Food insecurity remains persistent in the Global South due to constraints in food production capacities and intricate land tenure systems that stifle investment in agriculture. In the urbanized regions, uncontrolled urbanization and non-compliant land use systems have further worsened the potentials for urban food production. This research is based on a case study of the Wa Municipality in order to assess the influences of customary land allocation and peri-urbanization on land use planning and foods systems in Ghana using explorative and narrative research approaches. The study identified that customary stakeholders responsible for allocating such lands in the Wa Municipality were indiscriminately converting large tracts of hitherto agricultural lands to urban land uses. Statutorily prepared land use plans are hardly enforced and the planning priorities are on residential and commercial land uses that command higher land values to the detriment of agricultural lands. Weak institutional linkages also characterize the mandated planning and land administration institutions, with a planning system that is reactive rather than proactive in addressing development control challenges across the country. There is the need for planning authorities to adopt participatory land uses planning together with customary landholders and educating them on the essence of comprehensive land use planning approaches. Based on the findings, local governments need to partner landowners to identify and reserve high potential agricultural land for sustainable urban food production.  相似文献

Agriculture in transition economies: from common heritage to divergence   总被引:3,自引:0,他引:3  
The 23 former socialist countries in Central and Eastern Europe (CEE) and the Commonwealth of Independent States (CIS) started the transition in 1989–1990 from a common institutional and organizational heritage, represented by the Soviet agricultural model. Despite the common heritage in agriculture, the reform policies in CEE and CIS diverged from the start, as significant differences emerged between the two groups of countries in legal attitudes to private land ownership, transferability of land, the extent of agricultural privatization and individualization, and restructuring of farms. This divergence in the implementation of agricultural reform has led to divergence in standard development measures: the CEE countries are outperforming the CIS countries by growth in GDP and agricultural product since 1992; the productivity of agricultural labor in CEE is generally increasing, and in CIS it is decreasing. While the CIS countries at best can be characterized as reluctant reformers, the CEE countries have achieved significantly higher levels of economic and institutional reform. Better performance in CEE is associated with greater readiness of the governments in these countries to implement a comprehensive package of economic and social reform policies, including more radical land reform and deeper individualization and restructuring of agriculture.  相似文献

This paper offers some reflections regarding the application of regional and provincial laws concerning major industrial risks and urban and land use planning, and focuses on their application problems and capabilities with reference to some practical cases. The European Directive “Seveso 2” was implemented in Italy with two national laws, and in Piedmont they were enforced with the “Guidelines for the assessment of industrial risk in land use planning”. According to the Guidelines, the municipalities had to introduce into their urban and land use planning instruments new criteria for the areas around Seveso plants. The application of the Guidelines requires a multidisciplinary approach but local authorities are often not sufficiently prepared for this kind of multilevel analysis, because they do not have the human or economic resources or even the technical abilities necessary to conduct it. As a result, they can underestimate the importance of a correct urban and land planning in the areas around major risk installations.  相似文献

The evaluation of the extent to which urban and land use planning have achieved their objectives is crucial to better management of urban land development. China’s urban and land use plans have the common purpose of controlling urban sprawl. This research aimed at comparatively assessing the consistency and implementation of these plans, considering the Changping District in suburban Beijing as a case study. Three main findings were obtained: (1) each plan used different strategies to control new developments, and there were several quantitative and spatial conflicts between the two plans; (2) neither plan has been well implemented or effective in controlling urban sprawl, despite the slightly better performance of the land use plan; (3) core-periphery decreasing trends were revealed in land quota allocation and effectiveness of planning implementation. Remote regular towns received the least land resources from the top-down planning system but also developed fast, mainly through informal and illegal approaches. Further investigation into the double failure of China’s current spatial planning system in quantitative and spatial control over urban land development requires a deeper integration of various spatial management systems, a fundamental transformation of planning philosophy, and a higher respect for peripheral areas in urban-rural integration. The planning assessment approach and reform recommendations developed on the basis of the Chinese practice are probably referable for other developing countries facing similar processes of rapid urbanization and imperfect spatial management.  相似文献

