Land expropriation and peasant resistance in China have been widely noted, but the many cases in which peasants consent to give up land have drawn less attention. This paper conceptualizes and examines an alternative development practice: accumulation without dispossession (AWD), a concept first developed by Gillian Hart and Giovanni Arrighi. AWD may arise if accumulation takes place without (completely) depriving rural producers of the right to assets and benefits. The paper examines multiple forms of AWD and makes two main arguments. First, land expropriation does not necessarily lead to dispossession if peasants are compensated with valuable flats, commercial venues, and/or secure jobs. Due to its positive effects on social equality and livelihood security, AWD may offer an alternative vision in the era of neoliberal dispossession. Second, the outcome of land expropriation in China has varied substantially across space and time. In general, there has been a shift away from AWD in the 1980s following the neoliberal reform in the 1990s, but in the recent decade, there has been some movement back towards AWD due to peasant protests, though only to a limited degree. Nevertheless, the majority of peasants losing land have not received compensation sufficient to sustain a secure livelihood.  相似文献

The question of land, its commodification and role in capital accumulation has come to occupy centre stage in political economy since the last decade of the 20th century. Such concerns are however not confined to the agrarian question as in classical political economy but have emerged primarily in the wake of land being integrated into circuits of speculative capital accumulation constituting novel processes of dispossession. This financialization of land and accompanying processes of dispossession, often justified through neoliberal developmentalism, not only has consequences for agrarian actors and ecologies but also poses questions about the role of land in current accumulation dynamic, especially in transitioning economies in the global South. Based on a review of three recently published books on the contemporary land question and politics around it in India, this essay explores how such incorporations and dispossessions are driven by multiple developmental imperatives and asks what such logics mean for conceptualizing the land question in the 21st century.  相似文献

This paper seeks to reconstruct David Harvey's theory of accumulation by dispossession (ABD) through an ethnography of a Special Economic Zone in Rajasthan, India. While Harvey sees ABD as an economic process of over‐accumulated capital finding new outlets, I argue that it is an extra‐economic process of coercive expropriation typically exercised by states to help capitalist overcome barriers to accumulation – in this case, the absence of fully capitalist rural land markets. In India's privately developed SEZs, the accumulation generated by this dispossession – which represents the disaccumulation of the peasantry – occurs through capitalist rentiers who develop rural land for mainly IT companies and luxury real estate, and profit from the appreciation of artificially cheap land acquired by the state. While such development has only minimally and precariously absorbed the labour of dispossessed farmers, it has generated a peculiar agrarian transformation through land speculation that has enlisted fractions of the rural elite into a chain of rentiership, drastically amplified existing class and caste inequalities, undermined food security and, surprisingly, fuelled non‐productive economic activity and pre‐capitalist forms of exploitation.  相似文献

This paper examines the process of land commodification in the commercialization of agriculture and housing in Turkey. Specific mechanisms involved include cadastre modernization, land titling, land registration and land‐consolidation schemes. Through these techniques, the state increases its control over common‐public lands, reconfigures land‐use and access patterns, and deepens commodification. The paper traces historical variation in land use from the national developmentalist to the neoliberal phases of capital accumulation in Turkey, with comparative, contextual examples drawn from the Ottoman Empire. It highlights the combined and socio‐spatially differentiated processes of commodification across sectors that engender a multiplicity of outcomes in simultaneously framing commercialization of agriculture and housing. Contextual analysis of official documents and histories is complemented by information gathered from fieldwork and in‐depth interviews in several former wheat‐cultivating villages, a former gecekondu neighbourhood, and a small agricultural town in the province of Ankara.  相似文献

Studies of accumulation by dispossession in the Global South tend to focus on individual sectors, for example, large‐scale agriculture or nature conservation. Yet smallholder farmers and pastoralists are affected by multiple processes of land alienation. Drawing on the case of Tanzania, we illustrate the analytical purchase of a comprehensive examination of dynamics of land alienation across multiple sectors. To begin with, processes of land alienation through investments in agriculture, mining, conservation, and tourism dovetail with a growing social differentiation and class formation. These dynamics generate unequal patterns of land deprivation and accumulation that evolve in a context of continued land dependency for the vast majority of the rural population. Consequently, land alienation engenders responses by individuals and communities seeking to maintain control over their means of production. These responses include migration, land tenure formalization, and land transactions, that propagate across multiple localities and scales, interlocking with and further reinforcing the effects of land alienation. Various localized processes of primitive accumulation contribute to a scramble for land in the aggregate, providing justifications for policies that further drive land alienation.  相似文献

