Political pressures are generally recognized as important in determining success or failure of economic stabilization and adjustment programs. But there has been little comparative analysis of the politics of stabilization. This study examines the factors affecting (i) political leaders' commitment to stabilization measures (often called ‘political will’); (ii) governmental ability to implement stabilization measures; and (iii) the responses of key interest groups and the public at large to those measures. The study also discusses political implications of the design of programs and the attempted speed of stabilization, and sketches the tactics available to governments to manage political risk, including partial compensation, persuasion, diversion or obfuscation, and containment of protest. The discussion is based on case studies of stabilization efforts in five fairly poor, small, highly trade-dependent countries; Ghana in the late 1960s and early 1970s, and Zambia, Kenya, Sri Lanka and Jamaica in the late 1970s and early 1980s. A subsidiary theme within the broader discussion is the ways in which the political economy of stabilization may differ in such countries, as compared to larger, semi-industrialized economies.  相似文献

Abstract: This paper studies the emergence of developing countries from a development trap. It shows that countries whose dynamics exhibits several growth peaks can be considered as cases of equilibrium jump. Applying this criterion to a sample of 65 countries that were initially very poor in 1950, it identifies 13 such countries, called ‘emerging economies’. Comparing emerging and non‐emerging economies in the 1950s and early 1960s, it shows that economic take‐offs starting in the 1960s can be related to health and education in the early 1950s, while other possible factors, such as savings, openness and democracy are not significant.  相似文献

The State of Kerala, which is considered to have attained a level of social well‐being comparable to that of advanced countries despite its relatively low income standard, is widely known as an example of “welfare by public intervention” in developing economies. This paper, focusing on the four areas of food provision, health services, elementary education, and pension schemes, and paying attention to the participation of the private sector as well as the activities of political parties and labor unions, points out that in Kerala, the private sector and organized activities have played a vital role, in addition to “public intervention,” in the betterment of public welfare.  相似文献

The literature on mother's education and child health casually observes some nonlinearities and also a threshold in the relationship. Even though this nonlinearity or threshold has significant bearing on policy matters such as quality of education, any rigorous attempt to address this issue is missing in the literature. With height for age z‐score as a proxy for long‐run child health capital, regression results reveal that there are significant effects of mother's education on child health if mothers do not continue past primary school. Rather, poor quality of education at the primary level, especially literacy, is argued to have given rise to this threshold. It indicates that greater public investment in improving quality of education at the primary level is essential for maximizing the nonmarket outcomes of girls’ education in developing countries.  相似文献

Foreign direct investment (FDI) has become an important factor of economic development during the last decades. FDI contributes to the economic growth of the host economy through learning, diffusion of technology, positive externalities and capital inflows. Attracting FDI is currently an objective in its own right for many countries and this paper aims to identify policies affecting the multinational firm’s decision to establish a subsidiary. After accounting for labour productivity and trade openness, cross-section analysis, both industry-wise and country-wise, indicates that public procurement, especially “buy national” policies, and agglomeration economies are statistically significant determinants of FDI. Although our findings pertain to four large European economies, e.g. France, Germany, Italy and the UK, they constitute relevant policy guidelines for developing countries as well.   相似文献

This article examines the impact of immigration on private school enrollment through the mechanism of public education spending. It finds that the immigrant share of population raises private school enrollment across countries by leading to a decrease in the share of public education spending. The decrease is driven by responses to immigrants from culturally similar and developed countries. This suggests that the role of public schools in promoting social cohesion among diverse populations is weighted against other concerns in education funding decisions in places with immigrant populations. The endogeneity of immigrant share is accounted for by using an instrument constructed from gravity model estimates.  相似文献

Trade misinvoicing should be seen as an element of de facto capital account openness. Traditional explanations for trade misinvoicing??high custom duties and weak domestic economies??are less persuasive in a world of high growth emerging markets that have low trade barriers. We construct a 53-country data set over a 26?year span, covering both industrialized and developing countries, to study the phenomena of export and import misinvoicing. Capital account openness, differentials in interest rates, political stability, corruption, indebtedness and the exchange rate regime are identified as factors related to misinvoicing.  相似文献

