作为供应链管理的重要组成部分,供应链伙伴关系成为越来越多企业关注的焦点,能否建立长期稳定的伙伴关系成为决定供应链是否成功实施的关键。通过对影响供应链伙伴关系长久持续的各种因素的对比分析,发现信任关系、企业声誉、长期目标、供应链文化、组织结构和欺骗成本是其中最主要的影响因素。这些因素无论在软件还是硬件上都对供应链伙伴关系的稳定有着重大的影响,通过格力、海尔和国美的案例可以充分证明。  相似文献

Abstract

English public services in general (and health and social care in particular) have become increasingly dominated by the notion of partnership working. Despite this, more recent years have seen something of a reaction against partnerships. This article reviews lessons learned from a case study of a forensic mental health partnership, arguing that the service in question reveals a number of common pitfalls in terms of the way that partnerships are established and put into practice. In many ways, this was not the fault of the case study partnership, but the product of the wider institutional context in which health and social care partnerships have been developed and promoted. Ultimately, the article suggests some additions to the partnership theoretical literature, before concluding that the current concept of partnership working may lose credibility without additional work to clarify its meaning and contribution.  相似文献

A number of insightful efforts have explored the nature of business–NGO partnerships and their associated outcomes for sustainable development. While some of these works have helped to clarify the benefits of such partnerships, and the different strategies NGOs can adopt in their interaction with business, others have identified the conditions necessary for a successful partnership. However, the question of how the different strategies adopted by NGOs in their engagement with business interact has remained relatively unexamined. Drawing on an environmental business–NGO partnership for sustainable development in Nigeria, this paper confirms the existence of a creative tension between the different NGOs’ strategies. This creative tension affects the nature of the environmental partnership and performs three main functions. These are an enabling function, a discipline function and a critical distance function. The article concludes by considering the theoretical and practical implications for business–NGO partnerships as a vehicle for sustainable development in developing countries. This paper analyses the role of senior civil servants who work directly with local public service partnerships in the UK. It finds that their activities are welcomed by local actors and can have a positive impact on partnership working. They add value by acting as coaches who bring new ideas and help to build trust among local agencies and as advocates through being an important channel of communication between partnerships and national government. However, they struggle to facilitate more joined up working among national government departments whose differentiated regulatory and funding procedures impede attempts to collaborate at a local level.  相似文献

Safer Guildford     
There has been an increasing trend in recent years for public agencies to work in partnership with each other and with commercial organizations, which has presented special managerial issues and problems. The Crime and Disorder Act 1998 gave the police and local authorities a statutory duty to work in partnership in order to promote and improve community safety. One such partnership is Safer Guildford, which was formed before the legislation came into force and which consequently already had a range of community safety initiatives in place. However, the partnership still had to comply with the new legislation and had to conduct an audit of crime and disorder in its area and publish a strategy for dealing with it. By examining the progress of Safer Guildford using a management perspective, a number of lessons can be drawn that will inform the future management of community safety partnerships.  相似文献

Abstract

This paper examines a type of partnership that is formed to deliver transition support services for young people with learning disabilities. What makes transition partnerships instructive for partnership research is that they are constituted between statutory and non-statutory agencies across a wide range of service sectors. Transition for this population group with its specific needs has often been described as a ‘wicked problem’. The paper suggests that a split between strategic and operational levels of partnership work adversely affects policy implementation and contributes to the inability of stakeholders to bring about improved outcomes for service users.  相似文献

The rapidly changing external environment is having major implications for the role of NGOs, their sources of funding, the nature of their relationships and their activities Globalization, the Increasingly multinational nature of business and electronic communication, has caused a parallel reduction in the powers of the nation state to affect development and a rise in the powers of the business community NGOs need to engage with the private sector in new ways. INTRAC's own ongoing monitoring of the NGO sector suggests that an analysis of these issues would be of great value to NGOs and the private sector as they grapple with possible new modes of engagement in their quest to have a positive impact on justice, peace and poverty alleviation.

Relations have moved beyond the purely philanthropic, with corporations giving money to good causes, and the highly antagonistic, with organizations protesting a company's operations, to a situation where the two sectors often work in partnership to address core business issues such as environmental management, product development and ethical sourcing.There has been an explosion in these forms of partnership between business and NGOs. This raises many issues for strategies and tactics to be followed by NGO management. As such this research is of key strategic importance to NGOs and the private sector.  相似文献

The success of the new patterns of local governance depends on engaging communities in a range of partnerships at various geographic scales and administrative levels. In practice, this usually falls to a handful of community leaders in any given locality. Our research on area regeneration partnerships in the UK reveals a community leadership cycle, which proceeds through five phases. The first phase consists of the emergence of a first generation of leaders early on in a partnership, in the second phase their position in the partnership is consolidated and loyalty to the partnership developed, followed by a third phase of the cultivation of a second generation of leaders. Then comes a fourth phase in which the new generation of leaders raise their voices to challenge the established patterns of representation in the partnership. In the final phase, individual leaders exit from the partnership. This community leadership cycle is part of building multi-sector leadership coalitions in the neighbourhoods through strategies combining loyalty, voice and exit.  相似文献

The article describes the background and history of one project aimed at developing a strategic social plan in the city of Eger. This initiative was based upon partnership between the municipal government, the local community and civil organizations in Eger. It offers an important perspective upon the potential, in the transitional nations of eastern and central Europe, for public-private partnership as an effective mechanism both to map social needs and to develop policies to address these needs. It also offers one particular approach to the development of such partnerships - the decision conferencing model. Such an approach takes public-private partnerships into an arena beyond that of policy implementation alone.  相似文献

