This paper aims to show why Irving Fisher's own data on interest rates and inflation in New York, London, Paris, Berlin, Calcutta, and Tokyo during 1825–1927 suggested to him that nominal interest rates adjusted neither quickly nor fully to changes in inflation, not even in the long run. In Fisher's data, interest rates evolve less rapidly than inflation and change less than inflation over time. Even so, the “Fisher effect” is commonly defined as a point-for-point effect of inflation on nominal interest rates rather than what Fisher actually found: a persistent negative effect of increased inflation on real interest rates.  相似文献

Tournament compensation systems are widely used in practice and have been extensively analyzed theoretically. However, one major problem has hardly been studied in a company context so far: Although it is theoretically well understood that tournament compensation systems are only effective when employees are homogeneous, it has rarely been analyzed what companies can do when they are confronted with employee heterogeneity. In our article, we derive hypotheses on the performance effects of tournament compensation systems in a context of employee heterogeneity based on tournament and expectancy theory. Using personnel records from incentive travel contests, we are able to show that performance is lower in a situation with employee heterogeneity, but that in heterogeneous tournaments, incentives may still work for a subgroup of employees whom we term the “threshold group.” In addition, we also show how companies manage to design the information disclosure systems necessary to install effective “handicapping” or “league‐building” systems in order to increase the effort‐performance expectancy.  相似文献

In this paper we examine whether site-development competition can be used to facilitate land assembly, in the absence of contingent contracts. In particular, we attempt to determine (1) whether competition can be induced among prospective sellers, (2) whether or not competition increases aggregation rates, and (3) what effects competition has on the distribution of surplus among the bargaining parties. We also study the incidence with which a buyer (endogenously) chooses to deal with a single “large parcel” owner vs. multiple “small parcel” owners. To do so, we make use of a laboratory experiment where all the relevant information about the project is common knowledge and landowner valuations are private information. Our results show that competition more than doubles aggregation rates, with aggregation rates of approximately 40% in the baseline, and at least 84% in the competitive treatments. We also find that developers have a strong preference to make transactions with landowners who have consolidated land holdings, doing so in 24/27 successful aggregations, providing empirical evidence that there is a link between the transactions cost associated with land-assembly and suburbanization, as suggested by Miceli and Sirmans (2007).  相似文献

This paper argues that the study of work‐life balance to date has, in the main, adopted a restricted conception of both “work” and “life”, which does not take account of recent developments in life worlds, working arrangements and employment relationships. “Life” has hitherto been viewed as largely comprising caring activities for dependent children, whereas “work” has been premised largely on a traditional model of work, characterised by full‐time, permanent employment with one employer and a conventional understanding of what work involves. This means that extant research and theory only provides a partial view of the work‐life needs and experiences of the workforce. In the paper, we propose extending conceptions of both work and life to incorporate different life worlds and social groups and different working arrangements and employment relationships.  相似文献

In 2007 and 2008 Polish governments introduced a series of reforms which led to a substantial reduction in the tax “wedge” (in Polish: “klin”) on labour. These consisted of reductions in the disability rate of social security contributions (SSCs) and an introduction of an income tax credit for families with children. We show that the SSCs reforms on their own brought much greater reductions in the tax burden compared to a widely discussed 15% “flat tax”, despite a very similar simulated cost. When considered together the package of introduced reforms reduced the mean ATR on total labour cost from 41.6% to 35.7%. This compares to the mean ATR of 39.6% which would result from the introduction of the “flat tax”. In the analysis we present the effects of the reforms both for the employed and for the non-employed populations. The latter analysis is done in such a way as to account for the entire (simulated) distribution of wages of the non-employed and shows interesting differences between the effects of reforms on employed and non-employed individuals. We argue that to fully appreciate the effect of reductions in labour taxation it is important to bear in mind that one of the reasons for introducing them is to make employment more likely for those who currently do not work, and demonstrate that the introduced package has had a particularly important effect on non-employed second earners. Given the extent of the reductions in the “klin” it is somewhat surprising that so far so little attention has been given to the recent Polish reforms.  相似文献

