This paper applies an open and transparent methodology to construct a composite indicator for the analysis of the diffusion of ICT in the public sector and the development of public e-services across Italian regions. This methodology, based on OECD/EC-JRC Handbook and incorporating experts′ opinion into a Data Envelopment Analysis, will allow us to define a ranking of Italian regions in terms of ICT adoption and of e-service development. Data are obtained by merging four different surveys carried out by Between Co. (2010–2011) and Istat – Italy′s National Bureau of Statistics (2009). We add to extant empirical literature in three ways. First, we offer a comprehensive measurement of advances in digital government that is not circumscribed to a single domain (e.g. administrative procedures of public administrations) but is rather aimed to capture a wide spectrum of public e-services (e-government, e-education, Intelligent Transport Systems, e-health). Second, we tackle a major drawback of existing statistics and benchmarking studies which are largely based on the count of services provided online, by including more sophisticated indicators on the quality of services offered and on back office changes. The results – both in terms of scores and regional rankings – highlight the presence of different patterns of adoption and use of public e-services at the local level. Third, we offer a rich account of the extreme heterogeneity of public e-service development and of the underlying technological and organizational change at the sub-national level, and hence provide a basis for the differentiating policy measures across regions.  相似文献

This paper seeks to provide some explanation as to how demand-, supply- and institutions-related factors in China have affected the creation and diffusion of Internet of Things (IoT)-related products and services. Concerning demand side factors the paper demonstrates how potential market size and existing technology trajectory work in favor of IoT diffusion. As a related demand side factor the paper argues that, in terms of the technological trajectory, China has started farther from the frontier than most industrialized countries. The degree of incremental benefit from the IoT is thus higher in the country. As to the supply side factors, the article promotes an understanding of how Chinese technology companies have capitalized on a huge user base to develop IoT-based applications. It also suggests that technologies and expertise provided by foreign multinationals have also played crucial roles. Regarding formal institutions, the government's proactive policies have been a major factor in the IoT's evolution. It is also in the Chinese government's interest to develop IoT products to make censorship and surveillance more effective. Regarding informal institutions, Chinese consumers are less concerned than Westerners about being tracked and monitored, which provides a favorable condition for the adoption of IoT-enabled devices. Nonetheless, this condition is changing due to increasing abuse of consumer privacy. China and the U.S. are compared in terms of diffusion, key determinants, performance indicators and impacts of the IoT in order to understand the areas that China outperforms—and underperforms—the U.S. Some indicators are proposed to gauge the IoT-related performance and the impacts of the IoT.  相似文献

The authors examine the broadband digital divide by analyzing the impact of policy and regulation on broadband Internet diffusion. Their multiple regression analysis shows factors that determine broadband diffusion in technologically developed countries do not necessarily have the same impact in less developed countries. They show that in technologically developed countries, there is greater broadband diffusion in countries that make a higher financial investment in information and communication technologies (ICTs), have effective governing practices at the national level, have higher levels of education, and are more urban. In technologically developing nations, a competitive telecommunications sector and higher investment in ICTs lead to greater broadband diffusion, with investment having an even larger impact in the developing world than in the developed world. In addition, stronger democratic political institutions, higher levels of national income and lower levels of income inequality increase diffusion, but the presence of a national telecommunications regulatory authority has a negative impact. These results suggest that the path to widespread availability and use of broadband requires different strategies depending on a nation's level of technological development.  相似文献

The diffusion and adoption of modern information technology provide new chance for China to close urban-rural income gap. This paper uses China's provincial panel data from 2002 to 2013 to investigate the effect of computer penetration on rural residents' income. A public program aiming to connect every village with broadband Internet and other rural facilities provides plausibly exogenous variation in rural residents' availability and adoption of the broadband Internet, which is used to explore the instrument variable for rural computer penetration. The results show that rural computer penetration tends to increase rural residents' income over time, but the average effect remains limited. The dynamic panel threshold effects model, which allows for both the threshold variable and other covariates to be endogenous, is further used to explore the constraints of the income-increase effect of rural computer penetration. It shows that the effect is at least doubled over the average effect estimated from instrument variables method, once the digital divide causes are removed. Our findings have important implications for the government to increase rural residents' income and reduce urban-rural income gap by encouraging rural computer usage and removing the digital divide.  相似文献

