A central subcategory of futures research is technology foresight. There is a concern that today's technology foresight processes do not serve technology-political decision-making and strategy processes of companies well enough. The regional level needs to be emphasized, too, and the inclusion of a wide variety of actors and organizations. There is a danger that results of foresight processes are not absorbed into regional strategy-making processes, leading to a “black hole of interpretation and implementation of foresight knowledge”. Particularly knowledge, but also data and information are crucial concepts in foresight processes. An important issue is how to transform foresight information into future-oriented innovation knowledge. Concrete tools and institutional settings to enhance data, information and knowledge quality in foresight processes and strategy work are needed. This article investigates limitations of established foresight processes and planning approaches, limitations in practical utilization of results of foresight processes, and quality of data, information and knowledge as concrete tools and as a systematic response to limitations. The article is partly based on empirical results from a technology foresight survey undertaken in Finland in 2005. The research responds to societal and academic interest by combining the fields of (i) futures research and (ii) data, information and knowledge quality. Future-oriented considerations are not routine tasks, which makes it especially challenging and important to ensure that these processes benefit from data, information and knowledge of good quality.  相似文献

Mental time travel can be described as a method of guiding the participants of a workshop into a picture or a whole series of pictures of the future. This should be thought of as a movie rather than static images and includes emotions. Mental time travel is still a new method in foresight processes, in generating futures, futures research or future-oriented technology analysis (FTA) in general, and is only rarely used to open up the minds of participants at the beginning of workshops so that their thinking does not remain fixed in the past or the present. Time travelling can be applied to different cases and at different stages of a foresight process (phases of strategic intelligence gathering, sense-making or even implementation), e.g. participants are also able to think disruptively in new pictures instead of just extrapolating from the past.Clinical and psychological studies do not yet exist for this kind of time travel, but first experiences from very different foresight processes are available. This paper presents the experiences gained from six national and international foresight cases, in which time travel was applied. Different ways of performing it are reported and set in the context of the specific foresight process concepts. Experiences are shared by examining the lessons learned and the pros and cons of this new method, so that the organizers of foresight processes can better assess how the method could fit their specific context, objectives, method mix and participants.  相似文献

This article focuses on future-oriented knowledge within regional innovation networks. Concrete regional tools and institutional settings aiming to enhance knowledge creation and management in such networks are needed. To enable planning for the future, there is a need for regional visionary capability. Resource-based futures research may make an important contribution in reducing the insecurity that regions face in the turbulent environment. When foresight processes are not absorbed into the regional strategy making processes, ‘black holes of regional strategy making’ come into existence, and future scenarios are built without taking into consideration the path-dependency of a region.This article attempts to reduce the gap between futures research, on the one hand, and regional knowledge and innovation management, on the other hand. It highlights the concept of self-transcending knowledge—the ability to sense the presence of potential. It then introduces a new, systemic model for knowledge creation and management in regional innovation networks. Utilising methods from futures research in creating self-transcending knowledge in a regional knowledge management system is proposed as a fruitful way of enhancing regional visionary capability. The article thus advocates combining approaches and methodologies from futures research with those of knowledge management in a novel way.  相似文献

The paper addresses the application of foresight to research and innovation policy and strategy. It seeks to show an evolution away from a traditional focus on broad-based technological priority setting to a much more focussed and adapted set of applications. The inherent limitations of prioritisation processes are discussed. The more limited aim of articulating specific fields is noted. Recent trends in research and innovation policy have opened new opportunities for the application of foresight. Systemic and demand-side policies require a shared vision on the part of purchasers and suppliers. The role of foresight in such contexts needs both to be enhanced and better understood.An increasing structural focus for foresight exercises is associated not only with broader R&I system reform but also with an engagement with new-wave innovation policies. The success of demand-side measures such as cluster policies and the use of procurement or regulation to stimulate innovation is dependent upon the formation of a common vision between the supply and demand sides, opening the possibility for the application of foresight approaches. We note the emergence of a combination of corrective, disruptive and creative roles.  相似文献

