The paper analyses six international-scale responses to the financial and climate change ‘double crisis’ in order to: review how they define problems and solutions, analyse what underpins the policy choices revealed in these responses (the ‘green turn’), reflect on the implications of the proposed solutions in terms of sustainability and global environmental justice, and to suggest three elements for a paradigm shift towards an ‘alternative’ turn embedded in ecological economics theory. The analysis reveals that responses by leading international organisations continue to appeal to the precepts of neoclassical economy. We argue that from an ecological economics perspective, policy responses under the various labels of green economy, green growth, sustainable growth, green new deal, fall well short of what is needed to fight the environmental crisis and rising inequality across and within countries. The idea of justice and equity that underpins the mainstream approach seems inadequate in terms of sustaining our environmental base and global environmental justice. Based on this critical review, we propose an ‘alternative turn’, centred on three elements of a paradigm shift leading to a new economy where the environmental base and global environmental justice are at the centre of the discourse.  相似文献

In ecological economics the debate on formalism and formalization has been addressed in the context of a lively discussion on ecological economics as a ‘post-normal’ (versus ‘normal’) science. Using ecological economics (EE) as a ‘seed’ journal and applying bibliometric techniques to all (2533) the articles published in EE from January 1989 to December 2009, we analyze the evolution of the field of ecological economics aiming to shed light on this debate. We observe the predominance (and increased relevance) of certain research topics: ‘Methodological issues’, ‘Policies, governance and institutions’ and ‘Valuation’. Moreover, ‘Collective action’, ‘Technical change and the environment’ and ‘Values’ stand as emergent themes of research. Finally, we note that ecological economics experienced an ‘empirical turn’ reflected in a shift away from exclusively formalized papers towards exclusively empirical and, to a larger extent, ‘formal and empirical’ ones. The combination of the prominent and emergent topics and the ‘empirical turn’ mirrors the increasing awareness among researchers in the field of the need to address a key specificity of ecological economics — the interdependence of the economic, biophysical and social spheres. On this basis, we argue that at least through the lens of EE, ecological economics has evolved towards a post-normal science.  相似文献

The establishment of new interdisciplinary fields such as ecological economics, human ecology or technology assessment can be interpreted as a logical consequence of striving for new sustainability sciences that address current global, multi-dimensional and multi-scale challenges. These set out to bridge the gap between the natural and the social sphere, between scientific analysis and societal action. This paper aims at re-assessing the contribution of established inter-disciplines to sustainable development. Journal articles of ecological economics, technology assessment and science and technology studies are evaluated and compared along several proposed features of sustainability science. The results converge in two crucial aspects. (1) Concise societal or political recommendations are not part of present day ‘normal science’, be it a disciplinary or an explicitly interdisciplinary research context. (2) Participatory exercises are rarely applied as a socio-politically embedded practice, despite a high interest in such exercises as an object of study and discussion.  相似文献

This paper is about stability and change in the policy-making discourse of a traditional neoclassical policy area, the area of car taxation. Stability is here related to the unquestioned continuation of a traditional neoclassical economics perspective in policy-making, whereas change is related to the introduction and impact of environmental concerns. The aim of the paper is to investigate, what makes green discourses matter in traditional policy-making. It is based on an in-depth study of policy-making processes related to car taxation in two environmental front-runner countries, Sweden and Denmark.Making green discourses matter in policy-making is an important contemporary environmental challenge. Therefore, as Tian Shi argues, we need more research into the institutional setting of the policy-making process. Ecological economics as a policy science has to have a broad understanding of the political economic nature of the policy process. Taking this standpoint as the point of departure, the paper seeks to uncover questions such as, what is the policy-making reality in which Swedish and Danish green discourses have to make a difference? How do existing neoclassical regimes react, when green actors attempt to influence policy-making from an environmental point of view? And to what extent can green discourses actually have an impact on the policy world within the area of car taxation?The paper concludes that the traditional neoclassical economic discourse is particularly robust and resistant against alternative green discourses. Stability rather than change is the dominating picture. This does not imply that environmental concerns will not be taken into account in the future. Rather it implies that only the changes, which keep up the existing order, or enhance the narrow power-related interests of the dominating actors, will materialise more or less easily. The rest is a power struggle in which timing, coalition-building, persistence and thorough knowledge about the field in question is of importance. In this struggle change agents will also benefit from the ability to rethink dominating ways of thinking and doing in an environmentally benign way. A rethinking that is based on environmental values while at the same time holding positive visions that are ‘compatible’ with the existing dominating discourse.  相似文献

This article examines the concept of Pareto optimality, bringing to light some of its implicit assumptions about the nature of human agency, work, and gender. It explores the androcentric character of the economic agent and the gendered nature of neoclassical models in relation to the historical development of the concept of economic efficiency during the late 1930s. The thrust toward the development of Pareto optimality as a scientific criterion of economic welfare was a response to the methodological tensions between the clearly political nature of economics and the scientific aspirations of economists. An examination of the debates from this period illuminates some of the values that became embedded in neoclassical economics, and which are now hidden by the masks of mathematics and abstraction.  相似文献

