Mapping community values for natural capital and ecosystem services   总被引:5,自引:0,他引:5  
Whilst biophysical, and increasingly economic, values are often used to define high priority hotspots in planning for conservation and environmental management, community values are rarely considered. The community values mapping method presented in this paper builds on the concept of natural capital and ecosystem services and the landscape values methodology to link local perception of place to a broader measure of environmental values at the landscape level. Based on in-depth interviews and a mapping task conducted with 56 natural resource management decision-makers and community representatives, we quantified and mapped values and threats to natural capital assets and ecosystem services in the South Australian Murray-Darling Basin region. GIS-based techniques were used to map the spatial distribution of natural capital and ecosystem service values and threats over the region and analyse the proportional differences at the sub-regional scale. Participants assigned the highest natural capital asset value to water and biota assets primarily for the production of cultural, regulating and provisioning services. The most highly valued ecosystem services were recreation and tourism, bequest, intrinsic and existence, fresh water provision, water regulation and food provision. Participants assigned the highest threat to regulating services associated with water and land assets. Natural capital asset and ecosystem service values varied at both sub-regional and place-specific scales. Respondents believed people were integral to the environment but also posed a high threat to natural capital and ecosystem services. The results have implications for the way values toward natural capital and ecosystem services may be integrated into planning for environmental management.  相似文献

Agricultural lands, primarily managed for crops and livestock production, provide various ecosystem services (ES) to people. In theory, the economic value of the service flows that can be captured privately is capitalized into land prices. This study proposes an integrative framework to characterize the ecosystem services associated with agricultural lands. Using that framework, we demonstrate how hedonic analysis of agricultural land prices can be used to estimate the private values of land-based ES. The model is estimated with data from southwestern Michigan, USA. Results suggest that ES values are associated with lakes, rivers, wetlands, forests and conservation lands in rural landscapes. Ecosystem services that support direct use values, such as recreational and aesthetic services, are likely to be perceived by land owners and capitalized in land prices. Some regulating services that provide indirect use values may be partially capitalized in a land parcel's relationship to natural resources and landscapes. Other ES from the land parcel and its surroundings are unlikely to be capitalized due to lack of private incentives, unawareness, or small perceived value. The private ES values measured in this study highlight opportunities to design cost-effective public policies that factor in the value of private benefits from agricultural lands.  相似文献

Agricultural ecosystems are actively managed by humans to optimize the provision of food, fiber, and fuel. These ecosystem services from agriculture, classified as provisioning services by the recent Millennium Ecosystem Assessment, depend in turn upon a web of supporting and regulating services as inputs to production (e.g., soil fertility and pollination). Agriculture also receives ecosystem dis-services that reduce productivity or increase production costs (e.g., herbivory and competition for water and nutrients by undesired species). The flows of these services and dis-services directly depend on how agricultural ecosystems are managed and upon the diversity, composition, and functioning of remaining natural ecosystems in the landscape. Managing agricultural landscapes to provide sufficient supporting and regulating ecosystem services and fewer dis-services will require research that is policy-relevant, multidisciplinary and collaborative. This paper focuses on how ecosystem services contribute to agricultural productivity and how ecosystem dis-services detract from it. We first describe the major services and dis-services as well as their key mediators. We then explore the importance of scale and economic externalities for the management of ecosystem service provision to agriculture. Finally, we discuss outstanding issues in regard to improving the management of ecosystem services and dis-services to agriculture.  相似文献

