The Governance of Rural Land in a Liberalised World   总被引:1,自引:0,他引:1  
Liberalisation of agricultural policies reduces the influence of policy on land‐use decisions, but environmental policy objectives remain. Governance provides an approach that recognises the role of institutions and collective action. The formulation of environmental policy objectives in terms of the provision of public goods raises questions as to the role of economic valuation and as to whether the definition of ‘goods’ may misdirect policy attention. An alternative approach relates to ecosystem services and sees management issues in terms of ecosystem resilience and the adaptive governance of socio‐ecological systems. Governance involves a mix of regulation, markets, government incentives and collective action. Regulation sets the domain within which markets operate and social judgements as to property rights are required as a basis for exchanges. Depending on commodity prices, agri‐environment schemes may be required either to reduce agricultural production intensity or to keep land under production. The diffuse nature of the environmental benefits and costs of land uses, the complexity of ecosystems and the need to co‐ordinate land management decisions indicate a role for local adaptive co‐management of land resources. Governments play a major role in supporting the institutional framework within which this can take place.  相似文献

Managing agricultural floodplains to meet present and future human requirements without jeopardizing biodiversity conservation is a challenge for land use planners and ecologists. This paper aims to disentangle the relationships between ecosystem services and biodiversity in multifunctional landscapes, such as floodplain agroecosystems, by disaggregating their values across land use types. We measured eight ecosystem services (gas regulation, soil formation, nutrient regulation, habitat provision, food provision, raw materials production, education, and recreation) and six plant diversity indexes (richness, abundance, and true diversity for both plant species and growth forms) in seven land use types identified in the floodplain of the River Piedra (Spain). We observed that all land use types provided services to some extent, but each one was better at providing certain services. Natural or semi-natural habitats provided more services and hosted greater diversity than cultivated land use types. In addition, five diversity indexes were strongly correlated to at least three ecosystem services each one. Habitat provision and education were the ecosystem services positively correlating to most diversity indexes, whereas food provision was negatively correlated to all diversity indexes. Moreover, analyzing the interactions between ecosystem services and biodiversity across land use types, we observed that land use type was the controlling factor regarding the sign and significance of the interaction. The results of this study suggest that, in floodplains agroecosystems, a mosaic landscape of different land use types helps support ecosystem services and contributes to maintaining biodiversity while using local resources. Such land use policies might manage agricultural floodplains at the landscape scale while still being able to accommodate specific measures for each land use type. Moreover, riparian forests should be preserved and restored across the floodplain as they are hot spots for biodiversity and ecosystem services provision.  相似文献

Livestock grazing, along with agriculture, are key drivers of deforestation and land degradation that subsequently affect ecosystem service provision in the tropics. Although environmental and agricultural policies may curtail these negative effects, information is needed on how specific programs and instruments could be used to incentivize ranchers into adopting rangeland practices to achieve land conservation. We examine what encourages livestock ranchers to adopt more sustainable rangeland practices with various technical and conservation attributes in Colombia’s Orinoco region. First, we analyze a management alternative based on an improved pasture (IP) approach traditionally used in tropical South America, and another practice that promotes silvopastoral systems (SP) that better sustain the long term provision of ecosystem services. Second, we assess the influence that technical assistance and conservation payment instruments can have on the adoption of the IP or SP programs. Using expert-based elicitation, questionnaires, choice experiments, and econometrics, we found that when either SP or IP management alternatives include a complete technical assistance program (CTAP), emphasizing forage or cattle production, the propensity to adopt the conservation focused SP alternative significantly increases. The SP alternative with CTAP for cattle production was valued by ranchers at $290 ha/year and the CTAP prioritizing forage production was valued at $233 per ha/year. Nonetheless, a basic technical assistance program for cattle production using the IP alternative was valued at $128, but when including the CTAP, the value increased to $262. Adopting conservation practices in the form of compensation payments for not grazing portions of their land in the SP was valued by ranchers at an average of $8 and $10 in the IP. Our findings show that decisions to adopt conservation oriented rangeland practices and policies are not strictly based on monetary payments for ecosystem services alone, but also on technical support.  相似文献

