Family Transfers Involving Three Generations   总被引:3,自引:0,他引:3  
Most models of family transfers consider only two generations and focus on two motives: altruism and exchange. They also assume perfect substitution between inter-vivos downward transfers and bequests. Based on French evidence, we show that parent-to-child transfers belong to three distinct categories (investment in child's education, financial assistance, wealth transmission), and advocate a three -generation framework. Thus, transfer behavior of parents toward their children is strongly influenced by the behavior of their own parents. There is also some evidence of the Cox and Stark demonstration effect: parents help their own parents, expecting to receive comparable support from their children. Such behavior can be regarded as indirect reciprocity : the beneficiary does not give back to the initial giver but to a third person of another generation.

The author presents findings from a study of education, land, and nonland asset transfers from parents to children in 344 households in five rice villages in the Philippines. A model with family fixed effects is developed which explains transfers better than either individual heterogeneity or observed parent and child characteristics without family fixed effects. Analysis revealed that families facing different land constraints exhibit significantly different patterns of educational investment in children. In a subsample with completed inheritance, daughters receive less education, land, and total inheritance, but are compensated with nonland assets. Parents also exhibit preferential behavior toward children of the same gender such that daughters of better educated mothers receive more land, nonland assets, and total inheritance. Better educated fathers, however, give land preferentially to sons, but favor daughters in education.  相似文献

Traditional descent systems can roughly be divided into patrilineal and matrilineal. In the latter, a man's heir is not his own child but rather his sister's son. The paper examines the implications of this social norm for the pattern of inter-vivos transfers using household level data from rural Ghana, where the largest ethnic group is traditionally matrilineal. In particular, it tests the predictions of a model of strategic behavior according to which children should respond to the threat of disinheritance by increasing transfers to their parents during lifetime to induce a donation of land before the default (matrilineal) inheritance is enforced. I find that the credibility of customary norms enforcement, as proxied by the presence of a nephew in the father's household, significantly increases the probability of receiving transfers from children for Akans but not for the other groups. The effect is specific to nephews and not to other co-resident boys. This pattern of behavior can affect asset accumulation decisions across generations.  相似文献

We use field data to investigate factors that influence parents' decisions to enrol children in schools in rural Ghana. The empirical results identified a host of socio‐economic and household‐level factors including remittances parents expect from investing in education, parents perception of a child's desirable professions, cost of schooling and discount rate as significant determinants of parental school enrolment decision. When gender of the child and remittances are taken into account, we show male parents are more likely to invest in education of boys than girls because they expect significantly higher returns from their investment in boys. Female parents do not show such gender preference. The proportion of children enrolled in school is positively related to average cost of schooling for male parents Gender of parent plays a significant role in school enrolment decision making.  相似文献

This paper focuses on the determinants of financial inter vivos transfers by migrants living in France in 2003 to their adult children. From a theoretical viewpoint, such transfers may be explained either by altruism or by exchange. While parents would direct their assistance to their less well off children under altruism, support should be channeled to children who live nearby their parents under the exchange motive. We assess the relevance of these two motives using the French PRI survey. Unequal sharing is frequently observed and children are more likely to receive financial transfers when they are in poor circumstance, but not necessarily when living in proximity to parents. We also emphasize the role of cultural factors as determinants of the parental allocation among children. Muslim parents, in particular, are more likely to make transfers to sons than to daughters.  相似文献

There is abundant evidence that inter-vivos transfers are more important in low-income countries than in industrialized countries. The authors use a new specification of altruism to explain this stylized fact. Under this specification, individuals feel altruistically towards other individuals genetically related to them. However, they worry about them only when their relatives' consumption falls below a certain level. Simulation results mimic the stylized facts concerning the relation between inter-vivos transfers and income.  相似文献

Declining fertility in China has raised concerns about elderly support, especially when public support is inadequate. Using rich information from the nationally representative China Health and Retirement Longitudinal Study (CHARLS) baseline survey, we describe the patterns of current living arrangements of the Chinese elderly and investigate their determinants and correlation with intergenerational transfers. We find that roughly 41% of Chinese aged 60 and over live with an adult child; living with a male adult child being strongly preferred. However another 34% have an adult child living in the same immediate neighborhood and 14% in the same county; only 5% have an adult child with none of them living in the same county. At the same time, a large fraction of the elderly, 45% in our sample, live alone or with only a spouse. In general, women, those from western provinces, and those from rural areas are more likely to live with or close to their adult children than their corresponding counterparts, but different types of intergenerational transfers play a supplementary role in the unequal distribution of living arrangements. Among non-co-resident children, those living close by visit their parents more frequently and have more communications by other means. In contrast, children who live farther away are more likely to send financial and in-kind transfers and send larger amounts.  相似文献

