The paper presents a critique of tourism policy in London in the context of local environmental plans and central government policy for tourism and hotel development. Rationales for local authority tourism policies are assessed in relation to city‐level planning imperatives and local land‐use plan formulation. A comparative analysis of borough development plans and the treatment of tourism is based on a survey of London's 33 unitary authorities. The paper presents a World City case study of urban tourism from the position of the environmental planning process and in the light of the highly concentrated distribution of hotel provision and tourist activity in London. This paper explores the role of public policy in the development of tourism in Jamaica. It focuses on two separate and contrasting periods. In the first, 1972–80, referred to here as 'The Socialist Era', the Jamaican government pursued goals of self-reliance combined with seeking to integrate tourism into Jamaican life. In the second period, 1980–89, 'The Period of Capitalism', emphasis was shifted to reducing government intervention and pursuing foreign exchange earnings. A comparison of tourism development during these two periods reveals that during the 'Socialist Era' some success was achieved in the Jamaicanisation of tourism but at the same time government policies contributed to an overall decline in the industry as measured by the traditional indicators of tourist arrivals, hotel occupancy, hotel provision and employment. During the 'Period of Capitalism' a change in policy is associated with a successful recovery of tourism numbers but an increasing tension between locals and tourists. The study cannot provide causal explanations of the links between policy shifts and tourism development. The wide range of external variables, including oil crises and world inflation, that occurred during the periods is too great to admit this kind of certainty. However, the policy background provides an important context for understanding the link between policy and development in one of the oldest and most well-developed tourist destinations in the Caribbean.  相似文献

Nations with tourism dependant economies are becoming increasingly concerned about the inclusion of aviation in greenhouse gas mitigation policy for international bunker fuels and more recently adaptation policy proposals. The central concern is that such policies will increase the cost of traveling by air, therefore reducing visitor arrivals to long-haul, tourism-dependent destinations, often small island developing states. This study used a tourism arrivals model to examine the implications of currently proposed climate policies for the world’s most tourism dependant region – the Caribbean. Results indicate that under current proposals for both mitigation and adaptation focused climate policy, reductions in tourist arrivals from the major markets of Europe and North America would be negligible versus business as usual growth projections Only under the most stringent mitigation policy scenario. Which may portend a post-2020 policy regime, is a significant decrease in tourist arrivals predicted. Of the climate policies assessed, the adaptation policy had the potential to provide greater economic benefits to the Caribbean region.  相似文献

Most economics and urban literature focuses on the economic aspects of foreign investors' impact on cities and defends their positive role in urban development. This paper takes a different approach by developing an urban economics model for tourist cities that illustrates how, when there is local underinvestment and a large influx of foreign labour, transnational enterprises may make their profits at the expense of local businesses. Therefore, it is the government's responsibility to regulate foreign investment in a way that is conducive to sustainable development. Macao is adopted as a case study. A general‐to‐specific methodology was used to build international tourism demand models by residents from Argentina, Brazil, Colombia and Venezuela to Aruba. We seek to evaluate demand parameters, especially elasticity values, which were disaggregated on a country‐to‐country basis. We also aim to learn more about the structure and important variables and investigate the process of adjustment. The study has provided new and compelling evidence that, in the short run, residents in developing countries respond rationally and substantially to economic stimulus. The short‐run income elasticity ranges from the low of 1.52 for Venezuela to the high of 2.34 for Argentina. These results indicate that Aruba will benefit differently from income increases in these four Latin American countries. The coefficients of the price variable had the expected negative signs, inelastic in the short‐run for all countries but significant at the 5% level for Venezuela only. Any deliberate effort to expand tourist arrivals will require a much larger decline in prices than would be the case in the presence of short‐run elastic response. The adjustment elasticity, being less than one, suggests that a period of more than one year is required for Latin American residents to fully adjust their tourism decisions in response to demand shocks. This study would seem to provide some useful information about international tourism demand from developing to developing countries that could form a very good and solid basis for analyses and policy action. Small island tourism economies (SITEs) vary in their size, land area, location, narrow resource bases, economic development, overwhelming reliance on tourism and consistent inflow of foreign direct investment for economic growth. Small island tourism economics differ in their ethnic diversity, political systems, economic and environmental vulnerability, ecological fragility and the risks facing investors. Owing to natural disasters, ethnic conflicts, crime and the threat of global terrorism, there have been dramatic changes in the arrivals of international tourists to SITEs. These variations in international tourism demand to SITEs, particularly the conditional variance (or volatility) in international tourist arrivals, have not previously been analysed in the tourism research literature. An examination of the conditional volatility of international tourist arrivals is essential for policy analysis and marketing purposes. This paper models the conditional mean and conditional variance of the logarithm of monthly international tourist arrivals and the growth rate (or log‐difference) in the monthly international tourist arrivals for six SITEs, namely Barbados, Cyprus, Dominica, Fiji, Maldives and Seychelles. Diagnostic checks of the regularity conditions of the logarithm of monthly international tourist arrivals and their growth rates suggest that the estimated univariate models of trends and volatility are statistically adequate. The effects exerted by endogenous tourism investment on the developing Greek island of Zakynthos are examined, focusing in particular on whether the experiences among residents, tourist enterprises and local government are homogeneous, or whether they reflect varied attitudes related to sociodemographic, destination, development-process and tourist characteristics. Multivariate analysis shows that the main factors contributing to the variance in locals' experiences of and reactions to tourism development are the endogenous nature associated with the early ‘development’ phase of the evolution cycle, inhabitant constituency, carrying capacity and tourist nationality. In addition, the protection and conservation of natural and sociocultural resources are revealed as serious concerns of the island's local government. Management strategies for visitor-impact alleviation should focus on community-based planning where the hosts' collective wisdom is incorporated into the overall development process and tourism policies are compatible with the physical and human components of the local society. Globalization and the opening of countries’ borders, renders transport infrastructure projects more multinational than country specific. Hence, the need arises for a framework tool to prioritize transport infrastructure investments located in more than one country that will form a coherent multinational transport network. This paper presents such a tool, comprising of the procedure for prioritisation, as well as the necessary ex-ante evaluation framework. It is developed in order to be used at a strategic level by the policy makers and to cope with the limited availability and quality of data in the countries concerned. The tool's structure involves four components, constituting the procedural phases (identification, data collection, evaluation and prioritization), ensuring at the first procedural phase the inclusion of all projects, as these are proposed by the countries. The evaluation component of the tool is based on the well-known multi-criteria approach MAUT (Multi Attribute Utility Theory), that employs sufficient but limited criteria reflecting the the transport policy priorities of the countries concerned as well as the available financial resources. In addition, criteria related to financial and economic viability of the projects and their international dimensions are included. The tool has been applied to prioritize transport projects in a multinational transport network, comprising of 21 countries, which are members of the Trans European Motorway and Railway networks (TEM, TER) in Europe with satisfactory results.  相似文献