The massive expansion of semi‐subsistence farming in the European Union after the Eastern enlargements poses a real challenge to rural development. The problems of semi‐subsistence farms are low cash incomes and incidence of poverty, sub‐optimal use of land and labour, a lack of capital and poor contribution to rural growth. However, they play an important welfare function in some rural areas in Europe; they manage more than 11 million ha of agricultural land and deliver ecosystem services. The Common Agricultural Policy will have to accommodate this now widespread production system, through existing or new policy packages. Particularly important is support for commercialisation to incentivise and smooth the transition to commercial agriculture, and agri‐environmental payments to compensate the semi‐subsistence farmers for the provision of ecosystem services.  相似文献

Many researchers have noted that not only natural ecosystems but also landscapes actively modified by humans (engineered or designed ecosystems) can significantly impact the level of ecosystem goods and availability of services, thereby impacting human and social welfare. In New Zealand, agricultural lands are the largest area of engineered ecosystems on the national landscape. Study of the welfare effects of ecosystem services delivered by agricultural land can provide important insights into the management of engineered or designed ecosystems. This paper uses the contingent valuation method (CVM) and choice modelling to estimate values of four key ecosystem services: climate regulation, water regulation, soil retention and scenic views, for New Zealand land used for arable farming.  相似文献

Community-based Forestry (CBF) is now a popular approach for landscape restoration, forest management, biodiversity conservation and support for rural livelihoods worldwide. The Himalayan country Nepal has been at the forefront of CBF for over four decades, with almost 40% of the total population directly involved in protecting and managing more than 32% of the country’s forested land. However, in the past, the focus of CBF in Nepal was the provision of goods for local subsistence, and there has been limited analysis of the role of CBF in providing ecosystem services (ES) from restored forest landscapes. Based on material drawn from a literature review and a stakeholders’ workshop, this paper analyses changes in Nepalese forest policies to provide a more holistic framework for CBF that provides a wider range of ES and to potentially underpin payments for ecosystem services in Nepal. The analysis indicates that Nepal’s forest policy and practices are still dominated by a narrowly conceived notion of forest management that does not accommodate the holistic concept of ES. The study illustrates that CBF provides many ES from local to global benefits as result of forest restoration. For example, timber, firewood, food, and water have local importance, while climate regulation, flood/erosion control, and habitat improvement have global importance. Many innovative cases are emerging in the long journey of CBF in Nepal that demonstrate more diverse management strategies, new forms of tenure rights and autonomy in institutional spaces. These can potentially provide a catalytic platform for the wider adoption of the ES framework in CBF regimes, in order to focus and reward forest management more directly for the provision of services such as water, biodiversity, climate regulation and recreation. Consequently, this study discusses the issues and challenges that are impeding the implementation of the ES concept in Nepal and suggests some ways forward.  相似文献

Climatic and land use change are amongst the greatest global environmental pressures resulting from anthropogenic activities. Both significantly influence the provision of crucial ecosystem services, such as carbon sequestration, water flow regulation, and food and fibre production, at a variety of scales. The aim of this study is to provide spatially explicit information at a national level on climate and land use change impacts in order to assess changes in the provision of ecosystem services. This work provides a qualitative and quantitative analysis of the impacts on selected ecosystem services (carbon sequestration, food production and soil erosion) in the agricultural sector of the Czech Republic. This assessment shows that, historical land use trends and land use under projected climate scenarios display some shared spatial patterns. Specifically, these factors both lead to a significant decrease of arable land in the border fringes of the Czech Republic, which is to some extent replaced by grasslands, in turn affecting the provision of ecosystem services. Moreover, this assessment contributes to a useful method for integrating spatially explicit land use and climate change analysis that can be applied to other sectors or transition countries elsewhere.  相似文献

This paper examines the issue of incentive compatibility within environmental stewardship schemes, where incentive payments to farmers to provide environmental goods and services are based on foregone agricultural income. The particular focus of the paper is land heterogeneity, either of agricultural or environmental value, leading to divergence between the actual and socially optimal level of provision of environmental goods and services. Given land heterogeneity, such goods and services are likely to be systematically over‐ or under‐provided in response to a flat rate payment for income foregone.  相似文献

