Abstract . Henry George's Progress and Poverty (1879) is a great ethical masterpiece. Its moral tone distinguishes the book. More than an economics test, it is a philosophic quest for justice, an impassioned declaration of the rule of natural law. Indignantly attacking the contention that economics has no place for natural law or ethics, George exclaims: “She [economics] has been degraded and shackled; her truths dislocated; her harmonies ignored.” On the contrary, George stresses, political economy (economics) is a science, and like all sciences, is governed by natural law. Furthermore, it is basically “moral.” Science must, of necessity, always lead to ethics. Natural law must, of necessity, always lead to morality, or justice.“The law of human progress, what is it but the moral law?” George asks. “Unless its foundation be laid in justice the social structure cannot stand.” The social ill that perpetuates poverty and the manifold evils it causes is private ownership of land and the private privilege of collecting its rent. “The fundamental law of nature, that the enjoyment by man shall be consequent upon his exertion, is thus violated.”  相似文献

Numerous conflicts over natural resources can be overcome by restoring reciprocity between public and private sectors of the economy. Chapter 1 reviews two competing forms of environmentalism: one that accommodates business interests by giving public resources to them, and one that sacralizes the bond between society and nature by protecting both environmental quality and social equity. Chapter 2 discusses problems around the world that can be traced to mismanagement of natural resources, including land grabs and poverty. It also reveals a natural confluence between environmental, economic, and social concerns. Chapter 3 shows problems created by California's water tenure laws. California's 19th century equitable solution (the Wright Act) is examined, along with inequities in legal regimes of India, Pakistan, South Africa, and the Philippines. Chapter 4 is a case study of how water laws have affected one river in California's Central Valley by preventing efficient water use. Chapter 5 shows why “water markets,” the standard panacea offered by most economists, have failed to improve either the efficiency or equity of water allocations in California and why such schemes are likely to fail for other natural resources. The missing element in such plans is a method of creating reciprocity by compensating the public, as the original owners of all natural resources. Chapter 6 concludes with four principles derived from the foregoing analysis.  相似文献

Abstract . An “industrial policy” for the U.S. appears from the writings and statements of its advocates to involve modification of federal tax laws and expenditures to allow a largely unchanged set of business institutions to better serve the public interest. It employs planning but it is planning of the sort the U.S. has always had. Those who oppose all government activity in the private sector oppose it, not realizing that the anti-trust laws, for example, do not interfere with the economy's operation but aid it to function beneficently. It is those whose activities are anti social who are loudest in their demands for business “freedom.” Does the U.S. need a more efficient economic system? Intercountry comparisons show that in many areas it lags. To achieve stability of income and employment as well as productive efficiency, the U.S. has many policy options it can consider—and it must.  相似文献

Abstract . In non-profit social services, there is a tendency to avoid setting prices because of the distributional concerns and incompetence on the part of some consumers. Arguments for prices and cash transfers versus in-kind subsidies are reviewed. The appropriateness is examined of “Ramsey pricing” in achieving efficient resource allocation in a zero-profit firm when marginal cost pricing would lead to a profit. A survey of social service agencies in Ontario, Canada, found none was using the principles of “Ramsey pricing” and most were using no fees or prices at all. Some agencies had set prices but then waived them while others set fees equivalent to services provided by nonsocial service agencies. Most view fees as supplemental additions to the budget and consequently do not consider resource allocation. “Ramsey pricing,” it is believed, could be beneficially tried by social service agencies.  相似文献

Japanese society has changed from the past as a result of modernization. However, there is one aspect of social action that has persisted at least in spirit. The purpose of the article is to show how traditional mutual help remains important, has been transformed in the transition to modernity, and has contributed to the continuing development of Japanese society. Mutual help can be divided into three types: yui, reciprocity through exchanging labor; moyai, redistribution based on a common store of goods and resources; and tetsudai, nonreciprocal support in social rites of passage. While these customs have almost disappeared from modern life, the tradition of mutual help is still manifest in some modern civic activities. The social system of mutual help arose from indigenous conditions in order to overcome the “tragedy of the commons.” Modern society might do well to reconsider such mutual help networks in search of ways of solving both public and private social problems in Japan and overseas as well.  相似文献

Abstract . Henry George's classicism was evident in his acceptance of “hard core” assumptions inherent in classical economic analysis, notably that rational self-interested behavior exercise in competitive markets maximized economic welfare. However, George's “stage theory,” the “Law of Human Progress,” led him to reject the classical nexus between social and economic welfare. The emergence of an exchange economy improved efficiency and economic welfare, but institutional changes lagged behind, particularly the redefinition of property rights. Consequently, economic growth based on land as a private rather than public good widened the gap between economic efficiency and social welfare. Hence George's paradox of poverty amidst progress. George resolved the equity efficiency conflict by treating land as a public good. Then, the sale of monopoly rights to land through the “single tax” on land rents captured the difference between the private and social costs of land use.  相似文献