Technological progress does not happen in a social vacuum. Shaping of tomorrow is not possible without qualitative analyses. Therefore, the social and psychological dimensions of reality form an important part of technology foresight. Qualitative research will be needed to understand superficial and deep structures of social realities. So called push and pull factors are always linked to social behaviour. People's relationship to the use of technologies and the utilization of technologies is a complex and not a one-dimensional or monological issue. Monological methodological approaches can be harmful and confusing in the field of participatory foresight. We can conclude that the cycles of deductive and inductive logic are needed in science and in participatory foresight studies. Experts of the FTA community must have a higher level of methodological know-how in this research field and they should use qualitative methods in multi-faceted (external and internal) ways in foresight studies. Still the qualitative parts of many studies are quite monological and these studies can be quite problematic, even confusing. More critical methodological approaches should be taken into serious consideration. As a methodological approach, the principle of triangulation should be used more in the fields of participatory foresight studies and technology foresight.The key focus of this article in the use of qualitative and phenomenological approaches in the fields of FTA and foresight. The aim of this theoretically oriented discussion is to promote the professional use of qualitative methods in foresight and FTA studies. The strength of qualitative analyses is linked to deeper understanding of social change and social patterns and structures. Actually people create and constitute the markets, networks, and crowds where technologies are applied and used.Internal systemic understanding of social realities is an important part of foresight activities, especially in participatory foresight studies. Internal and external analyses can be seen as complementary approaches, like qualitative and quantitative approaches. The use of qualitative methods is a conventional part of the research process in participatory foresight projects. A typical problem may be that the use of methods is not planned carefully enough and people are unaware of the underlying key assumptions of applied methods. Experimenting with phenomenology is not a simple task in foresight research. Therefore, the views and informative platforms expressed and presented in this article may be useful for foresight practitioners.  相似文献

This paper explores how foresight researchers involved in environmental, nature and planning issues attempt to balance salience, credibility and legitimacy while generating knowledge in interaction with policy-makers and other social actors. Engaging stakeholders in foresight processes can increase the robustness of foresight knowledge, broaden the spectrum of issues addressed, and create ‘ownership’ of the process. While in foresight practices stakeholder participation becomes more and more popular to resort to as enabling factor for generating salient, legitimate and credible foresight knowledge, participation can also compromise these qualities. We analysed two foresight projects conducted at the PBL Netherlands Environmental Assessment Agency, one that developed future visions for Dutch nature policy and another that focused on future pathways for Dutch urban sustainable development policy. We illustrate that the dynamics of the research setting – changes in the socio-political context and the internal dynamics of the participatory efforts – complicated the balancing process. We conclude that one of the main challenges for futures practitioners is, therefore, to work within the dynamics of the research setting, and to position themselves strategically in this setting; by acting as ‘reflective futures practitioners’.  相似文献

A number of studies have explored the interconnection between the foresight literature and the innovation system literature. This paper adds to these studies by investigating how theoretical elements of the innovation system approach can contribute to the design and practice of foresight processes. The paper originates in a foresight project in the Nordic facilities management sector. The goal of the foresight project was to identify the possible futures of the facilities management sector in the Nordic countries (Denmark, Finland, Norway, and Sweden) and, based on the findings, to establish a proposal for a common Nordic facilities management research agenda. The paper finds that three elements of the innovation system literature are of particular interest for the practice of foresight: innovation systems and context dependency, learning and user–producer interactions, and the role of knowledge and knowledge production. These elements are embedded into a simple sectoral innovation system model (including actors, knowledge flows, and the strategic environment).  相似文献

This paper looks at value creation from corporate futures research. Through a literature review, potential value creation is identified. This serves as guidance for an empirical investigation in which value creation is observed and linked to methods and practices. Using data from 20 case studies, three examples of value creation are discussed in detail. In addition, cross-case analysis allowed me to identify four success criteria for corporate foresight activities: (1) foresighters committed to creating value, (2) participation of internal stakeholders, (3) analysis that follows a systemic logic, and (4) methods and processes that are tailored to companies’ needs. The paper concludes with the recommendation to take a dynamic-capabilities perspective on future research into corporate foresight.  相似文献