Public e-services are a broad and growing research field in which scholars and practitioners from different domains are involved. However, the increasing attention devoted to public e-services only partially captures the extreme variety of aspects and implications of the diffusion of information and communication technologies at all levels of public administrations. The paper aims to develop a meta-analysis of the literature on the delivery, diffusion, adoption and impact of public e-services and examines differences in methodologies, approaches and key indicators across five service categories: e-government, e-education, e-health, Infomobility and e-procurement. We examined 751 articles appeared in 2000–2010 in the top international academic journals listed in the SSCI-ISI, as classified in the following fields: Communication, Economics, Education, Environmental Studies, Geography, Health Policy and Services, Information Science and Library Science, Law, Management, Planning and Development, Public Administration, Transportation and Urban Studies. We highlight a significant heterogeneity in scientific production across service categories, indicators used, and affiliation of authors. We also show an increasing diffusion of quantitative methods applied to different research fields which still appears to be constrained by data limitations. The overall picture emerging from the analysis is one characterized by largely unexplored domains as well as scarcely analyzed issues both across and within individual service categories. Thus many research opportunities seem to emerge and need to be exploited from different disciplinary perspectives in this field of analysis.  相似文献

There is a widely accepted belief in new technologies that the digital divide in using a service will disappear as the service reaches an advanced level of maturity. The work presented here shows that this idea is debatable. Data from Spain, a country where daily internet users are 75.9 percent of the population, prove that the gender gap still exists. The paper explores if this gap can be entirely explained by the socioeconomic differences between men and women. We build a micro panel model and incorporate a set of socioeconomic variables (age, education, income, employment status, digital skills, and resident population) that allow us to isolate the effects of gender on the decision to become a daily Internet user. The results conclude that the Internet gap is a phenomenon with a specific gender component. Other things being equal a woman negatively affects the probability of using the Internet. Applying a similar model to 15 Internet services, we obtain that gender is always significant to explain the likelihood of being a user of each service. However, in some services (7 out of 15), the effect is favorable to women, and for other services (8), the gender effect favors men. The work concludes by analyzing the impact of the first wave of the Covid-19 pandemic on the use of Internet services, paying particular attention to its possible implications for the gender gap.  相似文献

The study of information and communications technology (ICT) adoption signals that diffusion processes within highly unequal societies produce stratification in the access to digital technologies and thus, maintain or even increase previous socioeconomic disparities. While technological utopians believed that One Laptop Per Child (OLPC)-like programs could reduce societal inequalities, the economics literature evaluating these initiatives has mostly focused on student's human capital. Results suggest no impact, even for successful programs such as Uruguay's own OLPC-inspired Plan Ceibal. In this paper, we use an event-study approach to difference-indifferences to identify the impact of Plan Ceibal on the household adoption of technological goods across income quintiles. Our results show that Plan Ceibal helped to bridge domestic digital disparities in terms of access to PC and favored the uptake of internet services. We discuss the potential mechanisms behind these results. Regarding household PC access, even though Plan Ceibal was conceived as a universal program targeting primary-level students attending public schools, both infantilization of poverty and a dual-system educational stratification may explain why this initiative had a heterogenous impact across different income groups. Regarding household connectivity, Plan Ceibal reduced the cost of the bundle required to consume internet services at the time of the study, improving affordability and access among households with beneficiaries of the program.  相似文献

Past research has extensively investigated the role of the Internet in enhancing the effectiveness and efficiency of the new product development (NPD) process. Although the process implications of the use of the Internet in NPD have received considerable attention in the literature, very little is written about the Internet's performance implications in NPD. Recognizing the importance of new product success and the growing trends in the use of the Internet in NPD, this paper investigates the role of the Internet in new product performance. Building on previous studies, this article develops theoretical explanations for the impacts of the use of the Internet in NPD on new product success and presents testable research propositions. It also outlines relevant conditions that might moderate the strength of the impacts.  相似文献

The reduction of the digital divide due to the availability of the Internet and the improvement of skills is accompanied by reverse and resistance trends associated with the influence of socio-demographic and economic characteristics of users. In this paper, we estimate the volume and dynamics of the digital divide in access and use of the Internet in Russia by key social groups according to a longitudinal survey for 2008–2018. We found that along with the reducing of the digital divide, its gaps still remain. The greatest polarization is associated with the income, age, and type of residence of the respondents. The most vulnerable social groups on access to ICTs and Internet use are the low-income, the elderly, citizens with disabilities, and those living in rural areas. The reverse shifts in the digital divide were recorded mainly in relation to the Internet usage by age between the middle-age and youth and by gender. In addition, we pointed out the most resistance social groups to reduce the digital divide in the period under review, in particular, by income and type of residence of the respondents. The findings contribute to an understanding of the dynamics and social consequences of the digital divide and can be taken into account in social policy and measures.  相似文献

