Civil society observations of the EU's geopolitical impacts on its immediate neighbourhood provide a nuanced ‘ground-up’ perspective that eschews historically deterministic interpretations of the EU's role in the world. While this article is limited to Eastern Europe, it nevertheless highlights some of the challenges facing the EU's visions of ‘Neighbourhood’ as multilateral and multilayered regional co-operation. After a brief theoretical introduction, the article first characterizes the EU's geopolitics as a dual project of consolidation and ideational projection; that is as two projects of re-ordering – re-territorializing – interstate relationships. It then addresses three specific and interrelated questions with regard to civil society: 1) how do the EU and its policies affect civil society co-operation agendas and practises, 2) to what extent does civil society participate in the co-development of Neighbourhood Policy and 3) how do civil society actors perceive the role of the EU in promoting cross-border and regional co-operation within the ‘Neighbourhood’? One central issue in developing these questions is that of establishing ‘common’ European values as a condition for successful co-operation. Civil society actors must simultaneously operate within different, often competing, socio-political contexts. A balance between situational ethics and more generally accepted notions of (European) values is thus essential.  相似文献

This article highlights the close relationship of religion and geopolitics in general and within religious fundamentalist ideologies in Palestine/Israel in particular. A new concept of ‘dissident geopolitics’ is used to circumvent state‐centrism of Tuathailian critical geopolitics and, furthermore, a new theoretical framework of ‘religeopolitics’ is elaborated and utilised in the following case study to pinpoint the geopolitical core within the ideologies of the movements of Hamas and Kach. Both movements are violent, ‘fundamentalist’ and claim the Other to be the enemy and the self to be the rightful owner of the territory of Palestine/Israel. The case study also shows how violence is legitimised in relation to religion and geopolitics. Finally, suggestions are given to expound religeopolitics within other areas of IR scholarship, more related to each other than ever in the post‐11 September world.  相似文献

What worldviews are passed on to students in Russian universities? This question can be approached by studying teaching in a discipline known as Geopolitics, which is offered as part of many degree programmes in Russian universities. The article makes use of observations of geopolitics lectures and geopolitics textbooks to study worldviews, understood as ontological, epistemological, and methodological assumptions about the geopolitical ‘reality’, the reality of geopolitics as a discipline, and how this discipline can and should be ‘discovered’ and studied. Based on the primary data, a story of the birth and development of geopolitics is constructed, and three discourses are identified. These discourses – geopolitics as a science, geopolitics as context-dependent, and geopolitics as state-centric – tell us about worldviews that espouse a positivist epistemology but vary in their degree of essentialism. Worldviews also inform us about Russia's geopolitical culture, which is, in this context, closer to the Westernisers' position than that of (Neo)Eurasianism.  相似文献

With the end of the Cold War, it seemed that we had reached the ‘end of geopolitics’. Since the mid‐1990s, however, the term ‘geopolitics’ has experienced a revival, and even regional groupings which have so far abstained from any kind of power politics, such as the European Union, have started to claim geopolitical interests for themselves. But it is not clear what constitutes this kind of power politics in the 1990s and what drives ‘the West’ to pursue geopolitics, directed against what Huntington has labelled so plainly and provocatively the ‘Rest’. The article addresses this question by analysing Western capital's need for access to markets in the South and the EU's and US’ growing dependence on oil imports. The article will argue that a Western geostrategy based on Huntington's civilisational model would be counterproductive in the long run, manoeuvring the Western states into a situation where these geopolitical goals would have to be enforced by military means instead of being pursued through a strategy of political and economic support.  相似文献

Across history, the US has strategically used education to buttress its war efforts. The current US global ‘war on terror’ is no different. The US's amplified emphasis on in/security and defence following the September 11 attacks folds education into the assemblage of technologies used to explain and advance military intervention. Through a critical geopolitics framework, this analysis unravels the ‘imaginative geographies’ that facilitate this absorption of education and feminism into imperial strategy of war by looking at three distinct education interventions. It considers how disparate sites of and engagements with education – materially and discursively – ineluctably work to humanise, justify, and advance US warfare.  相似文献