Business periodicals, such as Fortune magazine, rank organizations in lists such as the “Best Companies to Work For,” providing applicants with information about firms' human resource practices, including pay, benefits, work‐life, and diversity practices. It is not clear what influence this reputational information about HR practices has on applicant interest in pursuing employment or, more important, why it does so. Given that firms invest substantial resources in HR practices to vie for positions on these lists, the current study sought to fill these gaps in the literature. In the 2 (compensation) × 2 (work‐family) × 2 (diversity) factorial design, 232 college students read about magazine rankings in which a firm's reputation in each HR practice was manipulated as ranking either high or low relative to competitors. We examined perceptions of organizational prestige, anticipated organizational support, and anticipated role performance as mechanisms that explain the influence of HR practice reputation on job pursuit intentions. Our results indicate that a firm's reputation in compensation, work‐family, and diversity efforts increase college students' intentions to pursue employment with a firm. They do so because college students perceive that the organization is prestigious, will be supportive, and will foster their job performance. Our results suggest that a strong employer brand derived from employee‐centered HR practices is important for recruiting college students. © 2012 Wiley Periodicals, Inc.  相似文献

This paper proposes a qualitative study of Work Site Health Promotion (WHP) at the large Swedish producer of trucks and buses, Scania. While the concept of WHP implies that it is employees’ improved health at work that is strived for, we suggest that its main area of intervention is neither the work environment, nor what employees do at work, but employees’ lifestyles. To capture the potential of WHP for the management of organization, we introduce the concept of “neo-paternalistic organizational control.” By this term we want to draw attention to how WHP shares paternalistic approaches’ tendency of disregarding the professional-private divide, while also drawing attention to how this extra-professional control dimension is at once less intrusive and more discriminatory than what is traditionally referred to as paternalism in the literature on managerial control.  相似文献

This article reflects upon the methodological pessimism that sometimes plagues students of organizations. In particular pessimism seems to strike us when we try to get to grips with the incessant transformations of organizations—transformations that seem to occur at such great speed. Our immediate reaction to Heraclitus’ statement that: “You cannot step twice into the same river” is that it has considerable methodological relevance. However, we contend that his metaphor in its orthodox version leads to too narrow a view. An elaboration of the metaphor could perhaps reduce the pessimism regarding organizational studies by promoting a focus on contextual aspects. Moreover, changes and transformations in themselves do not necessarily represent a stumbling block for the researcher. Rather studying crucial projects provides a means for studying the mechanisms at work in the host organization. The resulting approach—contextualization in a broad sense—relieves researchers of some of their pessimism, maybe even inspires optimism, by raising new questions: not only “what can be said?” (about the organization), but also “in what contexts?” and “about what manifestations in those contexts?” The article concludes with some remarks on the scarcity of the contextualization approach for studying organizations as temporary phenomena.  相似文献

The Effectiveness and Targeting of Television Advertising   总被引:1,自引:0,他引:1  
Television networks spend about 16% of their revenues on tune-ins, which are previews or advertisements for their own shows. In this paper, we examine two questions. First, what is the informational content in advertising? Second, is this level of expenditures consistent with profit maximization? To answer these questions, we use a new and unique micro-level panel dataset on the television viewing decisions of a large sample of individuals, matched with data on show tune-in advertisements. The difference in effectiveness of advertisements between “regular” shows (about which viewers are assumed to have substantial information a priori) and “specials” (about which they have very little) reveals the value of information in advertisements and the different roles that information can play. The number of exposures for each individual is likely to be correlated with their preferences, since networks target their audiences. We address this endogeneity problem by controlling for observed, and integrating the unobserved, characteristics of individuals, and find that the estimated effects of tune-ins are still large. Finally, we find that actual expenditures on tune-ins closely match the predicted optimal levels of spending.  相似文献

This work tries to deal with Non-Profit Institutions (NPIs) recent challenges, addressing a potential response to the need of managerial approaches and schemes to improve the comprehension of the phenomenon. In particular, the main aim is to identify the prevailing trajectories on which to build a potential theoretical “virtuous” management model. In this perspective, using a statistical analysis on a small case study, the research proceeds to test the coherence of theoretical insights with a possible multifaceted pattern for NPIs in which professionalization, civic-engagement and accountability represent the three fundamental dimensions of what could be defined as “The Cuboid of NPIs Management”.

