Contemporary cities are threatened by urban development decreasing the overall environmental quality and fragmenting natural and agricultural landscapes. As a result of this fragmentation the number of Non Urbanized Areas (NUAs) present in urban contexts is dramatically decreasing. These areas include cultivated land, Abandoned Farmlands, Grassland, Woods and Shrubs that are often located at the peri-urban cities’ fringes. Among NUAs, farmlands and other forms of urban and peri-urban agriculture provide all three major categories of ecosystem services, provisioning, regulating and cultural services. Recently, New Forms of Urban Agriculture (NFUA) have gained increasing attention from researchers for their promising multifunctionality. Incorporating NFUA into the urban environment will thus improve the sustainability of cities, taking advantage of the multiple benefits and services they can provide.This paper presents a method for the characterisation of NUAs in terms of their physical, ecological and social features. These areas are analysed with different criteria and related indicators structured according to a GIS-based Multi Criteria Suitability Model. The proposed model checks the suitability of transformation of the NUAs toward NFUA, thereby enhancing their ecological and social function as well as accessibility and overall connectivity. Different scenarios of spatial configurations for NFUA have been explored with a sensitivity analysis on the values of used indicators. The method was tested for the municipality of Catania, south Italy, an urban context characterised by a relevant shortage of public green spaces and services.  相似文献

Peri-urban areas around urban agglomerations in Europe and elsewhere have been subject to agricultural and land use research for the past three decades. The manner in which farming responds to urban pressures, socio-economic changes and development opportunities has been the main focus of examination, with urban demand for rural goods and services representing a driving factor to adapt farming activities in a multifunctional way. Working within the peri-urban framework, this review pays particular attention to the relevance of multifunctional agriculture. Academic discourses and empirical insights related to farm structure and practices beyond conventional agriculture are analysed. Diversification, recreational and environmental farming, landscape management and specialisation, as well as direct marketing are all taken into consideration and discussed within the context of landscape functions. The provision of rural goods and services is contrasted with societal demands on peri-urban agriculture. This review finds that multifunctional agriculture has been commonly recognised in peri-urban areas – a phenomenon that includes a large variety of activities and diversification approaches within the context of environmental, social and economic functions of agriculture. In response to the post-productive, consumption-oriented requirements of the urban society, peri-urban farmers have intensified their uptake of multifunctional activities. Nevertheless, not all multifunctional opportunities are being fully developed when one considers the large and growing urban demand for goods and services provided by agriculture carried out near the city. Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

With increasing worldwide recognition of the influence of urban development on the hydrological functions of water, there is growing pressure for urban planning to play a greater role in water resources management. Planning for green open spaces in particular can play an important role, as they support important ecosystem services, including those that assist in flood management. It has been argued that interconnected and strategically planned networks of green open spaces should be planned for early in land use planning and design processes, with consideration of water-related ecosystem values and landscape functions in concert with land development, growth management and physical infrastructure planning. Although there is growing recognition of the importance of green open space planning for water sensitive cities and supportive planning measures, there are few analyses of the actual inclusion of this recognition in plans and strategies, or the presence of related actions and planning mechanisms. This paper addresses this gap by comparatively analysing the approaches taken to regional green open space planning in three Australian capital city-regions. Findings indicate the acknowledgement of relationships between flood regulation and green open space planning and various associated planning mechanisms. However, there is limited explicit integration of flood management and green open spaces planning, and significant on-ground barriers to enabling this integration to occur given the legacy of past planning decisions and the lack of information to support implementation. The paper concludes with recommendations for further research to assist planning for green open spaces as an ally to ecosystem services relating to flood management.  相似文献

Urban regions are important places of ecosystem service demands and, at the same time, are the primary source of global environmental impacts. Although there is broad agreement on the importance of incorporating the concept of ecosystem services into policy strategies and decision-making, the lack of a standardized approach to quantifying ecosystem services at the landscape scale has hindered progress in this direction. Moreover, tradeoffs between ecosystem services and the supply/demand ratio of ecosystem services in urban landscapes have rarely been investigated. In our paper, we present a method to quantify and map the supply and demand of three essential provisioning services - energy, food, and water - along the rural-urban gradient of the eastern German region Leipzig-Halle. This urban region has experienced significant socio-economic dynamics and land use changes since the German reunification in 1990. The results show that both the demand and the supply of ecosystem services changed considerably during the time span under consideration (1990-2007). We identified an increasing supply/demand ratio of food and water but a decreasing supply/demand ratio of energy. In addition, the pattern of ecosystem demands shows a levelling of rural-urban gradients, reflecting profound modifications of traditional rural-urban relationships. The changes of ecosystem service supply gradients are determined more by land use intensity, such as the intensification of agricultural production, than by land cover changes such as urban sprawl. The comparison of supply/demand ratios and rural-urban patterns of ecosystem services can help decision-makers in landscape management in striving for a sustainable balance between resource supply and demand.  相似文献

