The Australian tourism industry is vulnerable to the impacts of climate change on natural areas and the destination choices of long-haul travellers concerned about carbon emissions. A National Tourism and Climate Change Taskforce was established in 2007; with a national action plan for Tourism and Climate Change produced in 2008. Implementing these climate change actions requires new partnerships between tourism agencies, business programmes, carbon consultants, and offset providers. This paper assesses collaborative governance of climate change in Australian tourism, with a focus on low-carbon initiatives promoted to tourism operators by state and territory government tourism agencies. The paper compares the climate change initiatives of these tourism agencies based on six key dimensions of governance including: accountability, transparency, involvement, structure, effectiveness, and power [Ruhanen, L., Scott, N., Ritchie, B., & Tkaczynski, A. (2010). Governance: A review and synthesis of the literature. Tourism Review, 65(4), 4–16]. While most state and territory tourism agencies provided resources on climate change initiatives for tourism operators there was little accountability for emissions reduction within the agency. Collaborative governance of climate change was also more developed in states with climate change policies, destinations vulnerable to the impacts of climate change (e.g. Great Barrier Reef, Queensland), or dependent on long-haul travellers. Further research is needed on the governance and effective delivery of carbon emissions reduction programmes by tourism agencies.  相似文献

This article contributes to an understanding of how creative tourism is perceived on a national level, by using Thailand as a case analysis. The primary objective of this article is to investigate Thailand's plans and policies for the creative economy at both national and ministry levels in relation to creative tourism. It also identifies how a national strategic plan can provide a blueprint for individual agency master plans to provide policy support for the development of the creative economy in the tourism sector. Thailand is chosen as an example of how government and related agencies can contribute to a national creative tourism movement in the country, especially in the light of the Tourism Authority of Thailand branding campaign to stimulate creative tourism to the destination. The qualitative research methodology through content analysis is used to scrutinise the plan and policy contents from the selected government agencies. The results demonstrate a better view of how creative tourism is positioned in the Thailand context and contribute to a policy study on the creative economy in the tourism sector as well as in creative tourism.  相似文献

Building sustainable communities, as well as sustainable forms of livelihood, including tourism, has been a key objective among many government agencies and community stakeholders. Against this background, and through the lens of role theory, the present study investigates the potential for sustainable tourism to be developed in a rural community. Data were gathered among business owners and residents of Bridgetown, Western Australia. Four key groups of participants emerged, each emphasizing participants' role as community, and therefore, as tourism stakeholders. Alignment with various perspectives of role theory, including functional, “symbolic interactionist”, structural and cognitive was noticed; similarly, consensus, conformity and role taking were identified as key concepts. Whether currently involved in tourism or not, participants' pro-active role suggesting practical ways to enhance the sustainability of local tourism could be a powerful tool in this and other communities seeking to build their destination image.  相似文献

A considerable body of work suggests that sustainable tourism development may only be achieved when sectoral fragmentation is overcome and collaborative planning achieved. This paper describes the findings from research that identifies obstacles to and opportunities for collaboration between two key stakeholders in a tourism policy domain. Specifically, the paper focuses on the influence of government macroeconomic policy on interorganisational relations between two government agencies. Generally, economic policy and practice provides not only the context, but also the rationale and legitimation of certain activities, and therefore shapes the nature of interorganisational relations, particularly when those organisations are reliant on state funding. Using an interorganisational relations framework, two federal government organisations in Canada involved in the 'national park – tourism' policy domain were studied to identify the influence of fiscal policy operating through a range of facilitating and inhibiting factors, on the formation and maintenance of relations between the organisations. The material for this paper has been drawn from a larger study that considers relations between a wider group of stakeholders in the Canadian 'national park-tourism' domain.  相似文献

The privatization of major Australian airports in the late 1990s unleashed an unprecedented development wave as corporate lessees implemented ambitious business plans. While planning and environmental regulations governing on-airport development were significantly enhanced, there has been national disquiet about a governance regime that remains under the auspices of the federal government and is not effectively integrated into state and local decision-making machinery. Tensions in major airport regions have been exacerbated by the building of highly conspicuous non-aeronautical developments approved with no determining input by local decision-makers as well as the growing pressures on off-airport locations for aviation-related development. This paper canvasses this context and overviews the evolving structure of planning controls for Australia’s privatized federal airports. A range of issues surfacing through the National Aviation Policy Review process in 2008–2009 is described.  相似文献