The growing demand for a wide range of private and public goods and services from a finite land resource is increasingly challenging for planners at local, regional, national and international scales. The Scottish Government's development of a Land Use Strategy has given salience to resolving conflicts and enhancing synergies in land use. In Scotland, the poorest quality farmland is often designated for nature and landscape conservation and the highest quality farmland often protected for food production. This means that many of the competitive pressures on land are experienced in what we term the ‘squeezed middle’. The paper identifies the multiple (and not exclusively economic) drivers of land use choices and, through an ecosystem services lens, explores three particular areas of land use conflict. These are (i) the continued high level of public support for farming, which has done little to address the problem of low farm incomes; (ii) the pressure to increase woodland planting on farm (and other) land; and (iii) conflicts associated with intensive game management, especially on sporting estates. Using the Scottish situation as an example, the heterogeneity of land use pressures means that there is a danger of the principles of the Land Use Strategy becoming lost in translation from national policy to practical land use decision-making. The appropriate scale for delivery of integrated ecosystem services may therefore be more local than current pilot projects, and may require more active participation of land managers. It may also require policy instruments that are more flexible in adapting to the local context, including payments for ecosystem services.  相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands.  相似文献

Industrial meat production has several negative environmental effects. Governments’ agricultural policies aim for cost efficiency combined with high environmental and animal welfare, which puts farmers in a difficult situation trying to navigate between sometimes contradictory requirements. This paper studies how Swedish pig farmers resolve or cope with conflicting goals in pig farming. We have analysed the regulations governing EU and Swedish pig farming. We have also interviewed five Swedish pig farmers about their views of the different goals of pig farming and strategies for resolving conflicts between the goals of low environmental impact, high animal welfare and enough profitability to continue farming. The greatest divide was between the conventional farmers, who emphasized natural resource efficiency, and the organic farmers who stressed animal welfare, multifunctionality and ecosystem service delivery. We suggest four strategies to contribute to resolving some of the conflicting goals: improve communication about different types of pig farming; use public procurement as a driver towards more sustainable pork production; work towards improving the Common Agricultural Policy, perhaps by implementing payments for ecosystem services or multifunctionality; and finally, decrease the total production of pork to lower the emissions per land unit.  相似文献

Human-induced changes in the natural environment are affecting the provision of ecosystem goods and services (EGS). Land use plans rarely include the value of public ecosystem services such as climate regulation and biodiversity due to difficulties in valuing these services. In this study, we assessed total economic value for five important ecosystem goods and services under five future land-use scenarios using varying levels of costs, prices and discount rates. Results indicated that at higher discount rates normally applied to commercial activities, and assuming the current prices for goods and services, net present value (NPV) was highest for landscape management scenarios aimed at maximising agricultural production. Potential income from services such as carbon and biodiversity does not offset projected income lost from agriculture due to land-use changes. At higher discount rates, NPV was negative for the two scenarios aimed at enhancing the longer term ecological sustainability of the landscape. These results indicate that income from carbon sequestration and biodiversity conservation would need to be considerably higher than current levels in order to justify focusing management of this landscape on ecological outcomes. At lower discount rates (at levels normally associated with public investments), the more ecologically appropriate ‘mosaic farming system’ had the highest NPV, indicating that this type of system might be attractive for investors interested in longer term return horizons or wider public benefits. Higher income from carbon or biodiversity, or increased return from timber by using high value tree species, could potentially make more ecologically appropriate systems profitable at higher discount rates.  相似文献

Understanding the co-occurrence of multiple ecosystem services within farming systems and how they are associated across space are relatively new topics. Quantifying ecosystem services and their interactions as dependent on cropland management can help to formulate a more effective and sustainable land use management system. However, current academic efforts and cropland management practices based on the perspective of ecosystem services bundles and tradeoffs remain limited, especially in developing countries. This paper aimed to integrate ecosystem services into cropland protection and functional zoning. Taking Cixi County in the Hangzhou Bay area, China, as the case study area, five typical ecosystem services (food supply, carbon sequestration, hydrological regulation, soil fertility and recreation potential) delivered by croplands and their correlations were quantitatively assessed. The results demonstrated a heterogeneous spatial pattern of multiple ecosystem services and diverse interactions between them, which depended on regional specific conditions and agricultural activities. Further, we adopted the framework of ecosystem services bundles as a planning tool to support the spatial strategy of cropland management. Cropland protection priority and functional zoning were determined by hotspot analysis and clustering algorithms, respectively. The croplands in Cixi were classified into three protection grades and a zoning scheme comprising four functional types with policy guidelines was proposed based on the spatial cluster results. The integrative approach used in this study is applicable to supplement the current cropland management actions by incorporating the perspective of ecosystem services tradeoff and bundles.  相似文献