It is widely argued that a country’s economic performance over time is determined to a great extent by its political, institutional and legal environment. We refer to these institutions and policies as the governance infrastructure of a country. We utilize newly developed indices to examine the effects of governance infrastructure on both foreign direct investment (FDI) inflows and outflows for a broad sample of developed and developing countries over 1995–97. In addition, we examine the role of other forms of infrastructure including human capital and the environment. The results clearly indicate that governance infrastructure is an important determinant of both FDI inflows and outflows. Investments in governance infrastructure not only attract capital, but also create the conditions under which domestic multinational corporations emerge and invest abroad. It would appear that investments in governance infrastructure are subject to diminishing returns, so that the benefits, in terms of inflows, are most pronounced for smaller and developing economies.  相似文献

Among newly industrializing economies, Taiwan represents an archetypical example of a country in the process of economic catching up with institutional environments standing somewhere between Western and transition countries. Thus, Taiwan’s privatization experience may provide a means to assess the generalizability of conclusions drawn from prior research conducted in both kinds of countries. In the face of changing economic and political environments, Taiwan revamped its blueprint for privatization in 1989 as a major plank of its economic shift toward liberalization. Although it has proceeded on a trial-and-error basis, the policy has thus far yielded substantial though mixed results. This study systematically reviews Taiwan’s policy design and implementation of privatization, which originally was modeled on but later diverged from the Western experience as a result of the immature institutional settings and political compromises in various regards. Taiwan’s privatization, in a relative small scale to those in transition economies, is characterized by a set of stylized policy initiatives that provide a reference point for other developing countries.

This paper examines the significance of public expenditure management for primary education outcomes in public schools in two South African provinces (Gauteng and North West). Using cross-sectional data from 175 public primary schools and 13 local education offices, the analysis finds that while misappropriation of education funds (leakages) is not strongly associated with poor education outcomes, delays on the part of the government in disbursing funds to schools are correlated with Grade 5 dropout rates. The paper finds no evidence that public expenditure and total resource wealth (including public and private contributions) are significantly associated with education outcomes. Increased spending on learning and teaching support materials is associated strongly with lower Grade 1 and Grade 7 repetition rates. The paper also finds that repetition rates are driven strongly by poverty indicators at the district level, while dropout rates are driven strongly by district and school inefficiency.  相似文献

Recent changes in comparative advantage in the largest OECD economies contradict static Heckscher–Ohlin–Vanek theory. Japan's rising share of machinery exports and the improved comparative advantage of the USA in heavy industry were accompanied by growing scarcities of factors used intensively in these sectors. We show that under factor-price equalization, directed technical change leads to increasing specialization in goods intensive in each country's abundant factor. Testing this hypothesis with 1970–1992 export data from 14 OECD countries, we find that international comparative advantage was reshaped by biased innovation in the largest economies that increased the effective stocks of their abundant factors.  相似文献

Most studies on the relationship between public debt and economic growth implicitly assume homogeneous debt effects across their samples. We –in accordance with recent literature– challenge this view and state that there likely is a great deal of cross-country heterogeneity in that relationship. However, other than scholars assuming that all countries are different, we expect that clusters of countries differ. We identify three country clusters with distinct economic systems: Liberal (Anglo Saxon), Continental (Core EU members) and Nordic (Scandinavian). We argue that different degrees of fiscal uncertainty at comparable levels of public debt between those economic systems constitute a major source of heterogeneity in the debt-growth relationship. Our empirical evidence supports this assumption. Continental countries face more growth reducing public debt effects than especially Liberal countries. There, public debt apparently exerts neutral or even positive growth effects, while for Nordic countries a non-linear relationship is discovered, with negative debt effects kicking in at public debt values of around 60% of GDP.  相似文献

In countries with an ongoing violent conflict, aid donors are confronted by four sets of issues: how the volume as well as the orientation of the program can influence a peace process; whether development efforts can be undertaken in rebel-controlled territories; and how an early rehabilitation program can affect the long-term process. This paper analyzes the strategies applied in Sri Lanka by donors undertaking a traditional development approach and those following a more comprehensive approach. Dilemmas are generated vis-à-vis both the government's and the rebels' policies and interests. Four general conclusions underline the political nature of development aid programs during a violent conflict.  相似文献