It is argued that parents provide help with housing downpayments in order to encourage the production of grandchildren, and that such a subsidization emanates from the “demonstration effect:” a child's propensity to furnish parents with attention and care can be conditioned by parental example. Parents who desire such transfers in the future have an incentive to make transfers to their own parents in order to instill appropriate preferences in their children. This generates a derived demand for grandchildren since potential grandparents will be treated better by their adult children if the latter have their own children to whom to demonstrate the appropriate behavior. Empirical work indicates behavior consistent with subsidization of the production of grandchildren and the demonstration effect.  相似文献

This article considers the welfare implications of transfers to poor families that are conditional on school attendance and other forms of investment in children's human capital. Family decisions are assumed to be the result of (generalized) Nash bargaining between the two parents. We show that, as long as bequests are zero, conditional transfers are better for children than unconditional transfers. The mother's welfare may also be improved by conditional transfers. Thus, conditioning transfers to bequest‐constrained families have potentially desirable intergenerational and intragenerational welfare effects. Conditioning transfers to unconstrained families make every family member worse off.  相似文献

We present a theoretical framework to examine whether altruism or exchange is the motive for money-transfers within families. In our theoretical models, transfers for education are incorporated as an additional family transfer that is determined before money-transfers are decided. These models lead to testable implications about the relationship between transfers for education and money-transfers. Various econometric models are derived and estimated with PSID data on inter-vivos transfers and bequests. The empirical evidence is compatible with both altruism or exchange, but provides information about how these motivations work. The comparison between the empirical distribution of money-transfers and the distributions induced by our econometric models shows that these models are suitable.  相似文献

Income shocks on poor households are known to induce parents to take their children out of school and send them to work when other risk-coping instruments are insufficient. State dependence in school attendance further implies that these responses to short-run shocks have long-term consequences on children's human capital development. Conditional cash transfer (CCT) programs, where the condition is on school attendance, have been shown to be effective in increasing educational achievements and reducing child work. We ask the question here of whether or not children who benefit from conditional transfers are protected from the impacts of shocks on school enrollment and work. We develop a model of a household's decision regarding child school and work under conditions of a school re-entry cost, conditional transfers, and exposure to shocks. We take model predictions to the data using a panel from Mexico's Progresa experience with randomized treatment. Results show that there is strong state dependence in school enrollment. We find that the conditional transfers helped protect enrollment, but did not refrain parents from increasing child work in response to shocks. These results reveal that CCT programs can provide an additional benefit to recipients in acting as safety nets for the schooling of the poor.  相似文献

This article investigates the effect of children’s gender on parents’ time allocation in developing countries due to the long-existing tradition of son preference. A collective model generates predictions concerning the impact of the birth of sons on family behaviour when son preference is treated as a premium in the father’s utility function. Using data from China, I show that, with more sons instead of daughters, the time spent by both men and women on housework rises, while men have to increase their work time in the labour market and women can reduce theirs. The results are consistent with theoretical predictions and are robust for use in further tests. For the possible endogeneity of children’s gender, I use the law forbidding the use of ultrasound-B to reveal the gender of a foetus as instrumental variables as the identification strategy.  相似文献

In this paper, we investigate the role of young adult mortality on child labor and educational decisions. We argue that mortality risks are a major source of risks in returns to education in developing countries. We show that, in the absence of appropriate insurance mechanisms, the level of child labor is inefficient, but it can be too high or too low. It is too high when parents are not very altruistic and anticipate positive transfers from their children in the future. Uncertain returns to education, endogenous mortality or imperfect capital markets unambiguously increase child labor. When the level of child labor is inefficiently high, we also show that a cash transfer conditional on child's schooling can always restore efficiency regarding child labor.  相似文献

Do voters respond to political parties׳ promises or to their past actions? We use a suitable sequence of events in Swedish politics to provide the first answer to this question. In the 1994 election campaign the Social Democrats proposed major cuts in transfers to parents with young children, whereas in the 1998 campaign they promised to increase transfers. The Social Democrats won both elections and delivered on both promises. Using voting among parents with slightly older children as counterfactual, we find that voters with young children responded markedly to economic promises rather than to implemented policies.  相似文献

