Education plays an important role in development, especially in a developing country. To develop the skills and knowledge of the large percentage of the people outside the reach of formal education, and to offer education programmes which can easily adapt and respond to the specific and immediate needs of a developing community, out‐of‐school programmes should be considered.

This article explains how non‐formal education, that is organized and systematic education offered outside the framework of the formal education system, could complement formal education, and should be organized to support integrated, community‐based development Briefly discussed guidelines for the planning of non‐formal education are the horizontal and vertical integration of all activities, extensive community involvement, a self‐help approach, the use of front line workers and the maximum utilization of existing facilities.  相似文献

Universal primary education is regarded as one of the key pillars of sustainable development. The positive influence of education on growth is supported by many empirical studies. However, the effects of education on labour supply, poverty reduction and welfare as well as subsistence agriculture are hardly traceable in an econometric set‐up, given the complex interactions and the long‐term nature of education. An economy‐wide dynamic simulation model provides a well‐suited toolkit to analyse the effects of increased school provision in these aspects and provides insights into the intertemporal aspects of the schooling decision of children. We develop a macroeconomic model that explicitly includes education and human capital allocation, and takes into account that the possibility of child labour increases the opportunity costs of human capital formation. In an application for Tanzania, we find that a large‐scale investment programme in education might have a negative effect on both gross domestic product (GDP) growth and high‐skilled labour supply in the short term but leads to higher GDP and welfare as well as significantly reduced child labour supply in the medium to long term.  相似文献

A surprising cross‐country stylized fact is that higher public spending on education tends to lower the long‐run growth rate of per capita GDP and the returns to schooling. This is contrary to the conventional wisdom that education is a major driver of growth. In this article, we revisit this issue and try to understand these puzzling facts in terms of an endogenous growth model. Our cross‐country calibration of the growth model predicts that countries with a greater government involvement in education experience lower schooling efforts and lower growth.  相似文献

The eighteen former apartheid education departments in South Africa now fall under the authority of a single ministry. However, the full integration of various education authorities at the district and local levels within a unified delivery system that maximises non‐racial access to rural schools, has yet to be accomplished. A study was initiated in the rural Marico and Lehurutshe regions of the North West Province to investigate how equitable access to rural schools on a non‐racial basis could be achieved, and to identify practical constraints on systems of delivery. Over 100 schools in the study area were mapped using Geographical Information Systems technology. It is clear that the characteristics of the education system inherited from the apartheid past will impede the reconstruction of rural education. In order to plan accurately for compulsory schooling, planners will need more detailed population data on out‐of‐school students. They will also have to take into account local geographical features and economic growth nodes near which schools may be placed in order to maximise efficiency and accessibility.  相似文献

Schooling is an important facet of the basic needs approach to development. Higher education has been shown to influence a decrease in both the infant mortality rate and the fertility rate, and furthermore appears to influence an individual's access to more remunerative employment. The provision of schools for black people in Natal by the Department of Education and Training (DET) is still far from adequate for all children of school‐going age. Moreover, in many areas, particularly rural areas and for levels above Junior primary, distances are too great for the children readily to be able to attend school. Particular problems which require confronting are farm schools (the location of which is not determined by DET and which are not always open to all neighbouring children): the inadequacy of secondary schooling in many census districts and in most rural areas; and the spatial fragmentation of Natal KwaZulu.  相似文献

Abstract: Two different positions prevail in the recent discussion on the impact of education on economic growth: those who support a positive correlation between schooling and economic growth rates and those who claim that the impact of schooling on growth has been overstated. What is intriguing about this discussion is that both positions are based on theory and the results from empirical studies. We examine the long‐term effects of increased school enrollment (and effective attendance) on economic growth in Tanzania using a dynamic computable general equilibrium (DCGE) model. We find that an increase in human capital formation in the long run leads only to a moderate increase of economic growth rates but to a substantial improvement of factor incomes to low‐education households, while overall income effects are Pareto efficient.  相似文献