Summary

Housing development operates at different levels of intensity in the urban areas of Britain, and private and public housebuilders exert varying pressures on local planning authorities. The findings of a research study on the provision of land for residential development in urban areas are examined by means of six case studies. These expose the significance of landownership and planning policies in influencing the rate of housing development. In order to exploit fully the potential of urban sites for residential development there is a need for coordinated action by local authorities which may include compulsory purchase power and a housing development budget.  相似文献

The soft coastline of eastern England is dynamic, with much of it subject to the risk of erosion or flooding. A number of internationally important coastal nature conservation sites are under threat. This paper explores the character and reasoning behind changing coastal management policies and governance practices in England. It reveals how Natural England is tackling these changes, notably with regard to establishing reconstituted nature conservation sites and re-designed coastlines. Such an approach requires the close involvement of policy leaders, agency officers, local maritime authorities and local residents. This paper explains how participatory processes play a critical role in the design of new coastlines that are ecologically and geomorphologically sustainable yet enable local communities to survive and flourish. A case study involving a visioning exercise at Winterton-on-Sea in Norfolk, UK, highlights the many practical difficulties around planning for the uncertain future of internationally important nature conservation sites, and local economies and communities. Future moves toward sustainable coastal alignments will have to involve a wide mix of public and civic bodies, as well as local communities, and will be underpinned by risk-based planning and well-researched adaptation and relocation arrangements.  相似文献

Countryside policies in the UK suffer from a lack of integration, and this may give rise to unbalanced or conflicting land use at the local level. Nevertheless, the UK policy-making style is typically one of consensus, and is thus conducive to collaboration between apparently conflicting Interest groups. This article examines five case studies in which multi-agency fora have been established to resolve local land use and economic development issues. Typically, they are initiated by planning authorities and entail the production of land use plans even though there are few planning powers over rural land. The success of the exercises is evaluated and it is noted that, although their performance is imperfect, there are distinct areas in which progress may be made.  相似文献

Riparian landscapes are natural habitats of unique ecological, environmental and scenic values, which are highly sensitive to human intervention and impact. Yet, due to their qualities, and especially the presence of water, they are also usually attractive for recreation purposes. This is more so in arid and semi-arid zones like Israel. Nevertheless, in the past, the importance of riparian landscapes in Israel did not receive adequate attention in policy and planning. As a result, over the years they were exposed to various negative impacts, including pollution by industrial and agricultural effluents, diversion of water for agricultural and other purposes, and land use conflicts. Although in recent years, with the growing awareness of their ecological and recreational potential, considerable efforts are being invested in the rehabilitation of deteriorated riparian landscapes, their protection is still deficient.This article reviews and examines policy tools used for the protection of riparian landscapes in Israel, focusing on legislation, institutional structure and physical planning as they emerge from relevant laws, reports and literature. It reveals, among others, gaps and deficiencies in legislation, institutional dualities along with split authorities both expressing a particularistic approach, and, until recently, lack of relevant designated planning. The article concludes by offering some suggestions for improving the protection of riparian landscapes in Israel, including: integration of existing laws based on a whole watershed approach; reorganization of institutional structure to facilitate a national vision of riparian landscapes rather than the existing particularistic approach; formulation of structured planning procedures to ensure the realization of designated national plans; and promotion of awareness to riparian values at various levels.  相似文献

Rapid industrialization and urbanization in China has produced a unique phenomenon of ‘village-hollowing’, shaped by the dual-track structure of socio-economic development. This paper analyzes the phenomenon of ‘village-hollowing’, identifying the processes and influences that have driven their evolution, and highlighting the challenge that the locking-up of unused rural housing land in ‘hollowed villages’ presents for China in the context of concerns over urban development and food security. The paper examines the ‘increasing vs. decreasing balance’ land-use policy has been adopted by the Chinese government in response to the problem, which seeks to balance increases in urban construction land with a reduction in rural construction land. The implementation of the scheme is discussed through a case study of Huantai county in Shandong province, drawing attention to its contested and contingent nature. It is argued that the policy is a top-down approach to rural restructuring that necessarily requires the acquiescence of local actors. However, it is noted that failures to adequate engage with local actors has led to resistance to the policy, including violent protests against the demolition of housing. The paper suggests that lessons might be learned from Europe by incorporating elements of ‘bottom-up’ planning into the process. As such, the paper demonstrates that rural restructuring in China is a dynamic, multi-scalar and hybrid process that shares common elements and experiences with rural restructuring in Europe and elsewhere, but which is also strongly shaped by the distinctive political, economic, social and cultural context of China.  相似文献

