This article critiques the Fuzzy-set Qualitative Analysis (fs/QCA) methodology by examining its applicability in three studies in the field of comparative social policy. In each of these three test cases, I focus on the validity of fuzzy-set’s claimed function—its ability to combine theoretic discourse and evidence analysis. All three studies investigate welfare state reform in the late twentieth century and apply fs/QCA: (1) “Welfare Reform in the Nordic Countries in the 1990s: Using Fuzzy-set Theory to Assess Conformity to Ideal Types,” (2) “States of Welfare or States of Workfare? Welfare State Restructuring in 16 Capitalist Democracies, 1985–2002,” and (3) “The Diversity and Causality of Welfare State Reforms Explored with Fuzzy-sets.” This article begins by discussing the ontology and epistemology of comparative social policy. The fuzzy set logic and set theoretic nature of social science theory is then discussed to align the ontology with fuzzy set methodology. Next, a more detailed introduction of fuzzy-set method (fs/QCA) is followed. This study suggests that fs/QCA is a unique and useful method for comparative social policy. It advances quantitative analysis by exploring cases configurationally and also advances the qualitative analysis by applying the fuzzy set logic and the principle of calibration.  相似文献

A bstract . A method of social planning is presented which can be used to fulfill a social welfare criterion with normative values. The purpose is to show how a social welfare model which includes cultural norms can be optimized using classical control theory. Current literature stresses the importance of incorporating social indicators in welfare economics. Given a social welfare function which actively includes a hierarchy of cultural values , control theory can be used to set social policy to reach social goals. The approach is to define a set of desired cultural norms at some future time and then determine the social policy necessary to reach this state. Control theory is used to find the social plan consistent with attaining the set of desired values.  相似文献

A social design x evokes a response y from a set of individuals. The value of the design is expressed in terms of a social welfare function which is derived from Arrow’s formulation of social choice. Making certain simplifying assumptions the social welfare function can be expressed in terms of individuals’ ideal designs. A method for estimating the social welfare function from quite limited empirical evidence is developed. The method is applied to an educational case study. There was considerable variation in individuals’ ideal designs. The components of the social welfare were estimated: the welfare ideal, the population sensitivity, the population variation, the deviation from the ideal and the welfare ceiling. Neoliberal urban governance is often framed as a break with the social statecraft of the postwar period. If we approach social government as a specific mode of biopolitical population politics, neoliberal reforms can instead be understood as re-articulating the welfarist version of postwar social planning. In this article, I analyze how social urban government can become the basis of neoliberal planning through a study of the Swedish city of Malmö, which has shifted its approach from emblematic Scandinavian social democratic welfare urbanism to a particular kind of neoliberal planning. Malmö is a city where distinctions between desirable and unwanted populations are produced by municipal social planning that concerns itself with accumulating human resources. Postwar social planning technologies are thus re-articulated as the basis for making space competitive for certain residents. This mode of planning is described as a type of ‘social neoliberalism’, which, instead of circumscribing neoliberal economics, extends the reach of neoliberalism into social government. This study suggests that calls for a return to social planning need to be complicated by accounts of how social government itself has been remade by neoliberal reforms. It also points out how the divisions produced by social neoliberalism expose powerful fault lines that reveal a terrain of political struggle.  相似文献

Existing scholarship suggests that local transformation in reform‐era China has been a process of decentralization of state power driving extractive local governments to pursue economic growth through rapacious land appropriation and producing many miserable landless villagers. This study puts forward an alternative perspective by arguing that local governance reforms in China to advance urban development should also be interpreted as a process of state building, whereby local government reshaped its governance strategy so as to mitigate potential social unrest and strengthen its political legitimacy in governing rapidly urbanizing areas. Based on intensive fieldwork in a periurban district in southern China, this research examines how the local state has heightened its control over urbanizing villages through its day‐to‐day governance practices and the pursuit of a complex policy agenda comprising social welfare provision, shareholding reforms and intervention in grassroots politics. The findings of this study shed new light on understanding local state transformation in periurban China and on explaining why the country still maintains tremendous urban growth despite incessant land disputes and numerous social tensions at different localities.  相似文献

The 10 new member states and candidate countries from Central and Eastern Europe have made the institutional reforms embodied in the acquis communautaire, including developing institutions of social dialogue which are supposed to ease the path to entry into the European Monetary Union (EMU). This review assesses the challenges facing the Central and Eastern European countries in achieving the targets set for EMU entry and questions whether the existing institutions of social dialogue will be able to bear the strain of achieving those targets.  相似文献

