F. A. Hayek's significant intellectual contribution to a number of scholarly disciplines was grounded in his critique of socialist economics. This article sets out how Hayek's critique of classical and market socialism led to the development of his wide‐ranging research programme in the social sciences and shows that the implications of this research programme remain crucial to academic research and public policy in the twenty‐first century.  相似文献

In contrast to models of compassion within existing organizations, this grounded theory study examines how ventures emerge relying on localness and community in direct response to ‘opportunities’ to alleviate suffering in the aftermath of a natural disaster. While a natural disaster is a surprising disruptive event devastating a local community, that local community is nested within a broader community, which can be a source of abundant resources. Ventures created in the aftermath of a natural disaster, given local knowledge and unencumbered by pre‐existing systems, procedures, and capabilities, are highly effective at connecting the broader community with the local community through customizing resources to meet victims' needs and to quickly delivering these resources to alleviate suffering.  相似文献

This is a reply to a critique of Jane Jacobs' ‘cities first' thesis with respect to agricultural origins. The critique's basic premise is that the archaeological record regarding the development of agriculture precedes the earliest cities and therefore the thesis is empirically refuted. Accepting this archaeological record for agriculture, the dispute centres on the archaeological record for city origins. Substituting a process definition of cities—city‐ness—for a ‘thing' definition (e.g. monumentality), this reply opens up pre‐Mesopotamian possibilities for city networks while conceding the difficulty in empirically obtaining evidence in earlier periods. Thus Jacobs' thesis cannot be absolutely refuted, and an exciting agenda for urban research emerges for archaeologists and social scientists.  相似文献

Germany today is experiencing the strongest upsurge of right‐wing populism since the second world war, most notably with the rise of Pegida and Alternative für Deutschland. Yet wealthy global cities like Hamburg continue to present themselves as the gatekeepers of liberal progress and cosmopolitan openness. This article argues that Hamburg's urban boosterism relies on, while simultaneously obscuring, the same structures of racial violence that embolden reactionary movements. Drawing on the work of Walter Benjamin and Allan Pred, we present an archaeology of Hamburg's landscape, uncovering some of its ‘spaces of danger’—sites layered with histories of violence, many of which lie buried and forgotten. We find that these spaces, when they become visible, threaten to undermine Hamburg's cosmopolitan narrative. They must, as a result, be continually erased or downplayed in order to secure the city as an attractive site for capital investment. To illustrate this argument, we give three historical examples: Hamburg's role in the Hanseatic League during the medieval and early modern period; the city under the Nazi regime; and the recent treatment of Black African refugees. The article's main contribution is to better situate issues of historical landscape, collective memory and racialized violence within the political economy of today's global city.  相似文献

Eco‐cities have attracted international attention from governments, corporations, academics and other actors seeking to use sustainable urban planning to reduce urban environmental impacts. China has devoted significant political will and economic resources to the development of new‐build eco‐city projects, reflecting the Chinese government's goals to build a ‘harmonious society' in which environmental sustainability and social stability are mutually reinforcing. We critically analyse the case of the Sino‐Singapore Tianjin eco‐city to demonstrate that the eco‐city's ecologically modernizing visions of eco‐urbanism construct a protective environment for its residents that constrains broader consideration of social sustainability. Through analysis of the marketing and presentation of specific domestic and other spaces of the eco‐city, we examine the application of ecologically modernizing construction and technology to the design of the city. We argue that the eco‐city is discursively constructed as ecologically beneficial for its inhabitants rather than for the broader socio‐environmental landscape. Our analysis of residential spaces in Tianjin eco‐city introduces the question of what ‘eco’ means when considering the construction of eco‐urban environments for the city's residents.  相似文献

Abstract . In the Vanity of the Philosopher, Sandra Peart and David Levy reconsider “postclassical” economics from the vantage point of Adam Smith's “analytical” egalitarianism. Analytical egalitarianism is assumed, not proved; and Peart and Levy's criticisms of many 19th‐ and early 20th‐century economists, as well as eugenics in general, depend on equivocating between analytical and substantive egalitarianism. Foreboding declarations about contemporary urban trends pervade early twenty‐first century academic, political and journalistic discourse. Among the most widely recited is the claim that we now live in an ‘urban age’ because, for the first time in human history, more than half the world's population today purportedly lives within cities. Across otherwise diverse discursive, ideological and locational contexts, the urban age thesis has become a form of doxic common sense around which questions regarding the contemporary global urban condition are framed. This article argues that, despite its long history and its increasingly widespread influence, the urban age thesis is a flawed basis on which to conceptualize world urbanization patterns: it is empirically untenable (a statistical artifact) and theoretically incoherent (a chaotic conception). This critique is framed against the background of postwar attempts to measure the world's urban population, the main methodological and theoretical conundrums of which remain fundamentally unresolved in early twenty‐first century urban age discourse. The article concludes by outlining a series of methodological perspectives for an alternative understanding of the contemporary global urban condition.  相似文献

