The economic effects of the minimum wage have become increasingly ambiguous. Historically, economists have asserted that increases in the minimum wage result in increases in unemployment. This relationship has been challenged recently by Card and Krueger, Katz and Krueger, and Card. These authors have provided empirical evidence that seems to indicate that there is no relationship between various economic variables (such as level of employment, and product price, among others) and the minimum wage. In addition, these authors have not provided a cogent presentation of the effects of the minimum wage on part-time employment. This study examines, from a theoretical standpoint, the effects of the minimum wage on employment. Furthermore, we emphasize the distinction between money wages and full wages; and the role that part-time employmentplays in the analysis. After incorporating these factors into a theoretical presentation, we provide empirical evidence by way of an OLS regression. We conclude that firms respond to increases in the minimum wage by altering the level of part-time employment. By doing this, firms are able to absorb the minimum wage increase because part timers receive fewer fringe benefits.  相似文献

This paper empirically tests the relationship between variations in Uniform Crime Reports (UCR) index crime rates for teenagers 16–19 years of age with changes in the real minimum wage adjusted for industry coverage in the United States for the period 1960–1987. The analysis reveals that there exists a positive relationship between changes in the real minimum wage and teenage criminal homicide, forcible rape, and motor vehicle theft crime rates. These findings are consistent with the empirical evidence concerning the impacts of the minimum wage on youth labour market opportunities and also with the theoretical ad empirical evidence regarding the incidence of criminal activity made as an occupational choice decision formulated under risk and uncertainty. However, the results indicate no impact of the minimum wage on the other teenage UCR index crime rates as found by Hashimoto (1987). The evidence also suggests that variations in real criminal justice expenditures per capita reduce teenage propety crime rates over time. Thus, there exists weak empirical evidence suggesting that policymakers should not only concern themselves with the traditionally known impacts of the minimum wage on youth labour market activities but also with the added social costs these impacts have on the incidence of youth criminal behavior. Matters of data exigencies and issues pertaining to the direction of future research are also discussed.  相似文献

尽管中国在经济转型过程中取得了令世人瞩目的经济增长速度,但随之而来的是不断扩大的工资收入差异和持续扩大的工资收入差距引发了广泛关注.一般认为,工资差距过大对社会公平和正义造成伤害,并直接影响中国经济和社会的可持续发展.基于家计调查数据并使用经济计量模型分析方法,本论文对中国在过去二十年日益增长的工资差距进行实证分析并探讨影响工资差距的主要因素.研究表明,政府对劳动力市场机构特别是工资政策改革是引发工资差距不断扩大的原因之一.本论文指出,劳动力市场机构的变化不是造成工资差异扩大的唯一因素;其它重要因素包括劳动力市场歧视以及制度性障碍,如中国现行的户口政策造成的劳动力市场分割等.本论文还从政策层面对减少工资差异提出建议.  相似文献

Abstract

This paper contributes to the empirical research around the “wage-led” or “profit-led” demand regimes. It first reviews how Kalecki, and then Steindl, approached the relationship between economic growth and income distribution. Then, empirical analysis carried out under the probabilistic approach to econometric modeling shows statistical evidence, estimated through cointegration analysis, that in the long run, in three very open economies—Mexico, France, and Korea—the wage share is positively associated with demand and output. It finally discusses the macroeconomic dilemma that almost all countries have to face, i.e., a positive effect of a high-wage policy on demand and employment may diverge from a negative effect on output compatible with external equilibrium.  相似文献

Numerous empirical studies show that unions reduce wage differences. I demonstrate that their motive might be a mix of fairness and strategy, maximizing the use of union bargaining power in the presence of efficiency wages. Unions can push primarily for raising the lowest wages, and still not sacrifice higher wages much, if the employers themselves increase higher wages to protect efficiency-enhancing wage differences. If these “domino effects” are strong enough, then an egalitarian wage policy might even increase the median wage.  相似文献

Women are disproportionately in low‐paid work compared to men so, in the absence of rationing effects on their employment, they should benefit the most from minimum wage policies. This study examines the change in the gender wage gap around the introduction of minimum wages in Ireland and the United Kingdom (U.K.). Using survey data for the two countries, we develop a decomposition of the change in the gender differences in wage distributions around the date of introduction of minimum wages. We separate out “price” effects attributed to minimum wages from “employment composition” effects. A significant reduction of the gender gap at low wages is observed after the introduction of the minimum wage in Ireland, while there is hardly any change in the U.K. Counterfactual simulations show that the difference between countries may be attributed to gender differences in non‐compliance with the minimum wage legislation in the U.K.  相似文献

