Patterns of forest cover and forest degradation determine the size and types of ecosystem services forests provide. Particularly in low-income countries, nontimber forest product (NTFP) extraction by rural people, which provides important resources and income to the rural poor, contributes to the level and pattern of forest degradation. Although recent policy, particularly in Africa, emphasizes forest degradation, relatively little research describes the spatial aspects of NTFP collection that lead to spatial degradation patterns. This paper reviews both the spatial empirical work on NTFP extraction and related forest degradation patterns, and spatial models of behavior of rural people who extract NTFPs from forest. Despite the impact of rural people's behavior on resulting quantities and patterns of forest resources, spatial–temporal models/patterns rarely inform park siting and sizing decisions, econometric assessments of park effectiveness, development projects to support conservation, or REDD protocols. Using the literature review as a lens, we discuss the models' implications for these policies with particular emphasis on effective conservation spending and leakage.  相似文献

Researchers generally express the local value of tropical rain forests in dollars/ha/year. The approach is problematic because it produces low values to local users, underestimating the importance of the forest expressed as a share of household consumption or earnings. Here we contribute to valuation studies of rain forests by estimating the financial importance of the forest measured in three ways: (1) the contribution of forests to annual household consumption and (2) earnings; and (3) the value of a hectare of rain forest to villagers measured through the biological goods consumed and sold. We collected panel data on consumption and earnings from 81 households in four villages of two Amerindian societies in two nations (Tsimane’, Bolivia; Tawahka, Honduras). Analyses suggest: (1) forests account for a large share of household consumption (median 38.5%; range 14.65–53.11%); (2) forests contribute more to household consumption than to household earnings (median 22.69%; range 16.56–44.81%); (3) the relative contribution of forests to household consumption and earnings falls among villages closer to towns; and (4) the range of values/year of rain forest/ha is US$7.10–9.70 using 1999 dollars or US$18.46–46.56 using purchasing power parity indexes, below previous estimates. Results show much variation in forest values; valuation methods and stakeholder perspectives affect the variation. Given the variation, a useful strategy to promote forest conservation would transfer income to villagers to compensate them for non-local forest values.  相似文献

This study presents an applied improvement in the agroforestry accounting system (AAS) approach to two public cork oak forests in the Mediterranean region: Jerez (Spain) and Iteimia (Tunisia). Both forests have similar environments but differ in land property rights, labour markets and countries (developed and developing economy, respectively).The income analysis considers the differences between forest ownership, and household and landowner economic rationalities. In the case of Jerez, the public landowner has a right to exclude others from using the forest resources; community employment and natural resource conservation criteria determine Jerez's management. In the Iteimia case, the public landowner has regulated free-use rights for livestock grazing, firewood and crops so that local households can meet their needs and improve their income. Households operate by maximizing their income from the full employment of their own family workforce.The results show that Jerez's management generates negative commercial capital income for the public landowner, despite receiving significant public subsidies, while it maintains high internal forestry investment that generates additional local employment. Conversely, Iteimia produces positive commercial capital income for the public landowner and high household self-employed labour income per hectare.  相似文献

Conservation is a crisis discipline requiring rapid action with limited funds. This study examines the potential of socioeconomic variables to predict forest use values. If natural resource use can be predicted from socioeconomic data, conservation planners could rapidly identify and focus conservation programs on the sectors of local populations that most intensively utilize local flora and fauna. Families in three communities in the northern Peruvian Amazon were surveyed over a 6-month period. Data were collected on use of flora and fauna from six locally determined use categories (food, medicine and poisons, wood, weavings, adornments, and “other”) in forest types of three age classes (fallow fields—very young forests, young secondary forests, and old secondary forests). Forest use values were the dependant variables calculated in $/ha/year. Socioeconomic variables included: age, education, family size, residence time, land worked, land owned, number of fishing nets, chickens, pigs, cows, and/or mules owned (all proxies for productive assets), and level of ecological knowledge (ability of informants to correctly identify forest species and answer basic questions about their biology). Ordinary least square multiple regressions were run independently for each forest type. Regressions were also run separately for the two most valuable use categories, food and wood. Low R2 adjusted values (all < 0.3) reflect the difficulty in predicting human behavior due to confounding variables and complex interactions. Residence time and a household's community of residence were the most significant predictors of forest use values. Households in Vista Alegre, the community with the highest density of people and smallest landholdings per household, extracted the highest value of forest products per hectare. The longer a family stayed in any community the higher the value of forest goods they extracted. If families that lived in an area longest are the most intensive extractors of forest products, they should be a major focus for conservation programming. In addition, the higher value of products extracted from forests by some families may make them more open to strategies seeking to protect long-term viability of the resources they utilize. The importance of residence time also indicates that planners need to account for changes in the resource use patterns of stakeholders over time.  相似文献

