In recent years, agriculture has come to be seen as increasingly irrelevant to processes of industrialization and economic development in the Global South. The integration of developing economies into global capitalism and the continued advance of structural transformation would seem to indicate that there is no longer a classic “agrarian question” in the developing world. In other words, agriculture is no longer a major barrier to capitalist development in these countries. However, there is reason to doubt this growing consensus. This article argues for a rethinking of the agrarian question in the Global South and presents evidence that capitalist property relations have not penetrated agriculture throughout much of the developing world. Contrary to recent trends in the literature, I argue that not only is there still an agrarian question in the Global South but also that it remains central to explaining lower levels of industrialization in these countries and, thereby, their relative underdevelopment.  相似文献

The notion of multifunctional agriculture has been researched from diverse disciplines including economics, sociology, political economy, and geography since the URAA. In particular, the economics approach represents an attempt to tailor the concept of multifunctional agriculture to market- oriented WTO trade regime. The approach has been fundamentally troubled by the lack of concord among WTO member countries on the question of what constitutes multifunctional agriculture. This article redefines multifunctional agriculture as a concept encompassing six components that are extremely heterogeneous in their nature of external benefits. Upon examining different positions taken by the US, the EU, the Cairns group, LDCs, and the G10, this article develops a conceptual model explaining why the notion of multifunctional agriculture is conceived so differently across countries. The model posits that institutions, natural resources endowment, ecological conditions, farm policies, and culture/history unique to each country would determine the state of economic development and agricultural competitiveness in a country, which in turn shape the pattern of social demand for various components of multifunctional agriculture. The theorizing undertakes to overcome the Euro- centrism that has dictated the discourse of multifunctional agriculture since the URAA. Implications are discussed for the governance of agricultural trade in the post-Doha Round era.  相似文献

This paper revisits the debate on the role of agriculture in promoting economic growth in a selection of nine developing countries. We investigated the causal linkages between agriculture and gross domestic product growth with the aid of directed acyclic graphs, a recently developed algorithm of inductive causation. The results suggest that while agriculture could be an engine of economic growth, the impact varies across countries. In some cases, we found strong evidence in support of the agriculture‐led growth hypothesis. In contrast, the results for some other countries indicate that having a vibrant aggregate economy is a prerequisite for agricultural development.  相似文献

Peri-urban areas around urban agglomerations in Europe and elsewhere have been subject to agricultural and land use research for the past three decades. The manner in which farming responds to urban pressures, socio-economic changes and development opportunities has been the main focus of examination, with urban demand for rural goods and services representing a driving factor to adapt farming activities in a multifunctional way. Working within the peri-urban framework, this review pays particular attention to the relevance of multifunctional agriculture. Academic discourses and empirical insights related to farm structure and practices beyond conventional agriculture are analysed. Diversification, recreational and environmental farming, landscape management and specialisation, as well as direct marketing are all taken into consideration and discussed within the context of landscape functions. The provision of rural goods and services is contrasted with societal demands on peri-urban agriculture. This review finds that multifunctional agriculture has been commonly recognised in peri-urban areas – a phenomenon that includes a large variety of activities and diversification approaches within the context of environmental, social and economic functions of agriculture. In response to the post-productive, consumption-oriented requirements of the urban society, peri-urban farmers have intensified their uptake of multifunctional activities. Nevertheless, not all multifunctional opportunities are being fully developed when one considers the large and growing urban demand for goods and services provided by agriculture carried out near the city. This paper discusses policy and planning approaches to support multifunctional agriculture in peri-urban areas.  相似文献

