As a kind of activity to break down the original land ecosystem, land consolidation causes the ecosystem to undergo a process of “stability-unstable-stable”. The Chaohu Lake Basin is a typical traditional agricultural planting area and extensive implementation of large-scale land consolidation projects. By monitoring the impact of land consolidation activities in a specific time period in the basin on the project areas and surrounding environment, the spatial and temporal impacts of large-scale land consolidation on regional eco-environmental quality are analyzed. This study mainly monitors crop growth, soil moisture and temperature changes in the land consolidation project area, and the corresponding changes in the surrounding environment. The response of ecological environment factors caused by land consolidation can be embodied in indicators such as humidity, greenness, heat and dryness. Four indicators of NDVI, WET, LST, and NDBSI were selected, using principal component analysis, monitoring the environmental quality changes in the land consolidation areas of Chaohu Lake Basin. Result shows that the ecological environmental quality of the study area exhibits long-term convergence and short-term divergence, and the correlation between the ecological indicators is not significant. The average contribution rate of the first principal component eigenvalue is 67.94 %. The implementation period of the land consolidation project will seriously interfere with the ecological environment, but it can be restored within 3–5 years after implementation, and the ecological environmental quality of the project area will continue to improve. Land consolidation not only can improve the quality of the ecological environment in the consolidation area, but also can promote the surrounding environment. The findings provide theoretical basis and decision guidance for the improvement of land consolidation planning and design (reconstruction) in China, and offer suggestions on strategy-oriented support and scientific basis for promoting the long-term development of land consolidation worldwide.  相似文献

Cultivated land productivity potential improvement (CLPPI) assessment is the fundamental basis to launch land consolidation, which is one of the most important way to increase the grain productive capacity. Previous studies on CLPPI assessment have focused on factors related to natural conditions of cultivated land, but they ignored the impacts of utilization conditions, including plot characteristics and agricultural infrastructure, which account for substantial CLPPI from land consolidation. Based on the crop-growth model and Agro-ecological Zoning (AEZ) methodology, this paper proposed a modified CLPPI assessment model to estimate the improvement of land productivity potential via land consolidation. Meanwhile, the contribute rates of different factors involved in determining the CLPPI were also analysed to reveal the ideal work focus and policy direction for land consolidation. Results showed that the calculated CLPPI values had obvious spatial variety in Shenyang, of which the average was 326.18. For the consolidation case, total crop production in Shenyang could be increased by as much as 149.89 × 107 kg, 20% of the current yield. CLPPI is the comprehensive outcome of both natural and utilization qualities of land use, and the current productivity potential of cultivated land in Shenyang relied much less on natural conditions such as soil than on utilization conditions such as agricultural infrastructure. In addition, medium-productivity lands were most appropriate target areas for the implication of land consolidation projects. Actually, the arrangement of land consolidation projects should not only consider CLPPI as in the past, but also add the theoretical productivity potential into consideration. Moreover, the realization of estimated CLPPI also calls for active changes of the whole land management system. An integrated institution for the full implementation of land consolidation, proper regulations and laws on the follow-up protection of cultivated land productivity potential, economic policies to stimulate the willingness of farmers, and a transfer mechanism for cultivated land are all needed policy changes.  相似文献

China has implemented land use master plans to strictly control built-up land usage. The effective evaluation of land use master plan on controlling construction land is the premise of monitoring and early warning of planning implementation. It is also the basis for planning revision and further implementation of territorial spatial planning. In this study, we established a comprehensive index system based on three aspects: scale management, annual growth rhythm control, and spatial layout. We then analyzed the consistency between the actual situation for built-up land and the previous land use master plan of the Jinan Municipality in the Shandong Province of eastern China. The results showed that the master plan effectively controlled the scale of built-up land sprawl, such that the annual growth rhythm control level periodically increased over time. They also indicated the low efficiency of the built-up land spatial layout control. Overall, the previous land use master plan in Jinan had notable impacts. We recommend that land policy makers should adjust control standards and implementation intensity for spatial planning in the future to achieve scientific and effective planning for the management of construction land.  相似文献

