Future 5G networks aim at providing new high-quality wireless services to meet stringent and case-specific needs of various vertical sectors beyond traditional mobile broadband offerings. 5G is expected to disrupt the mobile communication business ecosystem and open the market to drastically new sharing based network operational models. 5G technical features of network slicing and small cell deployments in higher carrier frequencies will lower the investment barrier for new entrants to deploy local radio access networks and offer vertical specific services in specific areas and allow them lease the remaining required infrastructure on demand from mobile network operators (MNO) or infrastructure vendors. To realize the full vision of 5G to benefit the society and promote competition, innovation and emergence of new services when the 5G end-to-end network spans across different stakeholders administrative domains, the existing regulations governing the mobile communication business ecosystem are being refined. This paper provides a tutorial overview on how 5G innovations impact mobile communications and reviews the regulatory elements relevant to 5G development for locally deployed networks. This paper expands the recent micro licensing model for local spectrum authorization in future 5G systems and provides guidelines for the development of the key micro licensing elements. This local micro licensing model can open the mobile market by allowing different stakeholders to deploy local small cell networks with locally issued spectrum licenses ensuring pre-defined quality guarantees for the vertical sectors’ case specific needs.  相似文献

Fifth generation (5G) networks raise governance and management challenges that did not exist in 3G and 4G wireless technologies. Advanced wireless functionality enables new applications and services based on smart, physical, network infrastructures, many of them expected to be localized. As a general-purpose technology, 5G can be configured in numerous ways to support innovative applications across many sectors. Smart network applications and services must integrate physical and virtual components in innovative ways. In addition, general capabilities of 5G must be combined with complementary technologies, such as big data analytics and edge cloud services, to create services for specific use cases. Varying throughput and latency requirements of distinct use cases require differentiated technical solutions. Appropriate frequencies must be aligned efficiently with other features within the footprint of particular, local industrial networks. National policy makers, suppliers, and users are responding differently to these governance and management challenges. These approaches balance differently the trade-offs between experimentation, differentiation, and harmonization. Comparative analysis can inform gradual improvements of the governance of 5G-based, local industrial networks.  相似文献

To develop innovative solutions for complex societal and scientific challenges, organizations need to move beyond the boundaries of single firms and engage in collaborative networks. In these networks, multiple, diverse stakeholders are working together to co-create innovative value. Co-creation in a network creates new challenges in terms of changed processes and outcomes. Guided by grounded theory methodology, we explore these aspects by studying a public–private partnership involving 57 stakeholders. We take the number and diversity of stakeholders into account to shed light on the distinct processes through which value is co-created and captured. We also identify the types of value outcomes that accrue to the network and its participants. Overall, we present a multi-level cyclical process framework for leveraging value in multi-stakeholder collaborations and visualize these collaborations as a value space in which all stakeholders are uniquely positioned. In doing so, this study provides novel insights into the systemic, multi-actor nature of value co-creation and supports collaborators in maximizing value for both individual stakeholders and the network as a whole.  相似文献

This paper aims to provide policy makers in low income and middle income countries with a pragmatic review of the critical issues in formulating effective strategies and planning to embrace the next generation of mobile cellular technology. In a context of industry lobbying of governments to promote 5G, the paper attempts to bring clarity to just what are the critical issues, specifically for an industrial policy to deal with this novel but complex technology. Planning for 5G is a series of complicated choices as there are issues at the levels of creating ecosystems to support it, unproven business models, with claims for applications which may not be financially viable, yet, plus confusion over choices of radio spectrum, and selection of equipment suppliers, even potential issues over public health, as well as the real level of industrial and consumer demand beyond the hype. The emphasis here is on the importance of making balanced strategic choices, by identifying the basic issues, in a ‘realpolitik’ fashion - including why embrace 5G at all. The paper develops its insights from lessons learnt in the introduction of the previous mobile generation, LTE, also from policy studies on small cells and on designing auctions for 5G networks, as well as various 5G-focused publications from governments, regulatory authorities, mobile industry associations and global suppliers over the past six years (2015–2020). It examines whether to regulate 5G deployment with a heavy or light-touch regime, also whether to focus on more than the traditional indicators, such as penetration and coverage, or on “transformational outcomes” (as the promotional literature terms them) for the private and public sectors.  相似文献

