavant, à la production de cultures de moindre valeur.  相似文献

Forest management affects the quantity of CO2 emissions in the atmosphere through carbon sequestration in standing biomass, carbon storage in forest products and production of bioenergy. The main question studied in this paper is whether forest carbon sequestration is worth increasing at the expense of bioenergy and forest products to achieve the EU emissions reduction target for 2050 in a cost-efficient manner. A dynamic cost minimisation model is used to find the optimal combination of carbon abatement strategies to meet annual emissions targets between 2010 and 2050. The results indicate that forest carbon sequestration is a low-cost abatement method. With sequestration, the net present costs of meeting EU carbon targets can be reduced by 23%.  相似文献

The purpose of this research is to improve understanding of conservation tillage adoption decisions by identifying key biophysical and socio‐economic factors influencing no‐till adoption by grain growers across four Australian cropping regions. The study is based on interviews with 384 grain growers using a questionnaire aimed at eliciting perceptions relating to a range of possible long‐ and short‐term agronomic interactions associated with the relative economic advantage of shifting to a no‐tillage cropping system. Together with other farm and farmer‐specific variables, a dichotomous logistic regression analysis was used to identify opportunities for research and extension to facilitate more rapid adoption decisions. The broader systems approach to considering conservation tillage adoption identified important determinants of adoption not associated with soil conservation and erosion prevention benefits. Most growers recognised the erosion‐reducing benefits of no‐till but it was not an important factor in explaining whether a grower was an adopter or non‐adopter. Perceptions associated with shorter‐term crop production benefits under no‐till, such as the relative effectiveness of pre‐emergent herbicides and the ability to sow crops earlier on less rainfall were influential. Employment of a consultant and increased attendance of cropping extension activities were strongly associated with no‐till adoption, confirming the information and learning‐intensive nature of adopting no‐till cropping systems.  相似文献