Upland areas provide UK society with many important functions, goods and services, but have experienced a number of disturbing trends and face an uncertain future. This paper outlines historic, current and future drivers of environmental, economic, socio-cultural and policy change in UK uplands, and assesses how these have affected or are likely to affect ways in which land is used and the provision of ecosystem services. Information is synthesised into scenarios summarising a range of possible futures anticipated for UK uplands to 2060 and beyond. Finally, innovations in science, technology, governance and policy are evaluated that could enable uplands to continue providing key ecosystem services under a range of scenarios. The paper concludes that many upland areas will need to be prepared for significant reductions in grazing and prescribed burning. Conversely, other areas could experience agricultural intensification, for example significant increases in grazing or an expansion of arable or bioenergy crops into upland valleys, due to anticipated increases in global demand for food and energy. These scenarios will take place in the context of climate change. Many may take place together and may interact with each other, with complex and unpredictable implications for the upland environment, economy and society. In this context, a number of advances are needed in science, technology and policy to maintain viable upland communities and the future provision of ecosystem services. These may include funding for ecological and hydrological restoration via carbon offsetting or other means. It may also involve advances in ecosystem service modelling, mapping and valuation, which through stakeholder participation could facilitate more integrated rural planning. New forms of environmental governance need to be explored that can empower those interested in developing upland economies to maintain thriving upland communities, while managing the ecosystem services they provide as efficiently as possible.  相似文献

Agricultural land abandonment is a policy challenge, especially for areas with unfavorable conditions for agriculture and remote and mountainous areas. Agricultural abandonment is an important land use process in many world regions and one of the dominant land use change processes in Europe. Previous studies have shown that abandonment can have both positive and negative effects on several environmental processes, influenced by location and scale. Preferred policies and management of these areas are debated given concerns for the loss of (traditional) agricultural landscapes and potential impacts on biodiversity and ecosystem services. We present a European-scale impact assessment of the possible effects of agricultural abandonment, based on eight indicators that are on the forefront of the agricultural abandonment debate. Using a multi-scale modelling approach, we expect between 71.277 and 211.814 km2 of agricultural abandonment in 2040. Impacts on the indicators and trade-offs between the impacts are spatially variable. A typology of typical trade-off bundles at a 1 km2 resolution resulted in four typical trade-off clusters. All clusters identified are characterized by a loss of agriculture-related values, such as agro-biodiversity and cultural heritage. For two clusters, this was accompanied by positive effects on indicators such as carbon sequestration, nature recreation and mammal habitat suitability. Overall, our results indicate that location and scale are key to assess the trade-offs originating from agricultural abandonment in Europe. Identification of typical trade-offs bundles can help to distinguish potential desirable outcomes of agricultural abandonment and assist in targeting measures to areas that face similar management challenges.  相似文献

We address a new agricultural policy concern following the decoupling of CAP direct payments in 2005: passive farming, whereby landowners maintain their agricultural area to collect payments without producing commodities. It is claimed that passive farming is hindering agricultural development by ‘blocking’ access to farmland for expanding farmers. We evaluate the links between the EU's Single Payment Scheme (SPS), passive farming, land use and agricultural development. Following identification of the rational landowners’ optimal land‐use choice, we evaluate the effects of the SPS using a spatial, agent‐based model that simulates farmers’ competition for land in a case‐study region of Sweden. We show that passive farming does not constrain land from being used in production; on the contrary more land is used than would be the case without the SPS. We conclude that passive farming is not a problem for agriculture, but provides public goods that would otherwise be under provided: preservation of marginal farmland and future food security. However SPS payments on highly productive land inflate land values (capitalisation) and slow structural change, which hinder agricultural development. Consequently CAP goals could be better served by targeting payments on marginal land and phasing out payments to highly productive land.  相似文献

