In 2010, the ‘Brand Africa’ initiative was launched with the mission to transform perceptions of Africa from a continent of calamities into one of promising economic prospects and entrepreneurial populations. This transformation, ‘Brand Africa’ claims, is one where Africans take their representation from the hands of foreigners and make, through a new image, their own (hi)story. In this respect Brand Africa can be interpreted as a form of subaltern geopolitics seeking to subvert dominant geopolitical knowledge and to fight established structures of domination. However, the article argues its subversive elements are limited, especially when compared to the historical discourses of decolonial pan-Africanism upon which it draws for legitimacy. Indeed, while appropriating this legacy Brand Africa offers up a very different geopolitical vision of possible/desirable African futures. It is argued that this may be accounted for by understanding the extent to which the Brand Africa initiative appears embedded within a South African national context and its own geopolitical ambitions evident within its own nation branding project. What this highlights in turn is that the emancipatory potential and assumed synergies between national and supranational branding central to the Brand Africa initiative are not as unproblematic or uncontested as claimed.  相似文献

The article problematises a popular view in nation branding literature that equates nation branding with states’ attendant advertising campaigns. Instead, this article adopts a broader perspective that nation branding can also operate as a policy aimed at enhancing the sense of ontological security among states and as a practice to strengthen the position of the ruling regime by targeting particular audiences within a broader ‘strategic narrative’. From this perspective, this article aims to shed new light on non-liberal capitalist countries’ – specifically North Korea’s – attempts at nation branding policies in terms of various nation branding strategies. In so doing, Clifford Geertz’s anthropological concept of ‘theatre state’ is introduced as an important metaphor to broaden the existing understanding of nation branding by highlighting the unique characteristics of North Korea’s policies of nation branding and nation building. It is argued that great national spectacles such as the Arirang Festival and military demonstrations provide North Korea with a useful platform for participating in the identity competition among other nation states, as well as in the fierce recognition game against the rest of the Korean national community. Obviously, these strategic performances have contributed to communicating with the outside world, deliberately seeking more respect from others, but have simultaneously operated as nation building processes. Therefore, this work concludes that such staged events are sophisticatedly designed to enhance North Korea’s complex interest of nation branding, and, more importantly, argues that techniques and practices of nation branding are neither historically new nor confined to Western liberal capitalist regimes.  相似文献

This study determines whether the global vector autoregressive (GVAR) approach provides better forecasts of key South African variables than a vector error correction model (VECM) and a Bayesian vector autoregressive (BVAR) model augmented with foreign variables. The article considers both a small GVAR model and a large GVAR model in determining the most appropriate model for forecasting South African variables. We compare the recursive out-of-sample forecasts for South African GDP and inflation from six types of models: a general 33 country (large) GVAR, a customized small GVAR for South Africa, a VECM for South Africa with weakly exogenous foreign variables, a BVAR model, autoregressive (AR) models and random walk models. The results show that the forecast performance of the large GVAR is generally superior to the performance of the customized small GVAR for South Africa. The forecasts of both the GVAR models tend to be better than the forecasts of the augmented VECM, especially at longer forecast horizons. Importantly, however, on average, the BVAR model performs the best when it comes to forecasting output, while the AR(1) model outperforms all the other models in predicting inflation. We also conduct ex ante forecasts from the BVAR and AR(1) models over 2010:Q1–2013:Q4 to highlight their ability to track turning points in output and inflation, respectively.  相似文献

Chile has become the paradigm of nation branding in Latin America, employing branding initiatives to try to shake off the uncomfortable past of Augusto Pinochet’s dictatorship, as well as to create a ‘new’ image that fits into a globalised and neoliberal world. Whilst there has previously been some analysis of Chile’s branding efforts, the viewpoints of the local actors involved in these initiatives have largely been ignored. This article addresses this issue, examining the tensions faced by different individuals who have taken part in nation branding in the country. Drawing on interviews with some of these individuals, this article examines three areas of tension: (1) the conflicting purposes guiding the practice of nation branding, (2) the difficulties around the operationalisation of nation branding and (3) the controversies regarding the intended audiences for their efforts.  相似文献