[目的]基于景观格局演变的区域绿地生态网络与生态功能优化研究是景观生态学研究的热点领域之一。[方法]文章以徐州示范为例,在城市研究区景观格局演变及其异质性研究分析基础上,探索城市规划区城乡绿地景观格局的优化路径;运用经济学与生态学原理,按“山水林田湖草”一体化理念,以区域生态系统服务优化及人与自然和谐发展为前提,从市域与城市规划区视角,合理配置城乡绿地生态网络景观组分,进而优化区域绿地生态网络。[结果]研究得出2005—2015年研究范围城市化造成大量耕地消失,城市建设用地快速增加,随着生态园林建设的快速推进,林地面积占比大幅度增加;地表覆被变化直接表现为景观格局的快速破碎化和景观多样性的下降,景观类型的丰富度和复杂度急需提高,景观多样性指数、景观均匀度指数也均呈现较为明显的下降趋势。同时,重点提出了强化景观格局与过程的完整性与连通性,挖掘潜在生态功能等的区域绿地生态网络一系列优化方案。[结论]文章为研究区及延伸的城乡区域绿地生态网络构建和生态系统服务优化提供了科学的依据、方法与途径。  相似文献

Landscapes provide an array of services to society, from the provision of food and material, to the provision of cultural ecosystem services such as recreation, aesthetics or spirituality. Studies on cultural ecosystem services, however, remain rare and little is known about the spatial localisation of these services. In this study, we adopt and test a framework to identify and map the provision of cultural ecosystem services as perceived by tourists in an Alpine region, i.e. the region of South Tyrol in Italy. A photo-based questionnaire survey is combined with cartographical representations of landscape types to elicit hot and coldspot areas of cultural ecosystem service provision. We statistically test for influences of the land use type and the respondents' socio-demographic background on the tourists' perception of these services. The results show that different spatial patterns emerge for each of the investigated cultural ecosystem services depending on the distribution and extent of the landscape types to which they are related. In particular traditionally managed landscapes, small in extent and mainly scattered over large areas between 1000 and 2200 m a.s.l., are hotspot areas of aesthetic beauty, leisure activities and spirituality. In contrast, intensively managed landscapes, mainly located in the lowland plains of the study site, are considered to be more important for the provision of cultural heritage values. While the results suggest that land use type exerts the strongest influence upon tourists' perception, factors such as the respondents' perceived importance of the services, their gender, cultural background, environmental engagement and experience with the landscape play a significant but subordinate role. We conclude that the spatially explicit information about the provision of cultural ecosystem services can serve as a helpful basis for the design and further implementation of land use policies that acknowledge the high touristic value of traditionally used landscapes in mountain regions.  相似文献

Transport studies give an indication that peri-urban communities in developing countries, particularly Africa, are faced with poor urban transport services. While this notion is established, there remains a limited understanding of how residents in peri-urban communities cope with such a transport challenge. In view of this gap, this study explores the strategies employed to circumvent the challenges of poor transport services in peri-urban communities of Ghana. The study findings show that due to transport-related challenges such as poor roads in peri-urban communities, drivers from the city do not want to operate between the peri-urban areas and the city center. Rather, drivers convey residents of peri-urban communities only to the edges of peri-urban areas – a point they consider immotorable – making it difficult for them to connect to their homes. As a stop in the gap, there is an emergence of taxi stations at the edges of the peri-urban communities to connect commuters to their homes. Unfortunately, this emerging solution is characterised by safety issues as vehicles used are rickety and poorly maintained. These findings offer two major contributions to urban planning studies: First, it is the foremost research to provide understandings of an indigenous solution to lack of transport services in peri-urban communities. Secondly, it is an important research demonstrating the contributions of taxi drivers to the growth of peri-urban areas.  相似文献

