The central research question addressed in this article is how receipt of income support payments affects the well‐being of youths. Using 1997–2004 panel data from a nationally representative survey of Australian youths, we attempt to estimate the size of the welfare stigma faced by Australian youths, where stigma is defined as the effect of welfare receipt on reported happiness levels. In analysing the determinants of happiness, we argue that it is important to control for dynamics and initial conditions. The latter arguably measures an initial setpoint of happiness which the psychology literature has found strong support for. In contrast to the general findings of the existence of a welfare stigma for adults, based on our results using dynamic panel probit models, our findings suggest that for Australian youths there is a small negative, but not statistically significant, stigma associated with welfare receipt.  相似文献

This article examines the use of government benefits and allowances by Australian immigrants relative to their native-born counterparts. The study extends the Australian literature by employing micro-level (Australian Longitudinal Survey) data, controlling for a number of relevant variables including first or second generation immigrant status and the nature of transfer payments received. The data on young adults employed in the study provide a comparable population for examining the relative use of benefits among those of similar age, allowing comparisons based on only the relevant types of benefits. The results consistently reject the hypothesis that immigrants are disproportionately using benefit payments and thereby imposing a burden on public funds. These results are of interest, especially since Australia is already a major immigrant-receiving country, and since the Australian welfare system is more extensive in its coverage than most other immigrant-receiving countries.  相似文献

Using administrative records on Australian income support (welfare) recipients over the period July 1995 to June 2002, we examine dynamic properties of income support receipt and the personal characteristics associated with alternative patterns of receipt. We draw on three concepts: churning–the process of ending a spell on income support and subsequently commencing a new spell; transferring–moving from one payment type to another within a spell on income support; and Total Time On payments (TTO)–the proportion of time on income support in a given period. We find that churning and transferring are significant features of income support receipt in Australia. For example, over half of recipients churn within five years of commencing an income support spell, and one‐fifth make a payment transfer within the same time frame. Examination of the characteristics associated with each of five distinct patterns of receipt reveals substantial differences in patterns by age, family composition, unemployment status, health status, and recent history of income support receipt.  相似文献

The purpose of this paper is to measure the evaluation of income inequality by European citizens. Starting from the concept of a social welfare function defined on income distributions the paper estimates the degree and nature of inequality aversion of Europeans. It uses subjective well-being (SWB) as an empirical measure of welfare and estimates how SWB is related to average income and measures of income inequality (from an appropriate class). The estimated relationship is used to determine those inequality measures which qualify as proper representations of people's inequality aversion.  相似文献

Policymakers are proposing child support reform as a way of reducing "welfare dependency" and countering the "feminization of poverty" while increasing the well-being of children living in single-parent households. The federal government and some states have begun to change laws regarding establishment of child support awards and collection of payments. The 1988 Family Support Act mandates routine income withholding of child support payments—i.e., collecting child support directly from the payer's paycheck. This article assesses the effects on post-divorce income by using data from a demonstration of routine withholding in ten Wisconsin counties. Unfortunately, these data conclude that routine income withholding has little effect on post-divorce income, at least in the year following divorce. The authors suggest three requirements for substantially increasing post-divorce income, as well as child support: (i) More family court cases must establish awards, (ii) The amount of those awards must be greater. At any point in time, Centrelink is administering the welfare payments of over 5 million Australians. A large amount of data is created in the process. Since early 2013, researchers have been able to request access. These longitudinal data, covering all income support payment recipients back to at least mid‐1998, are a rich resource for policy‐relevant research. This article overviews the data, noting some of their advantages and limitations. It also highlights ways in which the research potential of the data could be enhanced.  相似文献

This article investigates the role that changes in welfare payments are likely to have on the earnings behavior of homeless persons. Using a cross-sectional random sample of 1,489 homeless persons in Los Angeles, the author analyzes the marginal effect of reducing public transfers on (a) the probability of earning and (b) the level of income from various traditional and nontraditional sources. This procedure allows the author to control for a number of important factors (including background, human capital, and social network variables) that may also influence the probability of earning income. Findings suggest that reducing government benefit income by $100 increases the probability of receiving income from traditional and nontraditional sources by 1.37% and 2.18% respectively. Among the latter are selling items on the streets and "other" (nonspecified) sources. It is concluded that welfare reform measures may in fact create additional societal costs as former welfare recipients turn to alternative forms of income.  相似文献

This paper examines Bayesian methods of examining posterior distributions of inequality, concentration, tax progressivity and social welfare measures. Use is made of an explicit income distribution assumption and two alternative assumptions regarding the distribution of pre-tax mean incomes within each income group. The methods are applied to a simulated distribution of individual incomes and tax payments. It is possible to identify a minimum acceptable number of income classes to be used. The results suggest support for the use of group means in practical applications, particularly where large sample sizes are available. Economists' use of the term "equality" in reference to a distribution of incomes has historically been in the sense of a consensus for some statistical characteristic(s) of the distribution rather than a firm concept of equality. Of course such a concept rests on appropriate welfare assumptions about income and its distribution, assumptions which, for the most part, have been left implicit (and unknown) in discussions of income equality in the literature.
Our purpose in this paper is dual: first, we wish to discover an unambiguous, welfare-related equality measure. This we accomplish through suitable assumptions on a social welfare function. What is produced is an "index" of equality which describes the performance of a given distribution relative to the maximum welfare derivable from the total income it represents. The measure thus depends functionally on the welfare attributes of income, something which in reality we know little about.
This impasse leads us to inquire into the sensitivity of the index over specifications of the welfare function, which is done by comparing equality ranks for the states of the United States for 1960 under various functional forms and among curves within a given form. As an interesting secondary issue, the performance of traditional equality measures is tested relative to the welfare-oriented index to discover implications about their welfare content.
It is found that the equality index is, in certain ranges for the welfare function, insensitive to its specification. The findings lead directly to conclusions concerning traditional equality measures, their usefulness in correctly accounting for equality differences among alternative income distributions and, concomitantly, their implicit welfare inputs.  相似文献