In the context of the changing nature of work and the continuing growth of contingent employment contracts, this article examines the consequences associated with various forms of individually-negotiated, fixed-term contracts. This article first draws a distinction between what can be labeled as independent contracting arrangements, where the workers are autonomous and mobile, and other situations where contractors are more “dependent” on their clients. This investigation then provides an overview of the consequences associated with the employment of “independent” and “dependent” contractors. Based on a review of the existing research literature, the article examines the prescribed and realized benefits of individual contracting from the perspectives of the organization, the permanent employees, and the contractors themselves. Finally, the article concludes with some suggestions for human resource management (HRM) practice as well as areas in need of future research attention.  相似文献

Package software is often marketed with the promise of offering cutting-edge “best practices”. However, questions remain as to how diverse groups in an organization arrive at a consensus about what constitutes as “best practices” in package software and how these “best practices” are appropriated to the specific local contexts. In this case study, we examine the incongruence in the technological frames of the diverse groups with respect to these “best practices” and trace how these groups implement specific political and discursive strategies to overcome and resolve these incongruent frames. We find that it is an intricate process that demands not only that management make a concerted effort to create and actively work to coax and sustain allies, but also champion, and advocate for the rhetorical justification behind these “best practices.” The negotiated frames of parties are eventually inscribed into the software itself.  相似文献

When the focus of technology is on automation, it may be reasonable to have training programs that merely teach workers the objects and actions necessary for them to respond to smart machines. However, as the OTA report clearly points out, “There is uncertainty about how current instructional programs should be revised or expanded. …” This uncertainty comes from the informating function of the technology. As one manager said: “Our competition can buy the same black boxes that we can. Our future depends on how well our people use the information generated by that technology.”When the informating quality of the technology is recognized, the importance of smart people becomes apparent. Traditional training, with its focus on objects and actions, is not enough. In the informated environment, on-line, interactive learning is necessary if people are to create new meanings out of the information generated by computer technology.A pedagogy for meaning is a collective enterprise that can unleash individual and organizational energy in an informated work place. It has implications for (1) rethinking traditional worker-training and management-education programs, (2) transforming the work place into a learning environment, (3) reconceptualizing the roles of workers and managers so that they can become partners in creating meaning, and (4) designing rewards for people who create and participate in an environment of inquiry.A pedagogy for meaning is concerned with peoples learning how to learn. A work force that has learned how to learn is one of the most important competitive levers an organization can have in an environment of ongoing technological change.  相似文献

This paper seeks to offer an alternative account of Human Resources Information software (eHR) informed by a critical/postcolonial view on information systems. In so doing, it aims to explore the possibilities for managing people that information brings when Human Resources Management practices are transferred from “developed” to “developing” countries. The paper relies on several qualitative in-depth interviews with renowned Chinese Human Resources experts in Shanghai, and the examination of diverse eHR software-related documentation and functionalities. Critical discourse analysis was used to examine these sources. The findings show that eHR information systems bring new governance possibilities that support and expand the discipline of Human Resources Management. The use of eHR software in people management gives a new momentum and increased dominance to key Western-originated practices, such as HR-based performance management. Information brings new ordering options that facilitate the transferability, mobility and standardization of HR values, discourse and practices and, ultimately, the construction of a global “generified employee”. The paper offers a first critical analysis of eHR software, showing the need to understand the relevancy of the informating power of these systems for a postcolonial critique of ICT. It offers a view of the “micro-processes” that facilitate organizational transfer from the multinational corporation headquarters to the subsidiaries and across countries. In so doing, it challenges mainstream deterministic assumptions and apolitical approaches to this technology.  相似文献