Tourism as a tool for development was first mooted in the 1970s. Recently, focus has been on the role of ecotourism, pro-poor tourism and community-based tourism (CBT). This has been so in Lao People's Democratic Republic, where international tourism is a vital source of foreign exchange and employment and an important feature of the government's poverty-alleviation strategy. The Asian Development Bank (ADB) finances many infrastructural projects facilitating tourist movement in the Lower Mekong Basin, and with the Lao Government and the Netherlands Development Agency (SNV) is a key player in donor-assisted, community-based tourism (DACBT). The development of DACBT in Lao PDR is discussed in some detail, especially the Nam Ha Ecotourism Project, and is compared briefly with the role of the private sector in tourism development in Southern Lao PDR. It is concluded that while DACBT projects can indeed alleviate poverty and develop financial and cultural capital, private sector tourism enterprises also have an important role in poverty alleviation, and it should not be assumed that DACBT is the only – or necessarily the most efficient – form of pro-poor tourism.  相似文献

This paper examines the presentation of notions of nationality within tourism advertising for the World Heritage Sites by the Greek National Tourism Organisation (GNTO). Heritage tourism is related to historical processes and present day judgements and encompasses issues of identity and political gains. Based on qualitative research, the empirical work succeeds in making a practical and theoretical contribution to the way a bureaucratic state organisation presents the ‘nationness’ of the state by interpreting various sites and approaching them in a symbolic way. This is an issue that has implications on the way tourism policies legitimise their actions towards such promotions. It reflects the dependence of the bureaucratic industry of tourism on symbols rather than on rationality according to the principles of bureaucracy.  相似文献

The relationship between politics and tourism is complex and multi-faceted, and a subject which is assuming a higher priority in the research literature. This article examines the politics of tourism in Myanmar where tourism has been shaped by internal and external political forces while also becoming a highly visible and contested political issue. The political background and its effect on Myanmar's tourism are explained and the standpoints of the principal groups involved are discussed, with particular attention given to that of the government and its policies. Reference is also made to demands for a boycott and the ensuing debate about its value. The various parties are seen to interpret and make use of tourism as a political tool in contrasting ways which reflect their own interests and agendas. Finally, some general conclusions are presented about the linkages connecting the central concepts under review and the need to consider tourism within the framework of prevailing national and international political systems in order to fully appreciate its significance.  相似文献

This study uses the case study of Kenya to analyse the role of government in the development of tourism in the Third World. Usually, government involvement in the development of tourism reflects on the uniqueness and peculiarity of the tourism industry. By its nature, the development and provision of tourism product involves diverse stakeholders and activities. In the diverse socio‐economic situation, it is usually the government that has the required social and political capacity and legitimacy to bring together and co‐ordinate the activities of diverse and different interest groups which are involved in the development of tourism and, also, establish the required level playing field. In this regard, as probably is the case in most less developed countries where tourism is a major socio‐economic activity, the Kenya Government has, over the years, played a crucial role in the development of the country's tourism industry. Particularly, during the exploratory stage of tourism development in Kenya, it was government involvement that helped lay the required groundwork and, as a consequence, jump‐started the rapid development of the country's tourism industry. However, in recent years, particularly in the 1990s, Kenya's tourism industry is confronted with serious problems including declining international visitor arrivals and decreasing tourism revenues. Ironically, the same government that played a crucial role, especially in the initial development of the country's tourism industry, is currently being blamed as being responsible for the industry's current poor performance. Thus, this study will also examine the underlying factors responsible for the current downturns in Kenya's tourism industry and how they relate to the role of government in the development of tourism. This paper examines the marketing effectiveness of hospitality and tourism websites. An extensive review of literature on website effectiveness in hospitality and tourism revealed a total of 47 different instruments that have been used to evaluate hospitality and tourism websites. Using the grounded theory technique, a website evaluation tool called the online promotion evaluation instrument was developed with the aim of condensing the 47 existing tools into one benchmarked instrument with applicability across the various hospitality and tourism sectors. The developed online promotion evaluation instrument comprised three main features—aesthetics features (destination visualisation and Web design); informative features (uniqueness, monetary value and cultural promotion); and interactive features (e‐travel planners and online communities). The instrument was tested using a random sample of 25 National Tourism Organization websites worldwide. Tourism and recreation in the countryside, particularly in large protected areas, has become a major trend in Germany. However, despite the fact that the political as well as academic debate on the impacts of tourism on the environment has a long tradition in Germany, professional ‘visitor information management strategies’ are not implemented in all nature parks, national parks or biosphere reserves. Apart from the image that is held by the international academic community, Germany started late with modern communication policies in large protected areas with recreation and leisure amenities for general consumption. Learning from international best practice examples (e.g. from Great Britain, Ireland, USA), tourists in large protected areas are seen increasingly as ‘partners’ instead of ‘numbers to be managed’. Topical issues of discussion in this article are centred on the relationship between environmental protection policies and leisure and tourism consumption in Germany, focusing especially on the ‘nature parks’. Contemporary issues and problems concerning tourism demand and environmental protection will be presented and later discussed by the concept of visitor information management as a sustainable response. Furthermore, the dimensions of the ‘hardware’ and ‘software’ of visitor information management will be introduced.  相似文献