There are principally two ways for quantifying the land value of parcels in land consolidation schemes. The first approach involves assigning an agronomic value based on soil quality and land productivity represented by a score while the second method determines the market value signified in monetary terms. In Cyprus, the market value is employed, which is defined through an empirical process based on visual inspection of all parcels and hence it constitutes a type of mass land appraisal. This process presents weaknesses regarding time, costs, transparency, accuracy, reliability, consistency and fairness. In addition, the lack of adequate sales transactions in rural areas further complicates the whole process. Consequently, these deficiencies have adverse effects in the preparation of land consolidation plans and cause arguments between landowners and the authorities carrying out each scheme. Although experts are aware of this issue, there is a lack of research investigating land valuation factors and the quality of this traditional process. Therefore, this paper discusses, explores and assesses the land valuation undertaken by the Land Valuation Committee (LVC) in a case study area in Cyprus and proposes a new framework for carrying out this process. The assessment of the current process is undertaken by employing advanced spatial analysis techniques, including multiple regression analysis (MRA) and geographically weighted regression (GWR) within a GIS. Results show that eight out of fourteen land valuation factors related to parcel location characteristics, legal factors, physical attributes and economic conditions are the most significant. In addition, although the basic regression fits are quite good, some of the assumptions required for testing the hypothesis are not met, indicating unreliability and inconsistency in the relationships modelled. Furthermore, the presence of spatial autocorrelation reveals important regional variation in these factors suggesting significant inconsistencies in the valuation policy applied by the LVC. The latter two findings confirm experts’ concerns and suggest the need for a new land valuation framework that is designed to overcome the problems of the current process. The application of this framework and the investigation of various critical relevant issues is the core of ongoing further research.  相似文献

The large-scale implementation of the Grain for Green project on the Chinese Loess Plateau since 1999 has greatly increased the vegetation coverage and rapidly decreased the agricultural land by converting slope cropland to planted vegetation (forest and grasslands). However, the geological, hydrological, ecological, and agricultural effects of the Gully Land Consolidation (GLC) project launched at Yan’an City in 2011 to address these land-use problems are not clearly understood. To assess the project outcomes in this region, we examined 71 of the 193 subprojects (61 treated gullies and 10 untreated gullies); measured geological, hydrological, ecological, and agricultural indices in the field; and tested disturbed (n = 447) and undisturbed (n = 142) soil samples (e.g., particle size distribution, saturated hydraulic conductivity, bulk density, and heavy metal contents). We found that: (1) slope stability improved for 67 % of the subprojects, (2) severe swamping was found only for 2 % of the subprojects, (3) the average increase in NDVI was 0.0231, 69 % of treated gullies NDVI was increased, and (4) crop yield was overall improved. There were no significant differences between the treated and untreated gullies in soil texture, saturated hydraulic conductivity, bulk density, or heavy metal contents (Cr, Zn, Cu, Ni, Pb), although particle size contents (range of 0.05 mm – 0.20 mm) differed significantly (p < 0.05). To promote successful gully land consolidation, the GLC project should (1) prioritize slope stability and long-term maintenance of water preservation facilities in gullies, (2) use bioengineering to accelerate the maturation of newly created land, or develop new cropping system after the GLC project; (3) on the basis of Grain for Green, integrate the GLC project, and modern agriculture to be complementary.  相似文献

Payments for ecosystem services (PES) have increasingly been applied as economic incentives for improving ecosystem services around the world. However, due to difficulties in measuring and attributing ecosystem services provisioning, a land-based approach has been popularly adopted as a proxy for the desired ecosystem services. In this study, we demonstrate the impact mechanism and outcomes of locally financed PES programs on conservation-based land use in a developed area of China. We present this work using a PES-land use proxy framework that is examined empirically through a variety of qualitative assessments. Our framework illustrates that, within the ecological, socioeconomic, and institutional conditions of developed areas, land use class, pattern and function would be impacted by (a) conservation effect, (b) stakeholder response, and (c) institutional adaptation mechanisms of local PES programs, with multiple land use trends as potential outcomes. We examine the framework using materials from Suzhou, China, which has implemented a top-down, partly involuntary (ecosystem services supply side), land based PES program. Our results show that, expected land use class, land use pattern and land use function are observed in areas where the PES programs were implemented. We also find that the conditions of developed areas and locally financed payments mechanism indeed played a crucial role in promoting conservation-based land use in Suzhou.  相似文献