We develop a model of information exchange between calling parties. We characterize the equilibrium when two interconnected networks compete by charging both for outgoing and incoming calls. We show that networks have reduced incentives to use off‐net price discrimination to induce a connectivity breakdown when calls originated and received are complements in the information exchange. This breakdown disappears if operators are allowed to negotiate reciprocal access charges. We also study the relationship between sending and receiving retail charges as a function of the level of access charges. We identify circumstances where private negotiations over access charges induce first‐best retail prices.  相似文献

This paper offers a detailed analysis of selected regulatory parameters used as instruments to promote efficiency with fairness for all stakeholders (in the legal sense of equity) in 5G spectrum auctions. Data were collected from sixteen auctions for the C-band that took place in the Member States of the European Union (EU) and in the United Kingdom (UK) between 2017 and 2020 for the introduction of the fifth generation (5G) of mobile communication technology. The selected instruments of intervention are: spectrum packaging, spectrum caps, set-asides, geographical scope of the license, license duration, various forms of license obligations, reserve prices and auction format.Significant differences were observed in national approaches to spectrum packaging, license obligations and reserve prices for efficiency purposes. Our analysis also shows that European national regulators are paying increasing attention to concerns over fairness of decisions on spectrum, or equity, especially by creating opportunities for local private networks to access the spectrum and by imposing requirements on network operators to guarantee more uniform population coverage of newly created 5G networks.  相似文献

The emergence of new wireless technologies, such as the Internet of Things, allows digitalizing new and diverse urban activities. Thus, wireless traffic grows in volume and complexity, making prediction, investment planning, and regulation increasingly difficult. This article characterizes urban wireless traffic evolution, supporting operators to drive mobile network evolution and policymakers to increase national and local competitiveness. We propose a holistic method that widens previous research scope, including new devices and the effect of policy from multiple government levels. We provide an analytical formulation that combines existing complementary methods on traffic evolution research and diverse data sources. Results for a centric area of Helsinki during 2020–2030 indicate that daily volumes increase, albeit a surprisingly large part of the traffic continues to be generated by smartphones. Machine traffic gains importance, driven by surveillance video cameras and connected cars. While camera traffic is sensitive to law enforcement policies and data regulation, car traffic is less affected by transport electrification policy. High-priority traffic remains small, even under encouraging autonomous vehicle policies. Based on peak hour results, we suggest that 5G small cells might be needed around 2025, albeit the utilization of novel radio technology and additional mid-band spectrum could delay this need until 2029. We argue that mobile network operators inevitably need to cooperate in constructing a single, shared small cell network to mitigate the high deployment costs of massively deploying small cells. We also provide guidance to local and national policymakers for IoT-enabled competitive gains via the mitigation of five bottlenecks. For example, local monopolies for mmWave connectivity should be facilitated on space-limited urban furniture or risk an eventual capacity crunch, slowing down digitalization.  相似文献

To survive and prosper, firms need to be able to capture the value they create. The role of the central actor in developing a viable multi-stakeholder platform resides in its ability to continuously manage synergies between the value it enables and creates, and the value it appropriates. However, capturing value is more difficult than its creation, which often results in a rather short lifespan of many platform-based businesses. Existing literature, however, neglects the role of the central actor in orchestrating value in these platforms, and mostly focuses on mechanisms through which diverse stakeholders gain financial benefits and appropriate value for themselves. With an aim to contribute to this research field, we draw upon stakeholder theory and a longitudinal case study of HeadBox, the first online B2B sharing economy-based platform that enables businesses to offer and hire inspiring off-site spaces and associated services in the United Kingdom. We put forward a Platform Stickiness – Stakeholder Profitability Framework that establishes the missing connection between value creation and value appropriation by the central actor in multi-stakeholder platforms. The framework integrates eight ‘value-driving’ mechanisms that impact the central actor's ability to establish synergies between value creation and capture within a platform.  相似文献

The governance of smart city networks emerges as a new research area intersecting smart governance and public networks studies. This work aims to contribute to the literature on smart cities governance by studying councillor's governance in complex networks and on network performance. To carry out this analysis, the Spanish Network of Smart Cities (RECI), one of the first of its kind and an international reference for city networks, is reviewed as a case study, with the main objective of establishing a theory on its global innovation capacity and operations, together with the local level spurring influenced on its members. A PEST (Political, Economic, Social and Technological) analysis was carried out in order to assess the impact of the smart city network both at local, national and international level. This research was completed with a consultation carried out among some of RECI's municipalities. The analysis of the results shows how RECI can be considered an example of a well organised network with quantifiable savings for its members, capable of configuring future policies in local administration, necessarily related to efficiency, digitalization and citizen-centricity and with key topics to build the future. The study also suggests recommendations oriented to potential improvements that smart city networks could undertake.  相似文献