The present study considers how education affects off-farm job participation and wages. We use a nationally representative dataset from a survey conducted in 5 provinces, 101 villages and 808 households by the authors in early 2005. The empirical results show that educational attainment, skill training and years of experience of rural residents have positive, statistically significant effects on off-farm employment. The average return to a year of education is 7percent, which is higher than those observed in previous studies. We also find the return to an additional year of schooling to be higher for post-junior high schooling than for junior high and below schooling: 11.8 versus 3.2 percent. We conclude that not only does education still pays off in rural China, but also the rate of return to education is increasing over time.  相似文献

This study investigates the internal migration of black males in South Africa over the period after the formal end of Apartheid using the 1996 census data. The two issues of our primary interests are the following: (i) whether migration patterns of black individuals are consistent with the income‐maximising hypothesis as related to the destination choice; and (ii) whether the redistribution of human capital is detected in internal migration. The results from conditional logit regressions on choices among individuals in 318 districts show that individuals prefer districts with higher expected wages, conditional on other regional characteristics. In addition, there exist differing preferences on the share of population with post‐secondary education by individuals with commensurate educational attainments. Black individuals with post‐secondary education tend to migrate into areas with a higher share of population with post‐secondary education and vice versa, which confirms the divergence of human capital levels across districts.  相似文献

In this paper, we emphasize the interactive effect between life expectancy and human capital accumulation, and test the positive feedback of longevity to educational investment in China. This is very important for understanding the pressure from the aging population and the increase in private educational investment in China. We first show in an extended human capital investment model that life expectancy growth acts as a driving force for educational investment. We then build a difference‐in‐difference‐in‐differences empirical framework and use cross‐province data to examine the effect in China. We use the maternal mortality rate (MMR) to identify the difference in life expectancy between genders, and the illiteracy rate or average years of education by gender for educational investment. The empirical results comply with the theory, in that increases in life expectancy significantly lower illiteracy rates and improve the average schooling years in China. This content of the present paper is closely related to crucial issues like population aging, human capital accumulation and gender discrimination. Policy implications are discussed based on the empirical results.  相似文献

We study the impact of international remittances on schooling in the Philippines, taking into account the school‐age individual's relationship to the household head. This consideration is important because employment opportunities abroad may be taken at the expense of the quality of child rearing. Our estimation results indicate that there are, indeed, significant negative guardian effects on school attendance and education expenditures when children with overseas parents are looked after by a relative other than a parent or grandparent. However, these negative effects tend to be outweighed by the positive impact of remittance flows from overseas.  相似文献

China's education system uses exams to measure students' ability. How does the labor market reward the ability that raises exam scores? This paper uses proxies to estimate the labor market returns to ‘exam ability’ in China. The estimated returns to one standard deviation of the ‘exam ability’ are 8% in 2002, 12% in 2007, and 7% in 2013 for the urban population with local hukou and high school and above education. The exam ability explains more wage variation than years of schooling or the level of education degree. There is still a significant amount of unexplained wage variation. It is possible that there are more important labor market skills that are not captured by schooling and exam scores.  相似文献

A basic needs survey was conducted among people living on two agricultural smallholder schemes in Venda. The paper describes the research methodology and assesses the availability of education and the nutritional status of respondents on these two schemes.

Neither the availability of formal schooling nor extension work is satisfactory. The situation regarding primary education has improved over the last few years and almost every child in the survey area goes to school. This seems to be an indication of changing attitudes among parents, increased money available for schooling, as well as greater financial commitments from the Government. However, informal training through extension is carried out only on an irregular basis.

An assessment of the frequency of consumption of various foodstuffs suggests an emphasis on carbohydrates at the expense of proteins, minerals and vitamins. Villagers interviewed indicated that food is in short supply and that allocation of additional land could assist in overcoming these shortages.  相似文献

This paper reviews some of the existing economics of education literature from the perspective of South Africa's education policymaking needs. It also puts forward a suggested research agenda for future work. The review is arranged according to five areas of research: rates of return, production functions, teacher incentives, benefit incidence analysis and cross-country comparisons. Production functions, especially if translated to cost-effectiveness models, can point to important policy solutions. Teacher incentives is a policy area that is in need of a better theoretical and empirical basis. Rates of return are difficult for policymakers to interpret, but suggest a need for a qualification below the Grade 12 level. While benefit incidence analysis can demonstrate large improvements in the equity of public financing, cross-country comparisons reveal that not only is the distribution of schooling outcomes particularly unequal, on average it is well below what the country's level of development would predict.  相似文献