This paper is a response to Antto Vihma’s article ‘Geoeconomic Analysis and the Limits of Critical Geopolitics: A New Engagement with Edward Luttwak’. Taking issue with Vihma’s critique of the limits of critical geopolitics, it argues that it is instead the use of economic strategies in statecraft – Vihma’s state-centric vision of geoeconomics inspired by Edward Luttwak – that is really better understood as limited. To map these limitations, it is necessary to attend to three specific limits: first, the limits of conceptualising geoeconomics in simply instrumental terms as a tool of statecraft; second, the limits of capital and specifically the ways in which the geographical limits created by the on-going tensions between spatial fixity and spatial expansion in capitalism are refracted through the on-going entanglements of geopolitics and geoeconomics; and third, the limits of personal positionality and the emotional fears, hopes, dreams and passions that influence geostrategic discourse more generally. Reflecting on Donald J. Trump’s ascendancy to the US presidency, the paper concludes that it is now more necessary than ever to address how all these force-fields intersect to overdetermine the limits of economic strategy in statecraft.  相似文献

This paper examines the intimate relationship between narratives emanating from China and their uses of Chinese history, and how such perspectives inform China’s geopolitical positioning and practices in lieu of its purported ‘rise’. Taking inspiration from the deconstructive impetus of critical geopolitics, this article contends that these historical claims to China’s rise constitute deterministic accounts, hinging on the notion of Chinese exceptionalism to provide discursive backing for a Sinocentric geopolitical order in the coming decades. This in turn downplays ‘alternative’ historiographies that can shed light on how the nature of China’s emergence may be more dependent on and shaped by the external environment than previously acknowledged. Building on the historical-geographical expositions related to the idea of contingency, this article demonstrates how China (whether it be in the past or present) cannot be seen as operating in a vacuum but has to constantly negotiate and adjust its strategy of engagements/interactions based on the specific demands imposed by world politics. Specifically, by elucidating these dimensions through cross-strait relations between China and Taiwan, it is argued that understanding China’s contingencies can raise important questions for us to critically appreciate the contextual actors, processes and relationships that differentially impact on China’s engagements in the world.  相似文献

This paper draws from research on small-scale maize production in Mexico’s Central Highland region to discuss the geopolitical implications of everyday agricultural practices. An overwhelming majority of maize farmers in this region, as well as in the country more broadly, continue to cultivate locally adapted maize varieties they have bred themselves – criollo maize is the vernacular term – despite decades of concerted government attempts to effect the widespread adoption of commercially bred and licensed hybrid varieties. This state effort to restructure agricultural systems and food security according to nationalist and capitalist priorities is one tactic in a long and violent struggle for control over peasant land and labour in Mexico. By integrating feminist scholarship in geopolitics and in political ecology, I am following the lead of geographers who regard the materialities of everyday life as a foundation for political tensions and conflicts that are constantly unfolding along intersecting lines of difference. Though geopolitics has rarely turned its attention directly to theories of intimate socio-ecological relations, I argue that the field has much analytical and political leverage to gain by engaging with political ecology, and that feminist geographic imaginaries provide a crucial space in which to do so. This approach allows for an analysis of how a dominant geopolitics of land and agriculture is being undermined through the routine production of criollo maize, revealing new potential for creating broad political alliances with social movements that are currently working toward alternative visions of agriculture and food security.  相似文献