The soil environment is likely the most complex biological community. Soil organisms are extremely diverse and contribute to a wide range of ecosystem services that are essential to the sustainable function of natural and managed ecosystems. The soil organism community can have direct and indirect impacts on land productivity. Direct impacts are those where specific organisms affect crop yield immediately. Indirect effects include those provided by soil organisms participating in carbon and nutrient cycles, soil structure modification and food web interactions that generate ecosystem services that ultimately affect productivity. Recognizing the great biological and functional diversity in the soil and the complexity of ecological interactions it becomes necessary to focus in this paper on soil biota that have a strong linkage to functions which underpin ‘soil based’ ecosystem services. Selected organisms from different functional groups (i.e. microsymbionts, decomposers, elemental transformers, soil ecosystem engineers, soil-borne pest and diseases, and microregulators) are used to illustrate the linkages of soil biota and ecosystem services essential to life on earth as well as with those associated with the provision of goods and the regulation of ecosystem processes. These services are not only essential to ecosystem function but also a critical resource for the sustainable management of agricultural ecosystems. Research opportunities and gaps related to methodological, experimental and conceptual approaches that may be helpful to address the challenge of linking soil biodiversity and function to the provision of ecosystem services and land productivity are discussed. These include: 1) integration of spatial variability research in soil ecology and a focus on ‘hot spots’ of biological activity, 2) using a selective functional group approach to study soil biota and function, 3) combining new and existing methodological approaches that link selected soil organisms, the temporal and spatial dynamics of their function, and their contribution to the provision of selected ‘soil based' ecosystem services, 4) using understanding about hierarchical relationships to manage soil biota and function in cropping systems, 5) using local knowledge about plants as indicators of soil quality, remote sensing and GIS technologies, and plant-soil biota interactions to help understand the impacts of soil biota at landscape scale, and 6) developing land quality monitoring systems that inform land users about their land's ecosystem service performance, improve capacities to predict and adapt to environmental changes, and support policy and decision-making.  相似文献

Traditional economic accounting mostly ignores the benefits provided by nature, and thus falls short in giving incentives for improving the way the economy uses natural resources. In this study, we develop a general framework for integrating the value of ecosystem services into an Input-Output Table. In particular, we integrate regionally valued ecosystem services on the supply side of an Input-Output Table to quantify what natural resources offer to economic development. Using several different indicators, we show the benefits of the ecosystem services under the status quo and a scenario for regional development. Our results suggest that economic activities should be encouraged to use the ecosystem services more intensively, while landscape development should aim at providing the required services. We conclude that such an approach can provide a platform for decision-makers to learn quantitatively about the dependency of the regional economy on natural services.  相似文献

Agricultural landscapes can provide many valuable ecosystem services, but many are externalities from the perspective of farmers and so tend to be under-produced. This paper examines an effort to make direct payments for ecosystem services (PES) in an agricultural landscape. The Regional Integrated Silvopastoral Ecosystem Management Project is piloting the use of PES to induce adoption of silvopastoral practices in the Matiguás-Río Blanco area in Nicaragua. Silvopastoral practices could substantially improve service provision while retaining agricultural production, but they have found only limited acceptance among farmers. The Silvopastoral Project seeks to increase their adoption by paying farmers for the expected increase in biodiversity conservation and carbon sequestration services that these practices would provide. The Project developed an ‘environmental services index’ (ESI) and pays participants for net increases in ESI points. Although the Silvopastoral Project is still underway, it already appears to have succeeded in inducing farmers to increase substantially the use of practices that generate higher levels of ecosystem services. In the project's first two years, over 24% of the total area experienced some form of land use change. The area of degraded pasture fell by two thirds, while pastures with high tree density increased substantially, as did fodder banks and live fences. On-going monitoring indicates that these land use changes are in fact generating the desired services. Questions remain about the long-term sustainability of the approach, however. To ensure sustainability, long-term payments are likely to be needed, raising the question of how they will be financed. Payments by water users and by carbon buyers provide a partial answer to this challenge, but still leave many gaps.  相似文献

This study carries out interregional comparisons of development and sustainable use of natural capital with and without inclusion of non-marketed ecosystem services. A simple dynamic model of an open economy shows that appropriate adjustment of conventional income accounts includes flow and stock components, but excludes explicit entrance of pollution. Calculations are made for Swedish regions and for two types of ecosystem services — pollution sequestration and recreational services — provided by three types of ecosystems: forests, agricultural landscape and wetlands. When comparing the adjusted and non-adjusted regional income accounts it is shown that the two measurements generate significantly different pictures of regional income and growth; regions that are traditionally considered as relatively less growth promoting are shown to hold important sources of wealth from natural capital, while counties that are rich in conventional accounts fall behind when adjusting for values of changes in natural capital.  相似文献

