We build up a large scale dynamic general equilibrium model embodying a cap on pollutant emissions, an electricity sector and fuel consumption to analyse climate-energy policies for the Italian economy. Our results show how the trade-off between environmental quality and economic activity can be effectively overcome by recycling the revenues from the sales of emission permits in labour tax reductions. A tax combination aimed at reducing the consumption of fossil fuel, while simultaneously decreasing taxes on labour, is expansionary, but the final outcome is influenced by the underlying GHG emission policy. Tax incentives encouraging the use of clean energy sources, by discouraging the use of fossil fuel, produce a sizeable reallocation of emissions across sectors and are found to be expansionary. Overall the paper highlights the non-trivial interactions between the different fiscal tools in hand to meet the legally binding commitment on emission reduction, while limiting the potential negative fallout on the economy.  相似文献

This paper describes and assesses a policy to slow the increase of carbon dioxide (CO2) emissions in the atmosphere. Policy governing new CO2 sources would either prevent emissions, procure compensating emissions reductions, or sequester emissions in sinks. The paper uses electric power plants to demonstrate the mechanics of the policy and the control or offset choices. Offset options include scrubbing, fuel switching, investments in energy conservation and efficiency, and afforestation.
Costs per ton ofC02 sequestered range from $1.35 for planting shade trees to $59.41 for scrubbing. All options except scrubbing cost less than $11.00, and the median cost is around $6.00 per ton removed. Planting trees on erodible cropland in conjunction with the Conservation Reserve Program combines the goals of reduced erosion, surplus agricultural production, and greenhouse warming. This policy is a first sane step toward reducing the accumulation of greenhouse gases. Having an international framework for managing emissions is most desirable. In the interim, however, the United States can demonstrate environmental leadership, generate substantial conservation benefits, and spark ingenuity in searching for alternatives, broadening the options, and lowering the ultimate costs of reducing CO2 emissions.  相似文献

This study evaluates the impacts of Brazilian highway conditions on fuel consumption and, consequently, on carbon dioxide (CO2) emissions. For the purpose of this study, highway conditions refer to the level of highway maintenance: the incidence of large potholes, large surface cracks, uneven sections, and debris. Primary computer collected data related to the fuel consumption of three types of trucks were analyzed. The data were derived from 88 trips taken over six routes, each route representative of one of two highway conditions: better or worse. Study results are initially presented for each type of truck being monitored. The results are then aggregated to approximate the entire Brazilian highway network. In all cases, results confirmed environmental benefits resulting from travel over the better routes. There was found to be an increase in energy efficiency from traveling better roads, which resulted in lower fuel consumption and lower CO2 emissions. Statistical analysis of the results suggests that, in general, fuel consumption data were significant at *P < 0.05, rejecting the null hypothesis that average fuel consumption from traveling the better routes is statistically equal to average fuel consumption from traveling the worse routes. Improved Brazilian road conditions would generate economic benefits, reduce dependency on and consumption of fossil fuels (due to the increase in energy efficiency), and reduce CO2 emissions. These findings may have additional relevancy if Brazil needs to reduce carbon dioxide emissions to reach future Kyoto Protocol's emissions targets, which should take effect in January 2013.  相似文献

碳排放的研究是认识和发展低碳经济的基础。采用2000—2009年广东省化石燃料消费和人口、经济产出等数据,对广东省10年来化石燃料消费所产生的碳排放进行了估算,分析碳排放量在时间和空间变化上的地域差异,并采用因素分解法对碳排放的影响因素进行了定量分析。结果表明:①2000—2009年间广东省碳排放总量变化大、增长速度快,时序内表现出快速、平稳和稳定增长三个阶段性特征;工业部门是广东碳排放的主要力量,且行业差异性特征明显。②通过对广东省各地级市碳排放量的聚类分析得知,广州、深圳、东莞、佛山4城市和多年GDP变化类似,聚类于碳排放量最高的等级,和其他城市差距较大;广东省碳排放的变化在空间上呈现出"中心—外围"结构,表现出由集聚向扩散的演变规律。③能源结构、能源消耗强度、经济发展状况以及人口因素等是影响广东碳排放地域差异的主要因素。  相似文献