Geopolitics today is increasingly marked by the violent convergence of (in)security, market integration, and dispossession. Yet few studies address the connected, counter-insurgent geopolitics of ostensibly ameliorative, women-focused development interventions in the (post)colonial world. This paper charts a new theorisation of the geopolitics of development by focusing on gendered social movements, intersecting relations of difference, and social reproduction in two seemingly distinct areas: rural Guatemala and urban India. It introduces a transnational feminist geopolitical analytic – based on relational comparison, critical ethnography, and collaborative dialogue – to elucidate both specificity and global interconnection. Specifically, this consists of analysing struggles over dispossession through processes of ‘de(bt)velopment’ in the Ch'orti’ Highlands and ‘redevelopment’ in Mumbai at key historical conjunctures. These struggles illuminate not only (in)securities experienced by marginalised groups but also the transformative potentialities and domesticating limitations of social mobilisation. In conclusion, the paper offers insights into the how of doing more liberatory geopolitical praxis.  相似文献

Very few contributions have been published in English on the Italian geopolitical tradition of the interwar years. This is rather surprising, given the fact that, after Geopolitik, Italian geopolitics was one of the largest and most significant in Europe. This article aims to fill this void, by offering a detailed and critical investigation into this intellectual production. Although the article traces the origins of Italian geopolitics back to the 1920s, its main focus is on Geopolitica (1939–1942), the journal which, more than any others, embodied the attempts to give Italy its own geopolitics. Despite its ambitious proposal to become the ‘imperial-geographical consciousness’ of the Fascist regime, Geopolitica remained largely confined within the circle of academic geography and ultimately also failed to influence the development of Italian geographical tradition.  相似文献

The present article brings domestic politics into an analysis on sovereign wealth funds (SWFs) that are relevant for the study of contemporary geopolitics. What are the domestic drivers behind SWF creation, and how does a country’s domestic political environment affect the creation of these funds? Using a comparative historical case study on sovereign funds in Gulf Cooperation Countries, this article investigates the effects of domestic state–society structures on decisions about SWF creation and their evolving structure. Thereby, this article adds to an emerging stream of literature that looks at the drivers and implications of SWFs. One of the key findings of this analysis is that there are systematic links between the sovereign fund types and domestic structures; these structures include and exclude socio-economic actors that influence policy-making decisions.  相似文献

The US rebalance to the Asia Pacific is consistently interpreted as a response to China’s material rise. While not entirely incorrect, this assumption – derived from an overriding faith in the explanatory significance of relative state capabilities – fails to explain why rapidly rising others, most notably India, remain absent from regional US security discourse, and why a heavy US presence in Asia predates China’s ascent of the 1970s onwards. To address these problems and offer an improved explanation of what the rebalance is, how and why it has come about, and what it is designed to achieve within the context of China’s rise, this analysis draws from critical geopolitics and postcolonial theory. It argues that the rebalance is best conceived as the (re)articulation of historical discourses which construct certain foreign Others like China as challenges to the ontological American self, making the rebalance an attempt to pacify a particular rising identity as much as a rising state actor. The analysis is motivated in part by the question of how the rebalance is enabled in its current form. From here, the article addresses an increasing yet regressive tendency of International Relations theory to deny studies of the ‘how possible’ explanatory value, encouraging their marginalisation in favour of examinations into ‘why’ political decisions are made.  相似文献

Based on the notions of ‘popular geopolitics’ and ‘practical geopolitics’, this article explores how China’s geopolitical strategies are represented and reproduced by the popular songs in the CCTV (China Central Television) Spring Festival Gala during the past thirty years (1983–2013). Drawing on the (con)textual and visual analysis of 539 popular songs, how geopolitical knowledges are represented and reproduced by these songs and how these songs are involved with China’s geopolitical strategies are analysed. The main argument of this article indicates that the official regulated popular songs in the annual Gala can be considered as important constitutions of China’s state apparatus which aim at propagandising and legitimating the official geopolitical strategies on both internal and international affairs. As research of the geopolitical engagements of China’s popular music, this article might also be read as a contribution to wider literatures on popular and practical geopolitics from a non-Western perspective.  相似文献