Agricultural landscapes hold tremendous potential for producing a diverse stream of ecosystem services. Yet, because the spatial configuration of particular ecosystems is critical to the supply of many services, realizing this potential requires that farms be managed in a coordinated way across landscapes rather than as independent units. Under existing incentive programs, this level of coordination is typically neither required nor encouraged.Here we explore how to achieve such coordination from an institutional perspective using voluntary incentives rather than regulation. We focus on three services operating at contrasting scales, from local to global: pollination, hydrologic services, and carbon sequestration. First, we briefly illustrate how agricultural practices can diminish or enhance their provision. Next, we show how all three services require coordinated, landscape-scale management because provision depends upon particular spatial configurations, of which we provide several stylized examples. Finally, based on these stylized configurations, we evaluate the relative merits of three incentive designs-the “cooperation bonus,” the “entrepreneur,” and the “ecosystem service district”-to promote cross-farm cooperation to enhance service provision.All three incentive systems rely on rational self-interest, have cooperative configurations to promote ecosystem services across different scales, use tiered reward systems, and have a major voluntary element. They are distinct in certain key features. The cooperation bonus system rewards conservation even without cooperation but adds a bonus for cooperation. In the entrepreneur incentive, all tiers of reward are contingent upon cooperation. The ecosystem service district scheme is only partially voluntary and forces cooperation of all landowners once the district is formed. Our analysis of these heuristic alternatives integrates biophysical, economic, and institutional factors with the aim of addressing the suite of institutional barriers for landscape-scale management.  相似文献

We compare goods versus services liberalization in terms of welfare, outputs, and factor prices in Tunisia using a CGE model with multiple products, services and trading partners. Restraints on services trade involve both cross-border supply (tariff-equivalent price wedges) and on foreign ownership (monopoly-rent distortions and inefficiency costs). Goods-trade liberalization yields a modest gain in aggregate welfare. Reducing service barriers generate relatively large welfare gains and low adjustment costs. Services liberalization increases economic activity in all sectors and raise the real returns to both capital and labor. The results point to the potential importance of deregulating services provision for economic development.  相似文献

The dominant paradigm of conservation-reserve planning in economics is to optimize the provision of physical conservation benefits given a budget constraint, implicitly assuming the value of biodiversity and ecosystem function is not affected by human proximity to that natural capital. There is evidence, however, that human willingness to pay (WTP) for conservation declines with distance—a phenomenon we call “spatial value decay”. This paper begins a new strand of the conservation planning literature that takes demand-side factors – location of people in the landscape, the degree to which WTP for conservation depends on proximity – into account. We use theoretical models of linear abstract landscapes to explore the impact of demand-side factors on two facets of conservation choices: siting of a single reserve when conservation potential is greatest near a critical site, and siting of multiple reserves when fragmentation reduces physical conservation services produced. Our results show how planners should sometimes employ increased fragmentation to capture value when people's preferences are not very highly localized, and how optimal policy balances proximity to the ecologically critical site with proximity to people. In some scenarios, the payoff to using a reserve design approach that considers demand-side factors is large, but we find that spatial value decay reduces the benefits that can be gained from any conservation-planning approach.  相似文献

To decide on the policy measures to be implemented, policymakers need comprehensive information on the costs and benefits of land conversion for society. Accordingly, the EU Biodiversity Strategy requires the member countries to assess their ecosystems and the economic value of their ecosystem services by 2020. This paper takes up and extends the subjective well-being approach to valuing changes in natural land cover, which provides information on willingness-to-pay for landscape amenities such as scenic views or recreational opportunities. Results at the NUTS 2 level for European countries indicate (a) that marginal willingness-to-pay estimates tend to be higher for natural areas that are scarcer, and (b) that a nonlinear relationship between land cover and well-being is preferred to a linear relationship indicating decreasing benefits from individual landscape amenities.  相似文献