While business and nonprofit organisations have long used alliances within their own sectors to address specific needs, increasingly they are turning to cross‐sector partnerships that benefit both parties while they serve the common good. In the last decade, marketing alliances between businesses and social sector organisations have become increasingly common as ways for companies to achieve business objectives and for social sector organisations to raise their visibility and attract new resources. The alliance between Denny's and Save the Children provides an example of a noteworthy marketing partnership that shows how a cross‐sector alliance can assist a company with a damaged public image to build a new public identity while enabling an international nonprofit organisation to create an ambitious programme for US children. As a new value partnership, a long‐term, high yielding alliance between businesses and social sector organisations, this relationship is characterised by several elements: communication, opportunity, mutuality, multiple levels, open‐endedness, and new value, forming the acronym COMMON. Building on the insights from a growing number of studies on the HRM implications of inter-organisational relations, this article investigates the HR issues in two case studies of ‘best practice’, long-term collaborative working. It identifies three common challenges for HRM: (a) how to build employee commitment and identity to the partnership without putting at risk the employing organisation's goals; (b) how to establish attractive career pathways in a partnership context requiring some degree of sharing of skill standards and coordination of training provision; and (c) how to sustain partnerships in a changing policy and organisational context. The data point to inherent problems in managing employment when there is more than one employing organisation exercising influence. Differences in organisational goals and HRM approaches in hospital networks are an obstacle to long-term integration – especially in public–private arrangements where integration of goals and HRM is more difficult.  相似文献

  • The paper offers a critical review of the forms of corporate community involvement (CCI) including: corporate philanthropy, benefaction, patronage, sponsorship and cause related marketing (CRM) and partnership. It discusses the differences/similarities and compares the limitations of the transactional forms of interaction with the latest form of partnership.
  • The paper suggests that the form of partnership represents a shift towards a non-linear business model of CCI, that is moving away from an outcome towards a process orientation. Three factors are identified conditioning the successful implementation and sustainability of partnerships which are linked with the previous limitations of transactional approaches of interaction. Finally, the paper puts forward three propositions in order for partnerships to: (1) contribute to the increase of institutional trust among organisations and across sectors; (2) assist in balancing the dynamics across the sectors and (3) appreciate the process of interaction as a source of benefits.

The theory of workplace partnership suggests that partnership structures combining strategic and operational arrangements and addressing substantively significant agendas of broad scope should lead to positive outcomes for the main stakeholder groups: employers, employees and unions. Data from a survey of managers involved in all known partnerships in unionised companies in the Republic of Ireland in 2000 are used to distinguish ‘integrated business partnerships’, where such structures and agendas prevail, and ‘exploratory partnerships’ characterised by operational or strategic structures only and relatively sparse or narrow agendas. Managers involved in integrated business partnerships are shown to assess more positively a range of current and expected outcomes of significance for each stakeholder group. However, managers' assessments and expectations also point towards a bias in favour of employer interests in the outcomes of integrated business partnerships. The theoretical and policy implications of the results are considered.  相似文献

There is much debate about the shift from a pattern of traditional local government to one of local governance, and about the impact of such a tendency on the effectiveness of governance processes and outcomes. This article argues that it is necessary in exploring such issues to bring together contributions informed by new institutionalist perspectives with others concerned with the political economy of neoliberalism. Partnerships are widely seen to be a significant element in the shift from government to governance, and the article focuses on the role of partnerships at both local (ie local authority) and neighbourhood level. Key questions about ‘local partnership governance’ concern its democratic legitimacy and the capacity of its institutions. Drawing on the examples of local strategic partnerships and the New Deal for Communities programme in England, it is recognized that such partnerships can appear to open up new approaches to legitimacy and new possibilities of enhancing the capacity of the local governance system. In fact, however, they are more likely to undermine democracy and accountability, and lack the capacity to be effective, while limiting local policy options to those consistent with New Labour's neoliberal policy agenda.  相似文献

The theme of partnership with the third sector has been on the agenda of public management research for a long time now, not least in this journal. As an introduction to a special issue on this topic, the article discusses two issues crucial to further study of this phenomenon. The government may delegate two sequential tasks (e.g., building and operating an infrastructure) to the same or different agents (i.e., partnership vs. sequential contracts). Agents are risk-neutral but face financial constraints, whereas the government's contractual capacity may be limited by the renegotiation-proofness and fiscal constraints. By relying on history-dependent incentives, the partnership contract corrects moral hazard more effectively than sequential contracts. Thus, it is socially preferred unless bundling different tasks deteriorates the agent's financial conditions. Our results shed new light on the role of firms' financial and government's fiscal conditions in driving the cost–benefit analysis of public–private partnerships.  相似文献

In recent years increasing dependencies between public and private organizations lead to a growing need for public-private partnerships. However, cultural and institutional differences between the public and private domain and, in addition, the difficulties of bringing the two together, constitute a serious threat to successful public-private partnership. The formation of these partnerships is further hindered by confusion of the concept of public-private partnership. The predominant model of contracting out restricts rather than enhances public-private interaction. This article deals with the difficulties and risks involved in building public-private partnerships and tries to answer the question of how to overcome them. The issue is illustrated by an analysis of the attempts made to realize a huge port expansion in the port of Rotterdam by means of establishing public-private partnership.  相似文献