The purpose of setting the minimum wage is mainly to protect the rights and interests of vulnerable workers and to enhance productivity of labour. In this paper, an attempt has been made to explore the effect of the upwards adjustment of the minimum wage in Taiwan on the inflation rate, the unemployment rate, labour productivity, economic growth and other macroeconomic variables by means of an analysis of empirical data using a structural vector auto‐regressive model. The findings of the paper show that upwards adjustment of the minimum wage in Taiwan will not intensify the unemployment rate. On the contrary, it will help to promote labour productivity to an extent that will have a positive effect on the economic growth rate. In addition, this paper investigates, long‐term care system should incorporate the foreign domestic worker labour pool, which could provide the additional personnel necessary for the nation's long‐term care. Minimum wage should apply to foreign domestic workers, and foreign domestic workers should not be treated as a separate group of workers in minimum wage policy.  相似文献

The debate over the minimum wage is often conducted on a technical level, primarily focusing on the effects of wage increases. In recent years the debate has often been between those who maintain that increases in the minimum wage will result in disemployment, particularly among teenagers, on the one hand and those who maintain that increases will offer much needed assistance to the poor on the other. Lost in this focus have been serious discussions of the ethical grounds for such a policy. Core to the issue of the minimum wage are questions of justice and the type of society we would like to create. This article argues that the technical approach to the minimum wage so often taken is an outgrowth of a particular conception of justice, one predicted on liberal neutrality. A different conception of justice would enable us to view the minimum wage as but one tool for achieving other social objectives. Moreover, a justice approach to the minimum wage would enable us to consider our values because we would be required to engage in a more philosophically grounded discussion of the policy and the issues it raises.  相似文献

The effects of minimum wage laws have been analyzed extensively by conventional economists over the past quarter century. That analysis, much of it empirical, has produced important insights into the effects of the minimum wage on the poor. In this article, I survey that vast body of research and address whether the poor are better off due to the minimum wage. The “alternative”, “atypical” or “informal” workforce has grown in developed and developing countries alike. One of the more recent evolutions of informal employment has been of informal employment within formal enterprises. In the interest of flexibility and cost‐reduction, many formal firms increasingly resort to hiring workers on a temporary or informal basis. Alongside, and perhaps, as a result of the persistence and pervasiveness of informal employment, issues relating to inequality have come to the fore. This paper is motivated by these two intertwining aspects of Indian labor market—informality and wage inequality. Using nationally representative sample data, the paper examines trends in wage inequality among various forms of informal workers, overlaying these findings with broader trends in inequality. Using a regression based inequality decomposition, the paper compares the sources of wage inequality across different employment groups and the reasons for differences in wage inequality.  相似文献

High unemployment in Sri Lanka has been attributed to unrealistic expectations, to queuing for public sector jobs, and to stringent job security regulations. However, the empirical evidence supporting these explanations is weak. This paper analyzes individual records from the 1995 Labor Force Survey, and time series for wages in the formal and informal sectors of the economy. The paper rejects the unrealistic‐expectations hypothesis by comparing the impact of education on the actual wages of those who have a job and on the lowest acceptable wages of the unemployed. But it finds substantial rents associated with jobs in the public sector, and in activities protected by high tariffs or covered by job security regulations. A time‐series analysis of the impact of unemployment on wage increases across sectors suggests that many among the unemployed are waiting for “good” job openings, but are not interested in readily available “bad” jobs.  相似文献

Eucken, in his paradigm of a functionally competitive social market economy, established the basis for a free market economy which institutionalizes concerns for economic and social justice. The Bishops’ Pastoral (and also the Lay Letter) on the U.S. economy approach the concept of a social and just economy from a Christian moral tradition. A community of interests between these two approaches, as well as Donaldson’s synthesis of Nozick’s and Rawl’s theories of justice, causes a moral-economic dialogue and cross fertilization to emerge. The Bishops postulate that the evolution of a just and fair market economy, as the guarantor of freedom, human dignity, and justice, cannot be left to chance but needs to be consciously guided. Therefore, they emphasize the integration of economic theories and policies with notions of “fairness” and “justice,” advocating a holistic approach in viewing the economic system as an organic whole. This paper shows that the broad economic guidelines, which Bishops suggest, fall within the framework of a functional market economy, i.e., a social market economy. It does not deal with the religious and biblical arguments of the Pastoral Letter.  相似文献