This article is an attempt to analyze the implications for research in the human sciences of the topic of “indeterminacy”. Reviewing an aspect of the issue from the philosophy of social science, the author argues that the debates at the philosophical level often overlook or underestimate the importance of methodological approaches. While the philosophical issue of indeterminacy remains a vexing problem in the social sciences since it was raised by Quine, the article argues that at least a partial resolution of the issue is possible if it is viewed within the context if differing methodological approaches.  相似文献

Abstract . Three main types of privatization are found in the United States: (1) lower proportion of Gross National Product preempted by the public sector, leaving correspondingly more for the private sector, (2) transferring present government enterprises to private organizations; and (3) contracting out the production and delivery of services financed by public funds. Most discussions of “contracting out,” which come from the “public choice” school of economics and public administration, mainly emphasize theoretical economic advantages. They also suppose that the practice can eradicate political machinations. In contrast, this evaluation takes into account the practices’intensely political environment. Many of the advantages attributed to contracting out often are not realized. The practice in many cases can save money. But successes are likely to be achieved only with projects meeting certain narrow specifications.  相似文献

In recent decades economists started discovering the importance of the social dimension of economic interactions. Contemporary economics has borrowed several sociological concepts for its own use, among the most important being the concept of social capital. However, this transfer within disciplines did not occur without a loss—the nature of social capital in economics remains confused and obscure. The purpose of this article is to clarify it, specify the possibilities for its use, and discuss their limits. It is argued that economics once also possessed a view of human beings that was more “socialized” than the modern neoclassical Homo oeconomicus, and that this more “socialized” view still exists in the Austrian school of economics. Because this tradition of economic thought has also developed an elaborate capital theory, it can serve as an ideal source where we can look for inspiration in the current social capital debate. First, social capital is (re)defined along these lines as an individual's asset connected with recognized reciprocity (as opposed to interactions usually classified as “altruistic”). Then major critical claims about the relation between social and physical capital are answered and the connection between social capital, trust, and social norms is described.  相似文献

The highly anticipated publication of Karol Wojtyła’s Katolicka etyka społeczna (KES) in 2018 provides a novel and important basis for understanding the economic thinking of Pope John Paul II. The text is comprised of Wojtyła’s extensive lecture notes from the 1950s on the topic of Catholic social teaching and spans almost 500 pages. KES illustrates the future pope’s deep concern for economic justice as a young priest and his ambivalence towards capitalism, which persisted throughout his papacy. Given the size of KES, this article selectively focuses on Wojtyła’s treatment of topics of continuing relevance: the right of the Church to pronounce on economic matters; private property and the “social mortgage” on it; inequality, the just distribution of resources, and the “option for the poor”; the moral assessment of capitalism and Marxism; the dignity of labor and workers’ rights; and the role of conflict in promoting the common good. I contend that KES is consonant with the later papal teaching of John Paul II on economic justice and that it provides a hermeneutic key to understanding it. Furthermore, I argue that the “radicalism” of Karol Wojtyła on matters of economic justice in KES coheres with papal social teaching from Pope Paul VI through that of Pope Francis.  相似文献

Abstract . Economic cartel theory and Sociological social movement theory are used to achieve a socio-economic analysis of the problems and behaviour of the National Collegiate Athletic Association (NCAA). It is demonstrated that both cartel theory and social movement theory predict substantially similar behavior on the part of the NCAA and its 800-plus member institutions. Specific issues such as “need”scholarships, the possibility that the” big-time”football powers, may leave the NCAA, and the NCAA's relation with women's athletics, are considered. It is concluded that the NCAA is not likely to persist is an organization in its current form.

Abstract . The American family farm is threatened by the combination of low, unstable commodity prices and high costs of machine and chemical technology. Overplanting, erosion, excessive taxation, and non-farm development diminish the best cropland. Government and corporate business policy have encouraged overproduction and soil abuse. To survive, the small farmer takes a second job or joins the urban industrial proletariat. No single national organization protects agriculture or equals the effective lobbying of business and unions for their own interests. “Modern” technology often produces less per land unit than traditional labor-intensive cultivation and costs more in terms of energy, capital, and depleted soil and natural resources. Usurious interest, archaic tax laws, and rapid rise of current technological production costs force insolvency of the small farm while facilitating expansion of giant agribusiness corporations, but technological innovation may have reached the point of diminishing returns. Meanwhile disruption of rural society continues, aggravating metropolitan overpopulation, unemployment, and social disorganization.  相似文献

Abstract . State and local fair housing ordinances, patterned after federal legislation, are promoted by federal policy. This study investigates whether these local laws have had any effect on levels of residential segregation between Whites and Blacks, 1970-1980, by comparing changes in segregation for 111 cities characterized by different types of fair housing coverage. Results show average declines of 9 points in the index of dissimilarity, with cities covered by both state and local laws declining slightly more than cities with no fair housing coverage. Declines are not greater in cities with laws that are “substantially equivalent” to Title VIII vs. cities with non-equivalent laws. When changes in segregation were examined by a variety of population, economic and housing variables that may affect segregation change, it was found that local ordinances continue to have a small, but statistically significant effect. This effect varies according to the pattern of segregation change under study; deconcentration of ghetto areas and integration of White areas are not affected by type of local fair housing coverage.  相似文献