With rapid changes in technology and intense competition in the business environment the importance of cultivating and sustaining foresight in multiple-product innovation firms has been propelled to unprecedented heights. Yet, research on the processes through which such firms mobilise foresight in their working environment remains scarce. This paper seeks to explore the different processes through which a high-performing new product design consultancy probes into the future aiming to identify possible avenues for product development and potentially define trends in multiple industries. This inductive, theory-building study identifies seven key processes and stresses the importance of perpetual probing and learning for sustaining foresight in such high-change environments.  相似文献

How do professional futurists contend with prognostic uncertainty? There is an impressive body of medical-sociological research on how medical staff deals with uncertainty. We have used these insights to study patterns and manners in foresight practice that might not be evident otherwise. The question “Do professional futurists use approaches to deal with uncertainty that resemble those of medical staff?” is addressed by ongoing ethnographic research in Dutch foresight practice. The observed manners are grouped into four analytic categories: the construction of solidity, numeric discourse, communication habits and experience as anchor. In this paper, the construction of solidity and experience as anchor are described in detail. It is further more suggested that “certainification” is a possible upshot of these manners in use.  相似文献

A key question for policymakers at the regional and local level is how to provide the right conditions for generating the growth of more knowledge-intensive forms of economic activity within the context of dynamic innovation systems or learning regions. Regional foresight exercises may provide a useful instrument in helping chart their economic strategies. Successful regions must be able to engage in regional foresight exercises that identify and cultivate their assets, undertake collaborative processes to plan and implement change, and encourage a regional mindset that fosters growth. Communities and regions, like companies, need to innovate and adapt to remain competitive. As a result, successful regions must be able to engage in regional foresight exercises that identify and cultivate their assets, undertake collaborative processes to plan and implement change, and encourage a regional mindset that fosters growth. This paper provides an overview of these issues by reviewing the most important ideas in the recent literature on innovation systems, technological dynamism and local economic development. We regard regional foresight processes to be, at their most fundamental level, socially organized learning processes involving learning by individuals, by firms, and by institutions. One of our central concerns is to show how the actions of individuals to shape collective local visioning exercises interact with larger institutional structures to produce local outcomes.  相似文献

This paper defines foresight as being a mental model about the future and considers the role of foresight in shaping actions and events reflected in imperious, heroic, tragic and chaotic futures (defined within the paper). The paper contends that success in foresight is not about acquiring knowledge or using it to build pictures about the future. Rather, it is the expectations that come with such processes that cause organisational closure, and thus chaotic and tragic futures. The argument is made that firms need to doubt much more than they do.Two processes of doubting are described: the first (single loop doubting) shows how differences between expectations and perception cause doubt that (whenever the underlying mental model is sufficiently plastic) is accommodated by social processes without change. The second process, called double loop doubting, is based on genuine attempts to refute, rather than confirm, mental models about the future. The contention is that such processes would lower expectations and certainty, thereby opening the organisation and enabling mental models to be more accurate.

Foresight is usually criticised for having a limited direct impact on policy-making. Although contexts play a significant role, this may be true to a certain extent. It is also true, however, that the value of foresight has been under-explored. The purpose of the paper is to show the value of foresight in contributing to the development of more participatory societies irrespective of the specific ‘official’ objectives it is designed to serve. The methodology included the creation of a specific impact assessment framework and the assessment of certain foresight exercises (FNR Foresight and eFORESEE Malta) in terms of contribution to more participatory societies through case studies. The assessment showed that although contributing to more participatory societies was not among the main aims of the particular exercises, they managed to achieve certain impacts facilitating increased public participation or directly improving democratic processes in policy-making. Foresight is ‘by default’ devised to promote democratic processes through inclusiveness, openness, transparency, public engagement, and multi-stakeholder approaches.  相似文献

This paper addresses the influence of national traditions, styles or culture on the use of foresight in decision-making processes. Inspired by sociologists’ contributions on national culture, the paper demonstrates that two dimensions of national culture, power distance and uncertainty avoidance, are useful in the characterisation of the context in which national foresight exercises are carried out. The paper is based on two Danish cases: The Danish Government's Globalisation Strategy, from 2005, and the Danish Research 2015 process, from 2008, which focus on priority settings for strategic research.  相似文献