The purpose of this study is to test a two‐step tourist satisfaction index framework empirically. The first step estimates sectoral‐level satisfaction indexes based on a structural equation model, and the second obtains an overall tourist satisfaction index by conducting second‐order confirmatory factor analysis. This study is a pilot test of the theoretical framework based on three tourism‐related service sectors in Hong Kong. The results indicate that mainland Chinese tourists are most satisfied with the hotel sector in Hong Kong, followed by the retail sector, and least satisfied with local tour operators. The aggregate tourist satisfaction index is 74.04 out of 100. The results of this study have important practical implications for long‐term destination management. This paper examines how a transport pricing policy aimed to reduce car use may affect individuals’ Quality of Life (QoL), to what extent this policy is acceptable to the public and if people intend to change car use when the policy is implemented. Also, comparisons were made amongst five countries (Austria, Czech Republic, Italy, The Netherlands and Sweden). An internet survey among 490 respondents showed that a stringent measure, i.e., doubling costs of car use, hardly affects people’s general QoL. Respondents are unsure whether they would accept the policy and whether they intend to change their car use if the policy is implemented. Respondents from The Netherlands and Sweden are more pessimistic about the QoL consequences of the policy, think the policy is less acceptable and are less inclined to reduce car use than respondents from the Czech Republic, Italy and, to a lesser degree, Austria. Implications and recommendations for developing, adjusting or supplementing QoL measurement instruments and policies are discussed to ensure effective and efficient policy making.  相似文献

Since the 2008 global financial crisis and resulting recession, many countries have been following unconventional monetary policies. Little information is known on how these policies may influence tourism demand. This study starts to fill this gap by investigating the impact of the Japanese economic policy known as Abenomics on South Koreans’ travel to Japan, the largest inbound market for Japan. Per capita gross domestic product, relative prices, and exchange rates are significant determinants of Japanese inbound tourism. As these variables have been influenced by Abenomics, one can infer that Abenomics is associated with a significant increase in tourist arrivals from South Korea. Findings highlight the importance of government economic policy in stimulating international tourism demand through its impact on the economy.  相似文献