Studies of post-industrial work have shown how workers are increasingly shouldering the risk of and the responsibility for social protection, work shortages, professional training, and securing a stream of continuous incoming work. This study of Swedish freelance journalists examines how these free agents cope with a situation whereby the need exists to actively bear the full responsibility for attracting and contracting, producing, and billing their work as journalists. The empirical material shows how freelancers engage in various coping practices to secure both sufficient amounts of work and the accompanying economic compensation. Freelancers who “make it work” are often those managing to embed themselves in long-standing relationships with clients and colleagues, thus ensuring a long-term work horizon and a steady income. Even so, the inherent “responsibilization” of contemporary work is amplified and intensified by the freelance work mode. This study makes two contributions: Firstly, it provides knowledge of free agent work in a Swedish context, a national setting that is often presumed to be a “role model” for good working conditions. Secondly, it highlights the specifics of managing work that entails a continuous stream of sequential and parallel assignments of limited duration and the ongoing “employment management work” this entails as regards making sure assignments keep “coming in”.  相似文献

The raison d'être for this article is simple: traditional ways of researching, theorizing, and practicing purchasing and supply management (PSM) are no longer sufficient to ‘meet the moment’. Scholars need to advance a “business-not-as-usual” footing approach to their work, if they are to make a meaningful contribution to addressing the current and future emergencies, as highlighted by recent extreme weather and the COVID-19 pandemic. Yet, what can this, or should this, mean for a field rooted in traditional business thinking? This article builds on the Journal of Purchasing and Supply Management's (JPSM) 25th Anniversary Special Issue editorial (2019); members of the JPSM's editorial team advance their unique perspectives on what “business-not-as-usual” means for PSM. Specifically, we advocate both thinking much more widely, in scope and ambition, than we currently do, and simultaneously building our ability to comprehend supply chains in a more nuanced and granular way. We explore whether the bias toward positivist work has omitted potentially interesting findings, and viewpoints. This leads to a call to re-think how we approach our work: should the key criteria always be to focus on theory development or testing? Should academics “think bigger”? Turning to specific research themes, illustrations of how our current thinking can be challenged or broadened by addressing the circular economy, and role of purchasing and innovation. Specifically, the focus on the PSM function as an intrapreneur within the larger organization, and the role of innovation and technology in PSM work. Taken together, we hope the ideas and arguments presented here will inform and inspire ambitious and novel approaches to PSM research with significant and enduring impact on the transformation of business.  相似文献

Facility siting models known as location covering techniques have proven to be useful particularly for emergency medical services (EMS) planning, given the importance of ambulances responding to demand within some maximum time constraint. These models represent a set of methods which focus the health planner's attention on the access of people to health care, since they attempt to “cover” people in need of service within some specified time standard.This research develops a technique for the locational planning of sophisticated EMS systems, characterized by multiple levels of emergency health services. Specifically, a two-tiered system with “basic life support” and “advanced life support” capabilities is modeled as a goal program.By applying location covering techniques within a goal programming framework, this study develops a method for the siting of multilevel EMS systems so that (1) each service level maximizes coverage of its own demand population, and (2) “back-up” coordination between levels is assured. The usefulness of this goal program as a health planning tool is evidenced in the model's explicit articulation of EMS policy objectives and its ability to link system levels in terms of “goal-directed behavior”. The working of this multilevel covering model is demonstrated by reference to EMS planning scenarios and related numerical examples.  相似文献