Through an analysis of a speech held by Finnish Minister of Defence Jyri Häkämies at CSIS in Washington in 2007, the article scrutinizes the new emergence of “geopolitics” in international politics. Although its novelty is debatable, in this new geopolitical discourse the main focus is not related to the spatial borders of a nation state but instead to securing territory beyond these borders. It seems that “common values”, basically undefined but allegedly including such ideas like democracy, are related to this new form of “geopolitics”. In contrast to traditional geopolitics and identity politics, the global or cosmopolitical “us” defending common values seems to be a changing coalition and other countries appear only as objects of its operations. Only Russia, waking from its decade-long hibernation, emerges as a potential challenge to “us”. Curiously enough, its awakening also brings geopolitics back. The analysis of the speech reveals that the “new situation” requires choosing friends and enemies that are not clearly defined in the classical geopolitical sense. Even in the traditional sense of protecting the borders etc., the geopolitical security of Finland is best protected through acting for the geopolitical security of the whole world, no matter where or when that might require our presence. But from where does, for instance, the legitimacy of the operations of “us” derive? In the speech of minister Häkämies, many of the classical themes of political theory reappear, though in a new form. It is guided by geopolitical concerns, but the geopolitics it entails is rather different from the traditional way of thinking about it. This also creates a need to rethink some central concerns of political theory.  相似文献

Engaging with nascent scholarly efforts to foreground the ‘geo’ of geopolitics, this article examines how certain low-quality geological substances are constituted as strategic, ‘unconventional’ fossil fuel resources, the exploitation of which is deemed indispensable for energy security reasons. Based on a detailed study of oil shale exploitation in Estonia, the paper specifically analyses the politics of knowledge that enable such carbon-intensive and energy-inefficient industries to perpetuate at the national level and, moreover, subvert the neoliberal imperatives of energy sector deregulation and decarbonisation arising from EU policies. This analysis leads to two key arguments. At one level, the Estonian case evidences and contextualises the growing recognition that ‘energy security’ represents a multifaceted and dynamic construct as it highlights, in particular, the contingency of expert knowledge in its conceptualisation and performance. What counts as energy security is in this case articulated via shifting and contested modes of knowledge-making, whereby state- and market-led modes of energy governance are continuously renegotiated. At another level, however, the politics of knowledge is explained here as exercised through contending ontologies of the fossil fuel resource that pivots security claims, or ‘geo-logics’, which has multiplying effects on resource materiality.  相似文献

This article links two major areas of work on the geographies of oil: socially produced scarcity and the ‘new realities’ of oil, with wider geographical inquiries, mainly global energy governance. It explores how in the current context characterised by oversupply, power stands out as a key factor in the geopolitics of prices, the interactions amongst energy institutions, the role of supply and demand, and the preferences of the actors involved. Geopolitical approaches find a niche in the gaps left by the increasing complexities of global energy governance. In this regard, energy geopolitics may be thought of as ‘governance by other means’, an alternative to failed external energy governance solutions. The article then focuses on the consequences of the drop in oil prices on producer countries and how it will impact the major issues that dominate the literature on energy security. It concludes by stating that there is a need to rethink the geopolitics of energy security in order to incorporate the global governance institutions’ failure to facilitate cooperation as another cause of the re-securitisation of energy policies.  相似文献

This study analyses how a state’s reactive currency statecraft – its strategic reaction to an international currency issued by a foreign state – is shaped, by devoting special attention to its broad foreign policy stance towards the state issuing that international currency, with a main empirical focus on the Japanese case with regard to the Chinese renminbi. This research argues that a state uses its policy related to a foreign international currency as a diplomatic means of managing its political relationship with the state issuing that currency, while also showing that in general most market actors are not greatly interested in their governments’ policies regarding foreign international currencies, especially those that are newly internationalising ones. This study finds as well that the conventional notion of ‘competition’ between international currencies does not necessarily affect a state’s reactive currency statecraft, even if its own currency is a major international one. All of this suggests that the inter-state politics between the state issuing an international currency and foreign states does have a crucial impact on the currency’s international use, especially during its early stages of internationalisation. It also implies that a state’s reactive currency statecraft can be fluid, depending upon the directions of its foreign policy.  相似文献