In this paper Q Methodology and environmentality are utilized to dissect multi-subjectivities on local environmental knowledge underlying peatland conservation through the implementation of the EU Habitats Directive in Ireland. The results offer insights into the cultivation of moral responsibility for nature regulation and its legitimacy at ground level. Alignments and gaps between local cultural and ecological knowledge and the science and governance of peatlands are revealed across three discourses. Legitimacy of regulation of domestic turf cutting is found to be undermined by deeply-held postcolonial subjectivities on property rights and governance in addition to perceived government failure to regulate ongoing harvesting on non-SAC (Special Areas of Conservation) peatlands. The science-first and exclusionary approach adopted by conservation authorities in its approach to designation has served to undermine trust in the science underlying peatland regulation and in the national agency for nature conservation. Recent moves integrating bottom-up practices and local knowledge into relocation policy through adaptive governance reveal a more positive attitude to conservation management but also foster ambivalence towards the conservation potential of non-SAC peatlands. Overall, the research exposes how local environmental subjectivities respond to perceived inequities and inconsistencies in peatlands regulation.  相似文献

Over the years, the Zimbabwean and Zambian governments have been facing severe spatial development inequalities. They have therefore put in place various policies and strategies in a bid to ensure equitable spatial development. Spatial planning, which refers to the distribution of land uses and people, not only focuses on the physical aspects of land but also on national economic, environmental and social policies. This paper examines spatial planning frameworks in Zimbabwe and Zambia and how they have influenced spatial planning. The effect of spatial planning frameworks on development reveals a close relationship between spatial plans and spatial planning outcomes. The study shows how changes in institutional and legal frameworks affects development in different sectors of the economy and that a holistic approach to planning promotes sustainable development without neglecting other sectors. The data for the study was drawn primarily from secondary sources through a review of documents such as statutes, local development plans and other statutory instruments. The study found that in order to achieve sustainable spatial planning, there is need for a sustainable framework to guide spatial planning. Sustainable spatial planning frameworks also control and promote spatial development in both Zimbabwe and Zambia. Both institutional and legal frameworks guiding spatial planning should be sustainable for the benefit of future generations.  相似文献

Spatial planning has been earmarked as an important tool for achieving sustainable development. In Sweden the important task of planning for sustainable spatial development and land use falls largely to the local authorities, since there is no official institute for spatial planning at a national or regional level. This article investigates local planning for sustainable development by analysing recent municipal comprehensive plans, which it is argued are a major instrument for this purpose. Although comprehensive plans are statutory, their design and content is very much at local discretion, and for the most part, not a rigid process governed from above. For this reason, a template analysis was used, where the template was built from the contents of the comprehensive plans, and not from a predefined understanding of what sustainability is or how planning for sustainable development should be done. What the findings reveal, however, is that there is not much deliberation concerning the meaning(s) of sustainable development, and, further, that the planning principles considered necessary to bring about sustainable development were not exclusively regarded as sustainable as such, but rather as part of a general ‘belief system’ about prudent planning—sustainable or not. It is suggested that, rather than rethinking planning, planners have internalized the concept of sustainable planning into the existing ‘belief system,’ and thus, the planning principles have become ‘sustainable’ by default.  相似文献