The euro cash changeover that took place in 2002 in 12 countries of the European Economic and Monetary Union was associated with abnormal price increases in most member countries. This paper investigates the influence of product market competition on the size of the changeover-related prices hikes, showing that the price hikes were less prevalent in countries with a higher level of competition. For the countries that are to join the euro area in coming years, this means that fostering competition can help contain changeover-related price increases. This aspect is of particular importance for the most recent and next wave of euro adopters, because of their rather heavy product market regulation as measured by the OECD, which are likely to restrain competition. The results indicate that comprehensive reform efforts can be more beneficial in containing changeover-related price hikes than a selective easing of product market regulation in a subset of areas.  相似文献

The growing demand by countries in the eastern Mediterranean over the waters of the Jordan and Yarmuk Rivers, and the highly depleted coastal and mountain groundwater reservoirs, raise the need to explore ways and means to ameliorate existing and expected water scarcity. Economists have for some time proposed ways towards more efficient exploitation of existing water supplies, specifically by employing market incentive mechanisms in order to encourage voluntary water sharing among countries and regions. Such trading schemes may involve two or more countries. It can be shown that such schemes — given any initial assignment of property claims to water resources — can often lead to increases in the welfare of the countries concerned.The paper proposes two specific mechanisms for international markets in water claims in the eastern Mediterranean region, in which parties voluntarily engage in such trades, as they would expect to gain real benefits from these transactions. Simulation exercises with real data show that — as is true for any opening of markets to international trade — that all parties in the region might benefit to a greater or lesser degree from auctions of water.  相似文献

Insecure, contested, and unjust forest tenure arrangements undermine forest investment and protection, fuel conflict, and jeopardize Indigenous Peoples’, local communities’, and indigenous and community women’s rights, livelihoods, and development prospects. While legally recognized community forests tend to have lower rates of deforestation, store more carbon and benefit more people than forests managed by either public or private entities, evidence shows over two-thirds of forests remain controlled by governments – a significant portion of which is contested by indigenous and local communities who traditionally own, manage, and depend on these forests. It is therefore all the more critical that governments support and advance communities’ forest tenure rights. Using longitudinal tenure data and analysis of global forest ownership trends developed by the Rights and Resources Initiative, this article details the distribution of statutory forest rights across 58 countries covering nearly 92% of global forests over the fifteen-year period from 2002–2017.  相似文献

Valuating the fimction of ecosystem services is crucial for accounting green GDP, making a conservation policy of ecological environment and the decision of regional development as well as sustainable development strategy. R ice-duck-fish symbiosis has been promoted in several developing countries as a way of increasing incomes for rice farmers, but investigations of its value have mainly focused on direct economic' benefits, such as food and raw material production. Few studies have been conducted on the estimation of indirect services provided by rice-duck-fish complex ecosystem. The gas regulation service and its economic values provided by rice-duck-fish complex ecosystem were studied in Wuhan, China. The major components of gas regulation are O2 emission and greenhouse gases (GHGs, CO2) regulation. The results show that O2 emission from different treatments (including rice-duck (RD), rice-fish (RF), rice-duck-fish (RDF) and rice (CK)) ranged from 26,370 kg/ha to 33,910 kg/ha per year. with an economic value of 10,050-12,920 yuan/ha per ),ear (Chinese currency: 1 euro =10.2475 yuan, August 28, 2007). The net GHGs exchange varied from 1,200 to 3,320 kg/ha per year; and its economic value ranged from 1,040 yuan/ha to 2,900 yuan/ha per year Consequently, the total economic value of gas regulation provided by symbiosis complex ecosystems ranged from 11,090 yuan/ha to 15,820 yuan/ha per year. and the maximum overall economic value of gas regulation was provided by RDF complex ecosystem. The work will be useful for further understanding of the functions of rice-duck-fish complex ecos.vstem services and supplying the theoretical references to agricultural policy.  相似文献

