"文化大革命"的影响既表现为十年的经济增长停滞,更表现在对物质和人力资本的损害。本文推算了"文化大革命"通过缩短学制、停办大学等造成的人力资本存量变化,及其对后来人力资本积累的影响。我们估算,"文化大革命"使可能的受教育年限减少了14.3%。由于"文化大革命"使国有经济的物质资本与人力资本都遭到破坏,从而使其经济增长处于相对较低的稳态水平。与之相比,非国有经济所依靠的劳动力是比较年轻的一代,同时其物质资本与人力资本之比较低,使其处于更为有利的经济稳态。因此,如果没有改革以后的非国有经济的迅速发展,中国经济将长期处于较低的增长状态。  相似文献

Concern about the high poverty rates experienced by children in female‐headed households has led to policies aimed at increasing these households' income. In this paper we present a model that analyses decisions made before and during marriage to invest in the human capital of parents and children. This paper examines how human capital acquired at the onset of a military career has an evolving effect on retention decisions. Using data of Marine officers that extends across 20‐year horizons, estimates of the hazard related to separation rates indicate that initial differences in general and firm‐specific human capital have time‐varying effects on retention across the duration of a career. Additional evidence suggests that the effects of higher economy‐wide unemployment as well as the onset of wars succeeding from September 2001 also change retention decisions and depend on officers' length of service. Defining investment as outlays that increase income- and output-producing capacity, the author presents estimates of human investment in the United States 1929–69, comprising rearing costs, education, training, health, safety and mobility outlays. He develops an economic accounting framework to accommodate human investments and research and development in national and sector capital accounts, with appropriate adjustments to the current accounts to provide consistency. The associated balance sheets and wealth statements are also developed.
The wealth and corresponding income estimates are used to compute rates of return on human, non-human, and total capital. In the business economy the average net rate of return on total capital was 10.6 percent in 1969, compared with 10.0 percent in 1929. The average and marginal rates of return on human capital were generally somewhat higher than on non-human capital throughout the period.  相似文献

要实现区域的可持续发展,提高资源利用效率是一个根本性的问题。而作为主要生产资源的物质资本与人力资本的利用效率就具有更重要的意义。文章以经济增长理论为依据,利用生产函数分析了中国主要省区物质资本与人力资本对经济增长的贡献率,发现1990年代之后大多数省区的人力资本贡献率已超过了物质资本的贡献率,说明经济增长方式已发生了由外延式向内涵式的很好转变。进一步根据生产者均衡理论,计算了主要省区物质资本与人力资本的利用效率,发现大部分省区的利用效率没有达到最优状态,但1990年代以来利用效率在不断提高。在此基础上,计算了通过提高两项资本利用效率可带来的GDP增长潜力,发现当利用效率达到最高时GDP可增长近24%。由此给出了各省区物质资本与人力资本投资比例的调整方向。  相似文献

ABSTRACT: The performance of agrarian cooperatives strongly depends on the interaction between internal cohesion and external exchange. Empirical assessments of social capital and trust within cooperatives suggest that market involvement could enhance collective action. This relationship may not hold, however, under circumstances of heterogeneous membership and strong state control. We use field data from a comparative sample of 500 coffee farmers belonging to five cooperatives of Sidama Cooperative Union, Ethiopia to outline how differences in economic performance are related to the structure of social networks. We identify clear trade‐offs between bonding and bridging social capital that favour remotely located cooperatives.  相似文献

This paper uses a regression discontinuity design to estimate the effect of home computers on child and adolescent outcomes by exploiting a voucher program in Romania. Our main results indicate that home computers have both positive and negative effects on the development of human capital. Children who won a voucher to purchase a computer had significantly lower school grades but show improved computer skills. There is also some evidence that winning a voucher increased cognitive skills, as measured by Raven's Progressive Matrices. We do not find much evidence for an effect on non-cognitive outcomes. Parental rules regarding homework and computer use attenuate the effects of computer ownership, suggesting that parental monitoring and supervision may be important mediating factors.  相似文献