While technological progress has fostered the conception of an urban society that is increasingly decoupled from ecosystems, demands on natural capital and ecosystem services keep increasing steadily in our urbanized planet. Decoupling of cities from ecological systems can only occur locally and partially, thanks to the appropriation of vast areas of ecosystem services provision beyond the city boundaries. Conserving and restoring ecosystem services in urban areas can reduce the ecological footprints and the ecological debts of cities while enhancing resilience, health, and quality of life for their inhabitants. In this paper we synthesize knowledge and methods to classify and value ecosystem services for urban planning. First, we categorize important ecosystem services and disservices in urban areas. Second, we describe valuation languages (economic costs, socio‐cultural values, resilience) that capture distinct value dimensions of urban ecosystem services. Third, we identify analytical challenges for valuation to inform urban planning in the face of high heterogeneity and fragmentation characterizing urban ecosystems. The paper discusses various ways through which urban ecosystems services can enhance resilience and quality of life in cities and identifies a range of economic costs and socio‐cultural impacts that can derive from their loss. We conclude by identifying knowledge gaps and challenges for the research agenda on ecosystem services provided in urban areas.  相似文献

This paper has three purposes. The first is to conceptualize agricultural watersheds as complex adaptive human ecosystems that co-produce agricultural goods and ecosystem services. The second is to demonstrate a generalizable framework for the spatial modeling of ecosystem service production in watersheds based on this conceptualization. The third is to examine the policy implications of the analysis conducted using this spatial decision support system (SDSS).Analyses using the SDSS show that restrictions on soil loss to the “tolerance level” (T) cause average farm income to decline by only 4%, a reduction that is nearly eliminated if the Conservation Reserve Program (CRP) is available to farmers as an income-generating alternative. The spatially variable response of farmers to soil loss restrictions and the CRP creates a complex pattern of winners and losers and a markedly different land use pattern and crop mix than occurs without these programs. The land use pattern associated with T restrictions and the CRP yields about 64% lower erosion rates and 43% lower sediment yields than the pattern without T restrictions or CRP. These and other results from the SDSS analysis point out that ecosystem service-based subsidies, such as CRP, improve the joint production of farm income, soil conservation and water quality in agricultural watersheds. These subsidies could perhaps receive greater funding by shifting agricultural subsidies from income supports tied to yield and price as well as other crop-based programs. In this way, public expenditures on agriculture would produce a valuable public benefit in the form of load reductions in a TMDL context, and an augmentation of ecosystem services now in decline in many agricultural watersheds. Further methodological developments now underway using evolutionary algorithms can find near-optimal solutions for farms over time and for landscape patterns over whole watersheds.  相似文献

We combine natural science modelling and valuation techniques to present economic analyses of a variety of land use change scenarios generated for the UK National Ecosystem Assessment. Specifically, the agricultural, greenhouse gas, recreational and urban greenspace impacts of the envisioned land use changes are valued. Particular attention is given to the incorporation of spatial variation in the natural environment and to addressing issues such as biodiversity impacts where reliable values are not available. Results show that the incorporation of ecosystem services and their values within analyses can substantially change decisions.  相似文献

In spite of an increasing interest in environmental economic accounting, there is still very limited experience with the integration of ecosystem services and ecosystem capital in national accounts. This paper identifies four key methodological challenges in developing ecosystem accounts: the definition of ecosystem services in the context of accounting, their allocation to institutional sectors; the treatment of degradation and rehabilitation, and valuing ecosystem services consistent with SNA principles. We analyze the different perspectives taken on these challenges and present a number of proposals to deal with the challenges in developing ecosystem accounts. These proposals comprise several novel aspects, including (i) presenting an accounting approach that recognizes that most ecosystems are strongly influenced by people and that ecosystem services depend on natural processes as well as human ecosystem management; and, (ii) recording ecosystem services as either contributions of a private land owner or as generated by a sector ’Ecosystems’ depending on the type of ecosystem service. We also present a consistent approach for recording degradation, and for applying monetary valuation approaches in the context of accounting.  相似文献