This paper develops a model of an optimal regulatory program for greenhouse gases (GHGs) emissions that accommodates the benefits due to reductions of co-pollutants including: sulfur dioxide (SO2), nitrogen oxides (NOx), volatile organic compounds (VOC), and fine particulate matter (PM2.5). Employing per ton damage estimates for the co-pollutants produced by an integrated assessment model, co-pollutant damage estimates per ton carbon dioxide equivalent (CO2e) are developed for over 10,000 sources of GHGs in the lower 48 states including both transportation sources and electric power generation. For coal-fired electric power generation, the co-pollutant damages are larger in magnitude than recent peer-reviewed estimates of the marginal damage for GHGs. The co-pollutant damage per ton CO2e varies considerably across source types and source location. The paper estimates the welfare gain from adopting a policy that encompasses the spatially variant co-pollutant damage to be between $1 million and $85 million annually. The range depends on the slope of the marginal abatement cost curve. The paper also shows that a distortionary aggregate emission cap reduces the advantage of differentiated policy. Provided an excessively strict cap, the spatially differentiated policy may reduce aggregate welfare. This result has important implications for GHG policy in the United States; although co-pollutant benefits of abating GHGs have been shown to be significant in magnitude, tailoring climate policy to reflect these source-specific co-benefits is not necessarily socially beneficial. Reductions in carbon dioxide emissions can come from (among other things) changes to the structure of final demands, changes in the use of fossil fuels by industry, and changes to the structure of inter‐industry transactions. This paper examines the nature of the least disruptive changes, that is, the minimum changes to these three components which are consistent with specified overall reductions in carbon dioxide emissions in New Zealand. In examining the minimum changes needed, constraints are imposed on the corresponding changes in GDP growth and aggregate employment.  相似文献

We estimate a carbon mitigation cost curve for the U.S. commercial sector based on econometric estimation of the responsiveness of fuel demand and equipment choices to energy price changes. The model econometrically estimates fuel demand conditional on fuel choice, which is characterized by a multinomial logit model. Separate estimation of end uses (e.g., heating, cooking) using the U.S. Commercial Buildings Energy Consumption Survey allows for exceptionally detailed estimation of price responsiveness disaggregated by end use and fuel type. We then construct aggregate long-run elasticities, by fuel type, through a series of simulations; own-price elasticities range from −0.9 for district heat services to −2.9 for fuel oil. The simulations form the basis of a marginal cost curve for carbon mitigation, which suggests that a price of $20 per ton of carbon would result in an 8% reduction in commercial carbon emissions, and a price of $100 per ton would result in a 28% reduction.  相似文献

AGE analysis of the impact of a carbon energy tax on the Irish economy   总被引:7,自引:0,他引:7  
A computable general equilibrium model with specific detail in taxation and energy use is developed in this paper to quantify the impact of the implementation of energy taxation to reduce carbon dioxide emissions in Ireland. Benchmark data combining physical energy and emissions data and economic data in the form of a Social Accounting Matrix (SAM) had to be compiled from various data sources, because energy and pollution accounts from the SEEA are not available for Ireland. We find that the reduction target for energy related CO2 emissions in Ireland of 25.8% compared to 1998 levels can be achieved with a carbon energy tax of 10-15 euros per tonne of CO2. Though fuel switching is important in meeting the target, this result is more sensitive to the possibilities for producers to substitute away from energy use. Welfare would fall but only by small percentages. Production and consumption patterns would change more significantly, with a shift in demand from fuels with a high emission factor to energy sources with a lower carbon-intensity and from energy to other commodities. This paper confirms that a carbon energy tax leads to greater emission reductions than an equivalent uniform energy tax. The latter has a stronger negative impact on the less polluting energy sectors whereas the carbon tax greatly stimulates the use of renewable energy and reduces the use of peat and coal. The new SAM, the model and the application to energy taxes contribute to a better informed debate on environmental policy in Ireland.  相似文献

Ascertaining the influencing factors of carbon dioxide emissions in Chinese cities is an important issue for policy-makers. This paper investigates the effect of several determinants on carbon emissions per capita in Chinese cities. Non-normally distributed and heterogeneous features of carbon emissions per capita in Chinese cities are considerably important. The empirical results demonstrate that GDP per capita has an increasingly positive impact on carbon emissions per capita due to the growth in household consumption. Urbanization has a slightly decreasing positive effect on carbon emissions per capita with a quantile increase resulting from continuous highway construction. Industrialization has a decreasing positive effect with carbon emission per capita quantile increases because of increasing energy efficiency and lower costs related to carbon reductions. The population has a decreasing negative effect on carbon emissions because of people’s increasing demand for environmental safety. The distributions of emissions per capita conditional on the 10th and 90th quantiles of independent variables also vary considerably. Specific policy implications are provided based on these results.  相似文献