This survey concerns the urban coastal environment of Glyfada. Due to its wonderful natural resources, the area has been chosen for residence, business, tourism as well as recreation and entertainment. However, these natural resources are threatened by degradation due to an increasing intensity of land uses and various policies that have been implemented.The survey focuses on the problems this area faces and the possibilities to maintain or increase the quality of natural resources. A combination of methods including personal interviews with officers of the municipality, assessment of land use plans and legislation as well as a research in situ have contributed to trace and pin down the issues. The European Union policies and directives, that aim at upgrading and regenerating urban areas in order to make them more attractive for business and provide a healthier environment for residents, also form part of this study.The survey shows that the urban area offers possibilities for the upgrading and conservation of natural resources. The implementation of policies is not sufficient on its own, and direct action on the part of local authorities and citizens is required if the quality of natural resources and entrepreneurship that have been developed in the area is to be maintained  相似文献

Bucharest is a city in transition from its communist past to a market economy, but poor urban planning in is impacting adversely on contested spaces. Lack of effective and strictly enforced regulation and public sector indecision, mixed with problems inherited from the Ceausescu regime, generate many examples of poor urban planning and management. One such example concerns the uncertain future of Văcăreşti “Lake”, our in-depth case study, which is an encapsulated 184 ha wetland whose management has been particularly poor. Employing a mixed methodology of mapping the evolution of the area in question and conducting interviews with surrounding residents and experts in the urban planning or public administration, we demonstrate how lack of an effective planning system and appropriate policies serves to exacerbate conflict between interested parties. Initially there was a conflict between former land owners and authorities, after which developers, surrounding populations, urban planners and ecologists were added. Worse still, the juridical owners of the site are unresolved! Many government agencies and the Bucharest municipality have also compounded the problem by failing to take a lead in future planning and conflict resolution by adopting a passive management approach, which is a recipe for inaction in a poorly regulated land market. Thus, incoherent land use policy has greatly amplified individual and professional conflict both at the local level and city-wide.  相似文献

The legal framework of Zambia has laws that support participatory land use planning process but there are no guidelines on how it should be done. Thus, the research aims at assessing if the Luapula Province Planning Authority (LPPA) has a land use planning process that incorporates effective stakeholders’ participation.The research is based on secondary data, especially the land use planning process in the Urban and Regional Planning (URP) Act No. 3 of 2015 of the Laws of Zambia and the participatory land use planning process of Kilimanjaro Region.The data analysed show that there is lack of effective stakeholders’ participation in the LPPA land use planning process; the LPPA land use planning process does not have the provision to capacity build stakeholders during the land use planning process; lack of participatory land use planning guidelines; the institutional framework under customary authority is not part of the land use planning process and the LPPA land use planning process is a top-down approach.The conclusions state that the legal and institutional frameworks in existence are inadequate for effective stakeholders’ participation in land use planning process of LPPA. In addition, the stakeholders are not incorporated in the LPPA land use planning process in terms of decision making but incorporated as reactants to the decisions made by the public authorities.The recommendations are that a National Land Use Planning Commission composed of representatives from stakeholder groups needs to be established. In addition, some sections of the URP Act No. 3 of 2015 of the Laws of Zambia need amendment inorder to have continuous feedback between the land use plan makers (planning firm(s) and planning authority) and the stakeholders. Furthermore, Village Councils must be given power to make decision by establishing them as Village Planning Authorities.  相似文献

Urban renewal has been predominantly driven by themes of property-led and economic profit-driven redevelopment. The immense redevelopment pressures in dense urban cities have often posed unresolved conflicts in the conservation of historic quarters, particularly vernacular buildings with local significance instead of designated monuments with outstanding heritage value. This study examines the 20-year debate over the conservation and redevelopment of Nga Tsin Wai Old Village, one of the very few remaining villages in the urban area in Hong Kong. This case vividly demonstrates the contestations between the urban redevelopment and heritage conservation regimes and the multiple power relations that exist within each coalition. By combining the urban regime theory with the growth machine thesis, this study illustrates the complex interplay of power relations and struggles amongst different actors to determine their roles and interests, exercise of power and formation of coalitions. As such, the findings of this work improve our understanding of the sequential interrelationships amongst the power struggles of different actors, the redistribution of power, the formed coalitions and the supportive institutional arrangements in the redevelopment–conservation debate, thereby minimising the imbalanced power relations between these two discourses. This study also provides insights that can aid in the formulation of land use planning policies that can also be applied to other cities that are undergoing urban renewal.  相似文献