Asian developing countries have had varying experiences in trade and agricultural development in the 1980s, attributable in part to their differing stages of economic development and structural characteristics. Other important influences relate to the external economic environment and the policy choices made by their governments not only during the period but also in the preceding decade. The achievements of Asian developing countries under the adverse external conditions of the 1980s are discussed in terms of their macrocconomic and agricultural growth, the commodity structure of agricultural growth, their food production and trade, the expansion and diversification of their agricultural exports, and the policy and nonpolicy factors affecting them. Special attention is given to the role of policy reforms implemented in China and the South Asian countries, following similar policy developments in Northeast and Southeast Asia in the 1960s and 1970s, toward greater openness in their trade regime and increased private-sector participation in the economy. These reforms have contributed to the observed acceleration in gup , agricultural, and export growth in the 1980s. However, macroeconomic imbalances have emerged that threaten the sustainability of economic liberalization in those countries. The major challenges for the 1990s also differ among the Asian developing countries. In the industrially advanced Northeast economies of Taiwan and South Korea, the primary need is to ease the transition of the remaining rural population as farm incomes continue to fall and workers move to industrial and service activities. This challenge has to be addressed in the context of growing external pressure to further open their domestic market for agricultural imports. Among the Southeast and South Asian countries, there is a need to reduce the existing policy biases against agriculture, particularly against export crop production. Moreover, China and the South Asian countries face the additional challenges of continuing to deregulate their trade regime and internal markets, and of promoting macroeconomic stability. Despite the external trend recently toward regionalism, Asian developing countries generally seem committed to an open trading system, on which in fact their past impressive economic performance has been predicated. An important challenge for them in the 1990s is to play an active role in arresting and reversing any protectionist tendencies arising from the formation of regional trading blocs and to support multilateral initiatives such as the Uruguay Round that promote global trade liberalization.  相似文献

The consolidation of capitalist agriculture in countries such as Ecuador has led to a recent revaluation of territories (central highlands) where cheap labour has facilitated agribusiness development linked to the world market. This process generates growth in the numbers of rural wage workers and the creation of a labour market that, in relation to others in several Latin American countries, has certain particularities: permanent jobs, gender balance, an absence of intermediaries and low levels of precariousness. Small‐scale peasant producers are marginalized in this context and play functional roles within the current dynamics of agribusiness firms. The organizational weakness of rural wage earners and the pursuit of clientelist relationships by firms do not allow rural workers and local communities to devise economic and social strategies that might improve their position in this ‘field of forces’ in the territory.  相似文献

The protection of intellectual property rights (IPR) has been a contentious issue for more than 20 years. Industrialized nations have moved to knowledge‐based economies, and simultaneously, trade barriers have fallen, making intellectual property (IP) vulnerable. Adding to this vulnerability are conflicting international institutional environments, belief systems, and economic realities. The debate over IPR protection has become a significant global trade issue pitting the net‐technology producing “North” against the net‐technology consuming “South.” With this in mind, there has been much debate about the impact of alternative IPR regimes (tight or loose) on the welfare of Southern economies. Policy makers, in both the South and the North, search for arguments to convince recalcitrant Southern countries to follow the Northern model of strict IPR regimes. The South, faced with a dilemma, searches for arguments to justify looser regimes or convince its populace that tighter regimes are in the best interest of the nation. The objective of this research is to add empirical clarity about the welfare impacts of weak IPR on the firm and host country. To this end, we employ a novel methodological design and unique context. The research design is deductive, in that we use the empirical setting of Pioneer‐Argentina, S.A., a seller of bioengineered agricultural seeds, to test the existing theory of weak IPR impacts in a North–South context.  相似文献

This article provides an analysis of a payment for environmental services (PES) scheme in the Cidanau watershed, Indonesia. It contributes to the debate on the alleged effectiveness of such economic incentives to actually change decisions among land users. Building on the standard PES theory of change, one would assume that farmers respond to payments and change their land use decisions accordingly for the delivery of environmental services. However, at the project level the impacts of economic incentives depend on how the signal is transmitted to decision-makers. An extensive household survey was undertaken among 270 participating farmers in order to investigate these assumptions. Results indicate that farmers join the scheme for intrinsic motivations rather than because of economic incentives. Besides, the scheme does not target farmers whose decisions could be changed for the sake of service provision. Finally, farmer group leaders display disproportionate power of decision while individual farmers have a low level of understanding of the PES programme. As a consequence, land use patterns might not depend on the economic incentive only; rather they are likely to be determined by the local social context, traditions and economic dependency on forests. This in turn casts some doubts on the strong (yet contested) economic assumptions that underlie the emergence of PES schemes and on their modus operandi in developing countries.  相似文献