The last decades have seen a rapidly growing interest in foresight methodology. Methods have been developed in corporate and governmental communication exercises often labelled technology foresight. In reality, these foresights have often drifted into processes of social change, since technological change is hard to foresee beyond what is already in the pipe-line. Forecasting of social change, however, must be based on solid knowledge about the mechanisms of continuity and change. Virtually nothing can be said about the future without relating to the past; foresights and futures studies are about revealing the hidden pulse of history. Hence, the answer to forecasting the future is empirical research within the social sciences.Demographic change has been recognised as a key determinant for explaining social change. Population changes are fairly predictable and the age transition can explain a wide range of socio-economic changes. For rural futures, demographic change is a key issue, since age structure in rural areas is often uneven and also unstable due to migration patterns. A number of policy related questions as well as research challenges are raised as a consequence.  相似文献

This article presents the interconnected phases of a regional-foresight process in an AR perspective within the context of a complex regional dynamic of actors with distinct local and regional political presences. The analysis is based on a Norwegian case of AR on regional foresight. The article reflects upon and develops the concept of action research (AR) as it relates to regional-foresight practices in connection with regional planning strategies (policies), according to Norway's new Planning and Building Act (PBA, 2008). Both AR and regional foresight are broad terms within a number of domains, and several contributions have sought to show how these are interlinked Ramos (2006). The focus is on how AR and action researchers both contribute to the co-creation of regional and sub-regional formulation of planning by regional-foresight processes, which are driven by decision-making regional bodies. This article contributes to the understanding of how an AR strategy of ‘strategic facilitation’ may improve the overall foresight capacity of all regional actors, both in concert and as single stakeholders. Also it furthers the understanding of how an AR approach may assist in transforming the foresight practices and the strategic decision-making into a more transparent process.  相似文献

This paper presents results from the Iris Futures research project. The research was aimed at exploring the potential role of foresight in the development of the Brussels Capital Region and the identification of tools, capabilities and conditions for an improved application of foresight in Brussels. An overview was created of the characteristics of 60 future oriented activities and 120 organisations involved in such activities At the outset questions on organisational or institutional fragmentation and collaboration were not intended to be in the foreground of the research but over the course of the research this issue was observed to have a significant adverse impact on foresight capacity in Brussels. The case of the Brussels Capital Region demonstrates that institutional and organisational fragmentation need to be overcome for a futures oriented practice to have opportunity. De-fragmentation, bottom-up and institutionally, is both a condition for and an effect of the futures oriented practice underlying the foresight capacity of organisations.  相似文献

The transition from a traditional industry-driven economy to a knowledge-based economy requires new concepts and methods for companies to sustain competitive advantage. Here, academia has identified corporate foresight and innovation as key success factors. While, content-wise, the contribution of futures research methods to the innovation process has already been researched, this study strives to explore the status quo of organizational development stages of both concepts. To do so, we developed a portfolio-approach, the so-called ‘Future-Fitness-Portfolio’, which enables companies to qualitatively compare amongst others and identify organizational improvement potential. In addition, we conducted expert interviews to explore future organizational development trends in corporate foresight and innovation management. As our research revealed, five strategic clusters can be identified within the portfolio. Consequently, we propose specific strategies for each individual cluster. We conclude that there will be two main organizational development trends for corporate foresight and innovation management in the future: in traditional industries with conventional business models and long product-life-cycles, companies will follow a different development path than companies in dynamic industries with innovative business models and short product-life-cycles.  相似文献

In an interdependent and complex world, only few public policy challenges can be confined to one particular policy area anymore. Many governments have realized that a single-issue focus is often insufficient in dealing with emerging threats and opportunities. They have therefore started to experiment with strategic foresight that deliberately cuts across the traditional boundaries of policy areas and government departments. This article reviews the foresight activities of three countries that have been at the forefront of this trend: the United Kingdom, Singapore, and the Netherlands. To this end, the article discusses the concept of strategic foresight and explains the two distinct ways in which it contributes to public policy-making: on the one hand, it informs policy by providing more systematic knowledge about relevant trends and developments in an organization's environments; on the other hand, it acts as a driver of reflexive mutual social learning processes among policy-makers that stimulate the generation of common public policy visions. The article concludes by drawing lessons with regard to the key success factors allowing strategic foresight to make an effective contribution to public policy-making.  相似文献