We study the response of South African monetary policy decisions to foreign monetary policy shocks. We estimate the extent of foreign monetary policy pass through by augmenting standard Taylor rules and comparing the results within the context of a Global New-Keynesian Dynamic Stochastic General Equilibrium (DSGE) model. The general equilibrium model captures important spill-over effects that would otherwise have been ignored in a single equation set-up. The results show that the relationship between foreign monetary policy shocks and South African interest rates is complicated – South Africa does not import foreign monetary policy directly, but is still affected. Except for the US, an increase in foreign interest rates leads to a decrease in South African interest rates – highlighting the complex channels that the monetary policy authority has to monitor outside of its economy.  相似文献

While past studies had conflicting conclusions regarding the impact of foreign aid on growth and development of a nation, recent studies have tried to delve deeper into the question, ‘what makes aid work?’ (see, Dutta, Leeson, and Williamson, 2013; Burnside and Dollar, 2000, 2004; Svensson, 1999). This paper tests how political stability (vis-à-vis political instability) affects the relationship between domestic investment and foreign aid. Applying dynamic panel estimators, our results show that political stability affects aid’s effectiveness on domestic capital formation. The paper considers alternative measures of political stability (vis-à-vis instability), focusing on the political characteristics of a system that have the potential to make a nation stable. Political stability affects policy selection by the government positively and, thus, public resources such as foreign aid are put to the desired use. The estimated marginal impacts show that foreign aid enhances domestic investment in the presence of a stable political climate, but there is a diminishing return to aid.  相似文献

South Africa has experienced two periods of contrasting nation-building, with apartheid's exclusionary ideology of separate development contrasting with the inclusive nationhood discourse of the democratic period. Throughout these periods, the South African government has utilised iconography within the cultural landscape in efforts to promote the changing national narrative to domestic and international audiences. Analysis of postage stamps issued by the South African government during and after apartheid demonstrate the continuing evolution of nationalism and identity. The appropriation of the iconographic power of postage stamps by the ANC, through their production of propaganda postage labels during the 1980s, reinforces the importance of such ephemeral, quotidian objects while complicating national narratives presented in official philatelic issues.  相似文献

This article examines how the Russian state promotes and protects its preferred self-identity, using the conceptual framework of ‘strategic narrative’. Nation branding practices, including state-funded ‘mega-projects’ like the Sochi Olympics, have contributed to the narrative by characterising Russia as a welcoming, attractive destination. However, a more salient feature of Russia’s strategic narrative is intense ‘anti-Western’ and ‘anti-American’ political and media discourse, formulated to defend against rival, threatening narratives projected from other countries. Through analysis of official statements and state television content, this article demonstrates how determination to protect ‘great power’ and ‘European’ identities underlay Russia’s strategic narrative in 2014. It considers responses which the narrative has prompted, arguing that desired results in domestic reception have been achieved at the expense of unsatisfactory results internationally. Heavy-handed attacks on the identities of other states boost collective self-esteem among Russian citizens, but they fail to produce – and arguably obstruct – desired responses among foreign audiences.  相似文献

The international donor community arrived in post-apartheid South Africa in the early 1990s to restructure the economy along neoliberal lines. One of the most important of the interventions it promoted was microcredit, which was widely seen as one of the principal self-help solutions to the exceptionally high levels of unemployment and poverty that prevailed in the Black South African community. In spite of an early ‘boom-to-bust’ episode in the early 2000s and worrying evidence it was actually further impoverishing far more Black South African's than it was actually helping escape from poverty and unemployment, the microcredit model did not lose its international support: if anything, this support was expanded as the international development community desperately sought to ensure the survival of the microcredit model and therefore also the centrality of self-help and individual entrepreneurship as the only way out of poverty for the poor. This article shows how and why the microcredit model was supported so strongly by the international development community and South African financial community in spite of its manifestly calamitous impact on Black South African community. Overall, I conclude, microcredit can be viewed as South Africa's own sub-prime-style disaster which, like the original US version, has mainly served to benefit a tiny financial elite working within and around the microcredit sector, whilst simultaneously destroying many of the most important pillars of the economy and society.  相似文献

