What is the best way to impede a central bank?

Recent work has found several ways of restricting central bank behavior to achieve much of the gain of commitment over discretion. This paper compares three such impediments: A quadratic penalty on interest rate changes, a fixed penalty on any rate change, and forced infrequency of rate change. All three achieve significant improvement over discretion, and often come close to interest rate rule commitment. The fixed penalty is frequently the best performing restriction, although the quadratic penalty does best in certain alternative parameterizations. Combinations are found to provide no improvement over the individual impediments alone.

Risk‐Utility Paradigms for Statistical Disclosure Limitation: How to Think,But Not How to Act

Risk‐utility formulations for problems of statistical disclosure limitation are now common. We argue that these approaches are powerful guides to official statistics agencies in regard to how to think about disclosure limitation problems, but that they fall short in essential ways from providing a sound basis for acting upon the problems. We illustrate this position in three specific contexts—transparency, tabular data and survey weights, with shorter consideration of two key emerging issues—longitudinal data and the use of administrative data to augment surveys.     

A regularization approach to the many instruments problem

This paper focuses on the estimation of a finite dimensional parameter in a linear model where the number of instruments is very large or infinite. In order to improve the small sample properties of standard instrumental variable (IV) estimators, we propose three modified IV estimators based on three different ways of inverting the covariance matrix of the instruments. These inverses involve a regularization or smoothing parameter. It should be stressed that no restriction on the number of instruments is needed and that all the instruments are used in the estimation. We show that the three estimators are asymptotically normal and attain the semiparametric efficiency bound. Higher-order analysis of the MSE reveals that the bias of the modified estimators does not depend on the number of instruments. Finally, we suggest a data-driven method for selecting the regularization parameter. Interestingly, our regularization techniques lead to a consistent nonparametric estimation of the optimal instrument.

Returns to Scale and Scale Elasticity in Farrell,Russell and Additive Models

This research extends the Farrell-based returns to scale methodology into Russell and Additive models in three ways with the focus of relationships between interior points and projected points. First, we present and prove four theorems that identify the scale nature. Second, we compare these results with the scale elasticity results. Third, we present techniques for estimating upper and lower bounds for the scale elasticities.     

Responses to public sector reform policy

Abstract

The article compares the ways in which different public sector organizations respond to similar federal government demands for public sector reform. The empirical basis of the article is a comparison of public sector reform in three agencies managing road systems in three Australian states. There are two constants in the research; namely, the nature of the responsibilities of the agencies with respect to the road network, and the demands of federal government policy for road reform throughout Australia. Yet within the ambit of these two constants, there is a distinctive contrast in the way the agencies have approached and implemented both policy and reforms. The article uses Hood's framework for viable organizational design options for variables relating to grid and group as an explanatory model for the results obtained from the research. Furthermore, it examines the utility of Hood's four styles of public sector organizations in order to explain different change outcomes in the three agencies studied.