This research aimed to inform policymakers about the actual climate relevance of the information and communication technology (ICT) ecosystem, which includes data centers and content provision, broadband networks, and consumer devices. To provide robust empirical evidence on the net environmental impact of these core ICT elements, we used OECD panel data for 34 Member States for the years 2002–2019 and panel fixed-effects regression models. In contrast to previous literature, we measured basic broadband and new fiber-based wireline broadband and 3G/4G mobile broadband network deployment. We also captured variations in end-user devices, ICT affinity, and famous online content. We found that, on average, the CO2-reducing effects appear to outweigh the CO2-increasing effects. In particular, we found that, in addition to the reduction effect associated with the use of basic broadband connections, there is a further, albeit smaller, reduction effect associated with new fiber-based broadband connections. Other ICT elements showed insignificant coefficient estimates, suggesting largely offsetting environmental impacts. Our main findings were subject to various robustness checks and were broadly consistent with previous literature using data from developed countries. Our results suggested that old and new broadband networks as enabling technology could generate positive environmental effects for society.  相似文献

The permitting process for residential development in the United States is largely administered by local governments. This article empirically assesses the responsiveness of local decision makers to a state‐mandated permitting process that may require them to ignore or override locally adopted land use regulations. I develop a screening model to formalize expectations about permitting outcomes between developers, who hold private information about their projects, and local Zoning Boards of Appeal under the rules of the Massachusetts law known as Chapter 40B. I then analyze a novel data set of 40B permit applications made during the period 1999–2005. I examine summary statistics and estimate a bivariate probit model with selection in order to jointly evaluate the determinants of local permit approvals and developer acceptances of permits. I find that, in general, local institutions comply with the state‐mandated permitting process and that permits granted to developers typically result in housing production. I also find that information asymmetries and community characteristics influence the success of the permitting process in a manner consistent with this study's screening model.  相似文献

Mashups combine data and services provided by third parties through open APIs (such as Google Maps and Flickr), as well as internal data sources owned by users. The creation of mashups is supported by a complex ecosystem of interconnected data providers, mashup platforms, and users. In this paper, we examine the structure of the mashup ecosystem and its growth over time. Several observations follow from our analysis. First, we can conclude that while the number of new APIs and mashups over time follows a linear growth pattern, the distribution of mashups over APIs is not uniform but follows a power law. This implies that a small number of APIs provides the basis for the majority of mashups, and the other APIs are only used in certain application niches. Second, our analysis suggests that mashup platforms were introduced in response to the increasing complexity of mashups, as mashups evolved from one‐feature mashups (widgets). Third, we observe that complementary relationships between open APIs are formed based on the position of the APIs in the ecosystem. The propensity of two APIs to be used together in the same mashup depends on the existing number of mashups to which they both contribute. The growth of the mashup ecosystem follows a pattern where keystone data providers or ‘powerful hubs’ attract niche data providers as complementors, and the positions of keystones in the ecosystem are mutually reinforcing.  相似文献

Industrial clusters are a critical component of the competitive viability of economies around the world. However, clusters are not static but evolve in response to technology and competition. This process has garnered interest from scholars and from practitioners, with the focus primarily on local linkages and networks. Although global knowledge ties have the potential to fuel innovation, scant attention has been given to global knowledge connectivity in the context of cluster evolution. We analyze a comprehensive 30-year patent dataset (1975–2005) associated with the Akron industrial cluster in Northeast Ohio. The results also show that innovation in the cluster has survived in spite of a long-term decline in manufacturing activity and employment. The survival of innovation in the Akron cluster is driven by increasing specialization at the local level with an emphasis on technologies rather than products and growing connectedness to global innovation systems. A key implication of our study is the importance of anchor tenant multinational enterprises and research institutions in ensuring the persistence of local innovation through two key processes (a) orchestrating knowledge networks; and (b) spawning startup activity. We provide support for recent work in industrial marketing suggesting that network evolution has both deterministic and strategic aspects.  相似文献

