基于粒子群算法的项目群网络计划资源优化研究

传统的网络计划(CPM/PERT)默认项目实施所需资源已合理投入,并就此安排各项工作。由于该技术传递信息量较少,不利于项目群资源共享。文章通过对工程项目群工期、成本、管理资源分析,提出基于粒子群算法的项目群网络计划优化模型,引入柯布-道格拉斯生产函数完善目标函数,并以某区域管道铺设工程为例开展实例研究,为今后项目群管理提供参考与借鉴。

随着我国建设工程项目规模的不断扩大,项目复杂性也在逐渐加大,许多大型工程项目都以“项目群”的形态出现.对于多项目群工程,项目各参与方之间信息传递的快慢、共享程度的高低将在很大程度上影响工程目标的实现,特别是进度目标.结合城市轨道交通工程多项目群项目建设特点,探讨基于Internet技术的项目信息沟通解决方案,构建以PIP(项目信息门户)应用为基础的进度管理模型,采用PIP作为项目管理平台进行多项目群进度管理的过程及实施效果.以苏州城市轨道交通工程为例阐述了项目建设过程.

Integration of third parties within existing dyads: An exploratory study of category management programs (CMPs)

In this study, we focus on the pursuit of cross-functional integration between suppliers and retailers along the different phases of a collaborative project. More specifically, we explore why and how, a supplier and retailer would want to shift the locus of integration from the dyadic to the network level by adding a third party to an ongoing relationship.A case study is developed to analyze the process of integration in the context of category management programs. The analysis reports on a program developed by a regional retailing chain based in the south of Italy, with the collaboration of a national coffee blends supplier and a third-party leader in the market analysis service business.The findings offer a novel view of third parties' role, which broadens the scope from a typical, initial support of negotiations to an evolving modality of intervention during the different phases of the collaborative project. More precisely, the third party enables the sequential and joint activation of alternative forms of interaction between the parties, which is pivotal for enacting the integration mechanism that is most suitable for each program phase.These findings offer a rich set of insights for the analysis of integration within distribution channel and supply chains, as well as for category management and, more generally, for knowledge management in marketing relationships.     

PSM system upgrade in response to an Occupational Safety and Health Administration NEP inspection

This article presents a brief analysis of the Occupational Safety and Health Administration (OSHA) Petroleum Refinery Process Safety Management National Emphasis Program (NEP) citation results as of early 2009. It includes trends distilled from the OSHA inspections performed to date. Recommendations for preparing for PSM NEP level inspections are provided. A proven approach to designing and implementing an upgrade project for OSHA process safety management systems and EPA risk management program is described. The model presented can be targeted to a facility's NEP specific citations or used for a general PSM system effectiveness upgrade. This article includes recommendations for improving PSM as a result of an NEP inspection. The recommendations are for the PSM elements that routinely have major OSHA citations; that is: Operating Procedures, Mechanical Integrity, Process Hazards Analysis, Process Safety Information, Management of Change, and Incident Investigations. © 2009 American Institute of Chemical Engineers Process Saf Prog 2009

The use of modelling in an economic appraisal of a new technology

This paper deals with the problem of identifying the major economic sensitivities of an unusual mineral extraction project when the project is based on a radically new technology which is still at the research and development phase. On the timescale for development of the technology major external uncertainties such as the future level of metal prices are critical, as well as internal uncertainties such as cost and time. The possible outcomes are explored using CASPAR, a computer-based network program with integral financial analysis features which allow use from pre-feasibility phases right through to eventual project management.     

RESPRO-an interactive procedure for planning newproduct chemical research

The model has been developed specifically for the great uncertainties obtaining in new-product chemical researchparticularly in the pharmaceutical industry-but it is hoped that it will prove flexible enough to be used in other circumstances. The program is in Fortran and could be run on most computer systems.
Procedures for selecting projects and reviewing their progress are becoming increasingly important aspects of R & D management. Modelling a procedure mathematically can prove advantageous, especially if such a model is capable of computational analysis, for then the policy alternatives can easily be explored and compared. This paper describes one such computer based procedure. In quantifying the value of any effort allocation, the program automatically takes account of the fact that estimates of the likelihood that a project will result in a new discovery change as work continues on the project. It also computes a marginal profitability index for each project. Comparison of these indices suggests ways in which effort might profitably be re-allocated among projects.

Development of educational program for production manager leading new perspectives on manufacturing technology

In this paper, we consider the problems associated with the development and management of an educational program for manufacturing managers in leadership roles who are making contributions towards the creation of customer delight as well as customer satisfaction using manufacturing technology. The basic concept combines an intelligent knowledge-based approach with the kaizen activity program within the framework of value creation and comparative advantage models based on a network referred to as Academia, Business, Consultancy, and Government (ABC-G). This educational program, which reflects the characteristics of manufacturing technologies and practices in the Hokuriku District of Japan, was developed in 2005–2006 and the trial education was developed in 2005 and 2006, and a trial run of this program was conducted in 2006 and 2007 in close collaboration with local manufacturing companies and their employees. The results are informative of the effects of educating manufacturing managers in Japan and the problems that will have to be overcome for the continuous improvement of the program.