Computer simulation models can provide valuable insights for climate‐related analysis and help streamline policy interventions for improved adaptation and mitigation in agriculture. Computable general equilibrium (CGE) and partial equilibrium (PE) models are currently being expanded to include land‐use change and energy markets so that the effects of various policy measures on agricultural production can be assessed. Agent‐based modelling (ABM) or multi‐agent systems (MAS) have been suggested as a complementary tool for assessing farmer responses to climate change in agriculture and how these are affected by policies. MAS applied to agricultural systems draw on techniques used for Recursive Farm Programming, but include models of all individual farms, their spatial interactions and the natural environment. In this article, we discuss the specific insights MAS provide for developing robust policies and land‐use strategies in response to climate change. We show that MAS are well‐suited for uncertainty analysis and can thereby complement existing simulation approaches to advance the understanding and implementation of effective climate‐related policies in agriculture.  相似文献

The Environmental Stewardship Scheme provides payments to farmers for the provision of environmental services based on foregone agricultural income. This creates a potential incentive compatibility problem which, combined with information asymmetry about farm land potential, can lead to adverse selection of land into the Scheme and therefore a less cost‐effective provision of environmental goods and services. However, the Higher Level Stewardship (HLS) Scheme design includes some features that potentially reduce adverse selection. This paper studies the adverse selection problem of the HLS using a principal‐agent framework at the regional level. It is found that, at the regional level, the enrolment of more land from lower payment regions for a given budget constraint has reduced the adverse selection problem through contracting a greater overall area and thus higher overall environmental benefit. In addition, for landscape regions with the same payment rate (i.e. of the same agricultural value), differential weighting of the public demand for environmental goods and services provided by agriculture (measured by weighting an environmental benefit function by the distance to main cities) appears to be reflected in the regulator’s allocation of contracts, thereby also reducing the adverse selection problem.  相似文献

Balancing conservation and development with ecosystem services is a popular topic for the sustainable development of agricultural land today. This study establishes an evaluation framework to explore the heterogeneous preferences of tourists and residents for the ecosystem functions of agricultural land in Kinmen, Taiwan. The results showed that respondents preferred to transform the current farming type into sustainable agriculture, increase species habitats, plan wheat and sorghum landscape areas, and combine ecotourism with local cultural activities. Tourists had a higher marginal willingness to pay for farmland conservation than residents. People who supported the conservation program of agricultural land in sorghum and wheat production areas tended to 1) be female, 2) be tourists, 3) have higher education, and 4) have higher monthly income. The results suggest that policymakers must improve ecosystem functions with agricultural ecosystem function support funds, consistent with the guaranteed-price purchase policy in the Kinmen sorghum and wheat areas, for sustainable development.  相似文献

Agricultural landscapes deliver multiple, highly valued goods such as cultural amenities, biodiversity conservation and climate stability. These goods are often delivered as side-effects of farmers' production decisions driven by broad-scale, supranational changes in agricultural, trade or other policies. Human well-being is thus affected in ways not taken into account in these macro-policy decisions. To avoid this policy failure, there is a growing demand for the valuation of broad-scale changes in public goods by the general public. For this purpose, context-rich valuation scenarios at this broad scale need to be developed which are empirically-based, policy-relevant and understandable by the general public. In this way, respondents are focused on actual trade-offs rather than invited to give symbolic reactions. This paper presents and discusses a valuation framework developed to fulfil these criteria. The approach is based on a typology of Macro-Regional Agri-Environmental Problems (MRAEP). Each MRAEP is defined by: (1) prevailing farming systems and agricultural landscapes; (2) current levels of public-good delivery; (3) expected direction of land-use change; and (4) expected effects of such change on public-good provision in each macro-region. Multivariate analysis of EU-wide data on agricultural landscapes and farming-systems led to identify thirteen macro-regions in the EU. Current public-good provision was described using public-good indicators. Only those public goods that are expected to change or could be improved by available policy options (core public goods) were used to generate choice alternatives for survey respondents. The paper ends by discussing innovative elements in the proposed approach, achievements, shortcomings and possible policy uses.  相似文献