South Africa is the Africa’s biggest source of outward foreign direct investment. This study examines the principal locational motives of cross-border mergers and acquisitions CBMA by South African firms for the 1990–2014 period. The role of inter-country cultural and economic linkages is also studied. Firm-level data of South African merger and acquisition activities in 74 host countries are used to estimate a number of model specifications that control for host-country economic, geographical, cultural and institutional characteristics. Estimations are carried out using random-effects negative binomial panel model. Capturing the host-economy market and enhancing efficiency are found to be the two major motives driving South African corporations’ CBMA activities. Natural resources acquisition seems a less important motive, while strategic assets such as patents and technology do not appear to be attractive. The role of cultural and economic linkages between the home and the host country is found to be substantial. South African firms prefer investing in Africa, particularly in countries bordering South Africa. In light of the study’s findings, South African CBMA activities can be compared with those from other emerging economies.  相似文献

This article complements existing literature on the aid-institutions nexus by focusing on political rights, aid volatilities, and the post-Berlin Wall period. Our findings show that, while foreign aid does not have a significant effect on political rights, foreign aid volatilities do mitigate democracy in recipient countries. Such volatilities could be used by populist parties to promote a neocolonial agenda, instill nationalistic sentiments, and consolidate their grip on power. This is especially true when donors are asking for standards that the majority of the population in control does not want and political leaders are unwilling to implement them. Our empirical evidence is based on 53 African countries for the period from 1996 to 2010. As a main policy implication, creating uncertainties in foreign aid for political rights enhancement in African countries may achieve the opposite results. We also discuss other implications, including the need for an “After-Washington” Consensus.  相似文献

Does wealth persist over time, despite the disruptions of historical shocks like colonisation? This paper shows that South Africa experienced a reversal of fortunes after the arrival of European settlers in the eastern half of the country. Yet this was not because of an institutional reversal. We argue, instead, that black South Africans found themselves at the mercy of two extractive regimes: one in ‘white South Africa’ and another in the ‘homelands’. The political and economic institutions of each of those regimes favoured a small elite: in white South Africa, whites, and in the homelands, the black chiefs and headmen. Democracy brought inclusive institutions for black residents in white South Africa but not for those in the former homelands. This is why we see mass migration to the urban areas of South Africa today, and why addressing the institutional weaknesses of the former homelands are key to alleviating the poverty in these regions where a third of South Africans still reside.  相似文献

ABSTRACT

This article calls for consideration of underground elements that have been typically overlooked or unseen in debates about the nation and banal nationalism. The materialities and (re)presentation of elements such as earth, sand and rock have the capacity to be affective, contentious, to embody intimate memories of conflict and to reinforce national territorial aspirations. These subterranean elements have been ‘nationalised’, bathymetrically mapped and deployed by Argentina to make claims over territories in the South Atlantic, including the Falklands/Malvinas. Rather than re-examining these technical procedures undertaken by the state and analysing what they mean for the geopolitics of the South Atlantic, this article explores how the subterranean is manifest in everyday reproductions of nationalism and national memory in Argentina. It presents insights from research undertaken in a range of different environments in Argentina, encompassing museums, veterans’ centres and public monuments, to demonstrate how the presence of the elemental in the everyday can reinforce and also disrupt banal (territorial) nationalism. Furthermore it argues for conceptualisation of the elemental as part of a relational network that links matter, national citizenries and territories together. The conclusion posits that the subterranean elements and their (re)presentation are essential to understanding the materialisation of banal nationalism as part of the everyday reproduction and rejection of claims to ‘national’ territory.  相似文献

This article reads Ohmae's arguments about ‘the end of the nation‐state’ against the arguments of Luttwak about the centrality of ‘geoeconomics’ in the new world order. By exploring the limits of both their arguments, the article develops a much more critical account of geoeconomics, suggesting that it can be used by scholars of boundaries and geopolitics to come to terms with the development of cross‐border regionalism and associated transnational state effects (i.e. transnational governance imperatives) in the context of free trade. Geoeconomics is thus argued to describe the localised changes in governance imperatives implicated in a series of economically‐driven and quite quotidian challenges to national borders on the ground in both North America and Europe. The article outlines how an examination of localised strategies to create cross‐border regions in the context of globalised economic interdependencies offers a research window onto processes currently challenging the nation‐state from the ground up. As such, it is argued that the case studies discussed here also offer a way of empirically evaluating the geoeconomic influence of discourses about ‘the end of the nation‐state’ promoted by writers such as Ohmae.  相似文献