Destination branding influences destination selection process and future tourist behaviors. However, measuring brand equity is difficult in the case of tourist destinations. The aim of this paper is to determine which part of the price of a tourist service can be explained by differences in characteristics and which part can be explained by differences in destination branding. Data from Catalonia, Valencia, the Balearic Islands and Languedoc‐Roussillon are used as well as the Oaxaca‐Blinder decomposition method. Much of the literature on community attitudes to tourism development relates to rural areas in developing countries while urban environments in developed countries and pre‐development scenarios have been neglected. The paper is concerned with resident attitudes to tourism development proposals and their perceived impacts in the Worsley area of the city of Salford, England. The results show that the community is divided on the issue of support for tourism development based on the perceived benefits and costs of tourism and that the anticipated negative environmental consequences are significantly more influential than positive economic or social impacts. This paper examines the relationship and impact of sharing accommodation on the hotel occupancy rate (HOR) from a developing country perspective. Using panel data on the monthly HOR and the number of Airbnb room occupancy rate for the periods 2012–2016 and 2015–2016, respectively, the study applies a hierarchical regression model to respond to the research questions. The Pearson correlation test reveals a positive relationship between the HOR and Airbnb room occupancy rate, thus indicating that an increase in the hotel room occupancy rate moves in tandem with a rise in the Airbnb room occupancy rate. Further test revealed that increase in the Airbnb room occupancy rate coincided with an increase in the hotel room occupancy rate. In addition, the Airbnb platform was found to appeals to a different tourist market profile than does that of hotels, and that, therefore, the two products may be viewed as non-competitors. Furthermore, inconsistencies in regulatory provisions, in terms of which hotels are required to undergo various legal procedures as opposed to such platforms, are evident. The study recommends that the Swaziland Government should undertake stakeholder consultations aimed at developing regulations to manage and monitor sharing accommodation platform participants that will incorporate its innovative and diverse dimensions. The study is important as it provides insights into tourism destination managers on the impact of the sharing economy from a developing country perspective where empirically based research that could be useful in policy formulation is scant.  相似文献

This paper explores some of the links between changing age distributions in the affluent countries of Europe, North America and Asia (notably Japan), the growth in tourism to large developing countries, such as India, China and Brazil, and developments in the ways in which long haul transportation services are provided (for example the possibility of low cost carriers entering this market on a large scale). Prior studies have not extensively researched and explored the key determinants (aviation and tourism attributes) that could affect Hong Kong’s competitiveness as a transit hub for international visitors using Hong Kong as a stopover to Chinese cities when travelling by air. This study adds to that knowledge to empirically investigate Hong Kong’s eight major tourist source markets (Germany, India, Japan, Singapore, South Korea, Taiwan, the UK, and the US), and also provides an insight to policy-makers in Hong Kong to help them understand the factors that influence Hong Kong’s aviation hub competitiveness and tourism development. The findings of the study suggest that increased air transport capacity from foreign countries and Hong Kong to China, trade volumes between China and its trading partners, air transport costs, and the global financial crisis are the key factors affecting the number of visitors to China by air passing through Hong Kong as their preferred stopover. The policy implications of the findings are discussed.  相似文献

This study examines the impacts of the global economic crisis on Cyprus tourism and the pertinent policy responses. A qualitative approach was adopted by conducting eight semi‐structured interviews with tourism authorities and suppliers/professionals. Findings indicated the main impacts of the crisis on Cypriot tourism: lack of competitiveness, decreased visitation/revenues, inadequate quality and escalated pricing. Furthermore, findings identify three types of policy measures: (i) immediate response measures; (ii) foreign investment in tourism; and (iii) diversification of the tourism product and quality improvement. The study highlights the need for Cyprus to develop a comprehensive tourism planning framework. Switching resistance loyalty manifests in persistent stickiness to the incumbent brand as the sole choice in the presence of other attractive alternatives. Empirically, it is the crucial determinant of retaining customers for long duration. However, specific drivers of such loyalty in the hospitality and tourism brand categories are still unclear. The current study, integrating the brand love and customer satisfaction paradigms, addresses this issue with a focus on international tourist hotel brands. Brand love proves to be a powerful driver of switching resistance loyalty toward the hotel brand. Tourism is of great economic importance and significance for the European East Alpine regions. But to an increasing degree, low productivity resulting from the small-business structure of the Alpine region weakens the economic and social leadership of tourism. In the last few decades overcoming these difficulties often included substantial supporting of institutionalised tourism organisations by tourism policy, with the intention to bundle forces and to achieve growing global competition. Change in international tourist markets demands the pursuance of completely new strategies, particularly because the small-business structure of Alpine tourism in the past has always been the basis for its many positive effects for the local and regional population alike. By keeping its function of balancing regional economic growth, tourism policy's main responsibility for the future in the East Alpine region will be to create the prerequisites required for an adaptation to the new situation in the tourist markets. In addition, the support of tourism organisations is needed for achieving corporate success, which cannot be realised by individual entrepreneurs in the tourist industry owing to their small-business structure. The key to adaptation lies in the improvement of qualifications. This improvement should lead to the development of new skills for tourist cooperations as a basis for the strategic transition from institutionalised tourism organisations to flexible and market-oriented destination management companies.  相似文献