Participation has recently been subject to renewed attention and critique in the context of neoliberal urban governance. This is especially relevant in countries where decentralization and democratization in the context of neoliberalism have led to increased promotion of local‐level participation. This article suggests that current critiques of participation's potential for democratic citizen engagement in a neoliberal context would benefit from further reflection on how participation is implemented in contexts, particularly the global South, where neoliberalism and democracy may be understood differently. Different ‘cultures of engagement’ in specific settings suggest that understandings and practices of participation draw on different traditions, including corporatism and self‐help. This article seeks to add to the debate by exploring the socio‐spatial consequences of participation structures in low‐income neighbourhoods in a provincial Mexican city. Based on qualitative research in two low‐income neighbourhoods in Xalapa, Mexico, it examines how the provisions of the local citizen‐participation framework compare with residents' experiences of it. Formalized conceptions of participation, framed as involvement in service provision, interact with and shape residents' activities in developing their neighbourhoods. This has consequences for urban development there, including the reflection and reproduction of social and spatial marginalization.  相似文献

This research looks at post‐2006‐war reconstruction of the southern suburbs of Beirut under the auspices of Hezbollah (the Islamic resistance movement in Lebanon). The project was widely acclaimed as an alternative to current neoliberal planning practices in the Middle East and beyond. Based on a critical reading of the conception of property issues in this planning project, the article argues that this reconstruction presents a new geometry or alternative to the mainstream configuration of neoliberal urbanism, rather than a departure from its precepts. The reason for this is that the adopted language of property corresponds closely with the conception of property advocated by neoliberal planning, one that enshrines private, individual ownership as sacred and desirable and that works to strengthen its model in the city. I further argue that the ‘neoliberal planning regime’ within which Hezbollah's urban intervention occurs is not accidental; rather, it is necessary for the party's control of this space's future and for consolidating its territory in the city. It is hence expected that Hezbollah's planning in the city will produce the same decried effects as neoliberal planning elsewhere in the city rather than usher an innovative, progressive model of planning.  相似文献

This article scrutinizes the much used, but less examined, concept of ‘trickle down' in an urban setting. We make a distinction between the production of and distribution in the city, and argue that trickle down in contemporary urban policy could be regarded as the liberal link between production and distribution. Based on interviews with key figures and document analyses, we look at the transformation of the Swedish city of Malmö from an industrial to a post‐industrial city, where, during the last two decades, we have found three concurrent components: the ideology of trickle down; several urban policy programs and governmental policies to ‘make' money and resources trickle down; as well as increased economic polarization and segregation. A liberal critique of trickle down would argue that market mechanisms cannot by themselves solve distribution, and that government policies therefore are needed. We argue for the need to go beyond a liberal critique of trickle down and stress how unequal distribution is built into the unequal production of the city.  相似文献

This article considers what corporations' attitudes toward women will be in the year 2000, and what women's attitudes toward corporations will be at that time. Women's current position in the workforce is characterized. Consideration is given to the direction today's workplace is taking as it transitions to the start of a new century. Based on current observations and trends, the article explores the needs and desires of the twenty-first century woman. Four major tools available to U.S. corporations preparing to enter the next century are discussed, including family issues, a commitment to innovation, training, and women's contributions to the management of transition.  相似文献

At the beginning of the 20th century, Vancouver obtained international acclaim as a “single‐tax” city. Supporters claimed that land value taxation was responsible for the spectacular growth of the city. Even critics believed that it had produced a building boom and declining rents. Yet, over several decades, the system was scaled back and ultimately ended in 1984. This article argues that the property tax revolt can be understood with Mancur Olson's model of collective action. Property owners are better organized than other parties impacted by housing policy because they have financial resources and a salient economic concern in housing. Thus, the special interests of property owners in higher values and unrestricted use prevailed over the interests of tenants and prospective buyers. While the property tax revolt was often articulated in the progressive language of ability to pay, when confronted with progressive counterarguments, it collapsed into explicit arguments for rent‐seeking.  相似文献

In the early stages of welfare planning, the Kuwaiti state restricted equal access to its housing programs in neighborhoods outside the city. The subsequent demographic shift, caused by a Kuwaiti exodus to the ‘suburbs' and non‐Kuwaiti urban labor migration, prompted calls for housing schemes to encourage city living for citizens. Georges Candilis's proposal for a residential neighborhood in Kuwait City emerged from this context. This article examining Candilis's unrealized project also offers a critical perspective on Kuwait's unbalanced housing policies. From this analysis, it draws observations on the role of architects and their limited impact on policies established by decision‐making networks within the welfare state. Seen from this perspective, the Candilis project bears witness to broader socio‐economic agendas that privileged some groups while marginalizing or excluding others.  相似文献