Assessing the Willingness to Pay (WTP) of the general public for climate change mitigation programmes enables governments to understand how much taxpayers are willing to support the implementation of such programs. This paper contributes to the literature on the WTP for climate change mitigation programmes by investigating, in addition to global benefits, the ancillary benefits of climate change mitigation. It does so by considering local and personal benefits arising from climate change policies. The Contingent Valuation Method is used to elicit the WTP for ancillary and global benefits of climate mitigation policies in the Basque Country, Spain. Results show that WTP estimates are 53–73% higher when ancillary benefits are considered.  相似文献

The phrase “sustainable development” appears increasingly in national policies in Asian countries and there are many successful ‘sustainability experiments’ documented at local level throughout the region. We explore why, despite the efforts made at the national level and the good practices at local level, underlying trends are away from sustainability. Drawing on the multi-level perspective on system innovation, we argue that linkages between different levels in socio-technical systems are critical to explaining the emergence of sustainable development pathways. The absence of these linkages in many Asian contexts is an important factor obstructing sustainability transitions in Asia. We argue that while the importance of vertical linkages is recognized and theorized in the multi-level perspective, the horizontal and the temporal dimensions are under-explored. We develop a set of propositions for exploring linkages in socio-technical systems, supporting these with empirical examples from the region.  相似文献

Forest conservation in one country can influence the degree of conservation or deforestation in other countries because of international linkages of the forest products industry and markets and a lack of global coordination. Thus leakage and offsetting losses of environmental quality may be present. This paper develops an analytical framework for measuring this leakage and estimates its magnitude via general equilibrium modeling. We find that the magnitude of leakage depends upon the price elasticities of supply of and demand for forestry products across the countries and degree of cooperation in forest conservation. We estimate that a significant portion (42%-95%) of the reduced forestry production implemented in a country/region can be transferred to elsewhere, offsetting environmental gains. Leakage generally diminishes as more countries cooperate, but cooperation among only a few countries does not always dramatically reduce leakage. Thus forest conservation efforts and associated environmental quantity gains in a country or group of countries can be seriously undermined in terms of global net conservation gain in the absence of effective global cooperation. Our results also point to the importance of taking leakage into account in evaluating local or regional forest carbon sequestration projects.  相似文献

The authors apply two complementary empirical criteria to eight new member states (NMSs) of the European Union to assess how ready they are to adopt the euro. As a first step, they recover demand and supply shocks and calculate the social losses implied by the two relevant exchange rate regimes: flexible rates and currency board. As a second step, the authors calculate the real exchange rates variability that these countries are currently experiencing and compare it to that of three Mediterranean countries during a similar period before they joined the EMU. The combination of the results of both tests shows that Estonia and Slovenia are the only countries that seem ready to adopt the euro within the shortest period of time foreseen by the Maastricht criteria; that is, after the two mandatory years in the ERM2. The rest of the countries will probably still need some exchange rate flexibility to absorb external shocks in the coming years.  相似文献