Since 1994. so-called “living wage” ordinances have passed in 20 cities in the United States, and activists are advancing similar proposals throughout the country. These proposals are a response to the declining real wages of low-wage workers in the United States—what David Gordon termed “the wage squeeze” in Fat and Mean—and, in particular, to the 30 percent fall in the real value of the minimum wage from its peak in 1968. We consider here the main arguments advanced by opponents of living wage proposals: 1) they will place a heavy burden on municipal government budgets, forcing, among other things, cuts in vital city services that benefit low-income people; 2) they will encourage local businesses to relocate and discourage new businesses from investing within cities that have such ordinances; and 3) they will cause unemployment among low-wage workers. Examining these issues in the context of proposals that were either passed or considered in different cities, we find that none of the criticisms of living wage proposals stand up to careful scrutiny or evidence. Rather, living wage proposals are affordable and workable. They represent a small but significant step toward reversing the “wage squeeze” so carefully documented and analyzed in Fat and Mean.  相似文献

本文是对一项开拓性研究课题“中国各地区市场化进程相对指数”(简称“市场化指数”)的分析报告。市场化指数由五个方面、2 3个分指标为基础 ,用“主因素分析法”(PrincipalComponentAnalysis)为基本计量方法构造而成 ,其各分指标在指数中的权重 ,不依赖于“专家评分”等主观因素而定 ;是用来分析各地区体制改革进程相对关系的一个有用的经济分析工具。文章论证了只有这样一种“相对指数”才是可以验证的 ,从而是具有科学性的。而这一指数的价值就在于它可以作为一个“制度变量” ,在许多理论研究中作为解释体制变革在中国经济效绩的改进中的作用的有效工具 ,也可以在改革政策的分析中 ,被用来分析各地区差距、使各地区相互借鉴、加速改革进程的有效工具。  相似文献

This paper investigates the effect of (nationally enforced) minimum wage regulation on economic growth using the standard two-sector model. The paper shows, inter alia. that the minimum wage regulation (if it is effective) always lowers the rate of growth by inducing over-capitalization in the economy, and that a minimum wage poor which is sufficiently high causes the economy to decay continually. A diagrammatical exposition of some of the results is also provided.  相似文献

In this paper, I carry out a welfare analysis of the minimum wage in the framework of a Diamond–Mortensen–Pissarides model with stochastic job matching. I explore the role of the minimum wage in a labor market with trading externalities and present the necessary and sufficient condition for a minimum wage hike to be efficiency enhancing. In this context, I characterize minimum wage spillover effects and demonstrate that there is a direct link between the welfare effects and spillover effects of a minimum wage. This theoretical finding suggests that the welfare impact of minimum wage changes can be inferred from the empirical observation of spillover effects on the wage distribution.  相似文献

Many economists and policymakers implicitly assume that “previous, modest increases in the minimum wage” are informative about the effects of a $15 minimum. Economic theory predicts that the employment effects of the minimum wage should vary with the composition of affected occupations and industries. I find that a $15 minimum would affect a far broader set of occupations and industries than prior increases, calling into question whether we can extrapolate from past experience with the minimum wage. I find that the frontier of historical experience is a federal minimum between $9 and $11.  相似文献

刘易斯模型能够很好地解释我国长期低工资水平下的“民工潮”现象,但因其剩余劳动力完全同质的假设而无法解释我国当前发生的“民工荒”现象。本文依据“保留工资”高低将民工分成若干个类别,从而构建了一个基于民工异质的民工市场模型:经此改造的刘易斯模型分析的意义在于,它提供了一个能够同时解释“民工潮”与“民工荒”的统一的理论框架,揭示了“民工潮”与“民工荒”有可能交替发生,显示了破解当前“民工荒”问题的根本之策是提高民工工资,表明了“刘易斯拐点”在我国还远未出现:  相似文献
