Brazil’s development cooperation policy with sub-Saharan Africa has intensified since the end of the 2000s, with Mozambique being the country’s largest partner. This South–South Cooperation enterprise has shown intentions to share elements drawn from previous experiences of programmes implemented in Brazil, particularly in the rural sector. However, Brazilian agricultural policy is notorious for its dualistic structure, and dominant political strategy has been marked by the accommodation of two different – occasionally contradictory – agricultural policy agendas, reflecting how current political forces are organized. This article demonstrates how such a dualistic structure shapes Brazil’s technical cooperation with Mozambique, pointing out that it is still unclear how far rural development perspectives rooted in the particularities of Brazilian agrarian dynamics would be useful for projects implemented in different rural contexts. We argue that, since Mozambican agricultural plans primarily emphasize a perspective that focuses on market-oriented agricultural modernization, a potential reform of the current cooperation policy toward more inclusive agenda, focused on family farming, faces political economy constraints. We conclude that the appropriation of a foreign project relies on the political economy dynamics of related contexts and power relations of involved stakeholders, an area that could deserve further attention from researchers investigating Brazil–Mozambique relations.  相似文献

This article examines the growth of overseas nurse recruitment to the UK and reviews a number of explanations used by migration specialists to explain these developments. It is argued that these approaches provide an incomplete explanation and that an industrial relations perspective enables an integrated understanding of nurse mobility. By highlighting the role of the state in source and destination countries and by placing labour market institutions centre stage, a more adequate account of nurse migration to the UK is developed. Trends in mobility indicate that state policy and employer behaviour have resulted in the internationalization rather than the globalization of the nursing labour market. This facilitates state action to regulate nurse migration, although the results to date using forms of soft regulation have been modest.  相似文献

This article develops an understanding of gendered precarity in project work by considering how the transfer of risk from employer to worker is shaped by the contextual pressures of state policy and the organization of the industrial field. The focus is the organization of project work as a condition underpinning the shifting of this risk in a mature field of precarious employment, the cultural and creative industries (CCIs). Our empirical exploration in Film/TV in the UK and Germany, and Dance in Sweden and the Netherlands, examines the dynamic interplay between state policy domains (cultural, social and regulatory), industry-level funding bodies or ‘transaction organizers’ and the cultural processes of CCI project networks. We argue that state-led influences both drive and mitigate the transfer of risk in project work as gendered, racialized and classed. Our framework contributes to broadening employment literature on risk and the disadvantaging capacity of networks to hoard opportunities in project-based labour markets.  相似文献

This article examines employer organizations and labour immigration policy in Australia and the United Kingdom. Drawing on 102 elite interviews, it analyses employer organizations’ preferences and influence over recent reforms. The article builds on Culpepper's arguments relating to the significance of political salience and identifies the importance of various institutional factors, particularly social institutions, in shaping employer organizations’ decisions and engagement with the policy process. Political salience and social institutional legacies are critical for explaining why employer organizations played a central role in driving labour immigration reforms in Australia and a marginal role in the UK. Large intakes of workers from the European Union, which sustained immigration as a high salience issue and fuelled the Brexit campaign, also influenced the strategies of UK employer organizations.  相似文献

This article examines the involvement of civil society organizations (CSOs) in UK industrial relations. Organizations of this type, including advocacy, campaigning, identity and community organizations have attracted increasing attention from employment relations scholars in recent years. The study reported in this article demonstrates that CSOs have become increasingly active in the sphere of work and employment, partly in response to trade union decline but also owing to political opportunities, afforded by the labour market policy of the New Labour government. It is claimed that CSOs operate at multiple levels of the industrial relations system and interact with the state, employers and trade unions. They generate significant effects within UK industrial relations and can rightly be judged significant ‘new actors’ on the UK employment scene.  相似文献

This article exploits cross‐state variation in minimum wages to investigate the impact of minimum wage changes on employer‐provided health insurance. In contrast to the existing empirical literature, this article considers an environment where some firms are constrained by non‐discrimination laws that govern the provision of health insurance. For these firms, minimum wage changes do not reduce the probability that workers will receive employer‐provided health insurance. For firms not covered by the non‐discrimination law, and free to tailor their fringe benefits, low‐skilled workers experience a disproportionate reduction in the availability and generosity of health insurance after a minimum wage increase.  相似文献