Numerous studies underline the importance of immaterial benefits provided by ecosystems and especially by cultural landscapes, which are shaped by intimate human–nature interactions. However, due to methodological challenges, cultural ecosystem services are rarely fully considered in ecosystem services assessments. This study performs a spatially explicit participatory mapping of the complete range of cultural ecosystem services and several disservices perceived by people living in a cultural landscape in Eastern Germany. The results stem from a combination of mapping exercises and structured interviews with 93 persons that were analyzed with statistical and GIS-based techniques. The results show that respondents relate diverse cultural services and multiple local-level sites to their individual well-being. Most importantly, aesthetic values, social relations and educational values were reported. Underlining the holistic nature of cultural ecosystem services, the results reveal bundles of services as well as particular patterns in the perception of these bundles for respondent groups with different socio-demographic backgrounds. Cultural services are not scattered randomly across a landscape, but rather follow specific patterns in terms of the intensity, richness and diversity of their provision. Resulting hotspots and coldspots of ecosystem services provision are related to landscape features and land cover forms. We conclude that, despite remaining methodological challenges, cultural services mapping assessments should be pushed ahead as indispensable elements in the management and protection of cultural landscapes. Spatially explicit information on cultural ecosystem services that incorporates the differentiated perceptions of local populations provides a rich basis for the development of sustainable land management strategies. These could realign the agendas of biodiversity conservation and cultural heritage preservation, thereby fostering multifunctionality.  相似文献

Periurban landscapes should be interpreted as multifunctional spaces enabling them to be valued according to environmental, economic and social criteria. This article proposes a methodology for the characterization of urban and periurban green spaces in the context of strategies which enable planning processes for cities of the future to be devised. Firstly, the green belt is characterized and evaluated and its resilience and dynamic analyzed. Subsequently, different supra-municipal tools are compared and a summary of various existing methodologies and programs is produced, making it possible to develop a matrix for diagnosing projects for green spaces and periurban natural spaces and evaluating their potential as a Green Infrastructure in the context of Open Space Strategies. The application of this method in the characterization of periurban space emphasizes elements of scenic beauty whose incorporation in the said strategies does not require large investments but instead an effort in terms of promoting such places. The drafting of this Open Spaces Strategy offers a cross-disciplinary planning tool with which to take action using a landscape reading scale. This comprehensive view makes it possible to optimize efforts and investments and involve the whole community at all levels of operation through processes of citizen participation. As a result, a systematic and collective diagnostic tool is obtained for characterizing the urban and periurban green belt, which can be applied to the various periurban spaces in accordance with the multifunctionality demanded by supra-municipal strategies.  相似文献

The compact city is advocated as a key strategy to establish sustainable cities. Compact city policy implies urban densification, sometimes with elimination of green space. Citizen’s valuable arguments in urban densification developments in green space are easily ignored, as is explored in a case study in Amsterdam, the Netherlands. Place making decisions are more often legitimized with sustainability claims, and arguments from less convinced residents are denied or remain unexamined. About green space these also concern environmental qualities significant for long term sustainability of cities. This is illustrated by presenting empirical evidence about environmental education, an argument emerging from the explorative study. Environmental education should be seen as an important element in longterm sustainability, but the educational relevance of proximity of green space to schools had remained unknown. Empirical evidence of the negative effect of larger distances to green space on environmental education is presented in a geographical survey. The results suggest that close proximity to urban green space also reinforces fieldwork activities further away. As the validity of this argument was denied in the case study, this illustrates the need to establish frameworks that foster recognition and learning in open processes in urban densification.  相似文献

A substantial fraction of the open space in (peri-) urban and rural areas is covered by domestic gardens which support the delivery of multiple ecosystem services. Although individually they may look insignificant, the aggregation of domestic gardens and of gardening actions can be significant. Referring to ‘the tyranny of small decisions’, we launch the concept of a ‘resource by small gardening actions’: the positive cumulative outcome of individual garden owners adopting pro-environmental gardening practices. Using qualitative research, we gained a thorough insight into the barriers and levers related to the development of domestic gardens as a ‘resource by small gardening actions’. By combining the data from expert interviews with a design workshop addressing garden and landscape architects, and focus groups with private garden owners, we identified eight barriers and nine levers. These levers are part of a ‘mix and match’ toolbox, allowing the development of tailor-made strategies for garden governance. These insights increase the understanding on if and how private actors and their properties could become part of policy plans to support ecosystem services. This adds to the global understanding of the strategic value of daily-life landscapes that exist all over the world.  相似文献

Much of the research on urbanization has focused on how rural populations move to cities for work opportunities. This paper takes a different perspective on the relations between rural populations and urbanization. The livelihoods of rural dwellers on the outskirts of the city of Bogotá in Colombia are increasingly affected by the expansion of urban activities and infrastructure. Therefore, urbanization takes place in the areas of residence of the rural populations; these people do not migrate to the city but, rather, the city migrates to them. Consequently, rural ways of life face growing competition from the production of commodities and services on the urban-rural fringe, including quarrying and landfills serving the needs of industries and urban populations. We explore how rural populations and their livelihoods have transformed as a response to these urban dynamics and the expansion of the city. We focus on the strategies that the rural populations employ to deal with the physical and socio-ecological impacts of this change. The defense of peri-urban livelihoods through these strategies is simultaneously social and spatial and has been partially successful. However, increasing social and environmental inequality, including worsening access to land, water and vital ecological functions, tends to lead to a general reduction in the quality of life in the urban frontier.  相似文献