Using a three-period overlapping generations economy framework, we characterize an intergenerational welfare state with endogenous education and pension under voting. We show that although politically establishing Pay-As-You-Go (PAYG) social security in isolation in a dynamically efficient economy will always reduce the capital investment and therefore the social welfare as expected, in contrast politically implementing education-pension policy package instead can improve both human and physical capital accumulation and social welfare over laissez faire. However for this the political influence of the old has to be small thus limiting the size of the PAYG social security program.  相似文献

In this fundamental draft we shall introduce the concept of social propositional spaces as a general notion of social science and in particular language, logic and methodology. This should help us bridge an old gap between extension and cognition, or said in more specific words, between space as conceived in mathematics or physics and space as is brought in by social location, by the meaning of predicates, their explanation and logic. 1 We shall not rely on the idea of factor analysis where some “main components” are fit into the data. Because the notion of euclidean normalization and orthogonality, in this context, is a bit artificial. We first show how combinatorial manifolds of statements can be represented in finite vector spaces over the Galois field F2. This space which we denote as logic statement space can be spanned by generators of alternating codes. In this way the old concepts of truth tables and interaction attributes can be linked to informatics and in particular code theory and geometry. Extending the logic statement space onto a real vector space by mapping units of the finite rings onto units of the real rings we obtain logistic statement spaces. It turns out that vectors in logistic statement spaces represent cross-tables of logits connected with logistic regression analysis. As a completion of the theory we show that the logit is the first derivative of entropy with respect to probability.  相似文献

参与兼并企业作为子企业存在于兼并所形成的新企业时,新企业的所有者可能对子企业管理者设置与内部所有子企业利润都相关的激励机制,文章即对这种情形建立了两阶段博弈模型考察横向兼并效应问题。结果表明,当少于市场企业数目50%的企业进行兼并时,新企业所有者将确定导致内部竞争的管理者激励机制,社会福利将会增加;此时,兼并活动对参与兼并企业是有利的,对未参与兼并企业是不利的,从而部分地消除了“兼并悖论”。  相似文献

New Zealand recently implemented sweeping reforms to its social welfare programmes by cutting benefits and tightening eligibility criteria. Regression analysis is used in this paper to isolate the effects of these reforms on several dimensions of labour supply behaviour. Overseas research in this area has often been hindered by the difficulty of boiling complex work disincentives down to a manageable set of regressors, or the lack of true variation in programme parameters. The structure of the benefit system and the nature of the reforms in New Zealand provide a unique opportunity to identify these behavioural responses. Quarterly random samples of individuals between 1985:4 and 1995:4 are used to isolate the effects of these policies, while controlling for a wide variety of other influences. This study finds compelling evidence that these reforms increased aggregate labour supply in this country.  相似文献

ABSTRACT

This article illustrates how advice services create diverse public values within welfare reform. It develops a social impact framework using public value, realism, and complexity literature. Starting from a social return on investment study of advice, qualitative interviews are analysed with twenty-two clients, who sought advice for welfare benefits, and had disabilities, or physical or mental health conditions. Integrating these clients’ experiences with wider evidence illustrates how advice services advocated for people’s needs within a complicated (and controversial) welfare system. However, advice services face funding cuts, benefit assessment costs have risen, and welfare reforms have yet to meet their aims.  相似文献

This paper discusses a series of Monte Carlo experiments designed to evaluate the empirical properties of Heterogeneous-Agent macroeconomic models in the presence of sampling variability. The calibration procedure leads to the welfare analysis being conducted with the wrong parameters. The ability of the calibrated model to correctly predict the long-run welfare changes induced by a set of policy experiments is assessed. The results show that, for the policy reforms with sizable welfare effects (i.e., more than 0.2%), the model always predicts the right sign of the welfare effects. However, the welfare effects can be evaluated with the wrong sign, when they are small and when the sample size is fairly limited. Quantitatively, the maximum errors made in evaluating a policy change are very small for some reforms (in the order of 0.02 percentage points), but bigger for others (in the order of 0.6 percentage points). Finally, having access to better data, in terms of larger samples, does lead to substantial increases in the precision of the welfare effects estimates, though the rate of convergence can be slow.  相似文献