Do economies of scale contribute to our understanding of trade policy or is ideology and inequality sufficient? We develop a unified theoretical framework that encompasses both strategic economic and political variables deemed to be important in explaining trade policy. We predict that an increase in the scale effect leads to restrictive trade policies in labor-abundant countries and liberal trade policies in capital-abundant countries. Using cross-country data on economies of scale, ideology, inequality and various measures of trade barriers we confirm our predictions and establish that a unified framework, which incorporates economies of scale in production, performs better in explaining trade policy than existing political economy models.  相似文献

This study investigates the international transmission of business cycles among the ASEAN countries of Indonesia, Malaysia, Philippines, Singapore and Thailand, and between the ASEAN nations and their major trading partners, the United States, Australia, Japan, and the European Union. The research uses trade flows to show the pattern of economic interdependence, and principal components analysis, vector autoregressions, and spectral analysis to explore the possibility of a unique ASEAN business cycle. Binational VARs are used to examine the relative impacts of each country upon the others. Spectral analysis is used to check for the possibility of “mode-locking” between the countries that may serve to bring about some synchronization. Interestingly, there is evidence of the existence of a specific ASEAN regional business cycle. However, the VARs give only weak evidence of transmission of business cycles among the ASEAN economies and between the ASEAN economies and their major trading partners. This paper examines the changing nature of growth spillovers between developed economies, the North, and developing countries, the South, driven by the process of globalization—the phenomenon of rising international trade and financial flows. We use a comprehensive database of macroeconomic and sectoral variables for 106 countries over the period 1960–2005. We consider the South to be composed of two groups of countries, the Emerging South and the Developing South, based on the extent of their integration into the global economy. Using a panel regression framework, we find that the impact of the Northern economic activity on the Emerging South has declined during the globalization period (1986–2005). In contrast, the growth linkages between the North and Developing South have been rather stable over time. Our findings also suggest that the North and Emerging South economies have started to exhibit more intensive intra-group growth spillovers.  相似文献

This paper takes advantage of a regional corruption measure to assess the impact of corruption on the effectiveness of public spending in the education sector in Indonesia, one of the most corrupt countries in the world. Two sets of outcomes are considered: school enrolment rates and school performance in national examinations. Public spending appears to have a negligible effect on school enrolment in highly corrupt regions, but a statistically significant, positive and relatively large effect in less corrupt regions. In contrast, public spending has no significant effect on school performance. The main lesson from this paper is that pouring more public funds into the education system is unlikely to bring about improvement unless it is accompanied by efforts to improve governance in the sector.  相似文献

The rise of mass schooling is an important contributor to modern economic growth. But its form, content, scale and manner of provision are all matters of public policy. The rise of modern schooling is frequently cast as a product of broadened suffrage and stronger political voice of the masses, which overcame the political opposition from old ruling elites. We investigate this hypothesis, using the case of a school reform undertaken in Imperial Austria in 1869. We show that large landowners were mildly in favor of school modernization, albeit less than urban and business interests. The strongest opposition came from the rural areas where the suffrage was in fact most numerous. The reform passed in spite of their opposition but, interestingly, post-reform developments suggest that passive resistance to it continued in the countryside in spite of the alleged benefits that education was billed to bring the masses.  相似文献

Much debate from many political sides has ensued to raise attention to the struggle state legislatures face over school finance issues. This study examines the changes in academic achievement, before and after increases in funding occur, to show that money does matter. The uniqueness of this study is that it examines per pupil funding and academic achievement test scores, Texas Assessment of Academic Skills (TAAS), not at the aggregated school district level, but at the neighborhood school level. Using data from Dallas County public schools, we are able to see that even within school districts, as resources increase, achievement improves.

The study investigated public debt sustainability in sub-Saharan Africa (SSA) by testing the reaction of the primary balance to positive and negative shocks in public debts in a panel of 45 SSA countries. The study adopts the innovative nonlinear fiscal reaction function and the dynamic panel threshold model to account for the potential asymmetric phenomenon in the public debt series. In line with extant studies, the study found that public debts in SSA are weakly sustainable and there is a highly procyclical fiscal policy bias in SSA countries, particularly in resource-rich countries, indicating that governments' fiscal policy responses are expansionary during economic upturns and contractionary during recessions, which may aggravate recessions and worsen debt situations across SSA. For robustness, the study compares the results with emerging and developed economies. The results indicate that in advanced economies, public debt is sustainable and that fiscal policy response is countercyclical. The research and policy implications are discussed.  相似文献