This paper examines primitive accumulation by studying changes in fishermen and mollusc collectors' labour before and after the privatization of 1,800 hectares of mangrove forest in rural Senegal through the creation of a tourism‐oriented protected area. Locating this privatization within a broader context of capital's enclosures, the paper shows a process of depeasantization, labour intensification (via the multiplication of petty commodity production activities and proletarianization) and changing socioecological relations. This is a process where enclosures continuously alienate workers by separating them not necessarily from the land, but, more generally, from the conditions of their labour even when these are already commodified. As workers cope with alienation, they encounter it anew, contributing to capital's survival through their search for money and other commodities (i.e., means of production and subsistence). Workers' everyday adaptations to capital, and hence alienation, need to become central in future research on primitive accumulation and agrarian change.  相似文献

We focus on the role of the state in land dispossession during war. State agencies promote land accumulation not only through coercive paths, but also by combining political and market mechanisms. Each mechanism may link the state with different actors and coalitions. We illustrate how this worked in Tibú, a Colombian municipality in which violence against civilians and land accumulation took place in more or less distinct phases. The case highlights the fact that land accumulation during war is not only achieved through coercion. At the same time, it shows the importance of identifying the specific coalitions through which states establish their presence in contested territories during war. We explain such variation as resulting from the types of alliances and coalitions that the state establishes with different sets of stakeholders, and the aims pursued by coalition actors.  相似文献

Drawing upon the concept of ‘accumulation by dispossession’, this paper analyses the expansion of agrarian capital in Argentina. A case study illustrates the social and environmental impacts of the expansion of agribusiness in central Argentina and the social struggle – both rural and urban – that has arisen to resist this process. Although government policies after the 2001 crisis differ in many ways from those of the 1990s, current agrarian policies are not significantly distinct from those followed during the pre‐crisis neoliberal period. Rather than ‘post‐neoliberal’, the new model could thus be better described as ‘neo‐extractivist’. With the connivance of the state, agribusiness is producing the largest‐ever transformation of natural capital into economic capital in the history of the region. Moreover, the latest policy developments suggest that Argentina is on the threshold of a new and deeper stage of agrarian capital expansion and wealth concentration, this time operating at a much larger scale.  相似文献

‘Land grab’ has become a catch‐all phrase to refer to the current explosion of (trans)national commercial land transactions mainly revolving around the production and export of food, animal feed, biofuels, timber and minerals. Two key dimensions of the current land grab – namely, the politics of changes in land use and property relations change (and the links between them) – are not sufficiently explored in the current literature. We attempt to address this gap by offering a preliminary analysis through an analytical approach that suggests some typologies as a step towards a fuller and better understanding of the politics of global land grabbing.  相似文献

This paper challenges the recent hailing of agricultural biotechnology as a panacea for food insecurity and rural poverty in countries of the global South. Based on an empirical investigation of the neoliberal soy regime in Paraguay, I document how the profound transformation of this country's agricultural mode of production over the past two decades, spurred by the neoliberal restructuring of agriculture and the biorevolution, has jeopardized rural livelihoods. In particular, I demonstrate how the transgenic soyization of Paraguay's agriculture has led to an increased concentration of landholdings, as well as the displacement and disempowerment of peasants and rural labourers who have been rendered surplus to the requirements of agribusiness capital. At the same time, the consolidation of this new agro‐industrial model has fostered a growing dependence on agrochemicals that compromise environmental quality and human health. Thus, I argue, a development policy based on industrial monocropping of genetically modified (GM) soy is inappropriate, unsustainable and unethical.  相似文献

This contribution spotlights overt collective action as the form of everyday peasant politics in post-socialist China. It first considers the interlinking in the post-socialist period of global neoliberal capitalism and internal (so-called) primitive accumulation by corrupt officials and eager entrepreneurs. Against this background it examines the collective protests of the last 20 years, focusing first on the issue of corrupt local power and then on land seizures. It argues that the emergence of sustained rural contention has been informed by China's socialist legacy as well as older peasant ideologies, and it has involved the coalescence of a shared class perspective among the poor and dispossessed. The final portion of the article considers the implications of these everyday peasant politics, especially land struggles, for transnational agrarian movements.  相似文献

Analysing the sugarcane landscape in the flat valley of the Cauca River (Colombia) reveals that agricultural industrialization in the region required the concentration of land use by regional industrialists and the corresponding exclusion of landowners and poor peasants from territorial decision‐making processes. The analytical lens used in this article, based on the use and control over land and land‐based natural commons, allows for the characterization of three periods in a non‐linear process of articulation and dispute between poor peasant and capitalist agents in the expansion of the sugarcane monoculture during the 20th century. The different constellations of social agents, governmental nexus, and capital enclosures have enacted through mechanisms that, beyond concentrating land property, have managed to deprive rural ethnic communities from their cultural and environmental heritage, traditional economies, and possible futures.  相似文献