This article presents a critique of the popular and public‐policy work of Harvard economist Edward Glaeser, which has been constructed at the nexus of neoclassical economic rationality and celebrity urbanology. Widely recognized as one of the world's leading urbanists, Glaeser has combined a high‐flying academic career with public‐policy engagement and extensive work as a newspaper columnist and media commentator, enabled by a longstanding affiliation with the Manhattan Institute, a leading conservative think tank. The critique is pointed, but seeks to exceed argumentum ad hominem by calling attention to sociopolitical and institutional factors that have facilitated the accelerated diffusion and enlarged dominion of this model (and mode) of microeconomically rationalized urbanism, including the production of new forms of intellectual marketing, the construction of colonizing variants of urban‐economic expertise, and the ongoing rearticulation and creeping consolidation of market‐centric policy norms. The article argues that a distinctive form of urban‐economic orthodoxy is under construction, based on a potent fusion of scientific reasoning and pop presentation, combining ideologically disciplined applications of neoclassical economics with dissemination in the register of the ‘freakonomics' franchise. Edward Glaeser's intellectual accomplishments have been significant, but the ‘Glaeser effect' is more than a story of individual scholarly endeavor, calling for more than a merely ‘internal' critique. Its conformity to Manhattan Institute principles testifies to a telling consistency of ideological purpose, contributing as it does to a sustained effort to rationalize and normalize lean and limited modes of neoliberal urban governance, fortified by microeconomic reason.  相似文献

Continuous violent conflict is a central cause of economic stagnation in many of the world's poorest countries. Given that attempts to achieve peace in these countries often remain elusive, it is important to identify mechanisms which reveal the sustainability of peace over time. We argue that long-term financial asset values reflect the sustainability of peace prospects because the expectation of continued peace will result in higher long-term asset prices. Equity index prices from Sri Lanka are used to test this theory. Also considered are the accuracy of equity prices versus other predictors of sustainable peace, including exchange rates and survey responses. The main conclusion is that long-term financial asset prices indicate the likelihood of conflict or peace and can inform policies as they relate to conflict-torn areas.  相似文献

Bridging debates on urban sovereignty and urban informality, this paper argues that relationships between sovereignty and informality may not reside exclusively in the way the sovereign state decides to allow or forbid informality, but also in the way sovereignty is distributed among a range of state and non‐state actors. Drawing upon fieldwork on the early‐2010s management of displaced Romanian Romani families in two emergency camps in the city of Montreuil (France), the paper shows how the NGO responsible for managing one camp acted as sovereign power, allowing a number of informal activities to thrive within its confines. By contrast, inside the other camp, managed by another NGO that resolutely implemented state directives, only formal activities took place. Building on Dean's (2010) concept of ‘disaggregated sovereignty’, the paper mobilizes this disjuncture as a case for critically examining how the ‘state of exception’ takes shape beyond the state's grip. A subtext running throughout is the parallel between the very first camps for civilians in nineteenth‐century colonized territories and these twenty‐first‐century camps for Roma in Europe—both elicited a state of exception partially predicated on camp dwellers’ perceived ethnic/racial homogeneity.  相似文献

This paper considers the future prospects for Critical Management Studies and by extension management studies more generally. To explore these, two frameworks from the wider social sciences are deployed. The anchorpoint for the discussion is Michael Burawoy's work distinguishing types of scholarship on the bases of (a) conceptions of knowledge produced by social scientists, and (b) different audiences for that knowledge. Critical Management Studies is founded on critique but its future will be determined by how it makes its way across Burawoy's other domains of professional, policy and public scholarship. To examine this, I draw on John Brewer's recent articulation of the ‘new public social science’. Brewer's problem‐driven, post‐disciplinary approach conceives the public value of social science as its conservation of moral sentiments and sympathetic imagination towards each other as social beings, and its ethical concern about the humanitarian future of humankind. The new public social science is normative and partisan, transgressive, scientific, and impactful. I argue that this provides a potentially fruitful template to guide future management studies. This is a future in which Critical Management Studies – as management studies' critical and emancipatory conscience – has a central role to play.  相似文献

Tom L. Johnson made his mark on politics far from Capitol Hill, in the gritty world of turn‐of‐the‐century Cleveland, Ohio. Barely 30 years old and at the height of a successful career as an inventor, steel manufacturer, and street railway monopolist, Tom Loftin Johnson experienced a change of heart. After discovering the ideas of Henry George, Johnson became a lifelong advocate of the single tax, which he used to guide his new career in politics. In 1901, Cleveland voters elected Johnson to the first of his four terms as mayor of the industrial city of 400,000 people. During his eight‐year reign as chief executive, Cleveland took over essential services such as garbage collection, street cleaning, and lighting from private enterprise. Johnson helped humanize the city's correctional system by replacing the old workhouse with a network of farm colonies designed to rehabilitate wayward youths and adults convicted of petty crimes. Largely as a result of Johnson's efforts, Cleveland won constitutional home rule, a lower streetcar fare, the referendum, and higher taxes on the corporations that amassed giant fortunes through perpetual public franchise grants. For a short time, while he was still mayor, Cleveland owned and operated its own streetcar company, a rarity in early 20th‐century America. All of these accomplishments made Johnson something of a hero to progressive reformers. The muckraker Lincoln Steffens famously called Johnson “the best Mayor of the best‐governed city in the United States.”  相似文献

The demographic transition, from high to low mortality and fertility, entails several decades during which a country's dependency ratio falls, bringing a demographic dividend to which a third of East Asia's late twentieth‐century economic growth ‘miracle’ has been attributed.