A strong demand for nature conservation can be ascertained in Germany. Several nature conservation groups argue that in order to provide nature conservation in considerable parts of the forest area forestry should sacrifice timber harvesting. For example, the abandoning of harvesting altogether is supposed to enhance and protect the species richness. This fact and the very low profitability of forestry in Germany motivated the writing of this paper. The paper explains a methodology for deriving producer prices involved in forest reserves, where harvest benefits are sacrificed totally. Such methodology can be useful to form a basis for private contracts between forest owners and nature conservationists, who demand forest reserves. The results of this methodology can also be integrated in financial programs for species and habitat conservation.In a basic theoretical consideration, it is demonstrated that a stand-by-stand evaluation approach may only serve as an initial step in deriving compensation prices for forest reserves. Due to the stochastic character of forest management, a nonlinear programming approach (NLP) was adopted to find an optimal operational plan for a hypothetical beech (Fagus sylvatica L.) forest. In both the constraints and the objective function, the nonlinearity is considered by integrating stochastic components. Additionally, only virtual homogenous forest reserves are considered. Firstly, a basic NLP solution for the hypothetical forest with the objective “maximise the net present value (NPV) of timber harvests adjusted to risk” was obtained when considering several constraints subject to stochastic variation of net revenues and timber harvests without considering forest reserves. Secondly, other solutions allowing for forest reserves were computed. The decrease of the objective function when forest reserves were increased in periodic increments seemed well suited to mirror the opportunity costs of forest reserves.The results showed that a stand-by-stand approach gave much greater compensation prices than the NLP approach. The reason for this lay in the consideration of a nonlinear objective function as well as the nonlinear constraints in the case of NLP. The first 42-ha forest reserve was priced at 11,494 Euro/ha or, 483 Euro/ha/year expressed in infinite yearly compensation. The yearly compensation price for the last forest reserve had an increase up to 607 Euro/ha/year. A stand-by-stand approach, however, resulted with compensation prices from minimally 609 up to maximally 709 Euro/ha/year.Various interest rates (3.2% and 5.2%) caused different compensation price curves. The slope of the curves increased when the interest rate decreased.The limits of the approach, the problem of deriving a demand for forest reserves and the opportunities for applying the presented approach to state forests are discussed.  相似文献

Agricultural expansion into tropical forests is believed to bring local economic benefits at the expense of global environmental costs. The resulting tension is reflected in Brazilian government policy. The national agrarian reform program has settled farm families in the Amazon region since the 1970s, with the expectation that they will clear forests in order to farm the land. On the other hand, recent Brazilian policy initiatives seek to reduce deforestation to mitigate climate change. We contribute to the policy debate that surrounds these dual goals for the Amazon by estimating the marginal effects of new agricultural land on the full income and assets of farm settlers over a 13-year period from 1996 to 2009. Using micro panel data from agrarian settlements where forest was being rapidly cleared, and controlling for factors that would otherwise confound the relationship, we estimate the effect of converting forest to agriculture on total household income to estimate the opportunity cost of conserving forest. Our measure of income reflects any re-allocation of resources by utility maximizing households and any productivity effects due to loss of forest ecosystem services. The estimated effect of new agricultural land on income is positive, but small relative to the income per hectare of previously cleared land. However, we show that income increases investment in physical assets, which raises households’ income generating capacity and future accumulation of assets. Thus, while there is only a small immediate income gain from clearing more forest, the long-term effects on wealth are still substantial. This demonstrates that given the right conditions, conversion of forest to agricultural land can be an impetus for asset accumulation by smallholders. It also highlights the importance of considering the indirect and long-term welfare benefits of new agricultural land when assessing the opportunity costs of forest conservation.  相似文献

Non-timber forest products (NTFPs) contribute significantly to a rural household's livelihood in the African semi-arid tropics. This study examines the income from NTFPs and the dependency on these of different socio-economic groups in Northern Benin. Using survey data from 230 households of two villages, we firstly compared incomes of five different ethnic groups being differentiated by their traditional source of livelihood and regional provenance. Secondly, we investigated disparities between three income groups. On average, income from NTFPs accounted for 39% of total household income and had a strong equalizing effect on it. However, the economic relevance of NTFPs differs between households: Poorer households are relatively more dependent on NTFPs in order to fulfill basic needs than wealthier households. However, the latter extract more NTFPs in quantitative terms and have significantly higher cash returns than poorer ones. This is mainly due to a significant greater land holding. Moreover, our study revealed that net income from NTFPs reflects traditional sources of livelihoods of different ethnic groups. In conclusion, both conservation and development strategies should take into consideration the socio-economic context of different beneficiaries of savanna woodland resources in order to apply appropriate measures to poverty reduction.  相似文献