Digital exclusion of seniors covers both social and technical drivers that affect the magnitude of this phenomenon. It arises from the fear of technology, reduced manual and mental abilities, socio-economic status, and also the mismatch between the technological environment and the needs of the elderly. The consideration of the needs of seniors are mainly implemented through social policies while the provision of government services is achieved through digitization policies and procedures. Our research is addressing two objectives. The first objective is to identify the main determinants affecting the adoption of e-government and its use by seniors. The second objective is to build a research framework for assessing e-government policy for the digital inclusion of the seniors from both social and technical perspectives. This research framework is then validated based on a case study of Poland. Presented framework proves to be a useful tool to evaluate and depict the areas of improvement for a comprehensive e-government policy toward seniors' inclusion.  相似文献

Marketing channel members are subject to opportunism, and guanxi (i.e., interpersonal ties) is a useful mechanism to deter it. This article argues that the effect of guanxi on opportunism depends on the institutional environments in which firms are embedded in. Drawing on institutional theory and guanxi literature, we investigated the effects of the “Three pillars” of institutional environments. Specifically, we examined whether legal effectiveness, Confucianism, and organizational culture incongruence moderate the impact of guanxi on exchange partners' opportunism. We collected survey data from both sales managers and salespersons in 268 manufacturing firms and merged the dataset with secondary data that measure institutional factors. The results show that guanxi deters opportunism more effectively when legal effectiveness is high, where Confucianism is more prominent, and when exchange firms' organizational cultures are more incongruent. This study provides implications for marketing channel members on how to use personal ties under different institutional conditions.  相似文献

Isolated rural communities face specific challenges associated with their geographical context in the digital inclusion process. Thus, based on a relational and resource-based model as well as diffusion research, this study explored personal, positional factors, as well as material and social resources of household Internet connection in remote communities that received infrastructure access for the first time between 2010 and 2011 in Chile. A face-to-face representative survey conducted in 22 communities revealed that, among personal variables, age and innovative personality played a role in household Internet adoption. Material resources such as income and transport connectivity were also relevant. However, social resources were among the most significant predictors. That is, the presence of children in the household and larger social networks were associated with greater chances of Internet connection.  相似文献

The cell phone is a social medium developing into a multimedia digital platform that provides, obtains, and shares personal and social information. Thus, digital divide, social support, and privacy issues familiar to students of the Internet are here applied to understanding why people may be more or less interested in new text and video cell phone services. The first part of this study develops a basic model of demographic, social, and prior technology use influences on interest in three categories of cell phone text and video services derived from uses and gratifications studies of traditional and new media services—surveillance, entertainment, and instrumental. Hypotheses from this model were tested using data from an April 2007 US national random-digit dialing telephone survey. The by-now familiar digital divide demographics had both indirect and direct influences on assessments of these sets of services, although primarily for entertainment services (which were also negatively influenced by concerns about privacy threats). Surveillance services—here, providing location of family, friends and self to each other—were more positively assessed when family and friends lived closer, and with less prior communication technology use. Instrumental services—such as directions when lost and health emergency information—were more positively assessed by those with greater social support and a stronger belief in privacy rights. Thus, while overall only the entertainment services were even moderately explained, there were understandable differences in influences among the three sets of services, with demographic factors predominating.  相似文献

We analyze the state of the art of indicators on e-government, e-health, e-procurement and e-participation. We survey the main methodological properties of these indicators, and highlight their heuristic potential. Further, we address empirically the issue of the explanation of the availability scores, i.e. how the supply of the various e-services in each country is affected by political, institutional and socio-economic differences, and is followed by actual usage. The econometric analysis uncovers the importance of broadband penetration and higher education as drivers for most of the types of e-services and users (citizens and businesses). Moreover, a corruption-free and agile public sector proves to be an important pre-condition for more effective supply and usage. Despite data limitations and the complexity of the underlying diffusion phenomena, our study is the first truly longitudinal contribution aimed at disentangling the common drivers of such an important phenomenon – the e-services availability and usage across European countries. As such, this work appears useful to inform the policy debate and practice, in a phase characterized by a prospective reorientation of the public e-services provision and policy agenda.  相似文献