As part of the recent ‘ideational turn’ in research on international organisations, the study of organisational discourse has gained popularity. Yet ecological economics has thus far paid little attention to the role of organisations as sites for the discursive battles over the meaning of sustainable development. For an international organisation without regulatory powers, such as the OECD (Organisation for Economic Co-operation and Development), discourse is the main vehicle for policy influence, but it also plays a key role in (re)defining the organisation's identity and authority. The OECD's organisational discourse has been strongly dominated by ‘modern mainstream economics’, and has given little room for marginalised discourses. This paper compares, from the perspective of institutionally oriented ecological economics (IOEE), and borrowing from critical discourse analysis, the experience from attempts to integrate the concept of sustainable development within two OECD peer review mechanisms - the Economic Surveys and the Environmental Performance Reviews. The extent to which the respective conceptions of sustainable development in the two reviews are in line with the principles of IOEE and the reasons for the apparent failure of sustainable development discourse to gain foothold within the organisation are analysed.  相似文献

Synopsis New developments in feminist ecological economics and ecofeminist economics are contributing to the search for theories and policy approaches to move economies toward sustainability. This paper summarizes work by ecofeminists and feminist ecological economists which is relevant to the sustainability challenge and its implications for the discipline of economics. Both democracy and lower material throughputs are generally seen as basic principles of economic sustainability. Feminist theorists and feminist ecological economists offer many important insights into the conundrum of how to make a democratic and equity-enhancing transition to an economy based on less material throughput. These flow from feminist research on unpaid work and caring labor, provisioning, development, valuation, social reproduction, non-monetized exchange relationships, local economies, redistribution, citizenship, equity-enhancing political institutions, and labor time, as well as creative modeling approaches and activism-based theorizing.   相似文献

Synopsis  Radical alternatives, in terms of our ideas about science in society, about economics, ideology and institutional arrangements, should be included among possibilities considered within the scope of a pluralistic philosophy. While all these aspects of our mental maps are interrelated and important, economics plays a key role in attempts to get closer to a sustainable society. Mainstream neoclassical economics is not enough. The tendency to exclusively rely on this particular theory is considered part of the problems faced. A ‘sustainability economics’ more in line with dominant ideas of democracy is proposed, emphasizing the ethical, ideological and political elements. Reference is made to institutional theory but the principles and concepts suggested are in many ways similar to other kinds of heterodox economics and developments in other social sciences. Neoclassical economics is used as a point of reference in pointing to alternative ideas about human beings, organizations, markets, decision- making, efficiency, rationality, progress in society and institutional change processes. Predilection for such an alternative conceptual framework (or for neoclassical economics) is not exclusively a scientific choice but as much a matter of political and ideological preferences. One paradigm may be dominant at a time, but because of the ideological specificity of each paradigm, competing theoretical perspectives should be accepted and even encouraged in a democratic society.   相似文献

Scientific research in general and economics research in particular is a social act. More specifically, schools of economic thought as well as associations, research groups and conferences are expressions of social organizations within the realm of economics. Historically, studies investigating the methodologies used in economics have focused on the strengths of these social organizations. This study aims to analyze the key roles played by individuals within social organizations in building and reinforcing economics and, in turn, their influence on these individuals. To achieve this goal, we use an institutionalist approach in a broad sense. We show how economics as an academic environment can be presented as an institutional entanglement and how an institutionalist approach can enhance an understanding of why economists adopt a particular theoretical and methodological perspective. It is argued that habits, observations and cognitive abilities should be seriously considered to understand the logic and decision making of economic researchers. We discuss also the importance of forming groups in the process of institutionalizing elements relevant to an economic researcher’s logic and decision making and present an interpretation of mainstream economics in terms of the analytical approach of our study.  相似文献

Economics education is proving slow in incorporating into the syllabus the genuine advances made in economics research in the last few decades. As economics education relies primarily on the single approach of neoclassical economics, whilst recent advances in research have been marked by a wide variety of approaches, many of which are interdisciplinary, the methodological divide between education and research is growing wider. We attempt to measure how keen students are to incorporate research findings in the syllabus by developing a questionnaire which introduces undergraduate students in Italy and the U.K. to key findings in the research literature on genuine sociality, an area in which the methodological divide is very noticeable. Students display moderate support for being taught the material on genuine sociality. Students who wish to incorporate genuine sociality in the syllabus tend to be older, value virtue and have a religion.  相似文献

