This research examines the relationship between the establishment and development of women's groups (WGs) in UK unions, and their wider union and environmental settings. Its timeliness is underscored by unions' ongoing search for sturdy bases for revival and greater representation of their various constituent groups, including via special representative mechanisms such as WGs. Qualitative and quantitative analyses of survey and interview data highlighted links between similar union and wider environmental conditions and WG establishment and development, as well as more complex relationships.  相似文献

Although academic work reflects on the roles of women's groups (WG) in British unions, research on their impacts is scant. This study employs survey, interview and documentary evidence to evaluate the meaning of WG effects for progress towards union goals. It draws in particular on specific findings relating to WG – union relations in the public and civil services. While the monitoring of WG effects is limited, taken collectively, the data sources indicate that WGs have helped to advance a range of union aims. Some have also imbued or challenged certain union goals with particular equality approaches and/or have enlarged their union's goal repertoire. WGs adopt conventional and less orthodox strategies in these pursuits. Implications for union and WG relations, theory and research are discussed.  相似文献

This study aims to analyze whether partnership ideology really deprives union members of the willingness and passion to act for their union, resulting in union decline, and whether militant unionism, which includes adversarial ideology against employers is more effective for igniting members' activism for their unions rather than labor–management partnership. The survey data were obtained from union members working in Mechanical and Metal Manufacturers Complex, Changwon, Republic of Korea. Judging from the overall results of the data analysis, Kelly's (1996) claim that moderate unionism based on partnership ideology would undermine members' activism for their unions was not supported; on the contrary, partnership ideology had positive effects on both members' activism for their unions and decision-making practices. The difference between partnership and militancy is that militancy had an intensive effect on the narrow focus of union activities, but the impact of partnership achieved a better balance between participation in union activities and in management decision making.  相似文献

The year 2008 saw the 10th anniversary of the establishment of the British Trades Union Congress (TUC) Organizing Academy which was designed to train a new cadre of union officials. The aim was to develop a culture of organizing that could help to transform the decline in trade union membership by bringing in new members who had been trained to be active within their unions. Through in-depth interviews and a survey of graduates of the Academy we look at the impact this project has had on individuals, their unions, and the wider union movement. We are particularly keen to give voice to the graduates as they have been charged with the difficult task of transforming the British trade union movement. We find evidence that trained organizers continue to be influential within their unions, but that many (although by no means all) get stuck in relatively junior positions because of the lack of a specialist career structure. This inevitably constrains their influence. The division between ‘servicing’ and ‘organizing’ functions is an almost inevitable consequence of the establishment of a separate, specialist organizing role and can also cause tensions and constrain the spread of organizing practices within unions. Despite this, there is evidence of widespread adoption of basic organizing practices, although more strategic organizing is still far less common. More widely, there is strong evidence of organizers developing new and influential networks between unions, and of individual unions implementing specialist organizing training. Despite this mixed evaluation, we argue that the creation of the Academy has had a considerable impact on British unions and has fostered important and innovative organizing approaches that would probably not have emerged otherwise.  相似文献

Unions, like other service industry and/or nonprofit employers, are uniquely dependent upon the performance of their human resources to ensure organizational success. Consequently, unions have much to gain from adopting a more strategic focus in the management of their vital human talent. While some unions are moving toward greater sophistication in their internal HR practices (Clark and Gray, 2005), as a whole unions have been slow to embrace a strategic outlook on human resources and adopt HR practices that could improve union effectiveness and rejuvenate the union movement. In this paper, I identify and discuss internal organizational characteristics and external environmental factors that may influence the adoption of more sophisticated HR practices by labor unions. It is hoped that the framework that is suggested here can be used to launch research directed at understanding and improving the diffusion of good HR practices among unions that could subsequently improve both the efficiency and effectiveness of unions as institutions.  相似文献

In this study, we examine the effects of two key variables associated with union effectiveness on the job performance of employees, and the mechanisms that explain such effects. More specifically, we investigate whether employees' perceptions that their union has a constructive relationship with management (industrial relations climate) and is able to act as an agent for their concerns (union instrumentality) promotes their job performance by enhancing their perceived job security and trust in management. Drawing on three waves of data from 303 employees and their immediate supervisors within 17 private enterprises in China, we find employees' perceptions of union effectiveness influence their job performance by enhancing both their perceived job security and trust in management. These findings are consistent with social exchange theory and conservation of resources theory. This article contributes to the literature by improving our understanding of how unions influence employees' work performance and by explaining how employees' perceptions of the industrial relations climate and union instrumentality influence their job performance. It also sheds light on the important issue of the effectiveness of unions in China, a country where the centrality of the Chinese Communist Party is often considered to have reduced the instrumentality of unions.  相似文献

The lack of a validated measure of active–passive union participation and a dearth of research into the relationship between generational cohort and union participation challenge union leaders to develop policies and practices to facilitate union renewal. We address these issues by (a) developing a multidimensional measure of union participation that captures both active and passive components, (b) using structural equation modelling to validate the measure within a nomological framework, and (c) investigating the impact of generational cohort on all paths in our framework. Data from members of a large American union confirm that generational cohort influences how union members participate in their union. The two‐factor measure developed in this study facilitates research into antecedents and outcomes of passive and active union participation. Our findings should also prove useful to unions seeking to increase participation within their membership, academics researching unions and generational cohort, and human resource practitioners operating in unionised environments.  相似文献