We use a global energy market (GEM) model to show that natural gas has the potential to help stabilize global carbon emissions in a span of about 50–100 years and pave the way towards low and zero carbon energy.The GEM provides a close fit of the global energy mix between 1850 and 2005. It also matches historical carbon and CO2 emissions generated by the combustion of fossil fuels. The model is used then to forecast the future energy mix, as well as the carbon and CO2 emissions, up to the year 2150.Historical data show relative decarbonization and an increase in the amount of hydrogen burned as a percent of fossil fuel use between 1850 and 1970. The GEM indicates that with a larger contribution of natural gas to the future energy market, the burned hydrogen percentage will increase. This decarbonization will help to advance economic and environmental sustainability.  相似文献

A carbon tax is an efficient economic instrument to reduce emissions of carbon dioxide released from fossil fuel burning. If designed properly, it could also help significantly to promote renewable energy. Using a multi-sector, multi-country computable general equilibrium model this study investigates under what circumstances a carbon tax would help stimulate penetration of biofuels into the energy supply mix for road transportation in various countries and regions around the world. This study shows that a carbon tax cum biofuel subsidy policy, where a carbon tax is introduced to fossil fuels and part of the tax revenue is used to finance the biofuel subsidy, would significantly help stimulate market penetration of biofuels. On the other hand, a carbon tax alone policy, where the entire tax revenue is recycled to households through a lump-sum transfer, does not help stimulate biofuels significantly even at higher tax rates. Although the carbon tax cum subsidy policy would cause higher loss in economic output at the global level as compared to the carbon tax alone policy, the incremental loss is relatively small. The key policy insight drawn from the study is that if a carbon tax were to be implemented in an economy for the purpose of climate change mitigation, recycling part of its revenue to finance biofuel subsidies would significantly help stimulate biofuels.  相似文献

Low-carbon economic development has become a.fundamental approach to coordinating economic development and carbon emissions mitigation. As rapid developing economic, aviation and navigation, and financial center of North China. Tianjin's energy demand and CO2 emissions are mushrooming, with per capita CO2 emission from fossil fuel combustion exceeding 20 t in 2020, which much exceeds current level of USA. In the background of global responding to climate change, China will likely be requested to commit peaking its GHG emissions during 2020-2030, which will inevitable reduce the room of development in Tianjin enormously. Tianjin should make deployment ahead, realizing win-win of addressing climate change and sustainable development, with low-carbon economic development as important strategic mission. First of all, Tianjin should devote more efforts to reducing energy intensity and realizing relative emission reduction. Scenario analysis shows that Tianjin's future CO2 emissions will continue to increase rapidly, but they can be significantly reduced by taking measures. Second, Tianjin should get ready for achieving absolute reduction of CO2 emissions as soon as possible, preparing system, technology and talent in advance, making great efforts to establish institutional meehanisms conducive to low-carbon development from now on. starting from energy conservation and emission reduction, actively carrying out low-carbon technology research and development, vigorously developing the tertiary industry with low emissions, developing new and renewable energy resources, actively promote low-carbon consumption.  相似文献

The continuing growth of China's electricity sector will affect global environmental and economic sustainability due to its impacts on greenhouse gas emissions and global resource depletion. In 2005, the generation of electricity in China resulted in the emissions of 2290 million metric tonnes of carbon dioxide (approximately 53% of the nation's total) and required 779 million metric tonnes of coal (approximately 50% of China's total coal consumption). These figures are expected to increase with China's economic growth. In order to gauge the range in which fuel consumption and CO2 emissions could grow a scenario-based conceptual model has been developed by the authors (published in (vol.) of this journal). The application and analysis of this shows that under a business as usual (BAU) scenario, electricity generation could contribute upwards of 56% of China's energy related greenhouse gas emissions by 2020. Meanwhile, consumption of coal will also increase, growing to nearly 60% of total national demand by 2020. However, variations in a number of key drivers could produce significant deviation from the BAU scenario. With accelerated economic output, even with greater technological advances and greater potential to bring natural gas on stream, carbon dioxide emissions would rise 10% above the BAU. Alternatively, in a scenario where China's economy grows at a tempered pace, less investment would be available for advanced technologies, developing natural gas infrastructure, or nuclear energy. In this scenario, reduced economic growth and electricity demand would thereby be countered by reduced efficiency and a higher contribution of coal.  相似文献