This research investigates Internet connectivity in rural regions, looking specifically at four states in the US. Access to the Internet has assumed new significance for commercial and political reasons, and remote and sparsely populated areas typically lack the telecommunications infrastructure for reliable and fast Internet connections. Even as government programs such as the federal E-rate provisions bring Internet connectivity for institutions such as schools and libraries under the government's universal service umbrella, more general Internet access to a broader community constituency has not been addressed within policy circles. Even the deployment of so-called “national” Internet services favors urban regions.Research associates Kyle Nicholas and Lisa Parker were instrumental in undertaking this research, as was financial support from Southwestern Bell and the Rural Policy Institute. The rush to understand new socio-economic contexts created by the wide adoption of AI is justified by its far-ranging consequences, spanning almost every walk of life. Yet, the public sector's predicament is a tragic double bind: its obligations to protect citizens from potential algorithmic harms are at odds with the temptation to increase its own efficiency - or in other words - to govern algorithms, while governing by algorithms. Whether such dual role is even possible, has been a matter of debate, the challenge stemming from algorithms' intrinsic properties, that make them distinct from other digital solutions, long embraced by the governments, create externalities that rule-based programming lacks. As the pressures to deploy automated decision making systems in the public sector become prevalent, this paper aims to examine how the use of AI in the public sector in relation to existing data governance regimes and national regulatory practices can be intensifying existing power asymmetries. To this end, investigating the legal and policy instruments associated with the use of AI for strenghtening the immigration process control system in Canada; “optimising” the employment services” in Poland, and personalising the digital service experience in Finland, the paper advocates for the need of a common framework to evaluate the potential impact of the use of AI in the public sector. In this regard, it discusses the specific effects of automated decision support systems on public services and the growing expectations for governments to play a more prevalent role in the digital society and to ensure that the potential of technology is harnessed, while negative effects are controlled and possibly avoided. This is of particular importance in light of the current COVID-19 emergency crisis where AI and the underpinning regulatory framework of data ecosystems, have become crucial policy issues as more and more innovations are based on large scale data collections from digital devices, and the real-time accessibility of information and services, contact and relationships between institutions and citizens could strengthen – or undermine - trust in governance systems and democracy.  相似文献

In the era of the digital economy, improving the level of information and communications technology (ICT) development is an important measure for achieving the high-quality development of the services exports. This study constructs a comprehensive development index for the digital economy based on the United Nations Conference on Trade and Development Statistics Database (UCTADstat) to calculate the services exports competitiveness of 75 countries (regions) around the world from 2010 to 2019 and conducts ternary margin decomposition. The study empirically verifies that the digital economy promotes the competitiveness of services exports, not only driving intensive growth of quantity margin and price margin but also enhances the expansion growth of category margin. Heterogeneity analysis reveals that the effect of the digital economy on improving low- and middle-income countries' services exports competitiveness and industries with low ICT intensity is more significant than that of high-income countries and high ICT-intensity industries. The impact of the digital economy on the ternary margin of countries’ different income levels and ICT-intensity sample groups exhibits differentiated estimation results. The conclusions of this study provide novel explanations regarding the effects of the digital economy in improving services exports competitiveness and new perspectives and evidence for strategic policymaking.  相似文献

This paper discusses the adoption of e-government in three Latin American countries: Argentina, Brazil and Mexico. The study first presents a conceptual framework to examine the development and services of e-government, which is applied to assess its adoption in these leading Latin American economies. Study findings can shed some light on each nation as a model for successful development as well as the implementation of e-government in a non-industrialized, developing nation. Scholars have an enduring interest in investigating whether a new medium displaces or complements existing media whenever a new medium is introduced to the society. In this study, it is sought to investigate the extent to which the mobile phone would replace or reinforce teens’ traditional Internet use through computers. Surveys were conducted on 1875 youths between 12 to 17 years old in 5 digital cities in East Asia: Hong Kong, Seoul, Singapore, Taipei, and Tokyo. The findings profile a digital generation that is highly connected in the 21st century. Ninety percent of all respondents used the Internet. Almost 90% of the teens in this study used the mobile phone, and two-thirds of them ever surfed the Web via their mobile devices. Through a factor analysis, three dimensions of teens’ use of mobile Internet were identified, namely, task-based activities, information seeking and communication activities, and recreational activities. In general, the teens tend to use the mobile phone for recreation and entertainment purposes, especially playing games and listening to music. They are less likely to use the mobile phone for more sophisticated purposes, such as petitioning, voting, or shopping. Drawing upon the niche theory, the patterns between teens' mobile Internet and PC Internet use were further compared. Our analysis shows that mobile Internet primarily serves as an extension of teens’ Internet activities via PC, rather than as a replacement. Such positive relationships are quadratic and non-linear.  相似文献

This paper explores the determinants of the individual's decision to perform cross-border e-commerce (CBeC). The European Union (EU) is especially interested in the promotion of CBeC because it is an important tool in its strategy to achieve the Digital Single Market in Europe. In this paper official data is used from a representative survey of 16,209 individuals on ICT usage by households and individuals that was carried out in Spain by the National Institute of Statistics (INE) for the year 2016. Using a standard neoclassical utility maximization framework, and logistic regression techniques, the results show that being a male is positively related to the probability of practicing CBeC. Education is positively and significantly related to the probability of being involved in CBeC with EU countries. Computer and Internet Skills are significant and positive factors in explaining CBeC (either with EU countries or with the rest of the world). The variable “how often the consumer sees other customer reviews before buying online”, has a positive effect. Foreign nationality also increases the likelihood of using CBeC. To promote CBeC in Spain measures towards developing digital skills, Internet trust and use of online information reviews of goods and services are discussed.  相似文献