To restore China’s degraded environment and improve ecological balance, the government launched a land use policy known as the Grain for Green Program (GFGP), which is the largest ecological construction project in China or anywhere else. It has greatly increased the vegetation cover on the Loess Plateau but occupied the space of agricultural development (AD) over the years. Research on the impact of policy implementation on ecosystem services (ESs) and their trade-offs can support scenario analyses that provide realistic guidance for decision makers to formulate future regional ecological restoration planning. Our focus is Ningwu County and Jingle County on the Loess Plateau, a typical ecologically fragile and impoverished area where expansion of vegetation cover has driven extensive loss of farmland and its benefits to farmers.In this study, soil conservation (SC), water yield (WY), habitat quality (HQ), and food supply (FS) were selected to assess the change of ESs and their trade-offs in different scenarios that represent ecological restoration and land reclamation policies. The results revealed that overall ESs had the largest increase but there were more trade-offs among ESs under the GFGP scenario. For a single ESs, SC and HQ were increased while FS and WY were decreased under the GFGP scenario. From the view of trade-offs, the GFGP scenario exhibited more trade-offs than the AD scenario. Furthermore, compared to the GFGP scenario, the numbers of sub-watersheds with trade-offs of ESs decreased under the AD scenario. With more concern about the contradiction between implementing GFGP and protecting farmland, we confirm that it is extremely unwise to incessantly implement GFGP to improve overall ESs without considering the trade-offs among ESs. Given the certain sub-watersheds mainly developing agriculture, the AD scenario appears to best reduce trade-offs among ESs and ensure the improvement of ESs. Therefore, it is of great significance to realize the win-win situation of regional ecological and resource demand to find the most suitable development direction in the future.  相似文献

Cropland use is experiencing an intense transition in both depth and breadth with rapid development of the Chinese economy. Unwarranted land use transitions can affect the ecosystem services value (ESV) and ecosystem functions significantly. This paper reports the dynamic patterns of cropland transition (CLT) and its impact on ESV in Jiangsu Province based on land-use data from 1990, 2000, 2010, and 2013, crop yield data, empirical data related to ESV, some revisions adapted to the situation of Jiangsu, and Geo-information Tupu methods. Jiangsu has experienced rapid economic growth and urbanization, which can be seen as a microcosm of China's development. Results showed that the total area of cropland decreased markedly from 1990 to 2013. This loss of cropland took place mainly through the expansion of construction land and water area, accounting for 83.78% and 13.71%, respectively. The gain in cropland came mainly from construction land, water area, grassland, and woodland, accounting for 58.92%, 19.92%, 11.46%, and 10.22%. The transitions from 2000 to 2010 were much more significant than during 1990–2000 and 2010–2013. CLTs were accompanied by relatively concentrated distributions near towns and cities and the distributions in southern and central Jiangsu were more than in northern Jiangsu. Between 1990 and 2013, CLTs gave rise to a decrease of 6.78 million US$ ESV that was mostly caused by the transition from cropland to construction land and water area to cropland. Based on this information, some of the major implications for improving the land use policy and ecological protection policy in China were discussed. These include increased emphasis on land quality and ecological environment in balance between cropland addition and conversion, introducing ESV measures to evaluate the ecological effect of land-use planning, and establish an all-around ecological compensation mechanism.  相似文献

Constructing an urban ecological corridor system is a major component and critical factor of forming an effective network within an urban ecosystem. Shenzhen, as a highly urbanized area in China, is facing the dual pressures of urban development and ecological conservation. The ecological corridors in Shenzhen are being constantly eroded by urban expansion, resulting in an urgent need to carry out sensitivity evaluations and ecological land management studies. By identifying the spatial range of planned ecological corridors in Shenzhen, we develop a GIS-based ecological sensitivity evaluation model from the perspectives of soil environment, habitat conditions, geological hazards, and human disturbance. Management strategies are proposed with regard to macroscopic protection guidance and microscopic land-use control. The results show that there is little difference in the sensitivity grade of ecological corridors in Shenzhen. With regard to spatial distribution, the sensitivity level is high in the north and low in the south, with moderately sensitive corridors being the dominant type. Meanwhile, we design the land-use control program by taking into account the present management and new land demand and provide the path for implementing the withdrawal, reservation, occupation, and avoidance polices. The results of the sensitivity evaluation objectively reflect the eco-environmental condition of ecological corridors in Shenzhen. The classified and graded protection guidance and space regulatory framework proposed in this study are of significance for guiding the ecological conservation, land use, and sustainable development in urban contexts with similar issues.  相似文献

Most small-scale social economies are characterised by their deficiency, lack, and/or difficulty in matching natural data. Against this backdrop, this paper builds a relatively uniform theoretical framework and designs a more economical and objective method for demarcating ecological conservation redlines (ECR) based on sensitivity assessment of ecosystem services. The results show that the sensitivity assessment model designed in this study can identify sensitive zones effectively, and that the ECR in Hubei Province are well within the sensitive zones so identified. The delimited areas based on the sensitive assessment of ecosystem services have great similarities (95%) with the actual ECR areas in Hubei Province. The most ecologically important functional zones (EIFZ) can also be identified using the regional ecological sensitivity coefficient. When the threshold of EIFZ is set higher, the probability that it falls within the ecologically sensitive areas is greater and the ECR delimited by the method proposed in this study will be more reliable. Theoretically, the delimitation of ECR can be inserted at any evaluation level with a grid resolution higher than that of the land use data, which can be used as a supplement to the ECR delimitation method in ecology or geography.  相似文献