The US rebalance to the Asia Pacific is consistently interpreted as a response to China’s material rise. While not entirely incorrect, this assumption – derived from an overriding faith in the explanatory significance of relative state capabilities – fails to explain why rapidly rising others, most notably India, remain absent from regional US security discourse, and why a heavy US presence in Asia predates China’s ascent of the 1970s onwards. To address these problems and offer an improved explanation of what the rebalance is, how and why it has come about, and what it is designed to achieve within the context of China’s rise, this analysis draws from critical geopolitics and postcolonial theory. It argues that the rebalance is best conceived as the (re)articulation of historical discourses which construct certain foreign Others like China as challenges to the ontological American self, making the rebalance an attempt to pacify a particular rising identity as much as a rising state actor. The analysis is motivated in part by the question of how the rebalance is enabled in its current form. From here, the article addresses an increasing yet regressive tendency of International Relations theory to deny studies of the ‘how possible’ explanatory value, encouraging their marginalisation in favour of examinations into ‘why’ political decisions are made.  相似文献

Investor–state dispute settlement (ISDS) has come to the forefront of debate over corporate rights in the contemporary era. While proponents laud ISDS as a neutral and efficient means of dispute resolution, critics claim that it shields transnational corporations from the oversight of national legal systems while enhancing their ability to interfere in host state policy matters. Moreover, because dispute settlement is carried out in international tribunals, ISDS is argued to disable citizen-driven politics. Governments have called on arbitration bodies to enhance the transparency of ISDS procedures and open spaces for civil society involvement. This reflects a desire to increase the legitimacy of ISDS in the face of mounting contestation. In this paper, I examine the multiple ways in which civil society actors intervene in investor–state arbitration inside and outside of formal channels. I focus specifically on two disputes involving foreign investors active in the water and hydrocarbons sectors of Argentina and Ecuador, respectively. I find that political pressure exerted by civil society actors influenced government decisions to break with investment rules and helped to shape government positioning within arbitral processes. Civil society actors must therefore be recognised as important participants in investor–state disputes.  相似文献

Why do foreign countries support the internationalisation of the renminbi (RMB) by establishing offshore RMB centres? The Chinese government has openly stated that internationalisation of the country’s currency is one of its top priorities. International use of the RMB has already significantly increased in recent years. Yet, existing literature has almost exclusively focused on the structure of the Chinese economy and China’s domestic politics to explain RMB internationalisation. With this article, we seek to fill a gap in the literature by analysing the reasons why foreign countries support RMB internationalisation. Using the cases of Germany and the UK, we show that a combination of economic and political factors, partly in response to inducements from Beijing, best explain why foreign countries support Chinese efforts to internationalise the RMB. Some of these factors are similar to both countries, but there are also differences regarding the reasons why they support this key Chinese goal. We use the case of the establishment of offshore RMB centres to conduct our analysis, given the clear political nature of foreign countries allowing China to open them in their own territory. We thus also show that the Chinese currency is starting to display the characteristics of negotiated currencies.  相似文献

Political processes affect the real economy. An important channel through which politics affects economics is uncertainty. It has been observed that political uncertainty is high around national elections and negatively affects corporate investments and foreign capital inflows. If national elections affect corporations and foreign investors, we should expect them to also affect entrepreneurial finance provided by investors like venture capitalists (VCs). To add to that, in a complex federal democracy, state level politics is a significant source of political uncertainty. This is the first paper to examine the impact of national and state elections on entrepreneurial finance and provides a framework of VC investment behavior in the face of political uncertainty. We find that VC investments decrease significantly due to political uncertainty around national and state elections. VCs respond strongly to national elections by decreasing the total investment value and the number of deals in election years. However, they give a softer response to regional political uncertainty around state elections by decreasing only the average deal size. The findings have important implications for governments, regulators and policymakers, and open up an opportunity to examine a variety of new questions which can provide a more detailed and nuanced understanding of the impact of elections on VC investments.

In explaining individual behavior in politics, economists should rely on the same motivational assumptions they use to explain behavior in the market: that is what Political Economy, understood as the application of economics to the study of political processes, is all about. In its standard variant, individuals who play the game of politics should also be considered rational and self-interested, unlike the benevolent despot of traditional welfare economics. History repeats itself with the rise of behavioral economics: Assuming cognitive biases to be present in the market, but not in politics, behavioral economists often call for government to intervene in a “benevolent” way. Recently, however, political economists have started to apply behavioral economics insights to the study of political processes, thereby re-establishing a unified methodology. This paper surveys the current state of the emerging field of “behavioral political economy” and considers the scope for further research.  相似文献