The adoption of information and communication technology (ICT) has made it possible to experience high levels of visibility, control and connectivity across the entire supply chain. However, in road transport logistics, wireless ICT applications like cellular networks, Wi-Fi, UMTS, 4G and WiMax have not entirely solved reliability and connectivity problems due to difficulties associated with limited range, scalability and security. This paper examines the feasibility of using a vehicular network technology, dedicated short range communication (DSRC), in a multimodal logistics environment as means of providing enhanced visibility and connectivity using a secure access architecture. The secure access architecture is necessary to provide a high degree of security to the detailed visibility involving road haulage feeding port operations using a centralised port service.  相似文献

Crowdfunding platforms – bringing together entrepreneurs, investors and customers – have grown rapidly over recent years. Crowdfunding networks are open, multisided markets that match founders and funders on crowdfunding platforms. The unique structure of these networks blends social and business networks and comprises a complex array of closer and more distant network relationships. Research investigating the characteristics of these open and highly dynamic network structures is in its infancy and capabilities critical to operating in them are under-explored. Thus, this study follows an abductive reasoning process to understand critical capabilities for influencing and orchestrating crowdfunding networks. It draws on a thematic content analysis of 1484 blog entries written by crowdfunding experts and a comprehensive review of (i) literature on crowdfunding networks and (ii) five literature streams dealing with dynamic capabilities in evolving network structures. As a substantial contribution, this research delineates a portfolio of four collaborative capabilities – visioning, dynamic business modelling, engaging, and attaining social continuity – essential for operating successfully in crowdfunding networks. These new collaborative capability sets assume a new understanding of agency as a continuum of managerial and collective agency, an understanding that is novel within the network management and the capabilities literature.  相似文献

In recent years governments in many countries have acknowledged the higher complexity involved in finding the more efficient path towards a so-called broadband ecosystem. As the first decade of the twenty first century was ending, the governments of Australia and New Zealand committed to the construction of high-speed, fibre-optics next-generation access networks. This paper is about the approach followed by Australia and New Zealand to developing broadband infrastructure, the means deployed to build the network, and policy and market issues. The paper critically analyses the short history of each experience, including the political process, the reasons exhibited to justify the governments' involvement in infrastructure deployment, and the institutional arrangements introduced to manage the participation of private partners. The paper proposes a framework for analysis and uses its elements to critically analyse policy and regulatory decisions affecting the deployment rate and goals set by Australian and New Zealand government for their respective fibre-based next-generation platforms. The framework is used to draw comparisons between the two country cases and in so doing allowing the appreciation of commonalities and differences in the development and expectations for the future of telecommunications markets in the region.  相似文献

In this paper we discuss collaboration in the area of technology management. We propose the concept of collaboration profile to describe various forms of networks along key differentiating characteristics. The collaboration profile is then applied using two examples to illustrate different forms of collaboration in the biotechnology industries, the ‘virtual company’ and the ‘industrial platform’. Based on interviews with members of a virtual company as well as members of industrial platforms and drawing conclusions from theoretical insights, the advantages and disadvantages of these forms and their suitability for different stages of the technology life cycle will be discussed. Specifically, we address the following questions: What kind of collaboration profile applies to virtual companies and industrial platforms? How does the suitability of collaboration forms vary with the stage of technology development? Furthermore, we demonstrate the usefulness of the collaboration profile for analysing features and potential problems of collaborations by describing two examples. Focusing on the key characteristics of a collaboration helps to check the appropriateness of the collaboration form and to identify and manage respective problems.  相似文献

‘Digital’ telecommunication flows and ‘physical’ corporeal flows provide researchers with comprehensive indicators of the economic interactions between cities. However, previous research drawing on telecommunication-based measures of inter-urban connectivity has been hampered by inadequate conceptualizations and data. This paper draws on this observation to devise a new approach for measuring inter-urban connectivity based on a city’s insertion in Internet backbone networks. The straightforward example of air transport flows is thereby used to outline this approach. To investigate telecommunication and air passenger flows, use is made of European statistics on Internet eXchange Points and the MIDT airline database respectively. The approach is illustrated through a systematic comparison of the position of European cities in both types of networks. It is found that European cities assume largely similar hierarchical levels in terms of digital and physical information flows, albeit that the digital connectivity of centrally located European cities is often somewhat higher than that of peripheral cities with a similar levels of physical connectivity.  相似文献