In this paper, we depart from the standard way of analyzing school enrollment by accounting explicitly for educational selectivity in order to examine the determinants of child school enrollment in Ghana. Using data from the Ghana Living Standard Survey round 6 (GLSS 6), we estimate a three‐step sequential logit model for the determinants of secondary school enrollment and its dependence on completing primary school. We find that family resources such as parental education, household income and the gender of the head of the household play a role in households' child schooling decisions. Educated parents are relatively more likely to enroll their children in primary school and keep them in school until they complete primary education. As well, we show that educated parents do not promote a gender‐biased investment in the schooling of children at the primary level. While household welfare does not influence children's entry into primary school importantly, their completion of primary school depends on household welfare. The study sheds more light on the pro‐male bias phenomenon regarding entry into primary school and primary school completion. Policies to promote the achievement of Sustainable Development Goal 4 in Ghana must be grade sensitive.  相似文献

This paper uses Canada's National Longitudinal Survey of Children and Youth to examine whether greater cash transfers available to parents with disabilities when their child was aged 5 to 15 increase the chances that the child will attend postsecondary education (PSE) as a young adult. We exploit differences across provinces and over time in the generosity of provincial disability benefits programs in Canada and find that higher disability benefits when the child was aged 5 to 15 years increase the probability that he or she will have attended or be attending PSE by age 19 to 25. The estimated effect size increases with the severity of the parental disability and the number of disabled parents. Because lower disability benefits significantly worsen performance of public school aged children on standardized math tests and elevate anxiety symptoms, one plausible pathway from disability benefit levels to PSE attendance may be through the cognitive and non‐cognitive skills children acquire by the age of 15. We conclude that the level of disability transfers available early in a child's life mitigates the impact of having a parent with a disability as a source of inequality of opportunity and of unequal probability of PSE participation.  相似文献

Abstract .  A critical question in the design of welfare policies is whether to target aid according to household composition, as was done in the U.S. under the Aid to Families with Dependent Children (AFDC) program, or to rely exclusively on means-testing, as in Canada. Restricting aid to single mothers, for instance, has the potential to distort behaviour along three demographic margins: marriage, fertility, and divorce. We contrast the Canadian and the U.S. policies within an equilibrium model of household formation and human capital investment on children. Policy differences we consider are eligibility, dependence of transfers on the number of children, and generosity of transfers. Our simulations indicate that the policy differences can account for the higher rate of single-parenthood in the U.S. They also show that Canadian welfare policy is more effective for fostering human capital accumulation among children from poor families. Interestingly, a majority of agents in our benchmark economy prefers a welfare system that targets single mothers (as the U.S. system does), yet (unlike the U.S. system) does not make transfers dependent on the number of children.  相似文献

Based on the cost and content of individual calorie intake, I find evidence of son preference in food distribution in rural Bangladesh but not in the rural Philippines, which is consistent with the contrasting cultural norms of these two agrarian societies. Unlike in the Philippines, few females in Bangladesh, a male‐dominated patriarchal society with the strong presence of dowry and purdah systems, seem to participate in the labor market. Gender differences in wage rates appear to be prominent in Bangladesh as well, and the transfer at marriage from a bride's family seems to exceed that from a groom's family. In Bangladesh, the village wage rate of adult females is positively associated with a girl's allocation from the animal food group, while village wage rates of adult males are negatively associated. However, no such association is observed in the Philippines, which is characterized by egalitarian values between the sexes. In recent marriages in Bangladesh, a village's average value of transfers from grooms' families is also positively associated with a girl's allocation. While higher birth order children fare worse than lower birth order children in both economies, in Bangladesh a higher birth order girl does worse than a higher birth order boy, whereas this is not the case in the Philippines. The son preference does not seem to be associated with scarcity, as it is prominent in non‐poor Bangladeshi households but not in poor ones; the preference does not appear in either category in the Philippines. A Bangladeshi village's access to television, which I use as a proxy for liberal values, is positively associated with girls' calorie allocations.  相似文献

We study the channels parents use to make transfers to their children. First, we focus on the relationship between investments in education and property transfers. Second, we turn to how property transfers are divided between inter vivos gifts and bequests. We use a Swedish dataset that is superior to previously used data as it contains information on both gifts and inheritances received from parents. We estimate models for the probabilities of having university education, receiving gifts, and receiving inheritances. In addition, we estimate models for gift and inheritance amounts. We find that the more resources parents have, the higher the likelihood of transfers, and that the correlation between receiving inter vivos gifts and inheritances is very high. Finally, women are more likely to have university education and to receive gifts, and daughters receive gifts of larger amounts than sons, although there are no differences in terms of inheritance.  相似文献