In many developing countries, public patients offer payments to their doctors outside the official payment channels. We argue that the fundamental reason for these informal payments is that formal prices cannot fully differentiate patients' various needs. We compare patient welfare and social efficiency when informal payments are allowed with the scenario when they are banned. Patient heterogeneity plays a central role in the comparison. Contrary to conventional wisdom, allowing informal payments always improves social efficiency when patients do not face income constraints. Moreover, allowing informal payments improves patient welfare if patients' willingness to pay differs significantly.  相似文献

Various inequality and social welfare measures often depend heavily on the choice of a distribution of income. Picking a distribution that best fits the data involves throwing away information and does not allow for the fact that a wrong choice can be made. Instead, Bayesian model averaging utilizes a weighted average of the results from a number of income distributions, with each weight given by the probability that a distribution is ‘correct’. In this study, prior densities are placed on mean income, the mode of income and the Gini coefficient for Australian income units with one parent (1997–8). Then, using grouped sample data on incomes, posterior densities for the mean and mode of income and the Gini coefficient are derived for a variety of income distributions. The model‐averaged results from these income distributions are obtained.  相似文献

In earlier work, using the Granger (1969, 1980) notion of causality couched in terms of post-sample perdictability, Layton (1983) found prima facie statistical evidence to support the notion that US monetary growth may be regarded as a leading indicator of Australian monetary growth. However, that study was bivariate in nature and did not take into consideration the influence on Australian monetary growth of any domestic factors. Using the same causality concept, the present analysis extends this work by conducting the causality testing in the trivariate context, taking explicit account of the influence of domestic income growth in determining Australian monetary growth. The evidence continues to support the earlier finding that US monetary growth is Granger-causal to Australian monetary growth.  相似文献

Single female-headed families with children (SFHFwC) have historically been the primary recipients of federal public cash assistance payments in the United States. Recent welfare reform initiatives established work requirements and cumulative time limits on public cash assistance payments. Three findings in this paper have significant implications for the long-term efficacy of welfare reform initiatives. First, SFHFwC made significant and broad-based gains in their economic well-being from 1993 to 1999. Second, increased propensities of single mothers to leave welfare and enter the workforce from 1993 to 1999, behavior consistent with incentives created by welfare reform measures, do not account for a major portion of these observed gains. Third, improved area economic conditions and increased educational levels of single mothers account for a major share of gains in well-being.  相似文献

This paper sets out a political economy model where median voters who benefit from local income redistribution are affected by the fiscal burden of welfare payments to immigrants. The median voters also have cultural preferences. Immigrants are influenced in their relocation decision by welfare benefits in host countries. Uncoordinated, coordinated and leader–follower domestic welfare policies are compared. In the last case, the median voter in the follower country is better off than the median voter in the leader country because of a less generous welfare system and hence fewer immigrants.  相似文献

When the financing of expenditure programmes involves a welfare cost, that cost should be considered part of the opportunity cost of the expenditure programme. In this paper, we explore some concepts of the welfare loss of taxing labour income. We correct some measures previously applied and estimate the marginal cost of Australian public funds. "Labor emigration redistributes income in a two factor, two good economy where one good is internationally non-traded. Labor's nominal wage rises as nominal capital payments fall. Recent research has shown that the prices of non-traded goods rise, causing society's welfare to decline. Here the induced change in the real income of each factor is considered separately. There is an ambiguity with regard to the real income of non-emigrating labor. If labor spends a relatively small fraction of income on the non-traded goods, its real income may rise, even though society suffers the loss of welfare."  相似文献

Decentralized welfare services allow more flexibility toward individual needs assessment, but may also have negative consequences such as welfare competition or lack of equity between regions. Does national standardization require full centralization of individual assessment, or can a set of unbinding national guidelines reduce unwanted variation between regions? The case of this article is a national benefit norm for municipal social assistance payments issued by the Norwegian central government in 2001. A large share of municipalities changed their local norms to match the national norm in the following years, but data show that local benefit norms are uncorrelated with the actual payments. The apparent compliance to national guidelines does not translate into actual welfare generosity.Although caseworker discretion is important for individual payments, the municipal level of welfare payments is clearly influenced by local preferences and budget constraints. This implies that political control is active, but through other instruments than the local benefit norms.  相似文献

This paper shows how compensating and equivalent variations, and the equivalent income, resulting from a set of price changes can be calculated. A linear expenditure system is estimated for each of a range of total expenditure groups using cross-sectional budget data. The measures of welfare change can be used to determine the effect on the welfare of individuals in different income groups. Alternative social welfare functions can be used to evaluate the resulting distribution of equivalent income. The parametric approach is particularly useful where few data are available  相似文献

In both political discussions and scientific literature the income distribution has come to occupy a central position for the consideration of social welfare and economic equalization. It has been assumed that an individual's income reflects his consumption opportunities and therefore his standard of living or economic welfare. The thesis of this paper is, however, that there are reasons for being quite pessimistic about drawing meaningful conclusions from income distribution data. As illustrated by the use of Swedish data, the distribution of income gives an extremely incomplete picture of the distribution of consumption for a wide variety of definitional and statistical reasons. The distribution of consumption, furthermore, cannot be transformed into a corresponding distribution of welfare, since there is no well defined concept of welfare. The treatment of public consumption in empirical analysis of the distribution of welfare also raises problems. The paper closes with the presentation of the conceptual basis for an alternative to the traditional method of analyzing the distribution of income.  相似文献
