This paper considers changes in the membership composition of the three leading Italian trade union confederations during the last fifteen years. The analysis emphasizes the remarkable growth of membership among pensioners and the drop in active workers. The key issue here is that intergenerational aspects of unions' membership components are taken into account in the bargaining process. Unions internalize unemployment externalities on pension benefits resultant on the wage outcome as they consider the welfare of all their members in the economy. A formulation of the union monopoly model with endogenous membership supports these findings, while the econometric evaluation of the membership component effects shows that unions are forced to pursue wage moderation and improvements in employment conditions.  相似文献

The law of 20 August 2008 reformed the representativeness of French unions by imposing an obligation for ‘financial transparency’. Building on exploratory research, we address the question of the organizational and political effects of the new regulation, which point to a traditional debate in union democracy studies: how do administrative and representative rationalities combine within trade union organizations? Drawing on interviews with union leaders and finance officers at various levels in three major labour confederations (CGT, CFDT and CGT‐FO), we describe the different ways unionists have received the new accounting requirements and translated them into organizational practices and norms. Going beyond the traditional theses of compatibility and colonization, we make use of the body of work in critical legal and management studies to develop an endogenous approach of the relationships between trade unions and accounting management.  相似文献

This article examines the importance of family, gender and place to the intergenerational transmission of trade union membership. Using data from the British Household Panel Survey, we show that union membership among parents influences the union joining behaviour of young workers. These effects are particularly apparent among daughters and where both parents are members of unions. The effects of parental membership are also stronger among those born in areas characterized by relatively high levels of union density. Parental effects are therefore important to our understanding of the persistence of regional variations in levels of trade union membership.  相似文献

In the context of efforts to revitalize unions and the acknowledged need to widen participation within trade unions, this paper argues that women‐only trade union education acts as a vehicle for increasing women's participation and for improving their experiences of unions. Drawing on a qualitative research study of women‐only courses in two large male‐dominated British trade unions, the findings indicate that such courses provide the conditions for women to question, reinforce or transform their social identities and thereby can lead to greater union identification and participation.  相似文献

We examine the degree to which factors associated with workers' union membership decisions are sensitive to shifts in the institutional environment of unions. This paper discusses the reasons that can be offered for the lower trade union membership rates of female part-time workers in the UK and focuses in particular on female part-timers' attitudes to trade unions. The findings are based on original research: 50 qualitative interviews with female part-time workers in the retail industry. The paper argues that female part-timers are supportive of the aims of the trade union movement and concludes that an integrated approach is necessary in order to understand part-timers' unionization rates. This includes structural factors, the approach that trade unions have taken towards part-time workers and attitudes towards trade unions.  相似文献

Decline in electoral participation is a feature of many Western democracies. In this paper, we focus on the relationship between trade union membership and political participation. Workplace authority structures, trade union membership and union presence have been identified as important influences on electoral participation. Based on a survey of employees in 15 member states of the European Union, we test for a relationship between political participation, union membership and union workplace presence. The independent effect of trade union membership on political participation was found to be both significant and positive and is associated with higher levels of political activism and electoral participation. Furthermore, an institutional context that facilitates high levels of union density seems likely to have an overall positive effect on citizen participation.  相似文献

Confronted with membership losses and declining bargaining power, trade unions have engaged in both political and organizational responses. A frequent type of organizational response has involved the creation of conglomerate unions, which bring together workers from various sectors and occupations. Pointing out a number of parallels between organizational developments in trade unions and political parties, this article analyses the emergence of conglomerate unions as a cause and consequence of changing conceptions of union democracy. Drawing on two in‐depth case studies conducted in France and Germany, the article examines how trade unions perceive their situation and how they define a reform rationale based on increasing their organizational ‘efficiency’ and ‘effectiveness’. In accordance with this rationale, unions engage in mergers and create larger conglomerates, thereby centralizing decision‐making bodies and professionalizing their staff. The reform of trade unions’ internal organization, in turn, affects unions’ capacity for interest aggregation and representation.  相似文献

This article enquires into the causes of union growth and decline by analysing flows in and out of membership at the level of 70 Swiss union locals over 2006–2008. Gross flows in union membership are much larger than the resulting net changes: annual membership turnover of 10 per cent is a surprisingly constant feature across unions. Net changes in membership are primarily determined by inflows: successful and languishing union locals differ in their entry rates, whereas exit rates are similar. Variance in union locals' entry rates is not usefully explained by the labour market context, but by differences in union strategy.  相似文献

We show the effects of the unionization structure (viz., decentralized and centralized unions) on a firm's incentive for technology licensing and innovation. The incentive for technology licensing is stronger under decentralized unions. We identify circumstances under which the benefit from licensing creates a stronger incentive for innovation under decentralized unions. If the union's preference for employment is high, the benefit from licensing may create higher incentive for innovation under decentralized unions. However, if the union's preference for wage is high enough, the incentive for innovation is higher under a centralized union irrespective of licensing ex-post innovation. If the centralized union decides whether or not to supply workers to all firms, the possibility of higher innovation under decentralized unions increases. We further show that perfectly substitutable workers can be better off under decentralized unions if the labor productivity depends on the unionization structure, which occurs in our analysis when, e.g., licensing after innovation occurs only under decentralized unions or innovation (with no licensing) occurs only under a centralized union.  相似文献

Do British trade unions vary in their effectiveness in maintaining organization and membership in workplaces where they have an established bargaining presence? Do highly developed national union recruitment strategies and innovation in recruitment strategy boost consolidatory organizing and recruitment effectiveness (CORE)? Results suggest that (1) there is some variation in internal organising effectiveness between unions, and (2) national union innovation in recruitment policy is positively associated with internal organizing effectiveness where unions organize blue‐collar workers, but negatively associated with internal organizing effectiveness where unions organize white‐collar workers.  相似文献