Throughout history, Chinese international behavior suggests that security calculations have remained and continue to be an inherent force in the minds of Chinese foreign policy decision‐makers. Since China launched its open‐door policy in 1979, the way the Chinese think and assess the field has significantly changed. Today, the once widely supported realist approach is being rejected by a growing body of Chinese experts who now view the world as increasingly interdependent in both economic and security terms. This paper shows how the Chinese perspective on security issues has diversified and significantly transformed into a more interdependent viewpoint. Despite general skepticism over whether China has learned the inevitability of state sovereignty infringement in the globalization age, Chinese analysts came to understand and believe in the necessity of the security regime and multilateralism in the post‐Cold War period. The “new security concept” exemplified the development of the mutual security in the late 1990s. Whether the Chinese design based on the new idea will be realized is unclear, given the present security structure dominated by the U.S.‐alliance system. However, the new growing paradigm of the Chinese security perspective might play an important role in the process of building multilateral security institutions and regimes in the region, and participation and influence might be China's intention as a responsible regional power  相似文献

This paper evaluates education premiums in Cambodia over the past decade using data from the 1997, 2003–2004 and 2007 Socio‐economic Surveys of Households. The Cambodian labor market has undergone a transformation over the past decade. In 1997, the earnings of workers employed for wages exhibited limited association with education and skills. The picture was dramatically different by 2003 and more so by 2007. The profitability of education had increased sharply, especially for women. There is evidence that the human capital model is now applicable to both men and women, resulting in a wider distribution of earnings. Instrumental variables estimates of the return to an additional year of schooling for male wage earners are found to be higher than the corresponding OLS estimates, but only in the private sector.  相似文献

This article examines the economic development of Turkey from a comparative global perspective. With the help of GDP per capita and other series, it shows that Turkey's record in economic growth and human development since 1820 has been close to world averages and a little above developing country averages. The early focus of the article is on the proximate causes—average rates of investment, below‐average rates of schooling, low rates of total productivity growth, and low technology content of production—which provide important insights into why GDP per capita increases were not any higher. For the deeper causes, the article emphasizes the role of institutions and institutional change. Turkey's formal economic institutions had been influenced by international rules since the nineteenth century, and these rules did not always support economic development. Turkey's elites also made extensive changes in formal political and economic institutions. Formal institutions were only part of the story, however. The direction of institutional change also depended on the political order and the degree of understanding between different groups and their elites. When the political system could not manage the recurring tensions and cleavages between the different elites, economic outcomes suffered.  相似文献

The establishment of trust is a key component of economic activity and social ties can make business dealings work better. However, we do not know much about how economic actors created new social ties deliberately in order to pursue their objectives. This article analyses the way in which merchants and entrepreneurs used specific rituals to establish formal social ties, with the intent of protecting their business relationships. It focuses on relational instruments that until now had been neglected, particularly godparenthood and marriage witnessing. It shows that formalization, ritualization, and publicity of ties were used by entrepreneurs to establish trust with their business associates, for example when information was asymmetric or when institutions were perceived as inefficient in guaranteeing mutual good behaviour. The analysis covers a long period, from the late middle ages to today. It pays particular attention to the consequences of the Reformation in the sixteenth and seventeenth centuries and of the industrial revolution in the nineteenth. Contrary to the received wisdom, it suggests that formal social ties such as godparenthood continued to play an important role in economic activity during and after the industrial revolution. New databases on early modern Italy and nineteenth‐century France are used.  相似文献

Abstract: In the last two decades, primary and secondary school enrollment rates have declined in Nigeria while enrollment rates in post‐secondary school have increased. This paper estimates from the General Household Survey for Nigeria the private returns to schooling associated with levels of educational attainment for wage and self‐employed workers. The estimates for both men and women are small at primary and secondary levels, 2–4 percent, but are substantial at post‐secondary education level, 10–15 percent. These schooling return estimates may account for the recent trends in enrollments. Thus, increasing public investment to encourage increased attendance in basic education is not justifiable on grounds of private efficiency, unless investments to increase school quality have higher private returns. With high private returns to post‐secondary schooling, students at this level should pay tuition, to recoup more of the public costs of schooling, which may be redistributed to poor families through scholarships.  相似文献