Larger memberships resulting from union mergers and consolidations have heightened the issue of union responsiveness to economic and noneconomic needs of members. In this study, we focused on a gender-moderated relationship between union size and perceived union tolerance for sexual harassment, in which low perceived tolerance (a desirable outcome) was anticipated as a noneconomic need relevant to union women. Data were collected from women and men officers (N?=?120) in various unions. Officers were viewed as well-positioned informants on tolerance in relation to union policies and practices. As hypothesized, the data confirmed that women in larger unions rated tolerance significantly higher (an undesirable outcome) than women in smaller unions. No such tolerance variation was found for men in relation to smaller and larger unions. Implications for union revitalization and future research on union size are discussed.  相似文献

It is apparent from existing research that little is known about the effectiveness of non‐union employee representation (NER) voice arrangements in Australian firms. This article examines both the non‐union Suncorp‐Metway Employee Council (SMEC) and union voice arrangements at an Australian financial services firm, Suncorp, and assesses their effectiveness in representing the needs of employees. This study is unique because it is one of the few examples of dual representation channels at a single firm. Overall the findings suggest that the effectiveness of union and NER arrangements is dependent on the union and NER voice channels being perceived by the workforce as both representative and able to act effectively or independently. However, while trade unions may provide greater voice than non‐union arrangements, the strength of voice is dependent on the legitimacy and effectiveness of trade unions in representing employees' interests at the workplace. The findings also suggest that the marginalisation strategy used by the union in excluding SMEC from its industrial campaigns, coupled with employees' perception of a lack of effective union voice, could impact negatively on the influence that unions may have on management decision‐making. This could also be perceived by employees as an inappropriate response by the union to management substitution strategies. As a consequence, any changes to industrial relations policy or trade union strategies regarding NER should be considered in the light of these findings.  相似文献

In the mid‐1990s, the TUC relaunched itself with a strategy for renewal labelled ‘new unionism’. The strategy had two strands: partnership with employers and the promotion among affiliate unions of grassroots union organising. The latter, heavily influenced by US and Australian experience, saw possibilities for a more radical trade unionism in the UK. This article draws on a case study of Unison to analyse the organising strand of new unionism. It identifies how top‐down approaches to organising are distorted by union bureaucracy for the priority of recruitment, not only limiting the possibility of emerging union radicalisation but also restricting the ability of trade unions to represent their members. The article also identifies that the position of union Full‐time Officers is complex and not necessarily within a uniform union bureaucracy juxtaposed to and restraining a more radical union rank and file.  相似文献

This paper explores the apparent paradox that while unions exist to promote the interests and well-being of their members, UK survey evidence consistently shows that union members report lower levels of job satisfaction than non-union workers. A review and further analysis of the evidence confirms that this difference persists after controlling for other factors such as type of work. If union member dissatisfaction reflects a form of voice, then we might expect to see resulting gains. An analysis of data from the 1998 Workplace Employee Relations Survey indicates that any gains are modest. Evidence is presented to suggest that although management has become less hostile to trade unions, a degree of anti-union sentiment remains, sometimes leading to a muffling of the union voice, and this helps to account for some of the union member dissatisfaction.  相似文献

Since 1987 trade unions have been a key party to social partnership agreements in Ireland. Theoretical and empirical studies of corporatism point to positive outcomes for trade unions such as an increase in union density, ease of recognition, and increased employer support. However, apart from a modest increase in union membership numbers, none of these outcomes were realised. Union density levels have decreased significantly, union recognition is more problematic than ever, and employer opposition appears to have increased in scope and intensity. Decline in union density questions the capacity of unions to remain pivotal actors in the future. During the period of partnership union density in the private sector more than halved. This paper is concerned with exploring the barriers to cross‐border trade union cooperation among graphical workers in Europe. Highlighting the increasing globalisation of graphical multinationals, the paper illustrates that graphical unions cannot restrict their activities to developments within national boundaries. As such it highlights some of the obstacles that unions face in attempting to instigate transnational cooperation strategies. These obstacles include: the role of employers, the prevailing practices of the unions, employee reticence, the role of the law and resource constraints. It concludes by stressing the continuing need to strengthen cross‐border trade union networks with the ability to impose effective sanctions against the unbridled growth of multinational power.  相似文献

This is the first of two papers dealing with the emergence of black shop floor union power and the changing structure of industrial relations in South Africa. This paper examines the evolution of black and white trade unions and their attitudes towards the officially sanctioned system of industrial relations. Small monopoly trade unions decide upon the wage rate per hour and the hours of work subject to firm's demand for union members. Since the resulting Nash equilibrium is characterized by excess unemployment, we study the employment and welfare effects when trade unions try to coordinate their policies. Firstly, we consider a joint agreement about marginal wage moderation, where trade unions remain free to choose the hours of work non-cooperatively. Secondly, we analyze in which way a joint change in the hours of work affects employment and welfare if trade unions are free to choose the wage rate.  相似文献

The issue of work-life rights is increasingly present in trade unions, who advocate for improved working conditions and living standards of workers. Indeed, unions have adopted numerous resolutions on the subject of work-family balance over the years and they have been negotiating with companies and public organizations in this field, and started to look at the situation within their own organization. However, while unions have negotiated work-life rights for their members, this appears to apply more to the workplaces unions represent than to unions themselves, as employers, and the situation of their own employees. Our research shows that a culture of long hours and strong commitment to the cause sometimes makes it difficult to balance work and family for union employees. Also, the younger generation appears to question the culture of long hours as a signal for performance.  相似文献

Official Russian trade unions seek to maintain their traditional privileges and resources, while alternative unions have remained marginal and relatively ineffectual. The result is that workers are not effectively represented by either type of union.