This article addresses issues of urban land development in Indonesia, including urban land use; ownership and transfers; land taxation; and land information systems. Until very recently, urban land-use planning in Indonesia was largely top-down in character and neglected to include the public as a stakeholder. This article argues that the role of government in urban land-use development needs to change at all levels and that the capacity of local government in land-use management needs to be strengthened. The presence of private developers in urban development should be encouraged. Land development permits—as a means of urban development control—while they may still be necessary should be granted primarily in relation to urban land-use plans (RUTR). Land taxation instruments have not been effectively applied to control land utilisation in the cities. Data and information on land affairs are lacking.  相似文献

This paper aims to critically reflect on establishing the new frameworks for land markets and urban land development processes in countries in transition. Based on the doctrine of the so-called ‘property rights’ school, land and property ownership has long been identified as a prerequisite for economic development. The common advice to countries in transition creating new frameworks for land markets was to assign and register property rights. The aim of this paper is to discuss the significance of the delineation of property rights, which for urban land development processes and outcomes falls mainly within the remit of land use regulations. In this paper the concept of property rights regime and its characteristics is developed in order to discuss the delineation of property rights and their relationship with urban land development process and its outcome. Process of land development is conceptualized depending on land ownership (private or public), and the role of the owner in the planning process. The outcome is discussed based on the morphological results and the provision of urban infrastructure. On the basis of empirical experience from transition period in Poland it is argued that the emphasis on private property rights in the absence of the institutional foundations of urban land market under capitalism was bound to produce urban problems. First, the new institutional foundation for urban land market was introduced subsequent to dynamic of emerging real estate market, and viable markets existed despite unsolved question of restitution of property rights. Second, the subsequent delineation of property rights is clearly linked to processes of urban land development, which follow the line of development without planning. It can also be related to the morphological results of urban development like the haphazard location of investments and lack of adequate approach to deal with the provision of urban infrastructure.  相似文献

In rapidly developing countries where master plans quickly lead to new cities, planning professionals still lack a robust methodology for the appraisal of land use at the proposal stage. This research proposes a novel approach to master-plan appraisal based on examining whether the relationship between the planned land use pattern and the proposed street layout follows a systematic spatial logic, with land use allocation correlated to accessibility characteristics of a location. Each land use zone is given a score that reflects the degree to which it is connected to every other land use zone in the master plan. The scores are derived from topological analysis of the urban street grid using sDNA (spatial domain network analysis) methodology.1 Our analysis supports the hypothesis of a systematic link between connectivity and land use class in general and also reveals certain specific features of land use decision-making in the city. This includes a tendency for public uses to be located on small sites and in the periphery. This is consistent with profit-maximizing behaviors of local government. The potential for application of this methodology for evaluating urban-scale master plans is discussed.  相似文献

The conservation and management of protected areas in urban settings has become increasingly challenging with dynamics over land use change in adjacent urban areas being highly relevant to, but at times conflicting with, the protected area. This study seeks to better understand the implications of land use change processes to urban protected area management through the case study of the Las Piñas – Parañaque Critical Habitat and Ecotourism Area (LPPCHEA) in Metro Manila, Philippines. Factors and processes influencing land use change and protected area management and the impact of stakeholders’ perceptions on protected area were analyzed. The urban protected area in itself has limited influence on its surrounding urban areas, as land use change in these areas is shaped more by social, economic and policy/institutional factors occurring within the context of urban-regional development. The study also found that land use conflict is evident in an urban protected area due to the competing ecosystem services derived by various stakeholders. This discord is deepened by the lack of coordination between land use planning and protected area management. Integrating protected area management with land use planning through legally binding instruments, specific timeframes and clear internal procedures can help resolve land use conflict for an urban protected area at the strategic or policy level.  相似文献
