近年来,我国中东部地区的雾霾天气频频出现,给我国的生态环境和广大人民的正常生活带来了严重的不良影响,同时这也暴露了我国的环境监测系统存在的弊端。文章基于此对我国的雾霾天气的现状进行了分析和研究,然后在此基础上着重论述了我国环境监测社会化与能力建设的主要途径,希望对我国环境监测体系的发展和完善以及环境的治理有所帮助。     

农业部紧急部署低温雨雪天气应对工作

2011年1月1日以来,湖南、重庆、贵州等地持续出现低温冻雨天气,给部分地区农业生产造成一定影响。中央气象台1月8日预报,1月9日至13日,我国南方地区将出现新一轮低温雨雪天气过程,部分地区有大雪到暴雪,局部地区将出现冰冻天气。当前正值冬季农业生产的关键时期,持续发生的低温雨雪天气容易造成蔬菜温室大棚和畜禽圈舍等设施受损,

THE DETERMINANTS OF FINANCIAL DEVELOPMENT: INSTITUTIONS, OPENNESS AND FINANCIAL LIBERALISATION

This paper provides new evidence that sheds light on the influence of institutional quality, trade openness and financial liberalisation on financial market development, using data from 27 economies (the G-7, Europe, East Asia and Latin America) during 1980-2001. The dynamic panel data analysis results demonstrate that real income per capita and institutional quality are statistically significant determinants of banking sector development and capital market development. The trade openness, however, is more prominent in promoting capital market development. In terms of financial liberalisation, the empirical results suggest that domestic financial sector reforms tend to promote banking sector development, whereas stock market liberalisation is potent in delivering stock market development. Nevertheless, the financial liberalisation programmes are more responsive in developed economies.

本文在分析了原有农村金融市场成长机制的现状,结合中国农村金融发展实际的基础,总结出了中国农村金融市场成长存在的问题及这些问题产生的根源,对中国农村金融市场成长的影响进行了分析,并提出了对于农村金融市场发展成长的具体政策措施。     

Understanding the Growth of African Financial Markets*

Abstract: This paper examines empirically the determinants of financial market development in Africa with an emphasis on banking systems and stock markets. The results show that income level, creditor rights protection, financial repression, and political risk are the main determinants of banking sector development in Africa, and that stock market liquidity, domestic savings, banking sector development, and political risk are the main determinants of stock market development. We also find that liberalizing the capital account promotes financial market development only in countries with high incomes, well‐developed institutions, or both. The powerful impacts of political risk on both banking sector and stock market development suggest that resolution of political risk may be important to the development of African financial markets.     

Innovation dynamics and financial markets in developed countries from a self-organization perspective

The paper examines the relation between economic dynamics and financial market development in industrial countries. It shows that innovation-based development alone has a long-term future. Investment in education and research is translated by the financial market into innovations and technologies. The level of development of the financial market determines the dynamics and competitive of the economy.     

Stock market development and economic growth in Belgium

This paper investigates the long-term relationship between financial market development and economic development in Belgium. We use a new data set of stock market development indicators to argue that financial market development substantially affected economic growth. We find strong evidence that stock market development caused economic growth in Belgium, especially in the period between 1873 and 1935. Institutional changes affecting the stock exchange explain the time-varying nature of the link between stock market development and economic growth.     

Does financial development contribute to the achievement of the “Zero Hunger” goal in Africa?

This study examines the effects of financial development on undernourishment with panel data from 40 African countries. We show that financial development in all its dimensions reduces undernourishment. In addition, financial development, financial institutions, the financial market, and financial market depth reduce child stunting. We also identify education, health expenditure, access to electricity, and control of corruption as the main transmission channels through which financial development reduces undernourishment. These results have important implications for the achievement of the “Zero Hunger” goal in Africa and for improving child nutrition.     

金融市场、FDI与全要素生产率增长

本文主要研究金融市场对外商直接投资的影响及其作用渠道。本文运用我国28个省、市、自治区的面板数据进行实证分析,研究结果表明,当前我国金融市场发展不平衡,金融市场影响FDI促进经济增长以及其作用渠道在我国东、中、西部各有不同。在完善的金融市场支撑下,FDI外溢效应得以释放,FDI通过提高TFP推动经济增长;在金融市场发展落后的地区,物质资本的积累依然是经济增长受益于FDI的主要渠道。     

浅析中国证券市场多层次发展的逻辑思路

我国资本市场上只有上海和深圳两个交易所,上市公司类型、交易品种都很少,这远不能满足各类企业的融资需求。借鉴国外成熟的资本市场发展经验,结合我国的国情,笔者认为构建多层次的证券市场体系应包括全国性一元化的证券交易所、创业板市场、区域性证券交易市场和产权交易市场四部分。每个市场针对不同的投资者和资金需求者,安排不同的上市标准、运作模式和监管方式,这些子市场相互补充、相互竞争、相互衔接,共同构成完整统一的证券市场体系。