Over the past two decades, private and public membership and density, employer opposition, and bargaining have converged. This article is one of the first to examine how the use of fixed‐term employment contracts (FTCs) affects firm competitiveness (i.e. productivity, wages and profits) while controlling for key econometric issues such as time‐invariant unobserved workplace characteristics, endogeneity and state dependence. We apply dynamic panel data estimation techniques to detailed Belgian linked employer–employee data covering all years from 1999 to 2010. Results show that the effects of FTCs on firm competitiveness vary across sectors: while temporary employment is found (at the 10 per cent significance level) to enhance productivity and profits in (labour‐intensive) services, this is not the case in manufacturing and construction.  相似文献

China is experiencing a rapid expansion of what is termed ‘collective bargaining’. The article draws on workplace and sectoral examples to assess what underlies this. Recent changes in labour policy are outlined. Four studies at establishment level describe the use of hybrid representation in response to growing worker activism and internal union reform. Two studies of sectoral bargaining shed light on decentralized decision‐making on pay. Attention is drawn to the growth of employer organizations and increased articulation within the trade union. A form of collective bargaining is emerging where the union draws on state power to improve conditions of employment.  相似文献

This paper addresses: (1) the extent to which changes appear to have occurred in managerial strategies and labour and employment relations in Canadian firms, and (2) the role of the state relative to anonymous economic forces in accounting for Canadian developments. The general findings are that, while there have been a number of significant changes, these have been more moderate than expected by 'transformation' theory; furthermore, the Canadian case is consistent with the argument that state actions play a major role relative to more anonymous economic 'forces' in accounting for developments in labour and employment relations. It also suggests an alternative model to that typically assumed by transformation theory, one in which state policies and economic conditions are considered to be important not only for their direct effects on employer policies, but also for their indirect effects, through their implications for worker expectations and union militancy. Although these conclusions are tentative and call for more systematic, comparative research, they are consistent with arguments by Burawoy and others that state actions can serve as an important source of labour regulation at the level of the firm.  相似文献

This article explores the interrelationship between global production networks (GPNs) and free trade agreements (FTAs) in the South Korean auto industry and its employment relations. It focuses on the production network of the Hyundai Motor Group (HMG) — the third biggest automobile manufacturer in the world — and the FTA between the EU and South Korea. This was the first of the EU's ‘new generation’ FTAs, which among other things contained provisions designed to protect and promote labour standards. The article's argument is twofold. First, that HMG's production network and Korea's political economy (of which HMG is a crucial part) limited the possibilities for the FTA's labour provisions to take effect. Second, that the commercial provisions in this same FTA simultaneously eroded HMG's domestic market and corporate profitability, leading to adverse consequences for auto workers in the more insecure and low‐paid jobs. In making this argument, the article advances a multi‐scalar conceptualization of the labour regime as an analytical intermediary between GPNs and FTAs. It also provides one of the first empirical studies of the EU–South Korea FTA in terms of employment relations, drawing on 105 interviews with trade unions, employer associations, automobile companies and state officials across both parties.  相似文献

This article examines how employee voice arrangements and managerial attitudes to unions shape employees' perceptions of the industrial relations climate, using data from the 2007 Australian Worker Representation and Participation Survey (AWRPS) of 1,022 employees. Controlling for a range of personal, job and workplace characteristics, regression analyses demonstrate that employees' perceptions of the industrial relations climate are more likely to be favourable if they have access to direct‐only voice arrangements. Where management is perceived by employees to oppose unions (in unionized workplaces), the industrial relations climate is more likely to be reported as poor. These findings have theoretical implications, and significant practical implications for employers, employees, unions and the government.  相似文献

Labour force reductions have been a major issue in industrial relations in Western countries since the mid-1970s. Early retirement has enabled employers to structure these reductions better to suit their interests, and to reduce the damage to industrial peace which would otherwise occur. This paper looks at the role and nature of early retirement in cases of redundancy in three countries with different industrial relations and social insurance systems. Attention is given to how compensatory policies undermine protective policies; how the costs of early retirement are shared between the state and enterprises; the adequacy of early retirement benefits and their impact upon post-retirement income; and whether the state can be said to encourage early retirement.  相似文献