Elinor Ostrom's work on the commons has convinced mainstream economists that “collective” governance of the commons can overcome the “tragedy of the commons” and “free‐rider problems.” Yet, a more systematic appraisal of Ostrom's work shows that it contains no concept of justice. Her idea of rights is extremely limited, often tied to the notion of joint, rather than equal, rights. Indeed, for Ostrom, the notion of the commons is socially separatist and not ecological. Ostrom uses historical examples, but without analyzing how common possession historically evolved and was undermined by external forces. Hence her proposed “collective action” to save the commons actually accelerates the real threats to the commons. A strikingly different and more holistic approach to the commons is offered by Henry George, who posits the commons as the most important path to social, economic, and ecological sustainability. Unlike Ostrom, who studied the commons “scientifically” to show that some goods are neither private, public, nor club‐based, George studied the commons to understand and remove injustice at the roots. His approach is more critical and certainly more relevant today in showing that another world is possible. However, George's work too, requires significant changes to update its framing of the meanings, prospects, and future of the commons.  相似文献

In this paper, we continue the pursuit of the self-coordination mechanism as studied in the El Farol Bar problem. However, in addition to efficiency (the optimal use of the public facility), we are also interested in the distribution of the public resources among all agents. Hence, we consider variants of the El Farol Bar problem, to be distinguished from many early studies in which efficiency is the only concern. We ask whether self-coordinating solutions can exist in some variants of the El Farol Bar problem so that public resources can be optimally used with neither idle capacity nor congestion being incurred and, in the meantime, the resources can be well distributed among all agents. We consider this ideal situation an El Farol version of a “good society”. This paper shows the existence of a positive answer to this inquiry, but the variants involve two elements, which were largely left out in the conventional literature on the El Farol Bar problem. They are social networks and social preferences. We first show, through cellular automata, that social networks can contribute to the emergence of a “good society”. We then show that the addition of some inequity-averse agents can even guarantee the emergence of the “good society”.  相似文献

Existing works on service composition are primarily based on the requirements of service composition, such as describing language supporting service composition, service composition framework, mechanism and method for service composition, and service composition validation. Few works have been carried out from the perspective of combinable relationship among composite services and composition service network. This article emphasises on combinable relationship-based composition service network, i.e. CoRCS-Net. The principles for establishing and modelling CoRCS-Net were studied, and nine combinable relationships among services in CoRCS-Net were investigated and 14 elementary evolving operators for CoRCS-Net dynamic evolution were designed. According to the definition of scale-free network (SFN) and the investigations on its related research achievements, it is supposed that ‘CoRCS-Net is a scale-free network’ in this study. In order to prove the theoretical hypothesis, the concepts of combinable strength and variation of combinable strength were introduced, and combinable strength is used to describe the invoking times of a service being invoked for service composition. First we calculate the real time variation of combinable strength of an arbitrary service in CoRCS-Net, and then obtain the corresponding real time combinable strength and investigate its distribution for all services in CoRCS-Net. It is discovered that ‘like many nature and social phenomenon, CoRCS-Net is “scale-free”, and it is constructed by few “active services” and a great deal of “silent services”. In the process of service composition, the invoking times for majority services are very small, while only few services are invoked frequently, and the probability (or invoking times) for the services in a CoRCS-Net to be invoked for service composition decays as a power-law’.  相似文献

Our purpose is to explore the concept of “sustainability” when understood from a performative perspective, i.e. as a concept that is filled with meaning across time. Drawing on a 10 year-long study of the digital footprint of Stockholm Royal Seaport, claimed to be northern Europe's largest sustainable urban development district, we show that “sustainability” emerged as the project became associated with particular places, projects, histories, and technologies. This means that “sustainability” was local in that it was situated in the particular spatial context of the project; temporal in that it was situated in a particular time; and political in that it expressed particular values and perspectives. The study contributes to explaining why “sustainability” remains—and always will remain—a contested concept, which is why sustainability transitions are complex. Consequently, we suggest that the transition towards sustainability always involves the transition of sustainability, something that needs to be acknowledged in order for a transition to actually become sustainable.  相似文献

Abstract . It is the purpose of this paper to examine critically the choice of “zero discharge” as me ultimate goal of our federal water pollution policy and to demonstrate that a goal of 90 percent removal of pollutants from effluents of urban areas will be more economically efficient. Our results indicate that in reaching “Zero discharge,” there is a minimal return in water quality for urban areas which are located on large bodies of water. The final conclusion is that the substantial resources, which would be required to surpass the level of 90 percent removal of pollutants, could be employed more effectively in other social programs.  相似文献