KWV has been at the centre of the South African Wine Industry since 1918. In July 2004, KWV agreed that a broadly based Black Economic Empowerment (BEE) consortium would acquire 25.1 per cent of the shares of the KWV Group. The South African Wine Industry Trust, whose trustees are nominated by the Minister of Agriculture and Land Affairs and by KWV, facilitated the deal. The agreement has features specific to the wine industry; it is also a milestone and a precedent for black economic empowerment in agriculture. This paper situates the politics of black economic empowerment in the context of the legacies inherited by the wine industry. It examines the complex political processes by which the participants mobilized funds and negotiated decisions to reconcile their objectives and realize their goals. By examining carefully the details of the sequences of events, the paper sheds light on the peculiar features of this case and raises questions about the nature, implications and significance of black economic empowerment in South Africa.  相似文献

This article estimates agricultural productivity growth in 10 South American countries in 1969–2009 with the objective of investigating if the slowdown being measured in other countries is present in the region. Results show that productivity growth accounts for half of the three‐fold increase in agricultural output during this period and that performance is sensitive to R&D investments in the sector. The slowdown found for the 1990s to 2000s in the U.S. and some European economies does not seem to be present yet in South America. The region's total factor productivity (TFP) growth rate increased steadily from 1.07% during the 1970s to 2.29% during the 2000s. Given lags in adoption and the adaptive nature of innovations in these economies, we have yet to see the potential effects in South American agriculture of decreases in R&D in advanced economies.  相似文献

This paper explores the national and transnational character of mobilization against GM crops in India, South Africa and Brazil in the ten-year period to 2005. By examining the contexts and practices of mobilization across the three countries, and in particular the complex, often fraught, local and global connections, the paper examines the diverse mobilizations that have occurred. The paper argues that to understand these processes, particular national political and economic contexts must be appreciated, alongside how the GM debates articulate with other foci for activism and the complex and often fragile nature of alliances that make up activist networks. The paper shows how the debate about GM crops has become a much wider one: about the future of agriculture and small-scale farmers, about corporate control and property rights and about the rules of global trade. In sum, a debate not just about the pros and cons of a particular set of technologies, but about politics and values and the future of agrarian society.  相似文献

Under the Agreement on Trade-Related Aspects of Intellectual Property Rights, all member-countries of the World Trade Organization are required to provide an " effective" system of plant variety protection within a specific time frame. In many developing countries, this has led to a divisive debate about the fundamental desirability of extending intellectual property rights to agriculture. Empirical studies on the economic impacts of plant variety protection, especially its ability to generate large private sector investments in plant breeding and to facilitate the transfer of technology, have been very limited. This paper examines two aspects of the international experience of plant variety protection: ( a ) the relationship between legislation, research, and development expenditures and plant variety protection grants, i.e., the innovation effect and ( b ) the role of plant variety protection in facilitating the flow of varieties across countries, i.e., the transferability effect.  相似文献

This study surveys the experience of agricultural taxation in developing countries in the context of the ongoing policy debate about the tax structure and administration affecting agricultural producers. Using the examples of a number of countries, it analyzes the conceptual and practical problems associated with different tax regimes. Governments in most countries have reduced indirect (export) taxes on agricultural producers. However, the revenue from direct taxes on farmers has not increased. A major problem in most countries has been the measurement of (actual) agricultural income. Different measures for presumed income have been used with varying success. They seem to have the most potential for increased revenue in many countries, but their effective implementation is constrained by the political and administrative considerations.  相似文献

The objective of this study was to define the value of the main market and nonmarket functions of fjord and mountain agroecosystems in Nordic countries by means of the ecosystem services framework. First, we used qualitative methods (interviews of farmers and other stakeholders in the area of study) to identify sociocultural perceptions of multifunctional agriculture. Next, we used survey-based stated-preference methods to rank and value in economic terms the most important functions (corresponding to the four types of ecosystem services) according to the local (residents of the study area) and the general (residents of a nearby area) populations. The sociocultural perceptions of multifunctionality among local stakeholders were similar, but differences in the relative importance of the functions reflected particular interests (agriculture compared with tourism). Both the local and the general populations attached great importance to the production and availability of quality foods. The general population showed very homogeneous preferences among ecosystem services, but local people rated them very differently. Local people ranked a more agricultural landscape very high. The total economic value of fjord and mountain agroecosystem was 850 € per person per year. The willingness to pay for the provision of ecosystem services under a policy scenario of further development of multifunctional agriculture clearly exceeded the current level of public support. The welfare loss that society would experience in a scenario of further abandonment of agriculture was even greater. We discuss the establishment of payments for ecosystem services for addressing the undersupply of nonmarket functions of agriculture.  相似文献