This paper examines whether the land consolidation (LC) practised since the 1950s in Galicia, N.W. Spain, has had the desired effects. To achieve this aim, we have adopted the methodology drawn up by the European Union for evaluation of its socioeconomic programmes, and we have adapted it as required by the subject matter and by the long-term historical perspective of this study. Our results suggest that, during the study period, LC has in general made a positive contribution to slowing rural depopulation.  相似文献

The allocation of land resources is a crucial issue in sustainable urban development, but it is subject to the vagaries of public governance. By using the prosecution of corrupt local leaders as the shock event, and exploring the data on sacked officials and land transfers in prefecture-level cities in China from 2006 to 2016, we analyse the changes in the supply of land in response to the ousting of key local officials for corruption. The estimations derived through the identification strategy of the DID framework show that both the volume and value of land sales dropped significantly after the local officials’ ousting, with the value of total land sales reacting to a much greater extent. We also found the reduction of land supply was mainly from commercial and residential land but a greater supply of land for public use following the local leaders’ ousting, accompanied with an increase in the level of marketisation in the supply of land and a reduction in cheap transfers of industrial land. In addition, the heterogeneity of the effect across the rank and type of official was investigated, and the long-term persistence of this effect was confirmed. By showing that anti-corruption measures have a persistent disciplinary effect on officials’ subsequent land supply strategy, this paper underscores that the quality of public governance profoundly influences the functioning of the land market.  相似文献

Studies of land use policies are commonly based on the environmental impacts or on people's direct responses to the policies. However, research on the impact of policy implementation on people's livelihood and activities and the subsequent economic development of an area is incomplete. We selected Yanchang County as an example to track land use changes and their effects on the livelihood of the local population following the implementation of a new land use policy known as the Grain for Green Project (GGP). The data were collected from statistical yearbooks, questionnaire surveys, and satellite imagery from 1990, 2000, and 2008. We found that dramatic land use changes have occurred in Yanchang County. The vegetation coverage improved significantly from 1990 to 2008, as the grassland and forest areas increased from 44.1% to 60.1% and from 17.7% to 18.4% of the total land area, respectively. The cultivated land declined from 37.3% to 20.7%. With the agricultural area and grain production decreasing from 64 × 103 tons to slightly over 20 × 103 tons per year, an increasing number of local people sought employment in towns and cities. The non-farm income increased, and the local income structure shifted. Migrant and orchard worker income contributed the most to the balance of the total household income. We narrowed our focus to discuss how the GGP accelerated the changes in the participants’ lifestyles and what might be done to sustain the long-term effects of the GGP. While the GGP has brought about considerable environmental benefits, a comprehensive study of environmental–social systems is still needed to achieve a more efficient land use policy. The research results presented in this paper demonstrate that changes in land use and people's activities were triggered by policy changes. We aim to pave the way for studies on the “policy-land-use-social development” chain and to provide references for new policies.  相似文献

Payments for Ecosystem Services (PES) is increasingly used in developing countries to secure the sustainable provision of vital ecosystem services. The largest PES programs in the world are embedded in China’s new forest policies, which aim to expand forest cover for soil and water conservation and improve livelihoods of rural people. The objective of this study is to identify the complex pathways of the impacts of two PES programs , the Conversion of Cropland to Forest Program (CCFP) and the Ecological Welfare Forest Program (EWFP), on household livelihood decisions, and to quantify the direct and indirect impacts along the identified pathways. We fulfill this objective by developing an integrated conceptual framework and applying a Partial Least Squares-Structural Equation Model (PLS-SEM), based on household survey data from Anhui, China. Labor allocation (for on-farm work, local paid work, local business, or out-migration) and land use decisions (i.e., rent in, maintain, rent out, or abandon cropland) for participating households are key to understand PES program effects on livelihoods. Results show that the PES programs have only small direct effects but significant indirect effects via the mediating factor of capital assets. Moreover, group heterogeneity analysis shows that lower-income households do not benefit more than the better-off households from the PES programs, while households with medium wealth increase dependence on agriculture. In addition, household demographics, individual attributes, and geographic settings differ in their impacts on labor allocation and land use decisions. We conclude that CCFP and EWFP would be more efficient in conserving the environment while improving the economic welfare of lower-income households if capital assets were taken into account in the design of compensation schemes.  相似文献

