《碾压式土石坝设计规范》、《水利水电工程边坡设计规范》宣贯培训班在乌鲁木齐举办

2008年3月4-8日，由水利部水利水电规划设计总院主办、新疆水利水电规划设计管理局和新疆水利水电勘测设计研究院承办的《碾压式土石坝设计规范》（SL274-2001）、《水利水电工程边坡设计规范》（SL386-2007）（简称《规范》）宣贯培训班在乌鲁木齐市举办。《规范》的主要起草人黄河勘测规划设计有限公司孙胜利、李治明和赵洪岭对《规范》进行了宣讲。来自新疆水利水电工程建设、设计、监理和科研等单位的技术和管理人员参加了培训。

浅谈水利水电工程标段的划分

分析了目前水利水电工程投标阶段标段划分中存在问题,提出了在工程项目标段划分中不应一味求小求细,而应结合工程的实际情况合理地划分标段,以有利于工程的施工管理为原则,同时也有利于施工单位保质保量地按期完工。     

土石坝设计施工技术研究与应用

文章结合工程实例,介绍了现代土石坝的优点,对土石坝建设中的反滤层优化、特殊地形心墙截槽的处理、不同坝型结构K值的控制指标确定等关键技术问题进行分析研究,对水下地形图在土石坝设计中的重要性及运用进行阐述,这些技术应用于中低土石坝的设计与施工,可以节约工程投资、简化施工工艺、提高工程质量。

对水利工程建设监理工作的认识与体会

实行工程建设监理制，为提高工程建设质量、节约投资、缩短工期创造了条件。建设监理制正逐步由摸索、借鉴阶段向完善、成熟阶段发展。但是由于我国的工程建设监理制度起步晚，监理行业的发展还不规范。因此，总结工程监理工作的经验，同行之间互相交流学习，对提高工程建设监理工作的质量，完善我国建设工程建设监理制度有重要的现实意义。     

一种边坡失稳结构三维检测模型的研究与应用

引入GIS空间数据,完成矢量数据与栅格数据之间的转化,分析钻孔信息,完成地层划分,利用时间序列,设计边坡位移时序分析遗传进化流程,描述工程边坡的失稳结构,预测边坡位移的演化特征.实验结果表明,设计模型得到的临界滑裂面滑动趋势、形状与位置合理.     

煤矸石改良路基土的强度特性试验研究

为研究煤矸石改良路基土的力学性质,以某在建高速公路为工程背景,采用GDS多功能三轴试验系统对不同掺量和围压条件下的路基土试样进行三轴固结不排水试验(CU试验),分析不同试验条件下煤矸石改良路基土的力学特性。结果表明煤矸石对对路基土的力学特性具有明显的提升作用,可作为公路工程路基填料。

Occupational roles and expectations of research scientists and research managers in scientific research institutions†

Publicly funded research institutes in most countries have been pressed by economic and political pressures through the 1990s to become more financially independent, to be more accountable and to adopt more businesslike principles and practices. In this context the occupational roles and career options for scientists and research managers in these organisations have undergone considerable change. As the research cultures of these institutions take on a more commercial perspective, new and critical career path choices for both researchers and the organisations themselves have emerged. This article focuses on the changing occupational roles of research scientists and research managers in the Australian CSIRO (Commonwealth Scientific and Industrial Research Organisation), one of the world's largest multidisciplinary research organisations. Two critical occupational pathways are discussed: one between science and science management and another between science management and commercial management. Key points where the pathways diverge are identified and linked to broader issues of organisational culture and human resource management. The authors argue that research institutes such as the Australian CSIRO require a ‘multicultural’ management approach that horizontally integrates the industrial, scientific and commercial domains of the organisations’ research cultures.     

Has pharmaceutical research become more scientific?

Pharmaceutical research continues to be highly empirical, despite some recent writings arguing that it has become more scientific. Contrary to a study asserting that Mevacor, Tagamet, and Capoten demonstrate the success of targeted research, these drugs were discovered only after many years of following leads. Two hypotheses implied by the proposition that pharmaceutical research has become more scientific are tested. The first hypothesis is that the uncertainty of research has fallen. The second is that the number of publications by scientists in the industry has increased. Both are rejected.

An analysis of the knowledge base of scientific research and development business services

It is argued that the literature on scientific research and development outsourcing focuses mostly on client firms, that is, the demand side, while little is known of the characteristics of the supplying sector. The present paper tackles this gap by elaborating an exploratory analysis of this business service sector with a view to analyze the main patterns of specialization and their evolution over time. Using data on job content and skill requirements in the United States, we elaborate a knowledge taxonomy of the sector and explore how different forms of knowledge coexist and coevolve.

Academic brands and their impact on scientific endeavour: The case of business market research and researchers

This paper examines the significance of the rapid development of so-called “academic brands” in Marketing for the process of academic research and for the work and the careers of researchers: It focuses on the specific case of business market research and researchers. The paper starts by exploring the ideas behind the development of Consumer Culture Theory (CCT) and its impact on the academic community: CCT appears as an emblematic case of branding of an academic community. The paper then discusses the rapid emergence of the Service-Dominant Logic (SDL) as a case of branding which has a direct impact on business market research. The paper then relates the emergence of these two “brands” to developments in business market research and more specifically to the development of IMP as a brand. Finally, the paper draws some conclusions about the role of academic branding and its impact on scientific endeavour with emphasis on the future of business marketing research and researchers.