National park models have evolved in tandem with the emergence of a multifunctional countryside. Sustainable development has been added to the traditional twin aims of conservation and recreation. This is typified by recent national park designations, such as the Cairngorms National Park in Scotland. A proposed Mournes national park in Northern Ireland has evolved a stage further with a model of national park to deliver national economic goals envisaged by government. This seeks to commodify the natural landscape. This paper compares Cairngorm and Mourne stakeholders’ views on the principal features of both models: park aims, management structures and planning functions. While Cairngorm stakeholders were largely positive from the outset, the model of national park introduced is not without criticism. Conversely, Mourne stakeholders have adopted an anti-national park stance. Nevertheless, the model of national park proposed possessing a strong economic imperative, an absence of the Sandford Principle as a means to manage likely conflicts, and lacking any planning powers in its own right, may still be insufficient to bring about widespread support for a Mourne national park. Such a model is also likely to accelerate the degradation of the Mourne landscape. Competing national identities (British and Irish) provide an additional dimension to the national park debate in Northern Ireland. Deep ideological cleavages are capable of derailing the introduction of a national park irrespective of the model proposed. In Northern Ireland the national park debate is not only about reconciling environmental and economic interests but also political and ethno-national differences.  相似文献

This paper challenges the recent hailing of agricultural biotechnology as a panacea for food insecurity and rural poverty in countries of the global South. Based on an empirical investigation of the neoliberal soy regime in Paraguay, I document how the profound transformation of this country's agricultural mode of production over the past two decades, spurred by the neoliberal restructuring of agriculture and the biorevolution, has jeopardized rural livelihoods. In particular, I demonstrate how the transgenic soyization of Paraguay's agriculture has led to an increased concentration of landholdings, as well as the displacement and disempowerment of peasants and rural labourers who have been rendered surplus to the requirements of agribusiness capital. At the same time, the consolidation of this new agro‐industrial model has fostered a growing dependence on agrochemicals that compromise environmental quality and human health. Thus, I argue, a development policy based on industrial monocropping of genetically modified (GM) soy is inappropriate, unsustainable and unethical.  相似文献

Recent developments in the agricultural situation of Western Europe has led to inceased self-sufficiency in importing countries and stagnation in the world trade of agricultural products. An examination is made of the effects of these developments on Danish agriculture and the Danish economy, which has been subject to a very rapid change of structure. Characteristics of the Danish agricultural support policy are commented upon as well as the issue of price support versus income support in relation to the objectives of greater efficiency and improved farm structure. The importance of other measures is emphasised, including action to impove the mobility of agricultural manpower. On the basis of past experience some comments are finally made about the enlargement of E.E.C. and its possible effects on the world trade, on the situation of overseas producers, including the developing countries, and possible ways of reducing the difficulties.  相似文献

The role of agriculture in economic development and the development politics of promoting smallholder versus large‐scale agriculture have both been at the center of a long‐lasting and controversial debate. Using an innovative methodology which combines a value chain approach with input‐output‐analysis, the growth multipliers and productivity of both farm types in Guatemala are analyzed. Results show that smallholder agriculture has the same potential to stimulate output growth as large‐scale agriculture. Smallholder value chains include mainly informal sectors and create more jobs than commercial agriculture. Therefore, a reorientation of agricultural and land policies toward small‐scale food producers and within a comprehensive policy of integrated rural development is not only necessary in terms of social equity but also for boosting economic development.  相似文献

Development statistics estimate that three quarters of the poor live in rural areas and most of them depend on agriculture and related activities for their livelihood. Consequently, research focusing on economic growth and poverty reduction has found that sustainable rapid transition out of poverty requires a special emphasis on the agricultural sector. This study contributes to the debate on aid effectiveness by disaggregating total aid into subcategories and specifically investigating the relationship between aid given to the agricultural sector and poverty reduction. If agricultural development is more effective in reducing poverty than some other types of development, then foreign aid directed towards agriculture may be more efficient in increasing the well‐being of the poor than aid directed to some other sectors or uses. Our analysis uses panel data for developing aid recipient countries to empirically test this relationship. We find a significant relationship between agricultural aid and poverty reduction in our estimates.  相似文献