Many peak unions are in crisis, their traditional reliance on economic or political exchange with employers and the state undermined through falling union membership and the collapse of national bargaining systems. New methods, chiefly as agents of mobilization, and new sources of power, including community organizations, are often advanced as solutions. In Australia, where trade unions faced a fundamental and immediate threat from a national government after an election in 2004, the ‘Your Rights at Work’ campaign signalled a shift in peak union strategy. Although this campaign unseated the government in 2007, its legacy is unclear: reviving the power of peak unions and conceptualizing the means to do so remain difficult.  相似文献

East–West union co‐operation in Europe is discussed as the most serious test to cross‐border union solidarity, in the light of new frameworks capable to make sense of transnational trade union activity and alternative to theoretical nationalism. The empirical assessment of trade union chances reviews the activities of trade unions in the UK, Germany, Austria and Poland on foreign investment, migration and movement of services. Secondary evidence and case studies show that the strength of transnational union action does not depend on the country, but rather on its form. ‘Structural’ Europeanization remains weak (e.g. in most European Works Councils), while network‐based action is displaying strong developments, especially on migration, but least on the movement of services.  相似文献

Using a national sample of 1,000 employees, this paper examines the proposition that those working in so-called 'black hole' organizations (i.e. where there is neither a set of progressive HRM practices nor a recognized trade union) will report more negative attitudes and work experiences than those in settings where there is either HRM, a trade union presence or both. The results lend some support to this hypothesis with respect to job satisfaction and organizational commitment and in judgements about experiences of fairness of treatment and trust in management. However, the most negative views about employment relations are reported by those who belong to a union in workplaces with little HRM. The findings indicate that it is HRM practices rather than trade union membership that have the major impact on attitudes and experiences. Even in black hole organizations some employees report satisfaction. This can be largely explained by a positive psychological contract between individual and organization. The implications for the role of trade unions in the promotion of fairness at work are discussed.  相似文献

The paper aims to determine whether or not ceteris paribus women workers are less interested in joining trade unions than male employees by an analysis of the importance of sex for the individuaľs union membership decision. Cross-tabulations and discriminant analyses are used to examine the Work Attitudes and Histories Survey of the Social Change and Economic Life Initiative of1986. An employee's sex is revealed to be related to propensity to unionize, a finding attributable mainly to women's concentration in low-paid occupations and to the significantly lower favourability to trade unions expressed by female workers, compared with male employees.  相似文献

The paper develops a model of trade union behaviour based on the concept of the viable bargaining unit. Viability rests on five conditions: membership level, service level, membership participation, employer recognition, and facilities. Unions are seen as portfolios of viable and inviable bargaining units. Six propositions are derived, concerning union scale, growth, the impact of statutory recognition provisions, the emergence of conglomerate unions, governance structures, and relations with employers. Employer dependence is central, and a simple game‐theoretic approach is used to discuss employer co‐operation. Viability at the union level is achieved by portfolio diversification and employer co‐operation.  相似文献

Most of the literature on strikes has addressed one of four issues: causation, variation between sectors and countries, trends over time and the relationship between strikes and other forms of collective and individual protest. Very little research has addressed the equally important questions of strike outcomes and trade union membership despite the substantial body of research on the causes of trade union membership decline and strategies for membership growth. In this paper we reverse the usual sequence of trade union membership as a causal factor in the genesis of strikes and examine the impact of strikes on trade union membership levels. After setting out the relevant theory and hypotheses, we use a unique seven‐year dataset of trade union membership joiners and leavers from a major British trade union with a substantial record of strike activity. Controlling for other possible determinants of trade union membership, we find that months in which there is strike action, whether national or local, are associated with a significantly higher rate of membership growth, measured both by the number of joiners and by the ratio of joiners to leavers. Data from new union members suggest that perceived injustice and perceived union effectiveness both motivate the decision to join.  相似文献

This article builds upon the explanation of the rise in trade union popularity developed by P. K. Edwards and G. S. Bain in a previous volume of this journal. The Gallup Opinion Poll data indicate that, while the public have consistently thought unions to be a good thing, they have equally consistently opposed any political activity by unions and the unions' use of 'unsavoury' tactics. These are exactly the activities which the Thatcher trade union legislation has restricted. As such, it is suggested that the rise in popularity of unions in the second and third terms of the Thatcher government reflect, in part, the fact that the public thinks they have now got the type of unions they always wanted: unions with a constrained ability to bargain collectively with employers.  相似文献

Women's groups in unions are collective spaces within which women seek to advance their concerns and access empowering positions. This paper examines their pursuit of gender equality in unions. The need to explore unions and women's groups is heightened by women's significance as a source of union membership, and the connection between union revitalization and responsiveness to women. The paper uses case studies of two unions, MSF and USDAW, and seven women's groups. The analysis is structured by a typology of two frameworks: (i) a typology of gendered equality ideas derived from various literatures, and (ii) the dynamic and linked dimensions of Hyman's (1994) union organization model. Implications for research and theory, and for union policy and practice, are discussed.  相似文献

This paper uses a large sample of South Korean union members working in different industries and occupations to test a model of union satisfaction. The results suggest that union–member relations — member representation and union leader effectiveness — are more important than the economic results that unions provide to members. These findings are in line with our general argument that, where unions rely on decentralized collective bargaining as the prime method of employment regulation, they depend heavily on internal union relations for their effectiveness. We contend that, if unions are to limit the decline in their influence, assessing and changing internal union relations should be a priority.  相似文献