Local government has an important role in tourism planning and development but has been criticised for not being more proactive. Impediments to local government involvement in tourism planning and policy-making include lack of community interest; lack of resources; lack of appropriate research and information; lack of commitment to implementation; lack of co-ordination and communication; and lack of technical expertise. This paper argues that these impediments can be more accurately viewed as consequences of deeply embedded values, beliefs, ideas and perceptions about local government roles and responsibilities. The paper reviews the historical development of local government in New South Wales, Australia, with respect to tourism, and discusses the influence of institutional history on how tourism is dealt with in that state.  相似文献

The Singapore Tourism Board has created an ambitious service quality programme, the Singapore Gold Circle (SGC), for the local tourism industry. To date, the Board has made the programme available to the retail, travel agent and tour operator, and spa sectors. This study looks at the SGC to determine, from a travel consumer perspective and with a focus on the travel agency sector, the value and effectiveness of the programme. In addition to the value of the findings to the local tourism community, if successful, such a programme may serve as a blueprint for other national tourism organisations or regional associations seeking to raise the quality of their product. Ecotourism represents a highly popularised activity which has exhibited global growth in recent years. In the present paper, we examine the distribution, frequency, and economic value of shark-based ecotourism operations worldwide. A total of 376 shark ecotour operations across 83 locations and 8 geographic regions were identified. Here we describe the global and regional scope of the industry; determine the species utilised in shark ecotourism activities; and examine the recreational usage values of sharks. Further, we conducted a case study of a shark tourism operation based in South Africa by analysing 12 years of demographical and economical data, revealing increasing trends in the total number of customers served and cost per trip over the sampling period. We also compare consumptive and non-consumptive values of shark resources and discuss the potential research and conservation implications of the industry to sharks worldwide.  相似文献

Horseback tourism in Australia has developed in response to the needs of a predominantly urban-based society, providing tourists with a nature-based experience that is in less contact with the physical environment than those who elect to walk or hike. Such differing modes of transport have created some problems in areas where multiple use of transport forms is permitted, such as the Alpine National Park in Victoria, Australia. Recognising that there is potentially a difference between groups in the parks and their motivations and relationships with the natural environment, research was undertaken to ascertain levels of attitudinal conflict between walkers to horseback tour groups. While social conflict was not as great as anticipated, there were high levels of misinformation regarding the operating permit requirements placed on horseback tours. Also, many of the survey respondents who had negative attitudes towards horseback groups had not actually encountered any themselves. The management implications for the land management agencies include a greater need for planning and operational staff to have an improved understanding of the psychological needs and motivations of visitors to national parks. Education of both land managers and visitors is the key to developing mutually beneficial and effective land management plans.  相似文献

The last decade has seen Australia's economy undertake a significant transformation, with a rapid resurgence in mining. The high exchange rate that has arisen as a consequence of this boom has resulted in a number of other Australian industries becoming less competitive, leading to a two-speed economy. For the tourism industry, the result has been declining visitation, with some commentators attributing this decline directly to the mining boom. This paper explores how the media frames tourism- and mining-related issues regarding the current mining boom in Australia by undertaking a content analysis of 265 online newspaper articles relating to tourism and mining in Australia. The impact of mining on the tourism sector was frequently identified as a key issue, with the rapid expansion of mining increasing competition for labour, resources and infrastructure, as well as having the propensity to destroy certain tourism products. Journalistic techniques, such as hedging, were found to be prevalent in the media reporting, potentially leading to confusion surrounding key issues relating to tourism and mining in the public forum. Future research should seek to explore strategies that could be used by government and businesses to build sustainable, resilient regions through tourism and mining.  相似文献

The Libyan government emphasises the importance of tourism in economic diversification through its Libyan Tourism Master Plan identifying various initiatives to develop the Libyan tourism industry, including human resource development (HRD). Hotels are key to an internationally competitive industry and human resources critical to perceptions of service quality. This paper analyses issues relating to the Libyan hotel sector, including the need to strengthen the private sector; to match education/training programmes to industrial needs, and to address cultural and religious dimensions which exacerbate poor industry image. The aim of this article is to develop and present an extended definition of the concept of ecotourism, which has been used and misused in many ways. Ecotourism is not farm tourism, nature tourism or adventure tourism, but a unique tourism form that has become very popular due to the greening of markets, increasing knowledge of the fragility of the environment, better informed managers, and the recognition that there is a close relationship between good ecology and good economy. Ecotourism has been defined in many different ways in the literature, but one of the most central dimensions, co‐operation, has not been included. Ecotourism must be sustainable and four central groups of actors have to co‐operate, the local people, the authorities, tourists and companies involved in tourism. The understanding of what ecotourism is and stands for is very diverse and the discussion found in Finland is used as an illustrative case in this article. The general view in Finland is that sustainable tourism should be used instead of the concept of ecotourism. A position, which can cause large problems for the development of ecotourism in Finland.