Using data from interviews and collective agreements in five European countries, this article analyses the relationship between collective bargaining and the minimum wage. In a context of changing minimum wage policy and competing government objectives, the findings illuminate how pay bargaining strategies of trade unions and employers shape the pay equity effects of minimum wage policy. Two general forms are identified: direct responses to a changing national minimum wage, and responses to the absence or weakness of a national minimum wage. The article explains how particular intersections of minimum wage policy and collective bargaining, together with country and sector contingencies, shape the form of pay bargaining and pay equity outcomes.  相似文献

This article examines the affect of state prevailing wage laws (PWLs) on the amount and mix of wages and benefits paid to construction workers. PWLs require contractors who win bids on state-financed construction projects to pay compensation rates equivalent to those prevailing in local construction markets. During 1982-1992, 6 states repealed their PWLs, 9 states who never had a PWL did not enact one, and 32 states kept their PWLs. Data from the Form 5500 series, the Census of Construction Industries, the Current Employment Statistics, and the Current Population Survey are combined to evaluate the effects of PWL repeals on compensation. When comparing the experiences of different states, PWLs enhance both wages and benefits, with the largest percentage increase going toward employer pension contributions. PWLs appear to create an incentive for both employers to pay and workers to accept a larger percentage of their total compensation in the form of benefits.  相似文献

This article investigates how European welfare states respond to reform pressures arising from European integration. We focus on the field of public pensions and examine the impact of two institutional variables that mediate the impact of reform pressures: the extent of public pension provision and the number of national political veto points. We argue that, all else equal, member‐states with few veto points and a relatively small public pension sector are the most likely cases of policy change in response to Europeanization, whereas member‐states with a high number of veto points and extensive public pension commitments are the least likely candidates for policy change. We test these arguments in four cases of Europeanization in three countries (Belgium, the Netherlands and Italy).  相似文献

The decline of collective industrial relations has shifted the focus of industrial relations research to the study of individual employment disputes. In this article, we investigate whether employer‐initiated workplace voice is associated with improved resolution of individual complaints or grievances workers make against employers. We find that our measure of workplace voice is associated with less serious problems, more informal methods of dispute resolution, more satisfactory outcomes for workers and lower quit rates. However, these findings need to be set against generally low rates of satisfactory dispute resolution for all employees in our sample.  相似文献

The article examines the question of who should be considered the legal employer in triangular employment relationships. It is argued that outsourcing of employer responsibilities to temporary work agencies is illegitimate with regard to long‐term employees and must be curtailed; further, that even in the case of short‐term (‘traditional’) employment through agencies, there is reason to place some employer responsibilities with the user firm. The suggested solution supports regulations directed at preventing agency employment abuse, as currently exist in some European countries, but at the same time would place employer responsibilities with both agency and user firm, jointly and severally.  相似文献

East European societies currently in transition to market economies are creating new structures for industrial relations. Transition has ambiguous effects upon the relations between industrial relations institutions and the state. On the one hand, economic pluralism implies separation between state and economy and 'depoliticization'. On the other, economic crises and threats to social order require co-operation between state and unions. The influence of the state is greater because of the embryonic form of employer organization and enterprise-level management. This paper examines the political and economic contexts of industrial relations in Bulgaria, as an example of one type of 'constrained' collective bargaining system. The paper emphasizes continuities between the communist and post-communist period, and the central role of trade unions in the transition process.  相似文献

Employee coverage by multi-employer bargaining declined since the 1980s in many countries, but countries differ in the extent of that decline. These differences are due, in part, to statutory coverage extension. We analyse the use of statutory coverage extension in two countries, Germany and the Netherlands. Agreements are extended frequently in the Netherlands, where coverage remained stable as a result, but sparingly in Germany, where coverage eroded. The article shows that different employer attitudes are the main cause of this difference. These differences in employer attitudes result from (a) different perceptions of the effects of wage competition by non-organized firms on organized firms and (b) differences in employer views on the appropriateness of state compulsion.  相似文献