This study examines the effect of regulations on microfinance institutions in Nigeria and Zambia by focusing on the post‐regulation experiences and reflections of the microfinance institutions (MFIs) and their regulators. Based on in‐depth interviews with the Central Banks as regulators, MFI managers, practitioners and apex microfinance associations, the study finds that regulations in both countries have managed to professionalize the sector, but their effectiveness in augmenting the centrality of social goals to microfinance and MFIs remains doubtful. The poorly designed regulations are not only undermining social goals but also sending wrong signals to would be social investors, with implications for the social image of the industry. The study further finds that regulations have neither speeded the emergence of sustainable MFIs (especially in Zambia) nor accelerated the sectors’ outreach to the poor and the financially excluded. Additionally, considerable levels of political interference and poor regulation have led to unintended consequences to the sector, further frustrating the ultimate goal of extending financial services to the poor. These findings have policy and practical implications for how microfinance engages with the regulatory logic and continues to serve those at the bottom of the pyramid.  相似文献

A strictly risk‐averse individual with an exogenous gross income in period one can acquire human capital in the same period and evade taxes. Period‐two income rises with educational investments in period one and can also be hidden from tax authorities. It is shown that a greater tax deductibility of educational investments and higher individual ability induce a positive correlation between tax evasion and educational investments in period two, whereas the relationship in period one is ambiguous. These theoretical predictions can explain diverse empirical findings on the correlation between education and tax evasion.  相似文献

Large recent surpluses in the social security trust fund accounts provide the potential to increase overall national saving and capital formation. However, these surpluses instead have allowed politicians to increase the non-social security deficit and government consumption.
This paper argues that investing the trust funds in private assets could bring into focus the magnitude of the non-social security deficit and force Congress to cut it. Evidence presented here indicates that the trade deficit, output, and monetary policy are systematic macroeconomic variables that affect relative asset prices. The evidence also supports arguments of Nordhaus and others that a change in trust fund investment policy could lower the trade deficit, raise output, and produce looser monetary policy, thereby increasing Tobin's a and, thus, capital formation. Investing the trust funds in private assets could increase national investment and give the baby-bust generation more capital to use in producing goods and services for themselves and for retired baby-boomers.  相似文献

We find that returns to occupational tenure are substantial. Everything else being constant, 5 years of occupational tenure are associated with an increase in wages of 12%–20%. Moreover, when occupational experience is taken into account, tenure with an industry or employer has relatively little importance in accounting for the wage one receives. 根据前人的研究,本文提出了社会资本存在结构、认知和情感三个维度。在此基础上,本文提出了高参与工作系统对企业绩效的作用机制模型。通过实证研究发现,高参与工作系统通过员工和组织间的信任关系对创新绩效产生了积极影响。然而,当认知信任很高的时候,由于搭便车、过度投资等原因,认知信任的上升反而会降低企业绩效。情感信任对组织创新绩效一直具有积极的影响。以往在中国情境下进行的研究发现,高参与工作系统更有利于提高人际网络联系的紧密程度,从而不利于结构洞的形成和组织创新的发生。虽然本文没有发现高参与工作系统对人际网络紧密程度的影响,但是发现人际网络紧密程度对于创新绩效的负向影响。因此,对于中国企业而言,高参与工作系统可能是一个悖论。虽然高参与工作系统可以提高组织信任关系和相互忠诚,但也降低了结构洞和弱联系网络的形成。  相似文献

由于劳动力的异质性,不同技能劳动力之间的合作和互补可以获得递增收益.客观存在的技能互补性导致了劳动力迁移与人力资本地区集中之间内生性的累积循环,这个循环的动态结果是劳动力持续向人力资本集中地区流动,人力资本存量的地区差异随之扩大.利用第五次全国人口普查数据进行的实证分析表明,迁移的人力资本地区集中效应的确存在.  相似文献

ABSTRACT: By entrepreneurial combinations of voluntary resources, project means from public and private sources, commissions on contracts and other ways of financing, the youth house Fryshuset, with a great number of social activities for primarily young people in Stockholm, Sweden, has been able to allocate resources for establishing and expanding its activities. This development would not have been possible without struggle against established norms, values, traditions and institutions, not least the ‘close to monopoly’ that the public sector in practice was having on the fields in which Fryshuset emerged. Step by step, Fryshuset has built partnerships and alliances with public, private as well as civil actors. Expressed in a general way, Fryshuset has built a new social capital and created new norms and values. The aim of the paper is to investigate how Fryshuset has managed to build social capital through, and for entrepreneurial efforts aiming to facilitate young peoples’ development.  相似文献