This paper deals with the issue of arbitrage with differential information and incomplete financial markets, with a focus on information that no-arbitrage asset prices can reveal. Time and uncertainty are represented by two periods and a finite set S of states of nature, one of which will prevail at the second period. Agents may operate limited financial transfers across periods and states via finitely many nominal assets. Each agent i has a private information about which state will prevail at the second period; this information is represented by a subset Si of S. Agents receive no wrong information in the sense that the “true state” belongs to the “pooled information” set ∩iSi, hence assumed to be non-empty.Our analysis is two-fold. We first extend the classical symmetric information analysis to the asymmetric setting, via a concept of no-arbitrage price. Second, we study how such no-arbitrage prices convey information to agents in a decentralized way. The main difference between the symmetric and the asymmetric settings stems from the fact that a classical no-arbitrage asset price (common to every agent) always exists in the first case, but no longer in the asymmetric one, thus allowing arbitrage opportunities. This is the main reason why agents may need to refine their information up to an information structure which precludes arbitrage.  相似文献

Generous social assistance has been held responsible for inactivity traps and social exclusion in several European countries, hence the recent trend of promoting employment through in-work transfers. Yet, the relative consensus on the need for ‘making work pay’ policies is muddied by a number of concerns relative to the design of the reforms and the treatment of the family dimension. Relying on EUROMOD, a EU-15 integrated tax-benefit microsimulation software, we simulate two types of in-work benefits. The first one is means-tested on family income, in the fashion of the British Working Family Tax Credit, while the second is a purely individualized policy. Both reforms are built on the same cost basis (after behavioral responses) and simulated in three European countries suspected to experience large poverty traps, namely Finland, France and Germany. The potential labor supply responses to the reforms and the subsequent redistributive impacts are assessed for each country using a structural discrete-choice model. We compare how both reforms achieve poverty reduction and social inclusion (measured as the number of transitions into activity). All three countries present different initial conditions, including existing tax-benefit systems and distribution of incomes and wages. These sources of heterogeneity are exploited together with different labor supply elasticities to explain the cross-country differences in the impact of the reforms.  相似文献

We investigate the welfare effects of proportional income taxation in a standard general equilibrium model with incomplete markets (GEI). Formally, our analysis is on the allocative effects of state-contingent income tax reforms. Tax reforms are restricted to be anonymous, publicly and truthfully announced before markets open, and they are required to result in an ex-post constrained efficient allocation. Our main result is to show that there do typically exist contingent tax reforms that are Pareto improving. These reforms, acting directly on the asset span, modify private risk-sharing opportunities. Thus, unlike most of the GEI literature, the type of policy transmission mechanism considered does not rely on second-order, relative spot price effects. Yet, the key welfare effects of our tax reforms are substantially equivalent to those induced through changes in relative spot prices, as, for example, in Geanakoplos and Polemarchakis (1986), Geanakoplos et al. This article argues that, in the arrangements for the public provision of welfare for the poor and a basic education for all in both biblical and post‐biblical times, Judaism is more closely in accord with classical liberalism than it is with those variants of liberalism which favour no more than the minimal night‐watchman state as well as those which favour the extensive welfare states of contemporary Western social democracies. To the extent that Israel's ultra‐orthodox Jews (its Haredim) have been able to secure more by way of state subsidies (through exploiting the leverage their country's national system of proportional representation has given them, which often leaves them holding the balance of power), not only are they endangering Israel's viability as a vibrant, developed liberal democracy, they are also guilty of departing from the religious teachings and tradition of Jewish orthodoxy.  相似文献

This article discusses a new public–private partnership promoted by an emerging social management agenda in China. Based on an analysis of recent developments in social policy, the present study suggests that the inherent logic and local practice of social management has crowded out the space for societal sectors despite the proclaimed recognition of their social contribution. The collaboration of public and private entities in welfare provision by social management may end up merely co-opting civic organizations into taking responsibility for meeting welfare targets over which they have scant influence, while providing little support for them to thrive and prosper.  相似文献

Major tax reform to simplify the UK tax system is possible. Merging income taxes, social security taxes and corporation tax into only a single flat-rate of tax on all incomes would be a radical start. Avoiding taxes on income and expenditure which are 'too high' requires major reductions in government spending, mainly on the welfare state. Given the political will, over a period of years we really can hugely improve the UK tax system.  相似文献