The integration of land and housing registration is a key opportunity for China: improved land governance is the intended outcome. Prior to the design of any integrated information system, the legal requirements the system must satisfy need to be identified. This paper identifies and reviews the legal requirements for the integration of land and housing information in China. Specifically, the existing legislative framework relating to land, consisting of seven levels of legislation, is interrogated. A collection of legal requirements emerges: these are categorized into themes including registration, maintenance, mortgage, transfer of real estate rights, relevant materials and archives, and preliminary notice. In order to be more applicable for the next design of the Land Administration Domain Model (LADM) country profile for China, these legal requirement are further converted into packages, classes and attributes by referring to the ISO 19152 standard. The existing databases of the Chongqing Municipality are used to support the modelling process. The paper concludes that the legal requirements can be used as a foundation for an integrated system in China.  相似文献

The accelerated rural hollowing driven by vast and increasing out-migration of rural labors under urban–rural dual-track system has imposed huge obstacles on improving land use efficiency and coordinating urban–rural development in China. Taking Dancheng County in Henan Province as an example, this paper analyzes the status quo of rural hollowing and discusses two typical rural residential land consolidation and allocation (RRLCA) practices in traditional agricultural areas (TAAs) of China. The results show that, Dancheng experienced rapid rural hollowing characterized as the hollowing of rural industries, infrastructure, and residential population and settlements. However, Dancheng has considerable potential and the necessity of RRLCA, for the model-based estimation shows that the potential of increasing farmland by carrying out RRLCA was about 5649 ha. The two community-based RRLCA practices show positive effects on the improvement of local living conditions, increment of farmland area and development of rural industries. Their experiences, including self-organized rural planning, democratic decision-making, and endogenous institutional innovation may benefit future RRLCA. Overall, it indicates that promoting community-based RRLCA scientifically according to local conditions could provide an integrated platform for increasing farmland area, developing modern agriculture, promoting new countryside construction, and thus revitalize hollowed villages. On considering the limitations and obstacles of current initiatives, suggestions for future RRLCA in rural China have been put forward.  相似文献

This paper reports results from a study of resource degradation and conservation behavior of peasant households in a degraded part of the Ethiopian highlands. Peasant households' choice of conservation technologies is modeled as a two-stage process: recognition of the erosion problem, and adoption and level of use of control practices. An ordinal logit model is used to explain parcel-level perception of the threat of the erosion problem and the extent of use of conservation practices. Results show the importance of perception of the threat of soil erosion, household, land and farm characteristics; perception of technology-specific attributes, and land quality differentials in shaping conservation decisions of peasants. Furthermore, where poverty is widespread and appropriate support policies are lacking, results indicate that population pressure per se is unable to encourage sustainable land use. The challenge of breaking the poverty-environment trap and initiating sustainable intensification thus require policy incentives and technologies that confer short-term benefits to the poor while conserving the resource base.  相似文献

Subjective well-being (SWB) has long been neglected in the process of rural settlements restructuring. In order to explore the possibility of integrating SWB in rural settlements restructuring, this paper verifies two hypotheses. The first hypothesis postulates that SWB is positively correlated with accessibility to facilities and services at a village scale. The second one suggests that SWB is positively related to the personal satisfaction level of demands in daily life at an individual scale. Verification of these hypotheses indicates the application of SWB into rural settlements restructuring and planning. This study uses self-reported SWB from a questionnaire-based survey to examine its correlates. Objective well-being (OWB) of every village was derived through comprehensive evaluation. The villages of the study area were classified into four categories based on OWB, namely, key, sub-key, general, and marginal villages. We calculated the spatial accessibility of key, sub-key, and general villages from land-cover types, transportation, vehicle choice and commuting time, given that well-developed villages are often equipped with good facilities and services. The correlations between SWB and OWB and between SWB and spatial accessibility were tested and compared using crosstabs analysis and chi-square test. The drivers of SWB were identified using an ordinary least squares regression model. Results show that SWB is more positively correlated to the spatial accessibility of developed villages than to the villages themselves in the context of meeting residents’ daily needs. Results also show positive relations between SWB and the satisfied level of local peoples’ daily activities including working, shopping, seeking medical care and visiting relatives or friends. Thus, we proposed the relocation of rural settlements with poor access to main villages to good service areas. The proposed restructuring method combines SWB and OWB, and aims at increasing the quality of life of rural residents. This study contributes to the understanding of rural SWB and proposes a new perspective on restructuring rural settlements.  相似文献