Active land markets in the periphery of Chennai have resulted in large tracts of agricultural land being bought by non‐agricultural actors seeking returns primarily from speculation. We argue in this paper that the financialization of land and consequent spurt of agricultural land sales are central to what scholars have termed land grab. Recent literature on land grabs has focused primarily on processes of accumulation by dispossession and the coercive role of the state. Our contention is that land grabs more commonly occur due to the state underinvesting in agriculture, resulting in “dispossession by neglect” of especially marginal and small farmers. Dispossession by neglect better captures the fluid boundary between the coercive and voluntary in contemporary land grabs.  相似文献

Direct elite participation in civil wars remains unexplored terrain. It should be analytically telling, because it involves taking major risks and costs. Here, we consider the direct participation of one rural elite—big cattle ranchers—in the Colombian paramilitary saga. We claim that it was massive, locally specific, regulated by institutions, and riddled by permanent collective action issues. We focus on two important forms of direct participation: ranchers as leaders of paramilitary groups, and ranchers as promoters and beneficiaries of coercive land dispossession. This does not cover the full spectrum of potential elite participation in war, but it is a key starting point to sort out the ways in which extreme inequality is associated with political violence from above.  相似文献

研究目的:厘清土地整治与乡村发展转型的互馈关系,为乡村发展转型的优化调控提供系统性思路,为城乡融合与乡村振兴国家重大战略决策提供科技支撑。研究方法:理论分析法。研究结果:(1)乡村发展转型是乡村发展要素—结构—功能长期性、稳定性质变,土地整治通过对乡村\"山水林田湖草\"的综合治理调试乡村人地关系,实现人与自然可持续发展。(2)土地整治以土地要素为核心带动,联动激活其他乡村发展要素,在优化乡村空间、经济与治理结构、促进乡村就业功能转型的同时,助推了乡村生产、生态与文化功能的优化与提升。乡村发展转型为土地整治提供了本底支撑与动力,驱动土地整治拓深扩面、提质增效转型。土地整治与乡村发展转型需求失谐可能形成对乡村发展转型的负反馈。(3)基于城市郊区、丘陵山区与平原农区的地域类型特征、空间冲突形式有必要对土地整治进行差异化的区域调控。研究结论:城乡转型发展进程中土地整治需要实现多制度整合协同发展,强化人地预警机制建设,动态把握城乡融合发展趋势。  相似文献

The paper proposes a broad argument that the end of state–led development from the 1970s coincided with (i) the final wave of major redistributive land reform, and its place within transitions to capitalism, that lasted from about 1910 to the 1970s, and (ii) the beginnings of contemporary 'globalization'. Self–styled 'new wave' agrarian reform in the age of neo–liberalism, centred on property rights, is unlikely to deliver much on its claims to both stimulate agricultural productivity and reduce rural poverty. The reasons are grounded in the basic relations and dynamics of capitalism, and how these are intensified and reshaped by and through globalization. Understanding these processes, with all their inevitable unevenness, requires (i) recognizing that the historical conditions of the 'classic' agrarian question no longer apply, and (ii) developing the means to investigate and understand better the changing realities facing different agrarian classes within a general tendency to the concentration of capital and fragmentation of labour, including how the latter may generate new agrarian questions of labour.  相似文献

This article discusses three forms of agrarian populism in Thailand: the “grassroots populism” of the Assembly of the Poor, the “reactionary populism” of the yellow shirts, and the “capitalist populism” of the red shirts. We examine how these three strands of populism are embedded within dynamics of agrarian change in Thailand and how the intellectual and activist orientation towards agrarian populism led to the neglect of labour, particularly agricultural migrant workers. We show how key ideological underpinnings of the Assembly's grassroots populism (Brass's “agrarian myth”) could be appropriated for the agrarian component of both reactionary and capitalist populism. Rather than a new populism, we argue that a broad and popular challenge to right-wing authoritarianism should develop inclusive class politics that embrace the rural–urban linkages that already define the social fabric of the new, rural, and agrarian precarious working class.  相似文献

The unfolding of a juridico‐cadastral system in present‐day Cambodia is at odds with local understandings of landholding, which are entrenched in notions of community consensus and existing occupation. The discrepancy between such orally recognized antecedents and the written word of law have been at the heart of the recent wave of dispossessions that has swept across the country. Contra the standard critique that corruption has set the tone, this paper argues that evictions in Cambodia are often literally underwritten by the articles of law. Whereas ‘possession’ is a well‐understood and accepted concept in Cambodia, a cultural basis rooted in what James C. Scott refers to as ‘orality’, coupled with a long history of subsistence agriculture, semi‐nomadic lifestyles, barter economies and – until recently – widespread land availability have all ensured that notions of ‘property’ are vague among the country's majority rural poor. In drawing a firm distinction between possessions and property, where the former is premised upon actual use and the latter is embedded in exploitation, this paper examines how proprietorship is inextricably bound to the violence of law.  相似文献