Unexceptionally all metropolitan areas throughout the world are surrounded by peri-urban areas that are neither urban nor rural in the conventional sense. Peri-urban areas are transition spaces, where the changes in different land uses are incessantly occurring. Determining the boundaries of these areas are critical to develop appropriate policies to manage and preserve them. The perpetual transition in peri-urban landscapes makes the boundary demarcation of these areas highly difficult. This paper aims to answer the question of what the most suitable methodological approach to demarcate peri-urban areas is. In order to address this question, the study undertakes a systematic review of the relevant literature. The findings show that a generic method does not exist to demarcate peri-urban areas as characteristics of peri-urban areas are not uniform across the globe. This paper advocates that techniques for peri-urban demarcation should be geographically specific, and in every case the regional and local contexts–e.g., political system, institutional arrangement, societal characteristic, environmental qualities, and economic drivers that underpin the peri-urban development—should be considered. The study provides insights to policymakers in order to determine peri-urban boundaries by tailoring available peri-urban demarcation techniques to their regional and local contexts.  相似文献

In the past few decades, urbanisation has become a major phenomenon in European cities, thus representing one of the key human land cover changes with socio-economic and environmental impacts. In the Lisbon metropolitan region it is estimated that 17% of natural and farmland have been transformed into artificial areas. Since the end of 1990s, specific EU guidelines have been issued to contain urban sprawl and preserve agricultural land. Spatial planning in Portugal obviously is integrating these assumptions into the statutory land-use master plans. But what is the performance of this land use planning system regarding land cover evolution itself? Based on the Lisbon metropolitan region (LMR), one of the major areas of urban growth in Portugal, we examine spatio-temporal land cover patterns between 1990 and 2007 by integrating cross-matrix analysis, spatial metrics, and gradient analysis. Additionally, we overlay these land cover dynamics with municipal master plans that regulate land development in order to assess the compliance levels of this land-use regulatory system. Results indicate that: artificial areas are growing by coalescence and/or by scattered development along an urban–rural gradient; agricultural land is reducing and fragmentation is increasing to enlarge peri-urban spaces; there are high levels of conversion of agricultural land into urban land in protected areas, thus showing a lack of compliance to the land use regulatory system visible in the existing gaps between the original land-use assignments of the master plan and the actual developments.  相似文献

We observe diverse urban development trends in European cities, with processes such as population aging, growth, shrinkage, and reurbanization having unclear consequences on land use and the urban form. The effects of these processes are especially difficult to determine when they occur quickly and simultaneously. We use varying scenarios of contrasting and exceeding variants of these urban development trends to uncover possible interactions by focusing on demographic and residential preference shifts that were simulated in a previously presented land use model (Lauf et al., 2012). Using urban form indicators and landscape metrics, we determine urban to peri-urban effects. Among other interesting results, we discovered that population aging expedited by population shrinkage greatly affects land consumption. This effect is especially pronounced in the outer city due to the residential preferences of elderly people and thereby reduces urban shrinkage. In contrast, a shift in preferences toward reurbanization reduces land consumption significantly. Population aging produces synergies in terms of urban growth and landscape fragmentation and trade-offs in terms of urban shrinkage and compactness, and the opposite holds for increasing reurbanization.  相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands.  相似文献

In the context of the peripheral European rural landscapes, the role of the urban population, generally referred to as the ‘outsiders’, has shown to be influential in the dynamics of rural space. This influence occurs namely through the demand for non-productive functions leading to the emergence of new modes of occupancy. In addition, the emerging policy framework concerning policies and planning in rural landscapes call for an improved understanding of the diversified social demands for these landscapes. We argue that a more profound knowledge on the urban demand for rural landscape is needed to better integrate the urban interests into rural policy and planning. The present paper aims to gain greater insight on this demand by identifying landscape preferences of urban users, framed by the multifunctional transition theory, and using a photo-based survey with contrasting land covers derived from CORINE Land Cover classes. Furthermore, the use of land cover classes as the main landscape component, and thereby relating preferences to specific land covers, offers a sound basis for a territorial approach, able to integrate landscape into rural policy and land use planning practice. A case-study in Southern Portugal was developed at the regional scale and results showed different appreciation patterns for rural landscapes varying from humanised and more naturalised landscapes according to the different functions sought by urban users. Another prominent result is that urban demand for rural landscapes, even if driven by consumption, is strongly influenced by both protection and production values. A deeper knowledge on the interests of urban population can be a step forward for rural communities, land managers, and sectoral policy decision-makers to better define investment strategies in rural-urban partnerships facing the growing urban demand over rural space.  相似文献