Nepal has a long history of returning public forests to local people as part of its community forestry programme. In principle the community forestry programme is designed to address both environmental quality and poverty alleviation. However, concern has been expressed that forest policies emphasise environmental conservation, and that this has a detrimental impact on the use of community forests in rural Nepal where households require access to public forest products to sustain livelihoods. To study the effect of government policies on forest use, an economic model of a typical small community of economically heterogeneous households in Nepal was developed. The model incorporates a link between private agriculture and public forest resources, and uses this link to assess the socioeconomic impacts of forest policies on the use of public forests. Socioeconomic impacts were measured in terms of household income, employment and income inequality. The results show that some forest policies have a negative economic impact, and the impacts are more serious than those reported by other studies. This study shows that existing forest policies reduce household income and employment, and widen income inequalities within communities, compared to alternative policies. Certain forest policies even constrain the poorest households?? ability to meet survival needs. The findings indicate that the socioeconomic impacts of public forest policies may be underestimated in developing countries unless household economic heterogeneity and forestry??s contribution to production are accounted for. The study also demonstrates that alternative policies for managing common property resources would reduce income inequalities in rural Nepalese communities and lift incomes and employment to a level where even the poorest households could meet their basic needs.  相似文献

Ecosystem services valuation has achieved considerable prominence in research and policy circles in recent years. This paper reviews the studies that have tried to estimate the value of forest ecosystem services. Broadly, this study addresses the following questions: (1) What insights do these studies provide on the value of forest ecosystems? (2) What lessons do they offer from an economic and policy perspective? (3) What are the shortcomings of the existing studies, and what are the challenges and issues for future research? Evidence from a cross section of forest sites, countries and regions suggests that not only the total valuation of ecosystem services varies widely across studies but also the valuation of individual services. This variation suggests that policies to conserve ecosystems and their services should emphasise local contexts and values. This paper concludes by discussing the shortcomings of existing studies, and suggests that, among other things, future research should focus on the neglected ecosystem services, ‘disservices’, assess the role of dynamic factors and environmental catastrophes on the provision of ecosystem services, and assess the benefits of keeping forests intact versus converting them to alternative uses.  相似文献

Forests contribute to the economy in several ways. While forests are a source of timber with market values, they also influence local and regional climate, preserve soil cover on site, and in the case of watersheds, protect soil downstream from floods –functions, which are not in the production boundary of SNA. Further, the net value added in forestry sector does not reflect sustainability of forest resources, because it ignores the consumption of natural capital (depletion) that occurs when forests are harvested or converted to other uses. The only costs of depletion considered in the national accounts are the extraction costs and records the potential loss in forest wealth as other changes in assets that have no effect on Gross Domestic Product (GDP). The study tries to incorporate forest resources into the national accounts and adjust the Gross Domestic Product (GDP) for the depletion of forest capital, using the Satellite System of Integrated Environmental and Economic Accounting (SEEA). The value of net accumulation (positive or negative) of forests is calculated and the net Domestic Product is adjusted for the depletion of the forest resources to get Environment adjusted Domestic Product (EDP). The results show that the EDP equals 98.4% of the adjusted net domestic product in 1993–1994. A proper accounting framework would better reflect not only the long term value of the state's natural wealth but also its immediate contribution to the state economy in the current accounts.  相似文献

To build the artificial forest ecosystem is the major eco-economic development model in the watershed of Miyun Reservoir. It is very important to evaluate the benefits of those ecosystems. Emergy theories are very helpful for us to establish a science-based assessment framework. Emergy evaluation of the artificial forest ecosystems in the watershed of Miyun Reservoir is used to asses the relative values of several ecological functions (sometimes called ecosystem services) and main ecosystem storages (sometimes called natural capital). The main driving energies, internal processes and storages are evaluated. The main functions, including transpiration, GPP and infiltration, are evaluated, which are 609em$/ha/yr, 6,245em$/ha/yr and 340em$/ha/yr respectively. The total values of major environmental services are 4,683em$/ha/yr in the artificial forest ecosystem. The main storages of natural capital including live biomass, soil moisture, organic matter, underground water and landform are estimated, which are 112,028em$/ha, 9em$/ha, 40,718em$/ha, 34em$/ha and 6,400,514em$/ha respectively. The largest value is landform, which accounts for 97.7% of these calculated total emdollar values. The concept of replacement value is explored using the emergy values of both ecosystem services and natural capital. The total calculated replacement values are 302,160em$/ha.  相似文献