Agriculture produces more than just crops. Agricultural practices have environmental impacts that affect a wide range of ecosystem services, including water quality, pollination, nutrient cycling, soil retention, carbon sequestration, and biodiversity conservation. In turn, ecosystem services affect agricultural productivity. Understanding the contribution of various agricultural practices to the range of ecosystem services would help inform choices about the most beneficial agricultural practices. To accomplish this, however, we must overcome a big challenge in measuring the impact of alternative agricultural practices on ecosystem services and of ecosystem services on agricultural production. A framework is presented in which such indicators can be interpreted as well as the criteria for selection of indicators. The relationship between agricultural practices and land-use change and erosion impact on chemical use is also discussed. Together these ideas form the basis for identifying useful indicators for quantifying the costs and benefits of agricultural systems for the range of ecosystem services interrelated to agriculture.  相似文献

This paper focuses on the evolution of global public goods related to the world's land resources over the course of the 21st century, their potential impacts on the world's poorest households, as well as prospects for policy interventions aimed at enhancing these outcomes. It begins with global scale projections to 2100 of land use and associated goods and services, including food, fuel, timber, greenhouse gas emissions, carbon sequestration and biodiversity. This is followed by in‐depth discussion of each of these services and the challenges of providing these public goods in sufficient quantities to advance societal welfare—especially that of the world's poorest households. The paper concludes with a discussion of policies aimed at promoting the provision of land‐based public goods and how they could be altered to be more pro‐poor. Within this context, the paper argues that access to geospatial analysis tools and information on climate, land use and tenure, poverty and environmental indicators will become increasingly valuable to both public and private decision makers.  相似文献

Biodiversity loss is a problem of global concern affecting ecosystem functioning and services provided to humans. The Millennium Ecosystem Assessment is built on a conceptual framework that links biodiversity with the services ecosystems provide to society and human welfare. Numerous empirical studies have measured ecosystem goods and services in terms of economic values; however, less evidence is available of the indirect effect of biodiversity on these values. Based on this, we first compile market and non-market forest valuation studies and, secondly, explore the potential of an econometric modelling exercise by conducting a worldwide meta-analysis. This exercise aims to highlight the role of biodiversity indicators on valuation. In this way, we can study the underlying transmission mechanisms that explain to what extent biodiversity is related to human welfare. Furthermore, we also propose to evaluate the magnitudes of the respective distributional impacts, including the different ecosystem goods and services under consideration. Our results show that biodiversity indicators may have an underlying effect on forest ecosystem values, which also depend on the type of ecosystem services. Lastly, the results are discussed and analysed with respect to their policy implications concerning biodiversity conservation.  相似文献

A payments for ecosystem services (PES) system came about in South Africa with the establishment of the government-funded Working for Water (WfW) programme that clears mountain catchments and riparian zones of invasive alien plants to restore natural fire regimes, the productive potential of land, biodiversity, and hydrological functioning. The success of the programme is largely attributed to it being mainly funded as a poverty-relief initiative, although water users also contribute through their water fees. Nevertheless, as the hydrological benefits have become apparent, water utilities and municipalities have begun to contract WfW to restore catchments that affect their water supplies. This emerging PES system differs from others in that the service providers are previously unemployed individuals that tender for contracts to restore public or private lands, rather than the landowners themselves. The model has since expanded into other types of ecosystem restoration and these have the potential to merge into a general programme of ecosystem service provision within a broader public works programme. There is a strong case for concentrating on the most valuable services provided by ecosystems, such as water supply, carbon sequestration, and fire protection, and using these as ‘umbrella services’ to achieve a range of conservation goals. The future prospects for expansion of PES for hydrological services are further strengthened by the legal requirement that Catchment Management Agencies be established. These authorities will have an incentive to purchase hydrological services through organisations such as WfW so as to be able to supply more water to their users.  相似文献