Taking into account the developments of ICT in recent years, a lot of countries are dealing with the preparation of statistics on ICT. In Japan, the Basic Law on Formation of an Advanced Information and Telecommunications Network Society (Basic Law on IT) was enforced on January 6, 2001, in which the Government is obliged to prepare official statistics related to ICT. In Japan, at least 41 kinds of official statistical surveys, including questions related to ICT, have been conducted in the past five years. Their main purpose, survey items and survey methods are various and different from each other. To grasp the new development in IT as a whole, “IT Indicators in Japan”, which is a new compendium on ICT, was compiled in 2001. Also, “Information and Communications in Japan”, which is a white paper published in 2001, presented basic data on the extent to which IT has permeated the economic activity and people's lives. In addition, the 11th revision of the Japan Standard Industrial Classification (JSIC) was published by the Statistical Standards Department, Statistics Bureau, Ministry of Public Management, Home Affairs, Posts and Telecommunications (MPHPT) in March 2002 in response to the change of economy and society including the development of ICT. The Working Group on Indicators for the Information Society of OECD has been working for several years in order to prepare internationally comparable and statistically measurable ICT indicators and related ICT statistics. In this paper, an overview of the present situation of Japanese official statistics related to ICT is given with some analysis. In addition, some problems are raised which should be considered from the viewpoint of the necessity and measurability and so on for the appropriate preparation of ICT indicators and e‐commerce‐related statistics. “IT; Information Technology” and “ICT; Information and Communications Technology” are often used without any distinction. “ICT” is used in this paper except where “IT” is used as a proper noun, as it is considered almost the same as “IT”. Managements, unions, and arbitrators have been plagued by a very simple but long-standing problem involving what might be termed a routine human resource action. The problem stated simply is: When is a quit a quit? Where employees are represented by a bargaining agent, the company cannot always be sure that a “quit is a quit.” It is clear that employers who do not understand the “I quit” syndrome are in an uncertain position with respect to handling such problems. The authors have also discovered that unions do not understand the “I quit” syndrome either and at times go to arbitration with all of its attendant costs when the employee has actually “quit.” The purposes of this article are to study how arbitrators have ruled, to establish the principles involved in this little-known area of union/management relations and to provide parties to such cases with information to guide them. Arbitrators have upheld grievances and reversed company actions often enough that there is a need to clarify what is a “quit” as well as a need to clarify what the rights are of both parties under the collective bargaining agreement. The authors found that many managements use the “I quit” syndrome as a substitute for disciplinary action. It is clear from arbitral decisions that it is best from the company point of view to allow the disciplinary system to handle problem employees. The authors also found that reasonable resignations by employees were upheld by arbitrators. If employers carefully handle and document employee resignations, the resignations will stand. Further, it is clear that employers must issue clear policy statements concerning resignations; this includes avoiding resignations under duress. Finally, parties to collective bargaining agreements need contract language defining a quit.  相似文献

This paper seeks to understand why improved information technology (IT) might strengthen the case for decentralization, as recent empirical work suggests. We study a firm with a headquarters and two managers, each of whom gathers information about her changing local environment. The firm earns a gross profit that depends on actions taken as well as the current local environments. More information permits better actions, and information‐gathering costs drop as IT improves. When the firm is centralized, information‐gathering expenditures are first best, but after the firm decentralizes, each manager becomes a self‐interested player of a “sharing game” in which she collects a share of gross profit and bears the cost of her chosen information‐gathering activities. The firm's actions are determined by the information gathered at the equilibria of the game. As a result, the firm experiences a decentralization penalty, namely the change in net profit (gross profit minus informational costs) after decentralizing. If the penalty is small, then it is outweighed by the advantages of decentralizing—the vanishing of monitoring costs and perhaps the improved motivation of a decentralized manager's staff. To gather information a manager chooses (once and for all) a partitioning of her possible local environments and then searches to find the set in which her current environment lies. Our main measure of a manager's information cost is a technology parameter, θ, times the number of sets in her chosen partitioning. A second measure is θ times the partitioning's “Shannon content,” which may be interpreted as average search time when search is efficient. We ask whether improved IT, i.e., a drop in θ, indeed lowers the decentralization penalty. We obtain a strongly affirmative answer to this question for both cost measures in a class of examples and a mixed answer when we generalize so as to preserve some of the key properties of those examples. In a parallel manner we explore another conjecture suggested in the empirical literature, namely that better IT raises the coordination benefit, which we define as the increase in net profit when the firm bases its actions on pooled information, rather than letting each action variable depend on the information gathered by just one manager.  相似文献