A cap on global warming implies a tighter carbon budget which can be enforced with a credible second-best renewable energy subsidy designed to lock up fossil fuel and curb cumulative emissions. Such a subsidy brings forward the end of the fossil fuel era but accelerates fossil fuel extraction and global warming in the short run. A weaker fossil fuel oligopoly implies that anticipation of a given global carbon budget induces fossil producers to deplete reserves more voraciously and accelerate global warming. This race to burn the last ton of carbon is more intensive for the feedback than open-loop Nash equilibrium, so that the Green Paradox effect of a renewable energy subsidy is stronger. There is an intermediate phase of limit pricing to keep renewable energy producers at bay, which becomes much more relevant when a cap on global warming is enforced. A stronger fossil fuel oligopoly lengthens the period of limit pricing and typically brings forward the carbon-free era. Finally, the mere risk of a cap on global warming being enforced at some unknown, future date makes fossil fuel extraction more voracious and accelerates global warming.  相似文献

Carbon intensive fuels generate a significant negative externality which is quite relevant for climate change mitigation policy. We propose a dynamic growth model where output is produced using two types of energy sources: fossil fuel and renewable energy. Fossil fuel discovery, extraction, and associated costs are incorporated in our model together with the dynamics of greenhouse gas emissions and consequent damages. Consistent with the empirical facts, our numerical solutions suggest that fossil fuels, especially coal, should not be exploited to depletion. Furthermore, renewable energy should be gradually phased in to meet targets consistent with the Paris 2015 agreement. We show that adopting those policies should slow down the growth rate of cumulative emissions; but the outcome is contingent upon the carbon emission targets set for advanced countries, as distinct from those assigned to developing countries.  相似文献

In the aftermath of Fukushima, decisions to slow or stop the future use of nuclear power have not been based on rational economic analysis. We find that there are cost‐effective technologies that would greatly mitigate future natural disasters. Even if the U.S. nuclear industry adopted new safety technologies and paid the full cost of insurance and borrowing, it is more efficient to continue to use existing nuclear plants than to replace them with new fossil fuel plants. This paper discusses both distributional and allocational effects of limiting carbon dioxide emissions in a small and open economy. It starts from the assumption that Switzerland attempts to stabilize its greenhouse gas emissions over the next 25 years, and evaluates costs and benefits of the respective reduction program. From a methodological viewpoint, this paper illustrates, how a computable general equilibrium approach can be adopted for identifying economic effects of cutting greenhouse gas emissions on the national level. From a political economy point of view it considers the social incidence of a greenhouse policy. It shows in particular that public acceptance can be increased and economic costs of greenhouse policies can be reduced, if carbon taxes are accompanied by revenue redistribution.  相似文献

Urban trees can store carbon through the growth process and reduce fossil fuel use by lowering cooling and heating energy consumption of buildings through the process of transpiration, shading, and the blocking of wind. However, the planting and maintenance of urban trees come at a cost. We estimate the discounted cost of net carbon reductions associated with planting and caring for street trees in New York City (NYC) over 50- and 100-year horizons. Depending on the species planted, the cost of reducing carbon, averaged across planting locations, ranges from $3133 to $8888 per tonne carbon (tC), which is higher than current cost estimates of forest-based carbon sequestration. The London plane tree is the most cost-effective species because of its long life span and large canopy, and the marginal cost of carbon reduction for the species ranges from $1553 to $7396/tC across planting locations. The boroughs of Staten Island and Queens have planting locations with the lowest average costs of carbon reduction ($2657/tC and $2755/tC, respectively), resulting from greater reductions in energy consumption in nearby buildings, which have fewer stories and more residential use than buildings in the other boroughs.  相似文献

This article decomposes the growth in US CO2 emissions by state. Using the Logarithmic Mean Divisia Index (LMDI) method, we account for CO2 emissions change in each state between 1990 and 2004. The change is decomposed into five effects: (a) emissions per unit of fossil fuel; (b) share of fossil fuel in total energy consumption; (c) energy intensity; (d) gross state product per capita and (e) population. Results show that for the past 15 years gains in the efficiency of energy use in the economy, the lowering share of fossil fuels in total energy consumption and lowering of emissions intensity of fuels all contributed to offsetting the effect of Gross Domestic Product (GDP) per capita and the population growth in carbon emission across the US.  相似文献

This paper investigates the existence and direction of Granger causality between economic growth, energy consumption, and carbon emissions in China, applying a multivariate model of economic growth, energy use, carbon emissions, capital and urban population. Empirical results for China over the period 1960-2007 suggest a unidirectional Granger causality running from GDP to energy consumption, and a unidirectional Granger causality running from energy consumption to carbon emissions in the long run. Evidence shows that neither carbon emissions nor energy consumption leads economic growth. Therefore, the government of China can purse conservative energy policy and carbon emissions reduction policy in the long run without impeding economic growth.  相似文献