The existing state of sanitation in developing Asian countries fails to deliver a level of service that is adequate for meeting the human right to a standard of living consistent with dignity and health, or for sustaining the capacity for future generations to have access to clean water resources and healthy ecosystems. We argue that translating the current neo-centralised technologies and institutional arrangements mainstreamed by industrialised countries would not resolve the problem in the context of developing countries. Instead it is necessary to ‘leap frog’ to the emerging technological and institutional arrangements that are responsive to current needs and contexts and to potential risks. The sustainability focus and often decentralised technologies of this emergent stage in sanitation present many opportunities for new actors to enter the urban sanitation industry. At the same time, there are many barriers to entry, particularly from the perspective of conventional business management focused on increasing shareholder value.We propose that perspectives from the corporate social responsibility discourse have the potential to provide both the ‘pull’ for seizing the business opportunity for profit while serving social needs, and the ‘push’ to overcome the barriers in order to serve a wider social purpose for corporations. The wealth of nations, at least as reported in ubiquitous GDP terms, has greatly increased through the activities of corporations driven by a profit motive; but the increased poverty, injustice and ecosystem degradation that have resulted from economic activity suggest that corporations perhaps ought to have regard for broader concerns beyond shareholder value. We explore how the alternative relational view of a corporation, as a metaphorical person within society who adopts a moral code consistent with both Buddhist economics and Adam Smith's philosophy, may facilitate profitable corporations that provide better economic, ecological and social outcomes in serving the need for sustainable sanitation services in developing Asian countries.  相似文献

This article comprehensively examines Vilfredo Pareto's thoughts on labor and highlights their significance within his body of work. Like the other pioneers in neoclassical economics, Pareto disregarded worker subjectivity toward labor performance and the resulting variability in the substance of labor. Thus emasculating the human traits of labor, in his theory of pure economics, Pareto identified the nature of labor exchange with that of the exchange of nonhuman objects, thereby subsuming the former under his general equilibrium system. This neoclassical principle of rationalizing the market determination of labor exchange on its deindividuation governed Pareto's speculations throughout his work. Even his arguments in applied economics in favor of worker solidarity and strikes were grounded on this principle. It remained the basis for Pareto's opinions on actual labor relations. Pareto's frustration here turned him into an anti-unionist, but it also helped to mold his prime ideas regarding sociology and his awareness of the limits of economics. However, Pareto's adherence to his former concept of labor exchange contradicting its nature became a chief cause of his failure to integrate his economic thinking with its sociological counterpart and occasioned his sympathy with Fascism. Thus, this article concludes that Pareto's thoughts on labor profoundly affected his entire body of thought and that their flaw is not exclusive to him but inherent in neoclassical economics.  相似文献

This review describes the conditions for teaching economics in the kindergarten through twelfth grade (K–12) curriculum in U.S. schools. The first section presents data on course-taking in economics in high schools and state mandates for economics instruction. It discusses the value of the infusion approach to teaching economics either in place of a separate course or as a complement to it. The second section describes the economic content that is taught to students as presented in content guides and standards. The final section presents research findings on (1) test instruments for measuring outcomes from economics instruction, (2) the effect of teacher coursework and training on the student economic understanding, and (3) how instructional materials complement or substitute for instructor selection and training.  相似文献

This article points out the limits of Austrian economics as far as the passage from positive to normative economics is concerned. We propose a comparison with neoclassical economics and discuss the different theoretical solutions adopted by these two schools of thought in their legitimization of the normative discourse. The bridge from positive to normative economics is analyzed as resting upon two interdependent pillars, one of a technical nature, the other of an ethical one. In neoclassical theory, these two pillars are, respectively, the Pareto principle and the so-called minimal benevolence principle. In the case of Austrian economics, they are the coordination principle and a set of value judgments considered to be ‘quasi-universal’. One problem for Austrian economics is that the coordination principle turns out to be incompatible with process analysis, the latter being a central tenet of the Austrian theory. A second problem, which creates serious difficulties for both schools, has to do with distribution. Our thesis is that whereas the neoclassical solution of the distributive problem is formally consistent (although deeply unrealistic), the Austrian solution is theoretically untenable and based on strong, although implicit, value judgments.  相似文献

In this paper I analyze the state of Portuguese research in economics based on publications in international journals for the period of 1986 to 2000. I find that scientific production is increasing but productivity remains low. I also provide a revealing characterization of the production habits of Portuguese researchers by answering the following questions: where do Portuguese researchers publish? who are the most active publishers? how often do they publish? how much do they collaborate? what is their background? In a recent article using citation analysis Hoepner et al. (2012) make strong claims to have identified the most influential works, authors, journals and institutions in a hypothetical field they call environmental and ecological economics. This paper shows that their work is biased by its framing, far from the non-subjective approach they claim and highly sensitive to minor data errors. More than this the exercise can be seen as another example of how ecological economics is susceptible to suppression by a dominant mainstream economic perspective which attempts to override, belittle and dismiss a whole range of alternative thought, including that which is heterodox, interdisciplinary, from the natural sciences and based in the non-economic social sciences. Ecological economics is not the same as agricultural, resource or environmental economics, and if it were it would be pointless. Neither can it be understood or treated as a subfield of resource and environmental economics, as done by Hoepner et al. (2012). I argue that the study promotes a limited perspective on social, environmental and economic problems that includes an implicit political and ideological framing. What is most influential, important or high quality in ecological economics is certainly not defined by such work.  相似文献
